Aimed at the low carbon economy and the characteristics of planning EIA in the industrial development region,the planning EIA index system which merged with the low carbon economy concept in the industrial development region was established.The construction planning of national eco-industrial park in Hefei High-tech Industrial Development Zone was comprehensively evaluated by using the gray correlation method.The evaluation results of considering and without considering the low carbon index were contrasted and were verified by using the improved entropy method.The results showed that the regional sustainable development index constantly rose,and the planning was reasonable.Moreover,the suggestions were also put forward to tackle the problems.

The Role of Planning in National Innovative City Development: On the Evolution and Implementation Effect of Shenzhen Industry Layout Planning

From the two perspectives of urban development and industrial development, this paper presents and explains the stage characteristics of the evolution process of Shenzhen to build a national innovative city, on which both the urban and the industrial policies produce remarkable influences. By analyzing three cases of industry layout planning of Shenzhen, in particular the evolution of planning thoughts and the implementation effect of the plans, this paper argues that an effective industry layout planning should focus on studying the spatial requirements of industries and creating the suitable physical environment for industrial development instead of directly arranging the layout of various industries. Moreover, the implementation of the latest planning policy in Shenzhen proves that the industry space policies issued by the local government should be problem-oriented and be aimed to solve the practical difficulties in the innovative development.

Research on the Development of Housing Industrialization under the New Urbanization

Based on the national strategy of"new urbanization",from the perspective of urban and rural integration,industrial interaction,economy and intensification,this paper proposes to vigorously promote the industrialization planning of urban and rural housing based on SI system,do a good job in the production of building structural parts from the perspective of building industrialization,extend to the internal filling parts,and do a good job in the internal filling system from the perspective of housing industrialization.At the moment of"Rural Revitalization"strategy,we should first develop the SI system multi-storey industrialized housing to meet the needs of rural areas.At the same time,we put forward the development path of China's urban and rural housing industrialization.

The Path to a Low-Carbon Economy: From the Perspective of Industrial Planning

Based on the carbon emission data of China's manufacturing industry from 1998 to 2015,this paper examines the impact of carbon emission inclination of the central and local governments’industrial planning on regional carbon emissions.The findings of this study suggest that central industrial planning focuses on the long-term goal of economic development and favors low carbon emission industries,while local governments are more inclined to short-term economic growth and focus more on high-carbon emission industries with high output.The support of local industrial planning for high-carbon emission industries can reduce the intensity of regional carbon emissions,while the influence of central industrial planning is not evident.The mechanism analysis shows that government support for some industries can improve the industrial added value and reduce the carbon emission intensity.As the output value and carbon emission level of high-carbon emission industries are higher,the decline of carbon emissions caused by local government support for high-carbon emission industries will eventually lead to the reduction of carbon emission intensity in the whole region.The research explains the different paths that the central and local governments choose to develop a low-carbon economy and analyses their influences.
