Industry-City Integration in Eco-industrial Park of China

Industry-city integration in industrial park has stepped into quick development with the continuous advancement of urbanization in China. Relying on the developed ecological industry chain,sustainable development ability and good ecological service,eco-industrial park is at the forefront of industry-city integration,and accumulates rich experience in practice. The operation mechanism model includes government development,development of large state-owned enterprises,and public-private partnership. The space structures involve the relation between central urban district and new industrial town,overall layout of production,living and ecological space in eco-industrial park. In the aspect of system innovation,park management system,household registration management system,cultural system of community and environmental governance system face the challenges.

Strategic Study on Integration of Port and City Development in Rizhao

agglomeration of the Yangtze Delta （UAYD）, one of the most developed regions of China, has witnessed an increasing prevalence in building ecological cities when the ecological cities are pursued by many modern cities, and great achievements have been made in this regard. It is inevitable, however, that certain problems exist during the construction of ecological city, which include but not limited to non-harmonious development of urban complex ecosystem, and the difficulty in quantifying eco-city construction or incomplete quantification in assessing the con- structiori of present and future eco-city. Based on the analysis on social-economic conditions and regional conditions of the UAYD, this paper attempts to set up an index system of eco-cities combining with local characteristics, and to adopt the indices of eco-city, urban harmony, and eco-city colligate to evaluate the ecological level, urban harmonious development and eco-city construction of cities within the UAYD. Results indicate that among 15 cities in UAYD, Suzhou City ranks the highest in terms of eco-city construction, whereas Nantong ranks relatively lower; sustainable eco-city construction is possible only when cities are developed in every respect of harmony.

教育硕士产教融合“U-G-S&E”育人模式探析

产教融合是教育与产业的深度合作,我国产教融合的政策经历了从职业教育到普通教育的发展。产教融合符合教育硕士人才培养的逻辑,“U-G-S&E”育人模式以高校为主导,政府提供政策引导和资金支持,中小学和企业协同参与教育硕士的培养。通过实践探索发现,“U-G-S&E”模式可以更好地激发学生提升职业能力的动力,助力学生职业生涯规划和就业,提升以赛赋能的效果,帮助高校校内导师、中小学和企业的校外导师加深对教育链、人才链与产业链、创新链有机衔接的理解,助力孵化本地企业参与遴选国家产教融合型企业,推动本地企业更好的融入国家现代教育体系建设。

The Dos and Don’ts of the African Continental Free Trade Agreement Pose the Ghana’s Maritime Industry Vis-A-Vis Its National Industrialization Drive

The direct and indirect immensely contributions of free trade blocs/single market integration to the steadilygrowth of developed emergence and least developed economies are unmeasurable. The increasing insatiable demand and approval of the free trade model by almost all of the six continents to enhance their economic development has proved that its benefits have indeed outweighed the challenges. Therefore, this research just like the other internationally recognised literatures on this market system, intends to analysis the impacts of the important/dos, don’ts, opportunities, prospects and other important factors of the recent AU member States unanimously endorsement of AfFCTA’s implementation, will have on Ghana’s maritime industry. The possible quantitative findings in this study do uphold its immensely potential benefits impact on the African and Ghana’s maritime industry development and at the same time, indicate an irresistible gap pertaining to the downward progress of its implementation within the sector. These findings have apparently revealed that loss of revenue from scrapping off customs tariffs carries the highest percentage of all the challenges facing AfCFTA’s implementation and recommend that there must be an effective investment-oriented measures-FDI in harnessing the opportunities and prospects embedded in AfCFTA so as to accelerate Ghana’s maritime industry development in its implementation process.

Clean Production and Ecological Industry:A Key to Eco-city Development

Eco-city development is a healthy process towards sustainable development, within the carrying capacity of local ecosystem through changing production mode, consumption behavior and decision instrument based on ecological economics and system engineering. The key to its planning is an ecological integration to make trade-off between economic wealth and environmental health, between material and spiritual civilization, between natural and human eco-cybernetics. Integration, demonstration, citizens’ participation and scientists’ and technician’s catalyzing are the key instruments for the implementation of the ecocity plan. "Clean production" and "ecological industry" are key elements in comprehensive development towards an eco-city. Beyond the technical and management questions, how to interlink production, consumption and reduction at the local and regional level, the spatial and urban dimension should be considered in order to perform an integrative urban eco-space.

Promoting the construction of Guangdong-Hong Kong-Macao Greater Bay Area is a major policy decision and national strategy made by the central government of China,which significantly supports the Belt and Road Initiative and maintains the long-term prosperity for the whole country.As an important part of the Guangdong-Hong Kong-Macao Greater Bay Area,Foshan needs to find its own position and direction in order to accelerate the joint development with other cities through five measures.

基于IFC和CityGML映射转换的BIM与3DGIS集成研究

以BIM与3DGIS数据映射转换集成方法为主要研究内容,分别论述IFC与CityGML的语义解析描述、两者的差异以及两者间的映射转换原理,形成基于IFC向CityGML映射转换的BIM与GIS集成方法。通过测试,验证了该集成方法的可行性,实现了BIM与3DGIS间的数据共享。

Path for the “Interaction between Industrialization and Urbanization” in Low Hilly Areas of Sichuan Against the Background of New Urbanization: A Case Study of Overall Planning of Lianjie Town in Weiyuan County

Taking the practical experience of Lianjie Town, Weiyuan County for example, this paper analyzed regional characteristics of the low hilly areas in Sichuan and interaction mechanism of "industrialization and urbanization", explored the path for the interaction between industrialization and urbanization from 5 perspectives, namely accelerating industrial upgrading, optimizing industrial structure, breaking through the dual system, industry back-feeding town, and protecting ecological background.

Study on the Development of the Chip Information Industry Based on Moore’s Law

Chips are the carriers of ICs (integrated circuits). As a result of design, manufacturing, and packaging and testing processes, chips are typically wholly independent entities intended for immediate use. According to known data, one unit of chip output can drive up to ten units of output in the electronic information industry and 100 units of GDP (Gross Domestic Product). The Chip Information Industry is a strategic industry in most developed countries in Europe and North America. The development of the Chip Information Industry is related to national economies and personal livelihoods. Moore discovered a certain trend after analyzing data: in general, every newly produced chip has twice the capacity of the previous generation, and it takes 18 to 24 months for the next generation to be subsequently invented. This trend has come to be known as Moore’s Law. It applies not only to the development of memory chips but also to the evolutionary paths of processor capability and disk drive storage capacity. Moore’s Law has become the basis of performance prediction in several industries. However, since 2011, the size of silicon transistors has been approaching its physical limit at the atomic level. Due to the nature of silicon, additional breakthroughs in the running speed and performance of silicon transistors are severely limited. Elevated temperature and leakage are the two main sources that invalidate Moore’s Law. To counter these issues, This paper analyzes specific problems challenges in the Chip Information Industry, including the development of carbon nanotube chips and fierce competition in the international Chip Information Industry. In addition, this paper undertakes a critical analysis of the Chinese Chip Information Industry and countermeasures to Chinese Chip Information Industry development.

基于SWOT分析的林芝市茶旅产业融合发展研究

茶旅融合是围绕茶产业、依托旅游资源形成的茶旅经济链,为乡村产业振兴战略下“三农”发展注入新活力。在乡村产业振兴视阈下,林芝市茶旅产业融合发展是值得探索和研究的问题。本文运用SWOT分析法对林芝市茶旅产业融合发展的优势、劣势以及所面临的机遇与挑战进行分析,得出茶旅产业融合发展面临茶旅产业融合模式较为初级、品牌标识度不高、开发及推介力度不够、茶旅产业人才欠缺与基础设施及配套建设不完善等问题。对此应从茶旅项目和产品、培育茶旅龙头企业和品牌打造、深挖文化内涵、打造茶文旅项目,以政府、茶企、人才为依托,建设完善配套设施、加强宣传力度,提高林芝市茶旅产业融合的市场影响力等方面加以调整,进一步推进林芝市乡村产业振兴。

乡村振兴背景下城乡融合发展政策体系与体制机制研究——以西藏自治区N市S县为例

党的十九大报告提出,要“实施乡村振兴战略,建立健全城乡融合发展的体制机制和政策体系,加快推进农业农村现代化”。自改革开放特别是党的十八大以来,在目前乡村振兴的大背景下,我国在统筹城乡发展、推进新型城镇化方面取得了显著的进展,但城乡要素流动不顺畅、公共资源配置不合理等问题依然突出,影响城乡融合发展的体制机制障碍尚未根本消除。为走好城乡融合之路,中共中央国务院出台了乡村振兴战略规划(2018~2022年)、《乡村振兴促进法》、《关于建立健全城乡融合发展体制机制和政策体系的意见》(以下简称《意见》)等相关文件。本文针对N市S县在乡村振兴背景下如何准确把握城乡融合的政策体系,构建城乡融合发展的体制机制进行探究。找寻适合N市S县城乡融合发展的路径,促使城乡融合发展的政策体系与体制机制落实到乡村振兴的现实要求上来。

雄安新区产城融合发展的创新路径

当前产业发展和城市建设基础较弱、定位于国家“千年大计”的雄安新区,其产城融合发展面临着城市高标准开发的自我造血机能较弱、产业跨越式发展的要素支撑较少、有为政府和有效市场的动态平衡较难等追赶和示范需同时进行等挑战。在未来产业发展服务化、城市发展多样化、产城发展协同化、产城创新数字化的趋向下,应以创新利用雄安“金字”招牌为首要、以充分发挥市场运行逻辑为支撑、以加快形成示范效应为突破、以渐进式产业发展为路径、以有效协调周边区域利益为促进,加快雄安新区产城融合发展,更好推进京津冀协同发展日益深入和多赢。

基于业财融合下物流企业财务转型的路径——以S物流企业为例

近年来,随着我国经济的迅猛发展,特别是信息技术与网络技术的快速发展,传统工业经济不断向互联网经济转变,各个企业之间的竞争日益加剧。面对激烈的市场竞争,企业需要适时制定转型战略,不断地对自身的组织结构进行调整和优化。财务管理是现代企业管理的重要组成部分,业财融合作为现代企业财务管理的一大趋势,对财务管理提出了更高的要求,因此企业需要不断探索财务转型的有效路径。文章以S物流企业为例,就该企业如何基于业财融合实现自身的财务转型提出一些建议和看法。

市域产教联合体公共价值创造的逻辑与路径

建立市域产教联合体是我国构建现代职业教育体系的重要探索,它具有协同创新性、地方性、契约性、开放性与融通性等多重特征,立足公共价值创造分析视角能帮助理解市域产教联合体超越“教育”或“产业”领域价值的组织本质。公共价值创造分析框架呈现了市域产教联合体增强职业教育经济社会适应性与人才培养组织支持水平、改善企业人力资源和技术技能结构以及提升企业形象等方面的公众价值基础,并充分阐述了其在优化资源配置、促进社会价值共识、强化社会凝聚力和提升公众福祉等方面的公共价值结构。推动市域产教联合体建设,应准确识别公共价值内涵,定位市域产教联合体的组织目标,在制度完善过程中寻求价值公约数以及强化组织能力,不断优化运行机制,塑造协同文化,构建价值共创格局,从而实现市域产教联合体公共价值创造。

智慧城市建设能否促进数实融合?——基于双重机器学习的因果推断

智慧城市试点是中国推进新型城镇化建设的重要政策之一,也是实现数实融合的重要手段。基于2010-2021年中国282个地级及以上城市数据,以智慧城市试点政策为准自然实验,运用双重机器学习模型实证分析智慧城市建设对城市数实融合的影响及其作用机制。研究表明:(1)智慧城市建设能够显著促进数实融合,该结论在样本缩尾、增加样本维度、调整样本等一系列稳健性检验后依然成立。(2)智慧城市建设通过促进产业结构升级、提升数字治理水平和扩大对外贸易,进而促进数实融合。(3)智慧城市建设在非资源城市、非老工业基地、中小城市、宽松环境规制地区表现出显著的数实融合正向效应。(4)智慧城市建设在促进数实融合方面具有空间协调效应,能够在全国、省份以及地区层面缩小数实融合的相对发展差距。研究结论为中国深化数实融合、加快推动区域经济协调发展提供理论支撑和政策启示。

大连市职业教育的问题与对策

以问卷调查法、文献资料法和访谈法为主要研究方法,对大连市职业教育状况进行调研,发现大连市职业教育基本形成了重点突出、特色鲜明、与本市产业体系相匹配的专业格局,为大连市经济社会发展提供了技术技能人才支撑,但在政策、产教融合以及人才培养方面存在一定的问题。应从细化大连市职业教育政策,建立校企合作信息共享平台,加大职业院校人才培养方案制定和教材编写的开放性等方面入手,进一步提升大连市职业教育的水平,为大连市社会经济发展培养优秀的职业人才。

农村产业融合发展的现实困境与实现路径——以江苏省镇江市为例

农村产业融合是全面推进乡村振兴的现实选择,其赋予了农业产业新动能、激发了农村发展新活力、拓展了农民增收新空间。江苏省镇江市农村产业融合发展的实践表明,培养壮大融合主体、优化集聚融合要素、巩固创新融合模式、稳定完善融合机制,能够有效地提升农村产业发展水平,针对融合层次不高、主体功能不强、要素供给不足等问题,应从创新农业经营组织方式、推动生产要素跨界流动、促进增值收益合理分配等方面促进农村产业深度融合,以期实现共同富裕。

“产—城—人”融合与高质量发展导向的社会治理研究与探索——以广东省佛山市南海区狮山镇为例

广东省佛山市南海区狮山镇以“产—城—人”融合与高质量发展为导向,探索出经济发展、城市发展与人的发展有机结合的社会治理“狮山模式”。该治理模式的核心意涵是,狮山镇在区域性的产业增长、城市建设和人的进步之多重复杂关系中,通过多主体、多形式的社会治理建构,在使产、城、人三个领域均得到良好发展的同时,还使三者之间形成相互顺应、相互促进的关系,并在此基础上凝练出具有区域特色的社会治理体制机制。狮山这一创新探索,为社会治理现代化与城市高质量发展,提供了一个地方样本。
