To accelerate the digital transformation of small and medium-sized manufacturing enterprises(SMEs),this study delves into the primary challenges encountered in adopting knowledge management(KM)within these organizations and identifies the essential methods for successful implementation.The objective is to provide practical recommendations for the effective adoption of KM.This research suggests that enterprises should promote knowledge management through three key approaches:enhancing employees’cognitive understanding,standardizing knowledge systems,and tailoring business scenarios to meet diverse needs.These findings offer valuable insights into the digital transformation of SMEs in the manufacturing sector,ultimately helping these businesses to remain competitive and innovative in a rapidly changing market.By addressing the specific needs and challenges faced by SMEs,this study aims to contribute to a more comprehensive understanding of how knowledge management can be leveraged to drive digital transformation and improve overall business performance.

Cross-Domain Authentication Scheme Based on Blockchain and Consistent Hash Algorithm for System-Wide Information Management

System-wide information management(SWIM)is a complex distributed information transfer and sharing system for the next generation of Air Transportation System(ATS).In response to the growing volume of civil aviation air operations,users accessing different authentication domains in the SWIM system have problems with the validity,security,and privacy of SWIM-shared data.In order to solve these problems,this paper proposes a SWIM crossdomain authentication scheme based on a consistent hashing algorithm on consortium blockchain and designs a blockchain certificate format for SWIM cross-domain authentication.The scheme uses a consistent hash algorithm with virtual nodes in combination with a cluster of authentication centers in the SWIM consortium blockchain architecture to synchronize the user’s authentication mapping relationships between authentication domains.The virtual authentication nodes are mapped separately using different services provided by SWIM to guarantee the partitioning of the consistent hash ring on the consortium blockchain.According to the dynamic change of user’s authentication requests,the nodes of virtual service authentication can be added and deleted to realize the dynamic load balancing of cross-domain authentication of different services.Security analysis shows that this protocol can resist network attacks such as man-in-the-middle attacks,replay attacks,and Sybil attacks.Experiments show that this scheme can reduce the redundant authentication operations of identity information and solve the problems of traditional cross-domain authentication with single-point collapse,difficulty in expansion,and uneven load.At the same time,it has better security of information storage and can realize the cross-domain authentication requirements of SWIM users with low communication costs and system overhead.KEYWORDS System-wide information management(SWIM);consortium blockchain;consistent hash;cross-domain authentication;load balancing.

Construction and Application of Cloud Computing Model for Reciprocal and Collaborative Knowledge Management

Promoting the co-constructing and sharing of organizational knowledge and improving organizational performance have always been the core research subject of knowledge management.Existing research focuses on the construction of knowledge management systems and knowledge sharing and transfer mechanisms.With the rapid development and application of cloud computing and big data technology,knowledge management is faced with many problems,such as how to combine with the new generation of information technology,how to achieve integration with organizational business processes,and so on.To solve such problems,this paper proposes a reciprocal collaborative knowledge management model(RCKMmodel)based on cloud computing technology,reciprocity theory,and collaboration technology.RCKM model includes project group management and cloud computing technology,which can realize management,finance,communication,and quality assurance of multiple projects and solve the problem of business integration with knowledge management.This paper designs evaluation methods of tacit knowledge and reciprocity preference based on the Bayesian formula and analyzes their effect with simulation data.The methods can provide quantitative support for the integration of knowledge management and business management to realize reciprocity and collaboration in the RCKM model.The research found that RCKM model can fully use cloud computing technology to promote the integration of knowledge management and organizational business,and the evaluation method based on the Bayesian formula can provide relatively accurate data support for the evaluation and selection of project team members.

Information Management in Disaster and Humanitarian Response: A Case in United Nations Office for the Coordination of Humanitarian Affairs

To guarantee a unified response to disasters, humanitarian organizations work together via the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). Although the OCHA has made great strides to improve its information management and increase the availability of accurate, real-time data for disaster and humanitarian response teams, significant gaps persist. There are inefficiencies in the emergency management of data at every stage of its lifecycle: collection, processing, analysis, distribution, storage, and retrieval. Disaster risk reduction and disaster risk management are the two main tenets of the United Nations’ worldwide plan for disaster management. Information systems are crucial because of the crucial roles they play in capturing, processing, and transmitting data. The management of information is seldom discussed in published works. The goal of this study is to employ qualitative research methods to provide insight by facilitating an expanded comprehension of relevant contexts, phenomena, and individual experiences. Humanitarian workers and OCHA staffers will take part in the research. The study subjects will be chosen using a random selection procedure. Online surveys with both closed- and open-ended questions will be used to compile the data. UN OCHA offers a structure for the handling of information via which all humanitarian actors may contribute to the overall response. This research will enable the UN Office for OCHA better gather, process, analyze, disseminate, store, and retrieve data in the event of a catastrophe or humanitarian crisis.

Integrating Project Management, Software Development, and Knowledge Management Models: A Case Study in a Public ICT Services Organization

In project-based organizations knowledge is a critical resource used to develop and deliver products and services with a high level of quality. Therefore, a systematic and sustainable process is necessary to coordinate knowledge management, project management and product lifecycle. This scenario predominates in companies focused on the creation and maintenance of information systems. This article presents an exploratory study based on a framework that integrates cognitive, managerial, and operational processes in a public Brazilian organization that provides services in the area of information and communications technology, focusing on the construction and maintenance of information systems. Those processes are operationalized by three management models considering knowledge, project, and software development processes. Our proposal aims to understand the relationships between those three management models and their influence on the software development process in the organization under study. Our premise is based on the principle that cognitive management, project management, and software development management must be integrated to fulfill the demands of product development and service provision. The research data was composed of registers of working hours spent on software development and maintenance projects involving 244 people allocated to 5064 projects in the period from 2007 to 2013. The study resulted in the identification of the relationships among the three management models adopted by the organization, with emphasis on knowledge management activities, which were not directly identified, making it difficult to account for and measure them. We established a set of activities connected to each one of the knowledge management model phases. Since those activities were not visible before, our approach contributed to build a systematic process to register and relate activities linked to the dimensions of cognitive processes, project management, and software construction.

A Knowledge Management Framework of the Information Technology-Based Approach for Improving Occupational Safety Training of Young Workers

This paper aims to develop a novel knowledge management framework for improving the system of pro-safety attitudes among young worker population in Poland. This is done through an efficient use of existing sources of explicit and tacit knowledge in the field of vocational occupational safety and health （OSH） training. This project identifies three specific research steps for the development of the knowledge management framework of the information technology-based approach for improving occupational safety training of young workers, including： （1） the development of the conceptual model of the flow of explicit knowledge of OSH; （2） evaluation of the effectiveness of formal and explicit knowledge sources for OSH and training methods using these sources in the context of attitudes towards health and safety at work; and （3） verification of the proposed model of vocational training with the use of combined explicit and hidden knowledge. The proposed framework includes consideration of the effectiveness of the formal and informal sources of safety knowledge. A mapping from the formal sources of explicit knowledge about the occupational safety to expected attitudes （hidden knowledge） towards OSH outcomes, including emotional, cognitive, and behavioral aspects has been used. The above framework should help to improve the system of vocational training for young workers in Poland.

An Application of a Multi-Tier Data Warehouse in Oil and Gas Drilling Information Management

Expenditure on wells constitute a significant part of the operational costs for a petroleum enterprise, where most of the cost results from drilling. This has prompted drilling departments to continuously look for ways to reduce their drilling costs and be as efficient as possible. A system called the Drilling Comprehensive Information Management and Application System (DCIMAS) is developed and presented here, with an aim at collecting, storing and making full use of the valuable well data and information relating to all drilling activities and operations. The DCIMAS comprises three main parts, including a data collection and transmission system, a data warehouse (DW) management system, and an integrated platform of core applications. With the support of the application platform, the DW management system is introduced, whereby the operation data are captured at well sites and transmitted electronically to a data warehouse via transmission equipment and ETL (extract, transformation and load) tools. With the high quality of the data guaranteed, our central task is to make the best use of the operation data and information for drilling analysis and to provide further information to guide later production stages. Applications have been developed and integrated on a uniform platform to interface directly with different layers of the multi-tier DW. Now, engineers in every department spend less time on data handling and more time on applying technology in their real work with the system.

Establishment of the Agricultural Knowledge Management System in the Knowledge-oriented Government

In order to optimizing the process of the government agricultural decision-making, based on the theories and technologies of the knowledge management, the meaning of the knowledge-based government is firstly analyzed. Combining with the detailed requirements of government for agricultural knowledge management, an agricultural knowledge management system including the agricultural knowledge sharing system, the agricultural Web data-mining system and the agricultural expert decision system is established in the paper.

Implementation of Knowledge Management in Chinese Hospitals

The implementation of knowledge management （KM） in hospitals affects efficiency and outcomes of hospitals. However, few studies explored the implementation of KM in China. Twenty-two questions were designed concerning KM implementation status in over 50 hospitals. In order to understand the KM level and attitude to KM of the hospital＇s managers, a random sampling survey was conducted among 138 managers from 50 different scales of hospitals in 15 provinces of China. The survey showed that overall level of KM implementation in Chinese hospitals was still low and differed among different scales of hospitals （P〈0.05, or P〈0.01）. In all the hospitals investigated, 63.8% did not implement KM yet, among which 46% even had not planned for that. 49.8% of the hospitals investigated had no training program about KM ever and the main source of hospital staff to get knowledge was internet. It suggested that hospital managers should make much more efforts to get to know and understand theories on KM, so that hospital KM could be promoted more rapidly.

Designing and Evaluating a Collaborative Knowledge Management Framework for Leaf Disease Detection

Knowledge Management(KM)has become a dynamic concept for inquiry in research.The management of knowledge from multiple sources requires a systematic approach that can facilitate capturing all important aspects related to a particular discipline,several KM frameworks have been designed to serve this purpose.This research aims to propose a Collaborative Knowledge Management(CKM)Framework that bridges gaps and overcomes weaknesses in existing frameworks.The paper also validates the framework by evaluating its effectiveness for the agriculture sector of Pakistan.A software LCWU aKMS was developed which serves as a practical implementation of the concepts behind the proposed CKMF framework.LCWU aKMS served as an effective system for rice leaf disease detection and identification.It aimed to enhance CKM through knowledge sharing,lessons learned,feedback on problem resolutions,help from co-workers,collaboration,and helping communities.Data were collected from 300 rice crop farmers by questionnaires based on hypotheses.Jennex Olfman model was used to estimate the effectiveness of CKMF.Various tests were performed including frequency measures of variables,Cronbach’s alpha reliability,and Pearson’s correlation.The research provided a KMS depicting KM and collaborative features.The disease detection module was evaluated using the precision and recall method and found to be 94.16%accurate.The system could replace the work of extension agents,making it a cost and time-effective initiative for farmer betterment.

A Confirmatory Factor Analysis on the Views and Constructs for Knowledge Management in India

For a modem organization, KM （Knowledge Management） plays a critical role in terms of strategy development. Key determinants of KM lead to better understanding of various influences that enable and organisation to face competitors. For this reason, sharing and managing knowledge in an organization involves a series of activities that are related to the specific functional aspects of that organisation. In order to foster KM in an organisation, these functional aspects must be understood properly, and within the context of a given organisation, its geographical location and the cultural aspects of the given organisation. This was the premise on which this study was conducted with Indian organisations. A mixed method approach was used to understand the views of Indian region towards KM in this study, be selecting 400 participants in four major each cities. A second order regression model was built using Structural Equation Model to arrive at nine constructs that are relevant to KM in an organisation.

Construction and Implementation of Knowledge System and Knowledge Management Platform of Software Enterprise

As a typical knowledge-intensive enterprise, knowledge has become the most important capital of the software enterprise, and the accumulation of knowledge, which makes the accumulation of knowledge especially important. CONSTRUCTION OF INTEGRATIVE INFORMATION MANAGEMENT SYSTEM FOR RADIATION ONCOLOGY BASED ON IHE-RO FRAMEWORK

How to construct integrative information management system for radiation oncology is a new practice in China based on new technical framework and the profile of integrating the healthcare enterprise in radiation oncology （IHE-RO）. This paper presents the research progress for constructing the system in the department of the radiation oncology at Cancer Hospital of Chinese Academy of Medical Sciences, and its system diagram based on IHE-RO technical framework, digital imaging and communication in medicine with radiotherapy （DICOM RT） data flow standard, and emphasizes the importance of DICOM RT in constructing the system and describes the generation process of DICOM RT objects. Finally, the related international standards are suggested on RT devices adopted by China State Food and Drug Administration （SFDA） when the system is constructed.

Construction of the Ontology-Based Agricultural Knowledge Management System

Ontology is the formal representation of concepts and their mutual relations. It has wide application potential in the classification of agricultural information, the construction of information and knowledge database, the research and development of intelligent search engine, as well as the realization of cooperative information service, etc. In this research, an ontology-based agricultural knowledge management system framework is proposed, which includes modules of ontology-based knowledge acquisition, knowledge representation, knowledge organization, and knowledge mining, etc. The key technologies, building tools and applications of the framework are explored. Future researches on the theoretical refinement and intelligent simulation knowledge service are also envisioned.

An Ontology Reasoning Architecture for Data Mining Knowledge Management

In order to realize the intelligent management of data mining （DM） domain knowledge, this paper presents an architecture for DM knowledge management based on ontology. Using ontology database, this architecture can realize intelligent knowledge retrieval and automatic accomplishment of DM tasks by means of ontology services. Its key features include：①Describing DM ontology and meta-data using ontology based on Web ontology language （OWL）.② Ontology reasoning function. Based on the existing concepts and relations, the hidden knowledge in ontology can be obtained using the reasoning engine. This paper mainly focuses on the construction of DM ontology and the reasoning of DM ontology based on OWL DL（s）.

Research on Maintenance Information Management System for Distributed Manufacture System

An architecture and design of a maintenance information management system for distributed manufacture system is presented in this paper, and its related key technologies are studied and implemented also. A frame of the maintenance information management system oriented human-machine monitoring is designed, and using object-oriented method, a general maintenance information management system based on SQL server engineering database and adopted client/server/database three-layer mode can be established. Then, discussions on control technologies of maintenance information management system and remote distributed diagnostics and maintenance system are emphasized. The system is not only able to identify and diagnose faults of distributed manufacture system quickly, improve system stability, but also has intelligent maintenance functions.

Decentralized Mobile SNS Architecture and Its Personal Information Management Mechanism

Mobile SNS popular topics of mobile is one of the most Internet. In order to fulfill the user demand for self-maintained independent social network and ensure the privacy of their personal information and resources, the paper proposes system architecture of decentralized mobile SNS.In the temporary scenarios, the system makes use of the existent specification of FOAF （Friend- of-a-Friend） to describe users＇ personal information and act as a certificate to be identified by SNS sites. Ticket-based Access Authorization System （TAAS） is provided to grant permission to acquire resources on personal portal. Meanwhile, the mechanism and algorithm are devised for user profile complete deletion when users are going to quit the service for the temporary scenarios.
