Thailand has currently enhanced and promoted intensive trade and investment liberalization and implemented long-term growth policy according with current regional economic integration, WTO obligations and globalizatio...Thailand has currently enhanced and promoted intensive trade and investment liberalization and implemented long-term growth policy according with current regional economic integration, WTO obligations and globalization. Nevertheless, several recent internal and external factors e.g. the massive SARS and avian flu outbreaks, the Indian Ocean tsunami devastation, the Asia financial crisis and domestic policy reforms (ICSEAD, 2006) have also impeded this policy. While the issues are important for Thailand and developing countries in Asia, only limited research has been undertaken to investigate them. The paper conducts a substantive quantitative study to contribute to these trade and development policy issues. A new econometric modelling policy method, namely the generalized gravity theory (Tran Van Hoa, 2004) is used to develop a simple flexible simultaneous-equation econometric model of Thailand's openness model with its seven major trade partners (ASEAN-4, Australia, the USA, the EU, China, Japan and India). Using data from the ICSEAD, the World Development Indicators and the Bank of Thailand databases, the paper reveals efficient and reliable empirical findings on trade-growth causality, trade determination including the impact of shocks and policy reform on trade and growth between Thailand and its major trade partners over the past two decades. The paper also provides evidence on the linkages between trade in goods, FDI and services and regional economic integration for more credible policy implications.展开更多
Russia is the largest neighboring country of China. Ch...Russia is the largest neighboring country of China. Between the two countries, the resources and industry are complemented, the political mutual trust is at a high level, and trade cooperation has a broad prospect. Choosing the best regions and the best industries to strengthen investment in Russia has a major strategic significance in promoting ‘the Belt and Road Initiative’ and China-Mongolia-Russia Economic Corridor Construction. However, the related researches are extremely limited. The investment environment is unclear, and the investment risk is unknown, which seriously restrict the investment in Russia and the trade cooperation with Russia. Our research team carried out scientific expedition, government visits and scientific research cooperation in Russia for several years, and obtained a great number of first-hand valuable data. According to the analysis on the data and Russian regional policies, this study constructed an investment environment evaluation model(ESI-PRA model), scientific assessed the investment environment for 83 subjects of federation in Russia, in terms of economic, social, infrastructure, policy, resource and accessibility, classified 4 types of investment regions, chose 3 investment priority regions, revealed the investment priority industries, demonstrated the main investment risks, and proposed the strategic policies. The research results provide direct scientific and technological support for strategic decisions, such as investment in Russia, bilateral economic and trade cooperation, and overseas layout of Chinese-funded enterprises. Moreover, it has an important practical and strategic significance for improving overseas geo-strategic interests of China and ensuring the construction of China-Mongolia-Russia Economic Corridor.展开更多

Integrated energy system optimization scheduling can improve energy efficiency and low carbon economy.This paper studies an electric-gas-heat integrated energy system,including the carbon capture system,energy couplin...Integrated energy system optimization scheduling can improve energy efficiency and low carbon economy.This paper studies an electric-gas-heat integrated energy system,including the carbon capture system,energy coupling equipment,and renewable energy.An energy scheduling strategy based on deep reinforcement learning is proposed to minimize operation cost,carbon emission and enhance the power supply reliability.Firstly,the lowcarbon mathematical model of combined thermal and power unit,carbon capture system and power to gas unit(CCP)is established.Subsequently,we establish a low carbon multi-objective optimization model considering system operation cost,carbon emissions cost,integrated demand response,wind and photovoltaic curtailment,and load shedding costs.Furthermore,considering the intermittency of wind power generation and the flexibility of load demand,the low carbon economic dispatch problem is modeled as a Markov decision process.The twin delayed deep deterministic policy gradient(TD3)algorithm is used to solve the complex scheduling problem.The effectiveness of the proposed method is verified in the simulation case studies.Compared with TD3,SAC,A3C,DDPG and DQN algorithms,the operating cost is reduced by 8.6%,4.3%,6.1%and 8.0%.展开更多

Furthermore, this study examined what the Chinese government has done about socio-economic activities and what lessons are available for East African countries. Finally, this paper proposed possible solutions for East African countries on environmental challenges associated with the development of socio-economic activities with the potential for combining economic and ecological interests in East Africa. The data were analyzed using the following econometri...In the following article, the “Satisfaction with the Environmental Condition” in the 20 Italian regions between 2004 and 2020 was estimated using ISTAT-BES data. The data were analyzed using the following econometric techniques, namely: Panel Data with Random Effects, Panel Data with Fixed Effects, Dynamic Panel, Pooled OLS, WLS. The results show that satisfaction with the environmental situation is positively associated with the following variables “People with at least high school diploma”, “Satisfaction with leisure time”, “Concern for the deterioration of the landscape” and negatively associated with “Gross disposable income per capita”, “Dissatisfaction with the landscape of the place of life”, “Perception of the risk of crime”. A cluster analysis was then carried out using the unsupervised k-Means algorithm optimized through the Silhouette coefficient and 3 clusters were found. A comparative analysis was then carried out between eight different machine learning algorithms to predict the trend of satisfaction by environmental situation. The analysis showed that the Tree Ensemble Regression algorithm is the best predictor and estimates a reduction of the variable of 0.05%. Subsequently, using augmented data, a further prediction was made with an estimated result equal to -1.93%.展开更多

This essay goes on to explore FC’s potential in the future regarding policy changes and the environment based on this comparison. Continuously growing populations and rapid economic development have led to the excessive use of forest resources,and the forest ecosystem is threatened.In response,forest ecological security(FES)has attracted attenti...Continuously growing populations and rapid economic development have led to the excessive use of forest resources,and the forest ecosystem is threatened.In response,forest ecological security(FES)has attracted attention.In this study,an integrated dynamic simulation model was constructed using the system dynamic method,and it was used to evaluate the FES in China from 1999 to 2014.A scenario analysis was then used to evaluate the changes in the FES under five forestry policy scenarios for the 2015–2050 period,including the baseline,afforestation policy,harvesting policies,management policy,investment policy,and a policy mix.The results showed that the evaluation values of the FES increased during the period from 1999 to 2002,the period from 2004 to 2010 and the year 2014,and they decreased in 2003 and during the period from 2011 to 2013.During the 2015–2050 simulation period,the FES improved continuously.In particular,China would enter a new stage when the economic systems,social systems and ecosystems were in harmony after 2040.To improve the FES and the current status of the FES,a scenario analysis showed the most suitable scenario to be Scenario 5 from 2015 to 2020 and Scenario 2 from 2021 to 2050.To relieve pressure,the most suitable scenario would be Scenario 5 from 2015 to 2040 and from 2046 to 2050,and the most suitable scenario would be Scenario 4 for 2041–2045.A policy mix(Scenario 5)would be most efficient under current conditions,while the effects of all the benefits of the forestry policies would weaken over the long term.The integrated method can be regarded as a decision support tool to help policy makers understand FES and promulgate a reasonable forestry policy.展开更多

D...The pursuit of human needs and demands is placing more pressure on land resources than ever before. The challenge of feeding 7 billion people is increasingly competing with rising demands for materials and biofuels. Deforestation and land degradation are among the pressing outcomes of these trends. Drivers of environmental change—including population growth, economic activity, consumption, urbanization, trade, conflict, and governance—clearly play a role in aggravating or mitigating these pressures on land. Despite advances in understanding causality in complex systems, navigating the interactions between these drivers remains a major challenge. This paper analyzes and visualizes the relationships between multiple, interacting drivers of environmental change and specific pressures on land-based ecosystems. Drawing on experience from the development of the Drivers and Land chapters of the UN Environment Programme’s Fifth Global Environment Outlook report (GEO-5), we use a series of Kiviat diagrams to illustrate the relative influence of key drivers on selected pressures on land. When individual diagrams are overlaid, patterns of influence emerge that can provide insight into where policy responses might best be targeted. We propose that, subject to some limitations, the Kiviat exercise can provide an accessible and potentially valuable “knowledge-intermediary” tool to help link science-based information to policy action.展开更多

For example, China's recycling policies appear paradoxical. With its rapidly expanding economy, China is now the world's largest emitter of urban waste. Under such a situation, China is aiming to build up a recycling economy by enacting a number of related laws. Despite the development of waste recycling regulations, however, the load on the environment by continuously increasing waste has not reduced in China so far. What explains this seemingly paradoxical situation of waste recycling in China? It has been pointed out in the previous study on China's climate change policies that environment protection falls under the rubric of sustainable development in China. The question here is whether the same story can be applied to areas other than climate change in China's environmental management. This paper examines it in the area of its waste recycling policy. This paper conducts an evaluation of waste recycling regulations in China by comparing it with the experience of Japan, China's next-door advanced country. It concludes that the waste recycling regulations in China do not primarily aim at reducing the environmental load by reducing the amount of waste but rather for the main purpose of recycling and reusing resources effectively for the sake of economic development.展开更多

This paper analyzes and visualizes the relationships between multiple, interacting drivers of environmental change and specific pressures on land-based ecosystems. Drawing on experience from the development of the Drivers and Land chapters of the UN Environment Programme’s Fifth Global Environment Outlook report (GEO-5), we use a series of Kiviat diagrams to illustrate the relative influence of key drivers on selected pressures on land. When individual diagrams are overlaid, patterns of influence emerge that can provide insight into where policy responses might best be targeted. We propose that, subject to some limitations, the Kiviat exercise can provide an accessible and potentially valuable “knowledge-intermediary” tool to help link science-based information to policy action.
文摘China appears to have a "paradox" in its environmental management policies. For example, China's recycling policies appear paradoxical. With its rapidly expanding economy, China is now the world's largest emitter of urban waste. Under such a situation, China is aiming to build up a recycling economy by enacting a number of related laws. Despite the development of waste recycling regulations, however, the load on the environment by continuously increasing waste has not reduced in China so far. What explains this seemingly paradoxical situation of waste recycling in China? It has been pointed out in the previous study on China's climate change policies that environment protection falls under the rubric of sustainable development in China. The question here is whether the same story can be applied to areas other than climate change in China's environmental management. This paper examines it in the area of its waste recycling policy. This paper conducts an evaluation of waste recycling regulations in China by comparing it with the experience of Japan, China's next-door advanced country. It concludes that the waste recycling regulations in China do not primarily aim at reducing the environmental load by reducing the amount of waste but rather for the main purpose of recycling and reusing resources effectively for the sake of economic development.
文摘In this paper,the development course of ecological environmental audit in China was described,and the evolution of its policy support,technical means and coverage was analyzed.At the same time,in view of the problems such as low data quality and credibility,limited scope of audit and lagging informatization construction in audit work,some specific suggestions were put forward to better support the ecological civilization construction in China by optimizing the ecological environmental audit work.
