The evolution of central environmental protection inspection policy attention in China: An investigation based on inspection reports

The central environmental protection inspection (CEPI) system in China is a significant institutional innova‐tion in national environmental governance. The CEPI applies a joint supervision strategy to address salient en‐vironmental issues and strictly enforce the environmental responsibilities of local governments. This study col‐lects and organizes CEPI inspection reports covering three stages that encompass the first round, the “look back”, and the second round, applying text analysis to obtain sample data and conduct statistical quantifica‐tion of word frequency in inspection reports and identify notable changes. The study explores the allocation of CEPI attention between policy objectives and the intensity of policy instruments. We determine that in con‐junction with public opinion feedback, the CEPI conducts targeted inspections and focuses more on pollutant governance, which has high severity and can be addressed quickly. The CEPI fills the gap of normalized gover‐nance with a campaign-style governance approach. Regarding the intensity of policy measures, the CEPI pri‐marily uses economic incentive policy instruments, supplemented by command-and-control and public guid‐ance approaches, advancing the sustainability of regulatory effectiveness through economic, social, and politi‐cal activities. This study extends knowledge in the field of CEPI policy priorities and implementation, expand‐ing the literature related to outcomes of environmental policy in developing countries. 展开更多

By comparing numerical simulation results of single-porosity and dual-porosity models,the significant effect of reinfiltration to naturally fractured reservoirs was confirmed.A new governing equation was proposed for oil drainage in a matrix block under the reinfiltration process.Utilizing inspectional analysis,a dimensionless equation suitable for scaling of recovery curves for matrix blocks under reinfiltration has been obtained.By the design of experiments,test cases with different rock and fluid properties were defined to confirm the scope of the presented equation.The defined cases were simulated using a realistic numerical simulation approach.This method can estimate the oil amount getting into the matrix block through reinfiltration,help simulate the oil drainage process in naturally fractured reservoirs accurately,and predict the recovery rate of matrix block in the early to middle periods of production.Using the defined scaling equation in the dual-porosity model can improve the accuracy of the predicted recovery rate. 展开更多

An integrated drainage information, analysis and management system (DIAMS) was developed and implemented for the New Jersey Department of Transportation (N/DOT). The purpose of the DIAMS is to provide a useful tool for managers to evaluate drainage infrastructure, to facilitate the determination of the present costs of preserving those in- frastructures, and to make decisions regarding the optimal use of their infrastructure budgets. The impetus for DIAMS is the culvert information management system (CIMS), which is developed to manage the data for culvert pipes. DIAMS maintains and summa- rizes accumulated inspection data for all types of drainage infrastructure assets, including pipes, inlet/outlet structures, outfalls and manufactured treatment devices. DIAMS capa- bilities include identifying drainage infrastructure, maintaining inspection history, map- ping locations, predicting service life based on the current condition states, and assessing present asset value. It also includes unit cost values of 72 standard items to estimate the current cost for new assets with the ability to adjust for future inflation. In addition, DIAMS contains several different repair, rehabilitation and replacement options to remedy the drainage infrastructure. DIAMS can analyze asset information and determine decisions to inspect, rehabilitate, replace or do nothing at the project and network levels by comparing costs with risks and failures. Costs may be optimized to meet annual maintenance budget allocations by pfioritizing drainage infrastructure needing inspection, cleaning and repair. DIAMS functional modules include vendor data uploading, asset identification, system administration and financial analysis. Among the significant performance feature of DIAMS is its proactive nature, which affords decision makers the means of conducting a comprehensive financial analysis to determine the optimal proactive schedule for the proper maintenance actions and to prioritize them accordingly. Benefits of DIAMS include long-term savings that accrue by adopting optimized preventive maintenance strategies and facilitating compliance with Governmental Accounting Standards Board (GASB) and federal storm water regulations. 展开更多

An on-line full scan inspection system is developed for particle size analysis. A particle image is first obtained through optical line scan technology and is then analyzed using digital image processing. The system is composed of a particle separation module, an image acquisition module, an image processing module, and an electric control module. Experiments are carried out using non-uniform 0.1 mm particles. The main advantage of this system consists of a full analysis of particles without any overlap or miss, thus improving the Area Scan Charge Coupled Device (CCD) acquisition problems. Particle size distribution, roundness, and sphericity can be obtained using the system with a deviation of repeated precision of around ±1%. The developed system is shown to be also convenient and versatile for any particle size and shape for academic and industrial users. 展开更多
