Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a ba...Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a backward region by contrast with the coastal areas. This paper elaborates the evolutionary process of the old industrial base of Northeast China, analyses the main reasons for the decline, gives a preliminary evaluation on the revitalizing polices in recent years, and points out major long-term challenges for future revitalization. It concludes that for Northeast China, a relative declining area: 1) it is indispensable to get the long-term policy support from the central government; 2) system reform and structure adjustment are the crucial strategies, particularly the reform of the large and medium state-owned enterprises; and devel-oping new industries is as important as upgrading traditional advantaged industries; 3) the local governments should play an indirect role, avoiding from any unnecessary intervention on economic activity; and 4) social security and investment climate must be improved simultaneously. In addition, the author stresses that the lack of knowledge on the nature of old industrial base had led to failures of the past initiatives, and revitalizing the old industrial base should be treated as a holis-tic regional project including economy growth, society progress and environment improvement.展开更多
The industrial sector has accounted for approximately 70%of China's total energy consumption over the past 30 years.Achieving green development is thus an important strategic goal of the Chinese industrial sector....The industrial sector has accounted for approximately 70%of China's total energy consumption over the past 30 years.Achieving green development is thus an important strategic goal of the Chinese industrial sector.The Chinese government has adopted various energy policies to facilitate industrial green development.Due to their different goals,these policies may have different impacts on the promotion of green development in the industrial sector.Using panel data on 31 provinces from 2007 to 2014,we examine the effects of three types of energy policies—renewable energy,energy conservation,and industrial upgrading—on industrial green development in China,measured using reduced energy intensity.Our empirical findings suggest that all three types facilitate industrial green development.However,effectiveness varies by policy type and region.Renewable energy and energy conservation policies have stronger impacts than policies aiming at upgrading traditional fossil fuel industries.Moreover,it takes longer for the effectiveness of industrial upgrading policies to be manifested,compared with the other two types.We discuss the implications of these empirical findings for future policymaking in promoting industrial green development.展开更多

New industrialization has various novel characteristics, including new sources of efficiency, new factors of production, new organizational forms, and new constraints. In addition, it has certain particularities arising from modernization with Chinese characteristics. This article summarizes the characteristics of new industrialization from the perspectives of people-centered approach, quality-first concept, independent innovation, green low-carbon economics, digital-real integration, and open circulation. There are four systems for promoting new industrialization: A self-sustained scientific and technological system, a high-end advanced manufacturing system, a green low-carbon circular system, and a division of labor system with domestic and international circulation. Since the Eleventh Five-Year Plan,the Chinese government has issued a series of policies to support the development of the coalbed methane (CBM) (coalmine gas) industry.These policies concern prices,taxes,subsidies,re...Since the Eleventh Five-Year Plan,the Chinese government has issued a series of policies to support the development of the coalbed methane (CBM) (coalmine gas) industry.These policies concern prices,taxes,subsidies,resource management,and foreign cooperation,and the Chinese government strongly promoted the smooth start of China's CBM industry.It is difficult to develop CBM in China becauseof the low-output of single wells.Meanwhile,since CBM's sale price is also low,the benefits of development are poor.Coupled with the high cost of capital,poor foreign cooperation management and other adverse factors,the coalbed methane production targets in the two five-year plans have failed one after another.In order to solve the difficult problems restricting the development of the CBM industry and to accelerate its development,this paper interprets the current main policies and analyzes their implementation and outcomes.The results show that:China's CBM industry will issue policies to promote the 'three gas production' in coal measures and address the lag in the development of blocks for foreign cooperation,financial support will be taken for exploration and developmen t,further raising the sale price of CBM,and adjustment will be oriented towards making continued efforts to tackle key scientific and technological problems.展开更多

It is also an important theme for adapting and responding to global environmental change. Aiming at a thorough examination of the implementation of ITGP in China, this paper presents its objectives, its three major areas, and their progress so far. It also identifies the key elements of its management and proposes new perspectives on managing green transformation. For instance, we introduce a case study on cement industry that shows the positive policy effects of reducing backward production capacity on PCDD/Fs emissions. This paper investigates the spatial effect of environmental regulation measures on the upgrading of industrial structure in the integrated development strategy of Beijing-Tianjin-Hebei region and its surrounding areas...This paper investigates the spatial effect of environmental regulation measures on the upgrading of industrial structure in the integrated development strategy of Beijing-Tianjin-Hebei region and its surrounding areas.In order to reflect the effect of the environmental regulation and different regulation measures more truly,this paper constructs indices of the environmental regulation measures through the results of policy texts quantification.On the basis of the previous research,this paper divides environmental regulation into the following types:personnel and administrative measures of command and control;market-oriented fiscal,taxation,financial and other economic measures;guidance measures.Spatial panel regression results show that administrative measures of command control and market-oriented fiscal measures have a significant role in promoting regional industrial structure upgrading,but not conducive to the advancement of the industrial structure of adjacent areas.Their roles in promoting and inhibition are counteracted,which causes the total effect of industrial structure upgrading of Beijing-Tianjin-Hebei and the surrounding areas are not significant.Personnel measures,financial measures,other economic measures and guidance measures do not have the short-term effect and spatial effect on the upgrading of industrial structure.展开更多

文摘As one of the important policies of promoting the formation of main functional areas, the industrial policy directly determines the sustainable growth of space control ability of main functional areas. A restricted development zone is a type of main functional area which provides agricultural products and ecological products, assures the supply of national agricultural products and the stability of ecosystems, as well as safeguards the ecological functions and agricultural functions of wider regions by restricting its own development. Therefore scientific, complete and operable industrial policy support is needed. Restricted development zones are distributed widely in western China. With the restriction of their main functions, differential industrial policies should be implemented in the development of the restricted development zones: Dealing well with the relationship between industrial development and ecological protection, developing special industries which are friendly to resources and environment and appropriate for local conditions, guiding and encouraging industries to learn from regions with favorable development conditions, orderly withdrawing industries and enterprises adverse to main functions, facilitating industrial structure upgrading, optimizing industrial organization, improving industrial technological level and rationalizing industrial layout.
文摘For a long time, the new energy automobile market has been maintained locally and cannot fonn a mechanism of the market competition. Since this year, the State Council has repeatedly broken this abuse, and the abolition of the local catalogue of the new energy vehicles is the right remedy. In the implementation of the new energy vehicles, it is very important to advance the basic equipment. Compared with the purchase tax preferences, consumers need to improve the basic equipment such as the charging piles and improve the basic access environment. At present, the actual situation of the production and marketing of the new energy automobile industry in our country is that it develops fast but is not perfect, and its output and sales are large but its quality is not good. Behind the initial scale, it is the reality that the overall technical level is not high. We still haven't mastered many core technologies such as batteries, motors, and the electronic control and so on.
文摘In recent years,the issues of sustainable development in general and enterprise's sustainable development have always been given special attention by government management agency,including small and mediumsize industrial enterprises.The study conducted a survey of 316 industrial SMEs in three regions of the North,Central and South of Vietnam with the main survey subjects being managers in enterprises.The main purpose of the study is to assess the impact of the government support policies compared to other factors developed in the research model affecting the sustainable development of small and medium-sized industrial enterprises(SMEs)in Vietnam.In this research,the authors employed exploratory factor analysis to identify 4 factors affecting the sustainable development of SMEs.The research results show that the government support policies have an important role but not strongly influence human resource factors,financial factor and social responsibility(SR)policies of enterprises in their sustainable development for industrial SMEs in Vietnam.

文摘Industrial transformation and green production(ITGP) is a new 10-year international research initiative proposed by the Chinese National Committee for Future Earth. It is also an important theme for adapting and responding to global environmental change. Aiming at a thorough examination of the implementation of ITGP in China, this paper presents its objectives, its three major areas, and their progress so far. It also identifies the key elements of its management and proposes new perspectives on managing green transformation. For instance, we introduce a case study on cement industry that shows the positive policy effects of reducing backward production capacity on PCDD/Fs emissions. Finally,to develop different transformation scenarios for a green future, we propose four strategies: 1) policy integration for promoting green industry, 2)system innovation and a multidisciplinary approach, 3) collaborative governance with all potential stakeholders, and 4) managing uncertainty,risks, and long-time horizons.

文摘The world is marching into a new development period when the digital technology,physical technology,and biological technology have achieved an unprecedented development respectively in their own fields,and at the same time their applications are converging greatly.These are the three major technological drivers for the Fourth Industrial Revolution.This paper discusses the specific technology niches of each kind technological driver behind the Fourth Industrial Revolution,and then evaluates impacts of the Fourth Industrial Revolution on global industrial,economic,and social development.At last this paper proposes possible measures and policies for both firms and governments to cope with the changes brought by the Fourth Industrial Revolution.

文摘This paper investigates the spatial effect of environmental regulation measures on the upgrading of industrial structure in the integrated development strategy of Beijing-Tianjin-Hebei region and its surrounding areas.In order to reflect the effect of the environmental regulation and different regulation measures more truly,this paper constructs indices of the environmental regulation measures through the results of policy texts quantification.On the basis of the previous research,this paper divides environmental regulation into the following types:personnel and administrative measures of command and control;market-oriented fiscal,taxation,financial and other economic measures;guidance measures.Spatial panel regression results show that administrative measures of command control and market-oriented fiscal measures have a significant role in promoting regional industrial structure upgrading,but not conducive to the advancement of the industrial structure of adjacent areas.Their roles in promoting and inhibition are counteracted,which causes the total effect of industrial structure upgrading of Beijing-Tianjin-Hebei and the surrounding areas are not significant.Personnel measures,financial measures,other economic measures and guidance measures do not have the short-term effect and spatial effect on the upgrading of industrial structure.

文摘The vertical and transverse structures of Hongdao clam industry are described and analyzed objectively based on the perspective of industry chain. On the basis of field investigation,the key nodes of Hongdao clam industry chain,including nursery,breeding,processing,transportation and sale,are analyzed. It can be concluded that the development of clam industry chain is unbalanced,especially the deep-processing capacity is not strong,and the development of supporting industy lags behind. The horizontal industry chain of clam needs to be further improved. The corresponding suggestions are put forward: strengthening research on new nursery technology in later period,further extending the horizontal industry chain of clam,mining the depth of clam-related leisure industry,and upgrading service level of leisure travel.

文摘Balanced development between industrial and employment structures are important indicators of regional economic and social health. By introducing indicators such as industrial structure deviation, comparative labor productivity, international comparison of relative labor productivity as well as employment elasticity, the paper further probed into intricate causes for the imbalance between industrial and employment structures in this specific region from a new angle which based on the evolution process analyses of both industrial and employment structures in Liaoning, Jilin and Heilongjiang in Northeast China. The paper also suggested policy measures to strengthen agricultural developments and to facilitate the balance between industrial and employment structures.
文摘Industrialization was an essential path to modernization for early industrialized nations.Since the 1990s,however,premature deindustrialization has swept across much of the developing world,where industry contributed less to job creation and economic growth.Will developing countries still have opportunity to achieve economic growth and catch-up through industrialization?This article contends that the traditional path of industrialization has become more elusive in the era of globalization but the changing global economy and technological progress create new opportunities for developing countries.In today’s interconnected world,China’s economic rise has great implications for other developing countries.This article finds that China’s emergence as the world’s workshop has helped rather than hurt industrial development in Africa through two-way trade,but its impact may differ across the African continent,Africa’s industrial path may not follow an exportoriented approach.Instead,Africa’s future sustainability depends on its adoption of a diversified industrial policy.
文摘This paper shows the current status of companies in the information and communication technology(ICT)sector in Santiago,Chile.It presents the results of interviews with 13 ICT companies,reviewing structural elements that determine the development of the sector.For this purpose,a qualitative analysis of that interviewed group is carried out to identify their different linkages and work dynamics.This sector has a great capacity for stimulating innovative development throughout the national economy,a key element in the paradigmatic change that the so-called fourth industrial revolution imposes on us.
