A Study of Methods to Identify Industry-University-Research Institution Cooperation Partners based on Innovation Chain Theory

Purpose： This study aims at identifying potential industry-university-research collaboration（IURC） partners effectively and analyzes the conditions and dynamics in the IURC process based on innovation chain theory.Design/methodology/approach： The method utilizes multisource data, combining bibliometric and econometrics analyses to capture the core network of the existing collaboration networks and institution competitiveness in the innovation chain. Furthermore, a new identification method is constructed that takes into account the law of scientific research cooperation and economic factors.Findings： Empirical analysis of the genetic engineering vaccine field shows that through the distribution characteristics of creative technologies from different institutions, the analysis based on the innovation chain can identify the more complementary capacities among organizations.Research limitations： In this study, the overall approach is shaped by the theoretical concept of an innovation chain, a linear innovation model with specific types or stages of innovation activities in each phase of the chain, and may, thus, overlook important feedback mechanisms in the innovation process.Practical implications： Industry-university-research institution collaborations are extremely important in promoting the dissemination of innovative knowledge, enhancing the quality of innovation products, and facilitating the transformation of scientific achievements.Originality/value： Compared to previous studies, this study emulates the real conditions of IURC. Thus, the rule of technological innovation can be better revealed, the potential partners of IURC can be identified more readily, and the conclusion has more value.

Evolution Characteristics of Government-Industry-University-Research Cooperative Innovation Network for China＇s Agriculture and Influ- encing Factors： Illustrated According to Agricultural Patent Case

Under the special background of China, the cooperative innovation between different government-industry-university-research institutes plays an increasingly important role in the agricultural field. However, the existing literature has paid little attention to it. Considering the cooperation patents, published in the agriculture field stemming from the Full-text Database of China Patents as the study object, the spatial and institutional attribute of the authors as the data source, and by combining the social network and spatial econometrics analysis, this paper analyzes the structure evolution characteristics of cooperative innovation networks of agricultural government-industry-university-research institute in the city level of China in 1985–2014, based on the triple helix theory, with the influence factors discussed. This shows that, 1) since 1985, China's agricultural innovation level has been substantially increased, but the development degree of the cooperative innovation network is low, and the patent cooperation mainly relies on authors in the same unit; 2) enterprises play a leading role in the agricultural cooperative innovation. The effect of the government and hybrid organizations driven by the government is not obvious; 3) the cooperative innovation in the province and city dominates, and a multi-pole pattern has been formed. The cooperative innovation network structure evolves from a single helix empty core and double helix multi core to a double helix hierarchical network; 4) the city's science, education funding and personnel investment are key factors determining the agricultural cooperative innovation, while the agricultural development of the city presents slight negative impacts on it. The spatial mismatch of supply and demand is present in the technical cooperative innovation of China's agriculture. Therefore, the science enhancement and education investment to big agricultural provinces should be promptly implemented.

On Localization of ELT at Sino-foreign Cooperative Institutions

With the rapid development of educational reform and innovation,Sino-foreign Cooperative Institutions have made greatachievements.Especially after China entered the WTO,as foreign universities educational resources are introduced,the localiza-tion of English language teaching arouse much attention.This paper is to explore and study the Localization of English LanguageTeaching at Sino-foreign Cooperative Institutions.And then is the study on localization of English language teaching at SIAS Inter-national University.Through the evidence of this paper shows,it can pose a theory reference and support to Sino-foreign Coopera-tive Institutions.

Institutional Factors Affecting the Economic Performance of Peasant Special Cooperative Organization——A Case of Cuiping District,Yibin City,China

Literatures about the institutional arrangement of the Peasant Special Cooperative Organization are summarized.Based on the introduction of theoretical background,the overall level of annual earnings in the year 2008 is selected as a dependent variable to evaluate the economic performance of cooperative organizations,according to the investigation on 54 Peasant Special Cooperative Organizations in Cuiping District,Sichuan Province,China.A total of 13 institutional indices passing the correlation test are chosen as independent variables.Relationship between the development level and the institutional factors affecting the economic performance of cooperative organizations is studied by using factor analysis method.Result shows that there is relatively high consistency between the score of institutional factor and the development level of cooperative organization.Both macroscopic support system and internal benefit distribution system have greater impacts on the Peasant Special Cooperative Organization;the internal supervision factor and the interest factor of core members have insignificant impacts on the economic performance;and the production management factor has little effect on economic performance.Based on this,several suggestions are put forward,including standardizing and reforming the system,improving the countermeasures for economic performance,strengthening the support and policy guidance for Peasant Special Cooperative Organization,improving and standardizing the distribution of benefit system,the security system and monitoring system for core members' interests,and fully reflecting the interests of core members.

Innovation Ability of Traditional Chinese Medicine Graduates Cultivated by Industry-University-Research Institute Cooperation Program:A Case Study of Guangxi University of Chinese Medicine

Industry-university-research institute cooperation has important strategic significance and practical value for cultivating the innovation ability of graduate students.Taking Guangxi University of Chinese Medicine as an example,this paper analyzed the current status of the joint cultivation of industry-university-research institute,and explored an effective way to cultivate top-notch innovative talents with innovative spirit,entrepreneurial awareness and innovative entrepreneurial ability,in order to maximally stimulate talents to create the vitality of traditional Chinese medicine.

Does Industry-University-Research Cooperation Matter? An Analysis of Its Coupling Effect on Regional Innovation and Economic Development

The dislocation between regional innovation and economic development directly influences the economic effect of regional innovation. However, no in-depth researches have been made on how to solve this problem. Using data from Henan Province, China,employing geographical detector technology, this paper focuses on testing whether the industry-university-research cooperation can contribute to coordinating the relation between regional innovation and economic development. It is shown that: 1) the industry-universityresearch cooperation in Henan Province is increasing gradually, and the network presents a core-edge structure, and the coupling degree between regional innovation and economic development is spatially unbalanced, which is similar to the spatial distribution of the intensity of industry-university-research cooperation;2) as an important approach to effectively connect scientific researches with market demands, the industry-university-research cooperation can help form an interactive, interconnected, coupled and coordinated virtuous relation between regional innovation and economic development. Compared with the cooperation between organizations of the same type and the separate innovation of organizations, the improvement of the industry-university-research cooperation level can better coordinate the relation between regional innovation and economic development;3) the cooperative innovation model between enterprises and universities can better promote the coupling between regional innovation and economic development, compared with many industryuniversity-research cooperation models. For underdeveloped areas lacking local knowledge base, industry-university-research cooperation should be considered as a long-term development strategy, especially using the knowledge sources of external universities and scientific research institutions to enhance innovation capability and achieve economic growth.

Discussion about Shareholding Cooperative Development Road for Agricultural Cooperatives in China

Using modern economic theories,this paper analyzed drawbacks of Shareholding cooperative development of agricultural cooperatives in institutional design and expounded inevitable difficulties of development of agricultural cooperatives. Shareholding cooperative development provides a pass for many social forces entering and controlling agricultural cooperatives and making numerous non-agricultural cooperative organizations become formal cooperatives. Deep cause for Shareholding cooperative development of agricultural cooperatives involves how to recognize status and function of family producers of agricultural products in the drive of agricultural modernization and the problem of state policies choosing family producers of agricultural products or other participants in the agricultural industry chain. Shareholding cooperative development is only an expedient measure in certain period,and it should not change development laws of things and essential feature of agricultural cooperatives because of stressing national conditions.

Evolutionarily Cooperative Stable of Science & Technology Alliance Under Self-organized Organization

The cooperative evolutionary stability under self-organized organization is discussed in this paper. The differences between the objects studied by cooperative game theory and the ones studied by cooperative game in science ＆ technology alliance are analyzed. The mutant probability of agent＇s utility under endoge- nous technical factor condition is analyzed. By clarifying the connotation of Pareto-dominate institution in cooperative game, the efficient and feasible managerial definition of Pareto-dominate Institution in science ＆ technology alliance is presented. The evolutionarily cooperative game for the agent in Pareto-dominate institution is explained. And then the necessary condition of cooperative evolutionary stabilization based on multi-agent utility＇s dynamic equilibrium is put forward. Finally, the model of alliance＇s utility＇s dynamic equilibrium under self-organization is established.

Security Guarantee of Agriculture Industry Based on the Improvement of Legal System of Peasant Specialized Cooperative

Current status of several management models of the agriculture industry is introduced,as well as its impacts on industrial security.The management models are mainly the enterprise-like operation model,"enterprise + peasant household" model,small-scale peasants' operation model,and peasant specialized cooperative model.Functions of peasant specialized cooperative in ensuring the security of agricultural industry are introduced,which are enhancing the industrial security by organization degree,promoting the industrial security by scale economy formed by cooperative organizations,fully utilizing the resources by the factor allocation capability,and ensuring the industrial security by industrial chain improvement.Development predicaments of the peasant specialized cooperative at present are analyzed,such as small scale,poor economic benefits,and non-standard operation.Analysis shows that institutional absence is the main reason causing these predicaments.And suggestions on improving the cooperatives system in the Law of the People's Republic of China on Peasants Specialized Cooperatives are put forward,in order to better ensure the security of agriculture

Research on applying the interests distribution method of enterprise-university-research institute cooperation based on nash model

In order to get an acceptable interests-distribution scheme for each partner of enterprise-university-research institute cooperation in advance,based on Nash model,the paper designs the interest distribution method of enterprise-university-research institute cooperation and provides the basis for determining the weight of each partner in accordance with the interest distribution principles and subjected relations between major factors in enterprise-university-research institute cooperation.Also,in combination with one example,an applicable method is provided to distribute interest in enterprise-university-research institute cooperation.The study gives some references for interests-distribution of enterprise-university-research institute cooperation.

中国特色学徒制制度是现代学徒制在新时代中国的制度实现形态,是中国特色学徒制政策发展的逻辑起点。以2012-2022年中国特色学徒制政策文本内容为依据,从政策视角对新时代中国特色学徒制制度进行分析表明,中国特色学徒制制度是中国特色职业教育和培训制度改革发展的必然结果,它建立在新时代学徒制本土化实践试验的基础上,融汇聚力政校行企等多元主体参与学徒人才培养,最终为中国式现代化提供技术技能人才支撑。针对中国特色学徒制制度构建中所面临的难点,未来还需进一步优化顶层设计、强化制度供给,协调各方利益、构建共治网络,引导行业参与、增强校企合力,完善质量体系、提升应用价值,由此推动中国特色学徒制实现高质量内涵式发展。

“一带一路”背景下农业科研院所与埃塞俄比亚合作成效浅析——以中国与埃塞俄比亚旱作玉米技术合作为例

为了提升埃塞俄比亚玉米产业发展水平,响应“一带一路”倡议,执行科技部对发展中国家科技援助项目,河北省农林科学院生物技术与食品科学研究所联合多家科研单位开展了中国与埃塞俄比亚国家抗旱玉米栽培联合技术研究与示范工作。文章阐述了科技合作立项背景、科技合作的重要意义,以及科技合作的主要内容及取得的成效,如引进种质资源、筛选抗旱玉米杂交种、筛选抗旱投入品、配套栽培技术研究与示范等,并提出了建立长期科技合作及交流机制、鼓励科研单位主动“走出去”、加强储备国际科技合作人才等建议,以期为农业科研院所更好地开展国际科技合作提供借鉴。

日本政府与校外培训机构合作:路径、成效及思考

21世纪以来,为推动教育改革并促进区域振兴,日本地方政府与校外培训机构之间的合作愈发深入、模式多元且成效显著。通过分析日本地方政府与校外培训机构合作的三个典型案例,可以看出政府与培训机构之间的合作提升了课后教育服务质量,促进了学校教师的专业发展,推动了新型公共教育模式的生成,并深化了家校社协同。“和而不同、求同存异”是日本政府寻求与培训机构合作的理论基础,在开展合作的过程中日本政府尤其注重妥善处理政府与培训机构、政府与学校、学校教师与机构讲师等利益相关方之间的关系,而这种合作也在促使日本校外培训业走向更加可持续的发展之路,并进一步为日本教育乃至日本社会的发展向前贡献力量。

转制冲动与属性回归:1950年代我国联合医疗机构的制度史考察

合作性质的联合医疗机构曾在中华人民共和国成立初期的医疗体系中发挥重要的补充作用。组织联合医疗机构实现了将社会开业医生“组织起来”的目的,并被视为“从私医制过渡到公医制的桥梁”。随着社会主义三大改造的提前完成和社会主义建设高潮的出现,实现经济社会跨越式发展的冲动同样影响到医疗卫生领域,1956年出现了联合诊所全部由国家接办的动议。遵照刘少奇等中央领导人的指示,经过卫生部门和各级政府的调研,转制问题逐渐回归原初的制度设计,回归医疗卫生资源短缺的基本国情,公有制为主体、多种所有制形式的医疗机构并存最终成为共识。回顾中华人民共和国成立初期医疗机构发展史上曾经出现的波折,有助于加深对当代中国医疗事业历史的理解。

软硬资源协同驱动视角下高校新型研发机构产学研合作现状、问题及发展路径研究

构成创新创业教育教学和人才培养体系等软硬资源的协同驱动对于优化高校教育教学和人才培养制度体系、助力高校新型研发机构产学研合作具有重要意义。通过梳理国内外高校新型研发机构软硬资源研究现状发现,软资源和硬资源有着互利共生又相得益彰的协同关系,软硬资源协同驱动对于助力高校新型研发机构产学研合作有重要意义。在此基础上,进一步指出中国高校新型研发机构产学研合作在主体资源、发展定位、政策制度以及分配机制上仍存在一系列问题,具体体现为高校新型研发机构的顶层设计和布局尚不完善、分布不平衡,在发展定位软资源与科研平台和设备等硬资源投入方面出现偏差等,这主要由于软硬资源的各自功能发挥和协同驱动作用程度都未能满足产学研合作的需要。因此,需要完善产学研合作的生态系统,在资源共享的前提下,明确产学研各主体的功能定位,构建管理体制、人才培养体系完善的软硬资源协同驱动产学研合作模式。

国际安全制度与总体国家安全:一种理论分析

一国的总体国家安全虽然涉及方方面面,但国内政治和国际政治是贯穿这些领域的两条主线。国际安全制度构成了维护各领域国家安全的重要依托:国际安全制度能够塑造各国国家安全的外部环境,影响不同领域的国家安全利益,促进不同领域的国际安全合作,从而有利于实现各国的总体国家安全。二战结束以来,主权平等、不干涉内政和不使用武力解决国际争端等基本原则已经大大改善了全球安全环境,构成中小国家主权独立和国家安全的重要保障。同时,普遍性的国际安全原则和规范也可以应用到各个具体领域的安全规则的构建,从而直接影响各国维护相关领域国家安全的能力与利益。多边安全联盟会带来高水平的国际安全合作,促进联盟成员的总体国家安全,但也可能减损其他国家的安全水平,从而导致冲突。纯粹的区域性集体安全制度在提升各成员国家安全水平的同时,也具有合作安全和共同安全的优点。各国应该积极参与国际安全制度的构建,并有效运用国际安全制度提升本国的国家安全水平。

制度型开放与跨境电商出口:基于“丝路电商”合作备忘录的研究

深化“丝路电商”合作是中国推进制度型开放的重要抓手,对于拓展对外贸易新空间具有重要意义。本文基于国内跨境电商物流企业2016年9月至2019年12月的运单数据,以“丝路电商”合作备忘录的签订为准自然实验,量化评估制度型开放对中国跨境电商出口的影响。实证结果表明:(1)在样本期内,“丝路电商”合作备忘录的签订使中国跨境电商出口平均增长了约9.5%。(2)与有相似电子商务法律法规的国家签订“丝路电商”合作备忘录,对中国跨境电商出口的促进作用更强。而且相比于贸易便利化条款,安全保护类条款相似度的提升对跨境电商出口的促进作用更强。(3)与电商基础环境水平较高的国家签订“丝路电商”合作备忘录,对中国跨境电商出口的促进作用更强。(4)“丝路电商”合作备忘录的签订引致的出口促进作用在高技术密集度行业、资本密集型行业、熟练劳动力密集型行业和研发密集型行业中更加明显。
