However, no in-depth researches have been made on how to solve this problem. Using data from Henan Province, China,employing geographical detector technology, this paper focuses on testing whether the industry-university-research cooperation can contribute to coordinating the relation between regional innovation and economic development. It is shown that: 1) the industry-universityresearch cooperation in Henan Province is increasing gradually, and the network presents a core-edge structure, and the coupling degree between regional innovation and economic development is spatially unbalanced, which is similar to the spatial distribution of the intensity of industry-university-research cooperation;2) as an important approach to effectively connect scientific researches with market demands, the industry-university-research cooperation can help form an interactive, interconnected, coupled and coordinated virtuous relation between regional innovation and economic development. Compared with the cooperation between organizations of the same type and the separate innovation of organizations, the improvement of the industry-university-research cooperation level can better coordinate the relation between regional innovation and economic development;3) the cooperative innovation model between enterprises and universities can better promote the coupling between regional innovation and economic development, compared with many industryuniversity-research cooperation models. For underdeveloped areas lacking local knowledge base, industry-university-research cooperation should be considered as a long-term development strategy, especially using the knowledge sources of external universities and scientific research institutions to enhance innovation capability and achieve economic growth.展开更多

In this context, two major trade and investment agreements that could lead to profound influence on low-carbon energy systems development around the Asia-Pacific region are the Regional comprehensive economic partnership (RCEP) consisted of the Association of Southeast Asian Nations (ASEAN) plus Australia, China, India, Japan, New Zealand, and Republic of Korea and the Belt and road initiative (BRI) initiated by China. In order to have a smooth transition to low-carbon energy systems in Asia, besides RCEP and BRI, it is imperative to boost private sector investment. Success of encouraging private sector investment depends on appropriate government policies towards promoting innovations and reducing financial risks to private investors. Future water demand in Afghanis...The trans-boundary Amu River Basin (ARB), which is shared among Afghanistan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, is a primary source for human population and ecosystem. Future water demand in Afghanistan is likely to increase due to ambitious development plans after long-term unrest in the country. In accordance with high water abstraction in the Afghan part of ARB and its impacts on the downstream countries, water cooperation mechanisms are analyzed using the desk study approach. The results concerning regional water cooperation on the ARB show that, the level of cooperation between Afghanistan and central Asian riparian countries is reasonably weak. There are certain issues causing lack of cooperation between Afghanistan and central Asian riparian countries. Developmental and political interests of riparian states are key impediments to regional water cooperation on ARB. Technical impediments include the lack of human capacity, no application of basin approach and, lack of donor coordination at regional level. The policy analysis as a result of this study envisaged that initiatives to improve water management practices and increase productivity are highly needed in the study area to mitigate the foreseeing increase in irrigated water demand. The international framework law of UNWCC 1997 cannot be applied generally in central Asia and particularly in Afghanistan. Thirdly, Afghanistan’s participation in regional water cooperation framework i.e. ICWC is highly needed though participation as permanent member requires a “revise water demand assessment by ICWC” on the basis of reliable data, current infrastructural development and irrigation expansion plans of Afghanistan albeit donor agencies could play a mediation role in establishing agreement on water allocation between Afghanistan and other riparian countries.展开更多

The Russian-Chinese cooperation conducted on sea basin conducted in the 21st century is aimed at limiting the US ability to control global transport routes,especially energy transport carriers.The community of interes...The Russian-Chinese cooperation conducted on sea basin conducted in the 21st century is aimed at limiting the US ability to control global transport routes,especially energy transport carriers.The community of interests outlined in this way allows for undertaking a number of political and economic initiatives and the use of demonstration of strength in regions where the national interests of both countries are located.Its scope is limited by existing divergences,which particularly concern the European policy of both countries.Chinese plans to build the One Belt One Road transport system are violating the status quo in Eurasia in favour of Beijing.While under the Asian policy both countries have managed to reach a compromise regarding the way of economic activity and the formula for building this merger,the scale of divergence of interests in Europe limits the possibility of reaching a similar agreement.Russia’s goal is primarily to limit the US’s ability to control northern shipping routes,followed by maintaining political and economic influence in Europe in the context of China’s increasing activity and the gradual decrease in the demand for energy resources.For China,the goal is to make the most effective use of the transport system to Europe,ultimately based on the One Belt One Road project.Therefore,the only common strategic goals of both countries in relation to Europe are striving to transfer the burden of US maritime activity from Asian reservoirs to the waters of the Artic and North Atlantic the seas surrounding Europe.However,the Chinese from this group exclude the Baltic Sea,which is to be an area of political stability.However,in the assumptions of Russian policy,the Baltic is to be a substitute region for conducting Arctic rivalry.The existing discrepancies mean that the scope of European cooperation of both countries is limited and will focus on limiting the American dominance on maritime shipping routes and economic undertakings enabling the realization of the interests of both countries.展开更多

On top of this, the novel Corona Virus Disease 2019 (COVID-19) has given us all a new experience. It is imperative to draw lessons to prepare for future disease outbreaks. This was a scoping review, a method that allows the assessment of emerging evidence. The objectives of the review were to 1) describe the manifestation of the epidemics;2) elaborate on the social and economic effects;3) characterize the responses;and 4) draw lessons. The findings show that Ebola risk is permanent and even increasing. The next COVID-19 epidemic is around the corner. For Africa, the situation has been made worse by poverty and fragility of institutions. Africa’s incapacity to manufacture its own vaccines, medicines, diagnostics and protective wear has been detrimental in the management of epidemics. The need for personal and home hygiene has been emphatically brought to attention. The trust in the government and other agencies is the cornerstone in the management of emergencies. The use of armed soldiers should be discouraged, for they scare people from seeking help. It is much better to use trusted local leaders instead of strangers during pandemic emergencies. Understanding the local politics without getting involved in them is essential. It is critical to understand community and individual perception of the risk of the disease in question. Often neglected is the psycho-social aspect, which should be planned early. The science of response measures ought to be explained simply and transparently, as part of risk communication. Emergency funds should be raised, and made easy and quick to disburse. Mechanisms of sharing health technologies and knowledge need to be devised under the UN. People centeredness ought to guide the conduct of trans-border movements and all transactions during pandemics.展开更多

文摘In 2016 and 2017 respectively,new governments of the Philippines and the United States took office,which initiated a change in the development of their bilateral relations.Although the US-Philippines alliance has since then returned to normal conditions and defense cooperation has continued to strengthen,policy reorientations and adjustments by the Trump administration have stirred up uncertainties among the Filipinos concerning the ties between the two countries.Philippine President Rodrigo Duterte came to power with the slogan of change.His foreign policy sought to actively close the rift in the relations with China,which were severely damaged by the South China Sea arbitration case.While tightening US-Philippines defense cooperation,he also took active steps to diversify cooperation partners.In recent years,a number of new features have been added to the US-Philippines defense cooperation,which not only reflects the characteristics and trends of the advancement of the US Indo-Pacific strategy,but also has important implications for China and its efforts to maintain overall peace and stability in the neighboring areas and to further enhance China-Philippines relations.
文摘On January 18,“China International Energy Cooperation Forum 2018:New Era,New Opportunities,New Vision and New Ideas”was successfully held on the campus of its organizer Renmin University of China.This forum received strong support from dozens of domestic and foreign research institutes,including the Renewable Energy Professional Committee of China Energy Research Society,Resource and Environmental Policy Institute of the Development Research Center of the State Council,the International Energy Research Institute of the International Cooperation Center of the National Development and Reform Commission,the CNPC Economics and Technological Research Institute,and the Center on Global Energy Policy of Columbia University.The forum was divided into four parts in two sessions of“Report Release”and“Expert Discussion”.Active and warm discussions were conducted around four topics:“The Position and Role of China in Global Energy Governance”,“The Potential Risks and Their Aversion in China’s International Energy Cooperation under the Belt and Road Initiative”,“How Can Chinese Energy Companies Enhance Their Global Competitiveness”,and“How to Increase the Safety of Overseas Interests in China’s Foreign Energy Investments”.The discussions were unanimously acknowledged by the
文摘The trans-boundary Amu River Basin (ARB), which is shared among Afghanistan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, is a primary source for human population and ecosystem. Future water demand in Afghanistan is likely to increase due to ambitious development plans after long-term unrest in the country. In accordance with high water abstraction in the Afghan part of ARB and its impacts on the downstream countries, water cooperation mechanisms are analyzed using the desk study approach. The results concerning regional water cooperation on the ARB show that, the level of cooperation between Afghanistan and central Asian riparian countries is reasonably weak. There are certain issues causing lack of cooperation between Afghanistan and central Asian riparian countries. Developmental and political interests of riparian states are key impediments to regional water cooperation on ARB. Technical impediments include the lack of human capacity, no application of basin approach and, lack of donor coordination at regional level. The policy analysis as a result of this study envisaged that initiatives to improve water management practices and increase productivity are highly needed in the study area to mitigate the foreseeing increase in irrigated water demand. The international framework law of UNWCC 1997 cannot be applied generally in central Asia and particularly in Afghanistan. Thirdly, Afghanistan’s participation in regional water cooperation framework i.e. ICWC is highly needed though participation as permanent member requires a “revise water demand assessment by ICWC” on the basis of reliable data, current infrastructural development and irrigation expansion plans of Afghanistan albeit donor agencies could play a mediation role in establishing agreement on water allocation between Afghanistan and other riparian countries.

文摘The Russian-Chinese cooperation conducted on sea basin conducted in the 21st century is aimed at limiting the US ability to control global transport routes,especially energy transport carriers.The community of interests outlined in this way allows for undertaking a number of political and economic initiatives and the use of demonstration of strength in regions where the national interests of both countries are located.Its scope is limited by existing divergences,which particularly concern the European policy of both countries.Chinese plans to build the One Belt One Road transport system are violating the status quo in Eurasia in favour of Beijing.While under the Asian policy both countries have managed to reach a compromise regarding the way of economic activity and the formula for building this merger,the scale of divergence of interests in Europe limits the possibility of reaching a similar agreement.Russia’s goal is primarily to limit the US’s ability to control northern shipping routes,followed by maintaining political and economic influence in Europe in the context of China’s increasing activity and the gradual decrease in the demand for energy resources.For China,the goal is to make the most effective use of the transport system to Europe,ultimately based on the One Belt One Road project.Therefore,the only common strategic goals of both countries in relation to Europe are striving to transfer the burden of US maritime activity from Asian reservoirs to the waters of the Artic and North Atlantic the seas surrounding Europe.However,the Chinese from this group exclude the Baltic Sea,which is to be an area of political stability.However,in the assumptions of Russian policy,the Baltic is to be a substitute region for conducting Arctic rivalry.The existing discrepancies mean that the scope of European cooperation of both countries is limited and will focus on limiting the American dominance on maritime shipping routes and economic undertakings enabling the realization of the interests of both countries.
文摘The Shanghai Cooperation Organization(SCO)was formed in 2001 after breakdown of the socialist system and the Soviet Union as a new form of cooperation between former socialist countries in Eurasian region.Mongolia joined the SCO in 2005 with an observer member status.Since 2007,Presidents of Mongolia began to participate every year to the Summit of the heads of SCO member states.By the initiative of Mongolian President,in 2014 the tripartite format of the meetings of the leaders of three countries:Russia,China,and Mongolia were established.In June 2016,during the third meeting of the leaders of Russia,China,and Mongolia in Tashkent(Uzbekistan),“The Russia-China-Mongolia Economic Corridor Program”document was signed.This program is aiming to develop the infrastructure of three countries,ensuring the competitiveness of products on the world market,and strengthening the Eurasian integration.The content of this program is combining the main ideas of Chinese“Belt-Road”megaproject,Russian initiative for developing of Eurasian economic integration and Mongolian“Steppe Road”project.The main goal of the“Steppe Road”initiative is to involve Mongolia to become the transit territory for transportation of natural gas,oil,and other products between Russia and China.In conclusion,the author gives some comments regarding the issue of full membership status of Mongolia to the international organization—SCO.

文摘Promoting broader and deeper international energy cooperation is an important part of China’s energy development under the new development paradigm of“dual-circulation.”The proposal and practice of the Belt and Road Initiative(BRI)cooperation have encouraged closer energy cooperation between China and countries along the Belt and Road.Energy cooperation has become one of the areas with the fastest growth and the most remarkable achievements in the BRI construction,which has made an important contribution to the realization of China’s energy development with high quality under open conditions.To accelerate higher levels and more sustainable development of energy cooperation between China and the countries along the Belt and Road,it is necessary to further improve energy policy coordination mechanisms,widen the breadth and depth of energy facilities connectivity,promote unimpeded energy trade,and actively undertake innovative modes of financial support for energy cooperation as well as lay a sound social foundation for people-to-people bonds.
文摘Ebola Virus Disease (EVD) outbreaks in Central and West Africa 2013-2020 were the deadliest, most intense and most widely spread. On top of this, the novel Corona Virus Disease 2019 (COVID-19) has given us all a new experience. It is imperative to draw lessons to prepare for future disease outbreaks. This was a scoping review, a method that allows the assessment of emerging evidence. The objectives of the review were to 1) describe the manifestation of the epidemics;2) elaborate on the social and economic effects;3) characterize the responses;and 4) draw lessons. The findings show that Ebola risk is permanent and even increasing. The next COVID-19 epidemic is around the corner. For Africa, the situation has been made worse by poverty and fragility of institutions. Africa’s incapacity to manufacture its own vaccines, medicines, diagnostics and protective wear has been detrimental in the management of epidemics. The need for personal and home hygiene has been emphatically brought to attention. The trust in the government and other agencies is the cornerstone in the management of emergencies. The use of armed soldiers should be discouraged, for they scare people from seeking help. It is much better to use trusted local leaders instead of strangers during pandemic emergencies. Understanding the local politics without getting involved in them is essential. It is critical to understand community and individual perception of the risk of the disease in question. Often neglected is the psycho-social aspect, which should be planned early. The science of response measures ought to be explained simply and transparently, as part of risk communication. Emergency funds should be raised, and made easy and quick to disburse. Mechanisms of sharing health technologies and knowledge need to be devised under the UN. People centeredness ought to guide the conduct of trans-border movements and all transactions during pandemics.
