Water provides the origin of human survival and prosperity,and the basic resource for the maintenance of terrestrial eco-systems,their biodiversity,productivity and ecological services.With China’s recent,rapid growt...Water provides the origin of human survival and prosperity,and the basic resource for the maintenance of terrestrial eco-systems,their biodiversity,productivity and ecological services.With China’s recent,rapid growth both in population and economic development,the water shortage has become one of the most constraints on its ecological restoration and socio-economic development,especially in the arid inland regions of northwest China.At first glance,this water shortage in China appears to be a resource crisis.But second,an in-depth analysis reveals that the water shortage crisis arises mainly resulting from the poor water management system and operating mechanism that cannot facilitate fair allocation and efficient utilization of water resources both regionally and nationally and thus is viewed as a crisis of water manage-ment.The solution of China’s water shortage and low-efficient utilization problem will,in particular,require a fundamen-tal and substantial reform or innovation of the existing water management system and operating mechanism.In this paper,we address explicitly the problems existed in the current water management system,explore the basic theory of water re-sources management and provide some insights into the way how to establish a river basin based integrated water re-sources management system in China.展开更多
The quality of economic growth is a prominent issue in the process of economic growth worldwide.This paper builds relevant econometric models and uses the provincial panel data from 2003 to 2015 to analyze the impact ...The quality of economic growth is a prominent issue in the process of economic growth worldwide.This paper builds relevant econometric models and uses the provincial panel data from 2003 to 2015 to analyze the impact of innovation drivers on China’s economic growth.The empirical results show that technological innovation and institutional innovation have a significant role in promoting the quality of China’s economic growth,and the effect of institutional innovation is stronger than that of technological innovation.In terms of regions,the innovation driver has the greatest contribution to the quality of economic growth in the eastern region of China,with the western and central parts ranking second and third.However,the role of institutional innovation in the eastern region is prominent,and the role of technological innovation is weak.Only institutional innovation in the central region has a significant role in promoting the quality of economic growth.Only technological innovation in the western region has a positive effect on the quality of economic growth,and the impact is weak.The regional differences in the impact of innovation-driven economic growth are obvious.展开更多

In addition,the article analyzes their experience and evaluation in resource management and environmental conservation during the transitional period.We argue that the combination of market regulation,government intervention and public participation is an effective way of allocating resource and protecting environment. Some suggestions are put forward to balance the relationship between them,including coordinating role of government and market,building platform for market operation and creating an atmosphere of public participation.展开更多

This paper builds game model by carrying out a market allocation analysis and applying economic game theory to the analysis of current idle land problem; it gets six kinds of results through analyzing the game model of idle land market, and the final Nash equilibrium is(system innovation, publicly traded) through contrastive to help balance the game relationship between government and the user of idle land and raise some new scientific and rational institutions to serve as future references for effective usage of idle land.
文摘On the basis of analysis of the operating characteristics of SMEs, problems in financial management are pointed out, such as: limited financing channels, lack of internal control systems, weak basic accounting and backward financial management information construction, and measures like to create a favorable policy and service environment for SMEs through the legal system, to innovate the financial system, to pay attention to nurturing and incentive financial innovation talents, network-building management and to establish related punishment and supervision system, are proposed.
文摘The revolution of science and technology in the new era is rising.New industries,formats,and models led by information technology are emerging.Scientific research has entered the fourth data-intensive paradigm.As an important part of the science and technology innovation system,universities also have new requirements for their scientific research management system.In this article,it is suggested that the efficiency and quality of scientific research management in universities could be enhanced by reconstructing the organizational structure of scientific research management,improve the service capabilities of scientific research managers,perfecting the scientific research evaluation system,and innovating the management model of cross-research teams.

文摘Along with the rapid growth of economy in the postreform period after 1979,China has faced severe problems of resource overusing and environmental degradation which would threaten the sustainable development of economy and society.This article explores an effective mechanism of managing resource and environment in China.It examines some major resource and environmental issues,and constructs a framework of institution innovation to cover three sectors(government,market and society) . In addition,the article analyzes their experience and evaluation in resource management and environmental conservation during the transitional period.We argue that the combination of market regulation,government intervention and public participation is an effective way of allocating resource and protecting environment. Some suggestions are put forward to balance the relationship between them,including coordinating role of government and market,building platform for market operation and creating an atmosphere of public participation.
