Research on the Internal Talent Training Path and Performance Evaluation Mechanism of New R&D Institutions in Zhejiang Province

New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recent years,new R&D institutions have gradually become the driving force of innovation-driven development in China.Taking new R&D institutions in Zhejiang Province as the research object,this paper studies the internal talent training path and performance evaluation mechanism of new R&D institutions in Zhejiang Province by using the literature research method,comparison method,case verification method,and other methods.The investigation results show that there are problems such as lack of material and spiritual support and neglect of the absorption of local talents in the internal talent training,and there are problems such as unclear standards,insufficient data,and opaque processes in the performance evaluation mechanism,which greatly affect the establishment and improvement of the performance evaluation mechanism.Given the above problems,this paper puts forward a forward-looking,oriented,flexible,and compatible talent training path and performance evaluation mechanism,hoping to optimize the effective internal talent training path of new R&D institutions,improve the evaluation performance,and promote healthy development of new R&D institutions in Zhejiang Province.

Based on the literature review of collaborative innovation of governments, enterprises, colleges, scientific institutions and users, the ap-plication situation of collaborative innovation of governments, enterprises, colleges, scientific institutions and users in the talent training of marine cultural industry in maritime universities was analyzed, and the problems existing in the talent training of marine cultural industry were explored. Finally, corresponding countermeasures and suggestions were put forward.

This paper focuses on the coupling between talent training system of marine cultural industry and collaborative innovation of govern-ments, enterprises, colleges, scientific institutions and users. Firstly, the significance of talent training in marine cultural industry for the construction of China as a maritime power was analyzed. Secondly, the current situation of talent training in China＇s marine cultural industry and the existing problems were analyzed. Finally, how to integrate the collaborative innovation of governments, enterprises, colleges, scientific institutions and us-ers into the talent training system of marine cultural industry was explored to help talent training to break through the bottleneck and promote the vig-orous development of marine cultural industry.

Teaching Reform and Practice of the Preliminary Course of Landscape Architecure Design

Since landscape architecture became the first-level discipline in 2011, its connotation and extension have been greatly expanded, and the discipline has been in the reform and transformation period. Cultivation of the top-notch compound innovative talents has been the key point of the teaching reform. Northeast Forestry University made a newround talent cultivation scheme in 2014, preliminary courses of landscape architecture design took this as the opportunity to launch the teaching reform, and tried to explore an innovation-oriented cultivation mode of compound talents from the perspectives of cultivation objective, teaching content, teaching method and so on.

推动研究生教育强国建设 加快拔尖创新人才培养——第七届全国研究生教育学学科建设高端论坛综述

2023年11月10日,第七届全国研究生教育学学科建设理论与实践高端论坛在云南省昆明市召开。本届论坛以“研究生教育强国建设与拔尖创新人才培养”为主题,围绕“研究生教育强国的制度建设”“交叉学科、跨学科与多学科”“创新人才培养”“产教融合与高层次应用型人才培养”四个议题展开讨论。与会专家学者经过研讨认为,应持续深化研究生教育综合改革,推动研究生教育强国制度创新,加强研究生教育治理体系现代化建设,促进学科交叉融合和跨学科研究,大力发展专业学位与研究生教育,以产教深度融合助推高层次应用型人才培养,加快建设新时代中国特色高质量研究生教育发展体系。

创新链视角下地方公益农业类科研机构创新效率测度研究

文章基于创新链理论,将公益农业类科研机构划分为科技研发阶段和成果转化阶段,采用DEA-Malquist指数法测算2011—2020年21家福建省属公益农业类科研机构不同阶段科技创新效率。结果表明:10年间,科技研发阶段和成果转化阶段的创新效率均表现为退步状态,科技研发阶段创新效率下降5.10%,成果转化阶段下降3.20%,可见两阶段均有较大提升空间;21家机构不同阶段创新效率差距明显,47.62%的机构科技研发效率处于退步状态,创新指数最大差距达0.756,38.10%的机构成果转化效率处于退步状态,创新指数最大差距达0.919;机构创新发展模式差距大,23.81%为集约型,9.52%为粗放型,28.57%为研发高效-转化低效型,38.10%为研发低效-转化高效型。在此基础上,结合加快推进科技政策创新、科技体制改革等外部因素,引导机构形成学科布局、技术积累与产业经济发展格局相适应科研组织模式等内部因素,分类提出有针对性的对策建议。

新时代我国高校考试招生制度改革与实践

进入新时代,党中央对考试招生制度改革进行顶层设计和重大部署。针对存在的突出问题,国家有关部门和地方政府以制度建设为核心,坚持育人为本,着力完善规则,强化综合改革,努力构建适应新时代要求的考试招生制度体系,积极稳妥推动高考改革。十年来,在促进学生健康发展、科学选拔各类人才和维护社会公平等方面取得重要成果,积累了宝贵经验。面对新形势、新挑战,考试招生制度改革依然任重道远。今后一段时期,要坚定改革方向,保持改革韧劲,增强改革的系统性、整体性、协同性,努力构建与教育强国和教育现代化相适应的现代教育考试招生制度。

低碳试点政策对城市碳中和技术创新的影响及溢出效应

低碳试点政策是促进城市碳中和技术创新的重要工具,以2009-2021年中国266个城市面板数据为样本,利用多种双重差分模型,实证分析低碳试点政策对碳中和技术创新的影响及空间溢出效应。结果表明:第一,低碳试点政策促进试点城市碳中和技术创新,且对零碳与低碳技术创新的影响更显著;低碳试点政策的影响效应具有异质性,在高行政等级、大规模人口、低资源依赖、高数字化水平和高环境规制城市表现更显著。第二,低碳试点政策通过强化政府管制、完善市场制度和加强社会监督促进碳中和技术创新,其中,政府管制的传导作用最显著,其次是市场制度,而社会监督的作用最弱。第三,低碳试点政策具有明显的正向空间溢出效应,来自邻近地区的间接效应占比高达77%,且产业结构优化会增强低碳试点政策的溢出效应。

向创新型人才培养的有限元方法教学改革与实践

创新型人才培养已成为高等学校改革与发展的主要目标。以车辆工程专业弹性力学与有限元方法课程为例,以实现创新型人才培养为目标,在分析传统教学方法存在不足的基础上提出了针对教学内容规划、丰富教学方法以及完善考核方式的改革思路,并给出了教学实践效果,初步验证了课程教学改革的有效性。

新质生产力背景下高职创新人才培养措施——以湖北工业职业技术学院为例

产教融合下地方应用型本科院校人才培养模式创新研究——以会计学专业为例

产教融合是一种将产业与教育紧密结合的全新合作模式,是我国进一步深化高等教育改革,促进人才培养与社会经济发展需求相适应的必然要求,能够有效提升学生就业的核心竞争力和综合素养,进而提高地方应用型本科院校的人才培养质量。在界定产教融合下地方应用型本科院校人才培养模式的核心概念基础上,从会计学专业人才培养目标的契合度、课程设置的前沿性、产教融合的合作意愿和反馈机制等方面对地方应用型本科院校人才培养的问题进行分析,并创新性地提出“四融合”的产教融合人才培养模式。

科教融合学部制背景下工科教学创新研究——以失效分析课程为例

新一轮科技革命与产业变革的到来,需要大批应用型创新人才,要求新时代的工科学生不仅要具备扎实的专业知识,同时要注重工程实践创新能力的培养,具备多维度的能力素质。以失效分析课程为例,通过分析目前教学中存在的问题,分别从课程设计、教学内容以及教学方法三个方面,提出相应的课程教学改革路径。在课程设计上,基于科教融合学部制优势条件,优化专业理论与实践教学的合理设置,做到专业理论教学与实践教学并重;在教学内容上,将新技术、新方法、新案例等融入教学,推动高水平教材的编写使用,充分发挥教材的育人功能;在教学方法上,推行LBL(授课导向)-CBL(案例导向)-PBL(项目导向)-TBL(团队导向)四轨教学模式,提升理论与实践教学的科学性、层次性和系统性。通过以上研究,从根本上提高学生解决复杂工程问题的能力,促进教学质量的全面提升。

基于“五步法”和“四阶一体”模式的机电类大学生技术技能提升路径研究

针对大部分高职学生学习主动性不高的问题,该文提出“五步法”课程思政模式,激发学生探索知识的潜力。为能够让学生全过程反馈式参与课程学习,研究“理-虚-实-创”四阶一体课程体系。在教师引导下,学生通过在线课程反复学习,对基础知识有一定的了解;下一步通过软件建立模型进行仿真,对理论知识进行验证加深理解;然后利用实训设备完成项目任务;在此基础上,教师给出企业生产中的实际案例,鼓励学生解决此类问题,学生在此过程中遇到不明白的知识点再回到书本进行理论知识学习。通过近几年的实践,教学质量明显提高,学生在各类大赛中均有获奖,同时受到用人单位的好评。

基于逆向工程法培养小学生微创新能力的实践研究——以“3D打印”为例

逆向工程法是一种“从成品出发”的教学方法,降低了创新门槛,容易实现微创新。文章以微创新能力内涵为导向,遵循“从仿到创”的阶段式教学理念,在项目式教学理论、做中学理论的支持下,提出了基于逆向工程法培养小学生微创新能力的教学活动框架,以“3D打印”为例进行三轮教学实践,并采用三角互证的方法从教师、学生、教学过程三个角度探究实践效果,以此修正与完善活动框架。研究结果表明,基于逆向工程法设计的教学活动从总体上显著提高了小学生微创新能力水平,对创新思维与创新技能要素也有显著促进作用,但对创新人格的影响不显著。研究结果为小学生微创新能力培养及国家创新人才培养提供了理论指导和实践参考。

创新型建筑类人才思维能力培养研究与实践——以吉林建筑大学城乡规划专业为例

面对城乡规划专业转型,城乡规划专业高校教育改革需要不断更新教育理念、改变教育思维、完善教学内容、创新教育模式。以吉林建筑大学为例,运用SPSS分析、研究、更新教学全过程,让学生具备工程实践能力的同时,培养其研究性思维能力,实现双能型人才的培养目标,向社会输送符合职业需求的专业人才。

基于CiteSpace的科技人才创新激励

在建设人才强国战略背景下,针对激发我国科技人才创新积极性的问题,采用CiteSpace分析方法,对2000年1月至2023年12月中国知网(CNKI)数据库中文社会科学期刊中有关科技人才创新激励相关文献开展了发文量、作者与机构网络共现、关键词共现知识图谱分析、主体演化路径等计量分析,并对科技人才创新动力、激发科技人才创新活力的国际比较、我国科技人才创新活力分析评价、我国激发科技人才创新活力政策效果等细分领域的文献进行述评,为激发科技人才创新活力,促进我国建设科技强国提供研究依据。
