Enlightenment of the Talent Training Mode of Japan's Colleges and Universities to China's five-year Higher Vocational Education

Since Jimei navigation College of Fujian Province started five-year junior college education in 1984,five-year higher vocational education has become one of the important forms of Higher Vocational Education in China.In the 1960s,with the rapid development of Japan's economy,there was a shortage of technical personnel.In order to cultivate a large number of technical personnel in a short period of time,Japan's specialized colleges and universities recruited junior high school graduates,studied in school for five years,and obtained an associate's degree after graduation,which provided a large number of technical personnel for the development of Japan's basic industry manufacturing industry.By combing the development process of Japan's colleges and universities,this paper studies Japan's colleges and universities from the aspects of school running subjects,talent training objectives,training methods and evaluation methods.It can provide the basis and implementation methods for China to better promote the convergence of secondary and higher vocational education,strengthen the training of secondary and higher vocational education,and provide theoretical basis and practical experience for improving the quality of five-year higher vocational education.

The Application of E-learning and Distance Learning Technologies to Crew Education and Training in the Russian Federation

The article examines the world experience of e-learning as well as distance education technologies within the education process organization on higher and post-higher education programs.There have been listed the results of the most popular e-learning platforms analysis.Furthermore,there have been looked through the core legislative background of the development of the mentioned technologies in Russia and worldwide among the universities,specialized in seafarers training.There have been also drawn up the points of the Admiral Makarov State University of Maritime and Inland Shipping(Admiral Makarov SUMIS)design of the distance education system LMS"FARWATER"in compliance with the International Convention on Standards of Training,Certification and Watchkeeping for Seafarers(STCW Convention).The practical application of distance education system to the advanced professional training has been discussed in the article.

Randomized Controlled Trials and Ph.D. Level Training in Educational Research

This invited paper reviews recent initiatives in teaching about randomized field trials at the graduate level in education research. Reports in a book on randomized trials by Mosteller and Boruch are used as a benchmark. The initiatives have been driven heavily by recent governmental emphasis on ＂evidence based policy＂ in education, criminology, welfare and other sectors. This policy has been backed, in the US at least, by substantial investments in mounting randomized controlled trials to evaluate curriculum packages and programs in grades K-12, crime prevention programs, welfare, and other work. Accelerated growth in randomized trials has entailed cross discipline pre-doctoral and post-doctoral institutes and graduate education programs aimed at enhancing the quality in trial design, execution, and analysis of results. Specific illustrations of graduate education in this area of statistics are taken mainly from experience at the University of Pennsylvania＇s Graduate School of Education and selected other institutions.

Discussion on the Pathways for Cooperative building of Vocational Education Platforms

the enactment of Planning for Modem Vocational Education System （2014-2020） [[2014] No. 6 of MOE] declares the development of vocational education in China has entered a new historical stage. The development of vocational education, after being elevated to the level of national strategy, will inevitably imply that the existing resources for vocational education must be effectively integrated. To improve the quality of vocational educational institutions, enhance social service levels of vocational institutions and provide smooth career paths for professional talents, are the main goal of vocational education in the future. Since innovative education system for vocational institutions is the inevitabl choice to achieve the above development goal, to innovate the educational system by way of cooperative building of vocational education platforms is the inevitable requirement upon the development of vocational education.

Leadership Soft Skills

This paper mainly discusses leadership soft skills, which comprise of collaboration or teamwork, communication skills, initiative, leadership ability, people development or coaching, personal effectiveness or personal mastery, planning and organizing, and presentation skills. Leaders need to be masters of soft skills because leadership is determined by those who can demonstrate their ability to drive an organization toward excellence and results. The aim of this paper is to contribute to the body of knowledge and literature in leadership soft skills for educational leaders in higher education institutions. In addition, this paper also provides exposure to administrators to understand the importance of leadership soft skills besides highlighting the two relevant models. Furthermore, it also provides an advantage to administrators in developing high quality interpersonal relationships with the people who they associate with in promoting positive working environment. Leadership soft skills can be seen as providing a vital contribution for organizations and administrators in the process of developing of quality human resource.

EVALUATING INSTITUTIONAL GREEN BUILDING POLICIES:A Mixed-Methods Approach

Sustainable or green building practices have been adopted recently by many higher education institutions for their new campus buildings and major renovations.To date,no formal study has been conducted to determine if policy is essential for sustainable building practices and the implementation of LEED®for these institutional green buildings in North America.A mixed-methods approach consisting of a quantitative survey and qualitative interviews was undertaken with senior facility professionals at higher education institutions in North America.The survey evalu-ated the institution’s use of a policy,guideline,standard,law or goal related to sustainable building practices and the interview identified specific practices as well as issues such as leadership,policy compliance and barriers to adopting sustainable building policies.This paper provides a framework for an institutional sustainable building policy that is suitable to use as a template for senior facility professionals and their specific policy development.This work contrib-utes to a foundation for future research related to sustainable/green building policy development and its application to the higher education sector.

Pre-Service Teachers Attitude towards Teaching Environmental Education (EE) during Practicum in Malaysian Primary Schools

Environmental Education (EE) has been introduced into the Malaysian Curriculum since 1992. Related to that, EE was found to be an important subject that must be known by the teachers, prior to teach EE indirectly in the classroom. Problems occurred while implementing EE in schools such as;less knowledge about EE an extra burden among teachers to teach. At Teachers Training Institute (TTI), EE is a compulsory subject due to complete their training and this study carried out to identify the attitude of teaching EE among pre-service teachers’. The reliability of the items showed 0.830 cronbach’s alpha. One hundred and twenty five respondents among pre-service teachers’ were analyzed and the result shows pre-service teachers’ have positive attitude towards teaching EE in classroom. Analysis of data shown that there are significant differences between male and female pre-service teachers’ in attitude of teaching, with t = 0.036 (p 0.05).

中国特色教育领导制度是党的领导制度体系的重要组成部分,蕴含着巨大的政治优势、组织优势和功能优势,这些优势能否高效地转化为教育治理效能,关涉到教育高质量发展、办好人民满意的教育以及立德树人根本任务的落实。教育领导制度优势要更好地转化为教育治理效能,需要把握好制度、主体、效能这三个关键性要素及其互动关系。教育领导制度是优势转化的依据和保障,治理行动和治理能力是制度优势转化的中介要素,教育治理效能是制度优势转化的结果。教育领导制度优势的更好转化需要创建价值引领、能力建设、协调运行、监督制约四个机制,从而使“善制”转向“善治”。

产教融合下地方应用型本科院校人才培养模式创新研究——以会计学专业为例

产教融合是一种将产业与教育紧密结合的全新合作模式,是我国进一步深化高等教育改革,促进人才培养与社会经济发展需求相适应的必然要求,能够有效提升学生就业的核心竞争力和综合素养,进而提高地方应用型本科院校的人才培养质量。在界定产教融合下地方应用型本科院校人才培养模式的核心概念基础上,从会计学专业人才培养目标的契合度、课程设置的前沿性、产教融合的合作意愿和反馈机制等方面对地方应用型本科院校人才培养的问题进行分析,并创新性地提出“四融合”的产教融合人才培养模式。

2023年发布新修订的《干部教育培训工作条例》,是党中央从治党治国全局的高度对干部教育培训工作作出的重大决策部署。这是一部为建设高素质干部队伍而制定的党内法规。学习贯彻《条例》,做好新时代干部教育培训工作,必须深刻把握其全局性和战略性,助力以中国式现代化全面推进强国建设、民族复兴伟业;把握其先导性和基础性,努力培养造就高素质干部队伍;把握其规律性,建立健全干部教育培训内容体系;把握其创新性,坚持理论联系实际、学思用贯通;把握其规范性和严格性,坚持全面从严治校、治教、治学;把握其全面性和完整性,坚持培训对象分类分级、全面覆盖;把握其权威性和统一性,坚持于法周延、于事有效。深刻认识和准确把握干部教育培训在新时代的角色定位、使命责任和价值目标,是我们学习贯彻《条例》的切入点。

以高水平教育培训推进高校党员干部和教师队伍建设研究

高校教师教育培训工作探索与实践

高素质的教师队伍建设依靠高质量的教师培养,更依靠高质量的教师培训。教师培训是促进教师迅速成长的有效途径和直接手段,在全面提高教师质量、保障高校一流教师队伍建设、推动高等教育内涵式发展中起到了积极推动作用。文章立足浙江大学教育培训工作实际,分析了目前教师教育培训中存在的问题,探讨协同管理体制下高校教师教育培训协同机制,并提出高校教师教育培训工作优化的建议与策略。

社会工作机构的自主性与专业教育的参与

社会工作高校专业人才培养不能满足行业发展的需求,需要构建行业和高校合作育人机制,引导社会工作机构参与人才培养。基于2019年中国社会工作动态调查(CSWLS)相关数据,对影响社工机构参与人才培养的因素进行分析。研究发现,社工机构创立时理事长高校教职经历情况、机构员工接受社会工作专业教育人数、机构年龄、经济状况等变量对机构参与高校人才培养环节产生影响。社会工作机构在与高校的互动中具有了更多的自主性,但是依然没有改变教育先行奠定的基本格局。高校在动员社会工作从业者参与专业教育方面仍然具有一定优势,在构建高校和行业共同参与的社会工作专业教育共同体方面,高校仍然要发挥主导作用。

智能与赋能:思想政治教育方法的新变革

人工智能技术作为面向未来的技术前沿和研究热点,为未来的思想政治教育发展尤其是方法创新提供了前瞻性的视域探索和研究方案。总的来看,人工智能的技术要素成为驱动思想政治教育方法变革的重要动力,从技术、价值等多个维度体现出极为明显的影响,有着重要的时代意义。在此情况下,智慧思政日渐成为人工智能时代思想政治教育及其方法创新发展的目标导向,通过人工智能赋能给方法创新的主体,从价值引领、技术运用和规范制度建设等方面切实实现方法变革的新突破。

民办培训机构参与老年教育SWOT分析及对策研究

社会力量参与老年教育能有效解决老年教育供给不充分问题。民办培训机构参与老年教育既可以发挥其数量规模大、社会辐射面广、资源储备丰富与宣传模式成熟的优势,又可以把握当前社会老龄化加剧、老年教育供给不足、政策鼓励社会力量参与以及鼓励企业举办老年教育示范项目的发展机遇,但这些机构需采取措施来弥补自身运营思维不适切、场地适老性不强、专业团队建设不足与机构品质良莠不齐的劣势,积极应对当前老年人终身学习意识待提升、机构营利与公益追求待抉择、老年教育“内涵式发展”待推进和规范性制度体系待完善的现实威胁。

高职院校智能供应链虚拟仿真实训基地建设的探索与实践

教育部等九部委下发的《职业教育提质培优行动计划(2020—2023年)》通知,明确提出要深化职业教育产教融合,遴选建设一批产教融合型城市,推动试点城市建设开放型、共享型、智慧型实训基地。我校数字供应链专业群在原有建设成果的基础上,与企业深度合作,研究当前形势,梳理虚拟仿真实训基地建设目标与思路,系统开展新商科研究院、教师教学创新团队以及实习与就业平台等建设工作。基地建设在提升人才培养质量、师资队伍水平及产教融合路径等方面成效显著。

军事高等教育院校全领域、全过程教学督导工作方法研究

新型军事人才培养对军事高等教育院校的教学督导提出更高的新要求,需要对教学督导工作方法进行相应的改革研究,以满足高质量人才培养需求。为此,该文对军事高等教育院校全领域、全过程教学督导内涵进行分析,从贯穿人才培养的全过程督导和覆盖教、学、管、保的全领域督导等方面,对教学督导工作方法进行探索研究。该研究将有助于军事高等教育院校全面督导工作开展,有力促进高素质军事人才培养,从而促进战斗力生成。

基于文献计量的我国产教融合发展研究热点及趋势可视化分析

运用Citespace软件,对2011—2020年中国知网“产教融合”主题领域的核心文献进行可视化分析,全面系统展现我国产教融合研究的文献分析、研究热点和研究趋势。结果显示,2017年开始产教融合研究文献数量逐年攀升,且研究热度逐年增强;产教融合仍处于“局部集中、整体分散”的态势,核心作者和机构合作力度还不充分;学术界的研究紧跟国家产教融合政策而动,产教融合整体研究基于参与主体、体制机制创新和典型应用形成8大聚类;研究前沿体现在教育链供给侧改革、企业参与、体制机制创新等方面,未来将会更大程度上催生出“双高计划”“1+X证书”制度和“产教融合型企业”的研究热点。
