Study on the Development and Protection of the Historical Figures Resources in China＇s Guangxi Border Areas -- Mrs. WA Cultural Resource Is Taken for Example

Guangxi is in the southwest border of China, and Guilin landscape and ethnic customs as the two ＂trump cards＂ have been widely utilized in the communication between Guaaagxi and the outside world. In fact, Guangxi owns many cultural resources such as humanity history, characteristic diet, and local operas to be further promoted, among which historical figures resources are especially abundant. However, the development and protection of the historical figures resources are inconsistent with the current economic and social development, and feature obviously certain hysteresis. In this paper, by taking Mrs. WA who was a heroine of the Zhuang nationality to resist foreign invasions in the Ming Dynasty, the necessary development road of the historical figures resources is explored based on analyzing the current development and protection of the historical figures resources in China＇ s Guangxi border areas, and then innovative concepts and new ideas are proposed with great efforts.

Database Management System Construction for the Evaluation Results of Intensive Land Use in the Development Areas of Hunan Province

Using spatial data integration and database technology,analyzing and integrating the assessment results in all the development zones at different time in Hunan Province,the paper is intended to construct the database and managerial system for the assessment results of land use intensity in development zones,thus formulating"one map"of Hunan Development zones and realizing the integrated management and application of the assessment results in all the development zones at any time of Hunan above the provincial level.It has been proved that the system has good application effect and promising development in land management for land management departments and development zones.

Public choice on coordinated development of border regions and its empirical research:a case study of Wuling mountain area

Due to the difficult segmentation of land destiny, popularity destiny, industry destiny on the platform of common interests demand, the regional governance of production and living for the needs of the people in cross-regional areas, such as in the aspects of security, education, assignment and management of water resources, transportation, energy, environment protection and public health, the administrative border regional cooperation is relatively easy. These aspects are equivalent to public products. Just because of this, it leads to problems that nobody will not control. The governments, in order to realize regional economic coordinated development and to eliminate the regional interests parties of administrative regions economy in microcosmic, were adapting various self-protection measures, even including that "you may have your policy but I have my countermeasures" that is derived from inter-regional economic relations. The action of market segmentation has limited the flow of various economic development elements, especially the condition of "dead end highway", resource exploitation and use, difficult social security work in social living of the administrative boundary zone. This paper studies the typical economical district of Wuling mountain area in the obvious strategic position at the junction of Chongqing, Guizhou, Hunan, Hubei provinces from the angle of regional public management and public choice to present issue awareness and academic purpose.

Considerations on Sustainable Agriculture and Rural Development in Dryland Areas

Drylands of the world cover 41%of the Earth＇s land surface and are a direct source of livelihood for 6.5 billion people, especially in developing countries. However, nearly all drylands are at risk of land degradation as a result of human activities. Poverty and desertification in dryland areas are major problems threatening sustainable agriculture and rural development in dryland areas. Several topics that are significant for sustainable agriculture and rural development for food security and environmental rehabilitation in dryland areas were stressed in this paper.

The Guangdong-HonggKong-Macao Greater Bay Area comprises a region aleconomyencom passing ninecities located in the Pearl River Delta region,in addition to the two special administrative regions of Hong Kong and Macao.The process of regional economic integration within the Guangdong-HonggKong-Macao Greater Bay Area traces its origins back to the commencement of China's reform and opening up policies in 1978.It evolves from an initially spontaneous collaborative model,where front-end commercial activities are paired with rearend manufacturing facilities,to a deliberate form of collaboration underpinned by institutional interventions.This paper examines the fundamental characteristics of the regional economic integration within the Guangdong-Hong Kong-Macao Greater Bay Area.It specifically delves into an extensive analysis of the construction and development of this area.The discussion encompasses four significant theoretical and practical facets that shape the progresss of the Greater BayArea's construction.These aspects include the synchronization of market integration within the Greater Bay Area,the harmonization of institutional frameworks,the convergence of the eastern and western sections of the Pearl River Estuary,and the amalgamation of regional innovations.Furthermore,the paper engages in an exploration of strategies designed to propel the advancement of the Greater Bay Area's development.These strategies encompass collaborative initiatives,such as the joint development of the Shenzhen-Hong Kong adjacent region,the cooperative advancement of Hengqin Island by Zhuhai and Macao,the approach to integrating adjacent areas,and the interlock strategy aiming to connect the two pivotal urban centers of Guangzhou and Shenzhen.

现代化都市圈一体化发展是城市和国家经济发展到一定阶段的必经之路,本文采用定量和定性分析相结合的方法,深入分析沈阳现代化都市圈一体化发展过程中面临着产业发展阶段存在差异、产业结构趋同、深层次产业分工协作较弱等问题,并根据沈阳都市圈7市1区的实际状况,提出构建“1+ 2+ 6”式对策机制,围绕政务一体化、交通一体化和现代化、基础设施一体化、数字资源一体化、产业一体化和互补共生化、公共服务一体化和便利化等方面建立城市跨界发展与互通模式,重塑以沈阳为中心的辽宁经济发展格局,加快辽宁和东北经济发展。

增加自周边国家进口是国家提出的重要工作,也是中国践行互利共赢开放战略的具体实践。中国增加自周边国家进口不仅有利于中国经济高质量发展,而且有利于为周边国家经济发展提供“中国动能”。但是,中国和周边国家之间的互联互通水平有待进一步提高、经贸合作程度总体不高、部分周边国家地缘政治风险较高、沿边地区边民互市贸易发展有待进一步提高等问题制约了中国增加自周边国家进口。因此,中国政府要加快沿边地区的基础设施建设,为周边国家建设基础设施提供支持;加快与周边国家签署自贸协定,调动周边国家深度参与“一带一路”共建;大力发展沿边地区的边民互市贸易,积极探索建立沿边自由贸易试验区;建立进口风险预警防范机制,保障自周边国家进口的稳定性;积极宣传周边命运共同体意识,加强同周边国家的人文交流合作。

数字普惠金融、新质生产力与城乡融合发展

数字普惠金融为培育和发展新质生产力提供了金融基础,也为城乡融合发展提供了新动能。文章运用中国30个省份2011—2022年的面板数据,从新质生产力视角,研究了数字普惠金融对城乡融合发展的影响与作用机制。研究发现:(1)数字普惠金融能够显著促进城乡融合发展;(2)数字普惠金融可以通过提升新质生产力来促进城乡融合发展;(3)数字普惠金融对城乡融合发展的促进作用受到新质生产力和自身的门槛作用的影响,并且这种影响呈现边际效应递增的特征;(4)数字普惠金融对城乡融合发展的影响在高经济发展水平、低传统金融发展水平和高互联网发展水平省份更明显。

鼓励和促进经济技术开发区向综合功能新区转型发展,是经开区空间生产转型的内在需求,也是响应国家对经开区发展定位的重要举措。本文基于尺度重构理论视角,以烟台黄渤海新区为例,总结分析经开区向综合功能新区尺度重构的基本逻辑。研究认为,经开区向综合功能新区转型发展的过程,是一次“尺度上移”的过程,通过赋予更高层级的管理权限,重构区域生产关系、社会关系以及治理关系,形成产业协作有序的功能板块、更高标准的产城格局以及更加扁平化的治理结构。研究发现,烟台黄渤海新区在建设过程中,面临多空间主体及多政策制度并存的治理难题,其空间呈松散发展状态,以及低水平的产城融合特征。据此,文章提出整合港产功能板块、调整产城关系以及实施渐进性治理机制的治理策略,推动新区高质量发展,打造带动区域经济高质量发展的重要增长极。

优化国土空间发展格局视域下推进城市群一体化发展的空间逻辑

城市群是推动新型城镇化的主体形态和促进发展要素合理流动的空间载体,在支撑国民经济社会发展和提升国际竞争力方面发挥关键作用。优化国土空间发展格局蕴含引导要素优化配置的目标指向、提升空间结构韧性的实质内容、加快构建新发展格局的时代背景,为考察城市群一体化发展的空间逻辑提供有益视角。从宏观顶层设计、中观权力运作、微观主体行动来看,优化国土空间发展格局中的城市群一体化发展,涉及空间规划与发展规划协同引领、空间尺度与权力结构的动态适配、核心城市与重要主体的辐射带动。根据优化国土空间发展格局的价值导向与功能预期,新时期健全城市群一体化发展机制应规范完善空间规划程序、优化升级空间治理体系、渐进实现空间正义,逐步形成优势互补、均衡发展的城市群布局与国土空间体系。

财政分权对城乡融合发展的影响研究

合理的财政制度安排和财政引导对激发地方活力、推动城乡融合发展进程进而实现乡村振兴战略具有重要意义。研究基于2011—2021年我国省级面板数据,利用全局主成分分析法、建立计量模型,研究财政分权对我国城乡融合发展的影响,及其通过基础设施水平和市场化水平对我国城乡融合发展的中介效应。结果表明:近年来,我国城乡融合发展水平呈上升趋势,但增速缓慢且区域间差异较大;财政分权对城乡融合发展总体来看具有显著的负向影响,并且具有通过抑制基础设施水平提升、引致市场化程度降低从而对城乡融合发展产生不利影响的中介效应,这一结果通过稳健性检验;通过异质性检验发现,财政分权对城乡融合发展的负向效应主要集中在中部地区,对西部区域城乡融合发展表现为显著正向促进作用。深化财政体制改革、完善地方政府绩效考核体系、重视城乡基础设施空间布局、破解阻碍城乡融合发展的制度障碍是推动城乡融合发展的关键举措。
