Build an International Teaching Resource Construction System and Practice International Talent Training in the Context of “Double First-class” ——Take the School of Software of Northwestern Polytechnical University Case as an Example

From the perspective of the development of world-class universities,internationalization is an essential strategic choice and external feature,and also an inevitable choice to improve the discourse power and competitiveness of international higher education.In line with the national“double first-class”international development strategy of higher education,based on the cultivation of students’overall quality,the improvement of teachers’professional ability,and the development of school’s improvement of quality and efficiency,we School of Software,Northwestern Polytechnical University,explore new ideas and new measures for the cultivation of international software engineering talents,build a set of international teaching resources construction system,to form a reference standard and scheme for the cultivation of international software engineering talents.At present,we have achieved excellent results.

On the necessity and countermeasures of the ＂internalization＂ construction of the China-characterized public diplomacy under the new situations

In the era of the globalization of the economy, the network of the information, and the socialization of the citizens, there is the tendency that a country＇s domestic problems will be internationalized, while the international issues will be domestic. Combined with the background of China to realize the ＂China Dreams＂, in the field of the public diplomacy, we should pay sufficient attention to the ＂internalization＂ construction in the aspects of the value ideas, the mode of the systems, the political propositions, and the cultural influence and so on, which is the benign interaction involving the governments, the citizens and the social organizations. In this paper, the author casts a brick to attract jade. Through the discussion of the necessity of the ＂internalization＂ construction of the public diplomacy, the author carries out the discussion from the social and the cultural dimensions, in order to arouse the attention to the ＂internalization＂ construction of the public diplomacy, so that our country will be more influential in the politics, and more approachable in the images, and more appealing in the morality.

Under the grand economic vision of opening up and cooperation among countries,the world economy is gradually recovering,and economic and trade exchanges between countries are increasing,which is an important sign of sound economic development.At the same time,we need the joint efforts of all countries to move towards the goal of mutual benefit and common development.We should fully develop one of the"one belt one road"in the economic construction.At the same time,we need to deepen economic cooperation,improve the investment and financing system and credit system,and China International Finance is particularly important.International financial cooperation is one of the difficulties things and“One belt one road”is the same.The financial market's influence on the economic outflow of funds is not to be ignored.Based on this background,one will take the"one belt one road"as the starting point to explore the problems of international financial cooperation.

A Study on the Allocation of New Construction Land Use Indicators in Huai'an City

This paper makes a comprehensive analysis on the characteristics and influencing factors of regional allocation of new construction land use indicators,and determines the primary indicators from social,economic,external and internal factors.Using Delphi method and correlation analysis,this paper selects indicators and establishes evaluation indicator system.Using entropy method and AHP,this paper determines the weight of indicators,rationally allocates new construction land,and uses the actual data in Huai'an City for case studies,so as to provide a reference for land use planning.In addition,this paper makes a comparative analysis on the land use internal factors as important factors,in order to make the weight assigning more in line with the actual situation of construction land in Huai'an.

Diffusion of Sustainable Construction Practices. A Case of International Cooperation

Data shows that buildings play an important role in the field of energy efficiency and environmental sustainability. The exchange of information among different countries is a key element to promote a wider diffusion of practices for sustainable development in the fields of architecture and urban planning, contributing to the improvement of new skills and economic and production activities, while also reducing the environmental impact of construction on the territory. An international cooperation can lead an exchange of experiences and practices, which could play a fundamental role since countries can have similar problems to deal with, as it happens for the specific identity of the Mediterranean territory in coastal and rural areas. This paper analyses a case of international cooperation, the project SCORE, “Sustainable COnstruction in Rural and fragile areas for energy Efficiency”, financed under the European MED Programme with the purpose to promote sustainable energy policies in the construction sector on fragile coastal and rural Mediterranean areas.

Eco-civilization construction practice mode: An international comparative study

This paper is devoted to the analysis and comparison of eco-civilization construction modes in China and major developed western countries, which mainly focuses on the typical advanced related ecocivilization construction modes in different countries, cities or counties. Finally, it makes a comparative analysis at home and abroad, draws the conclusion and puts forward some main countermeasures and suggestions for China's eco-civilization construction on the basis of the existing research.

Analysis of top Chinese contractors' developmental tracks and evaluation of their strategic selection of international construction markets

The past decade has witnessed a rapid development of the international construction market. This research aims to investigate top Chinese contractors' developmental tracks and evaluate their strategic selection of international construction markets over the period from 2001 to 2006,based on the modified Boston Consulting Group Matrix (BCG). Results from 2001 to 2005 indicate that Asia and Africa,which were "question marks" markets for top Chinese contractors (abbreviated as TCCs),have the most potential to become "stars" markets; other question marks markets such as the Middle East and Europe are found not to be of potential; "dogs" markets such as the U.S.,Canada and Latin America should be relinquished progressively unless there is renewed growth opportunity over the next two years. Compared to developmental tracks of top contractors from some advanced countries,TCCs' investment and development strategy in Africa seems to be sustainable and intensive; TCCs' exit strategy for the Middle East appears determined and swift,while their strategy in Asia seems to be lacking in persistence. Furthermore,the data of 2006 indicates that TCCs improve their performance in Asia and Africa,and Africa has become a "stars" market for TCCs.This research sheds important lights and insights into the prevailing process of internationalization of TCCs and provides a strategic direction for their selection of international construction market. What is more,this research is also valuable to other Chinese contractors who are seeking the opportunity to enter the international construction markets.

On the Application of IPRA Tool in Risk Assessment and Management of International Construction Projects

Construction companies face threats from competition and must be able to adjust to modem technology and changes in customer expectations. These issues require efficient risk management techniques. The success of construction companies running projects in international markets depends on how the risks arise from the host country conditions as well as the project specific risk factors. Successful management of risks requires identification of risks, construction of a risk model which can be used to assess the magnitude of risks, and implementation of response strategies so that an acceptable risk-return balance can be achieved. The project success usually depends on the combination of all risks, response strategies used to mitigate risks, and a company＇s ability to manage them. There exists a need to develop risk models containing the risks of doing business in international markets and factors that affect manageability of these risks. One of the market＇s critical challenges is scheduled management and the understanding and application of program management. This paper uses systematic risk identification, classification and analysis, and measurement and response methodologies to help international contractors quantify the risks of project development and accomplishment.

Claims in International Construction Contract: A Case Study

Claims in international civil engineering projects sometimes will have impact on implementing the contract successfully. in order to observe and evaluate the contract claim situation and give guideline to all the contractual roles to settle the claims comfortably, this paper devote the research and literate review to find the key problems in contract claim management and give recommendation accordingly. With this focused objective, this paper presents a research analysis based on randomly selected data from international construction organization. The contract claim case studies analyzed by sampling survey scientific research method that follows a research strategy of specific to general. In the beginning, the paper analyzes the elements of contract claim administration,and then provides the general overview of the contract claim. Finally, it numerates the claim causes usage through cases studies under different contract condition of FIDIC. In addition to these discussions, analysis of other secondary data and recommendations forwarded to explain how claims should handle properly. During the thesis research period,there were 14 simple random selected projects have been studied as a case studies. From studied projects,the time extension in average, exceed 117.7% of its original contract completion time and the cost compensation increase 34.8% comparing to its initial contract value. Thus, the main causes of the majority contract claim problem lies on the failure in contract claim management and on unforeseen circumstance like variation, adverse climate, right of way problems, etc. Finally this thesis contributes to the improvement of contract claim management construction industry and open ways for further researches related to claim management.

At present, the most outstanding problem we face is, how to narrow the gap of development between the international bank card industry and that of China and keep up with fast-developing paces of international bank card as soon as possible. Objectively speaking, bank card industry of our country is still at the initial stage.

国际传播视域下中国话语的中国化表征与全球化表达

“话语”是来自马克思恩格斯和西方马克思主义理论界的一个专用术语,话语理论具有十分丰富的思想内涵和独特的理论体系。话语权虽然属于软实力,但是软实力要依附于硬实力,没有硬实力的支撑与保障,软实力也就难以得到彰显和发挥。中国话语建构须以中国特色社会主义文化、中国语言、中国哲学思想、中国情结和其他中国元素和特征为基础,中国话语的中国化表征与全球化表达彰显了中国特色的治理逻辑。中国话语面向世界进行全球化建构与全球化传播的策略与路径选择,就在于通过建构中国话语让世界了解中国,让中国融入世界,实现参与共建、共治、共享的目的,体现中国话语的中国观、世界观及其方法论。

建设农业强国:中国要求、现实挑战与推进路径

公立医院内部控制信息化建设实践与探索

本文从发展内控信息化建设的必要性入手,以无锡市妇幼保健院为例,提出了“以全面预算管理为主线”多系统联动升级的医院内部控制信息化体系建设思路,并重点阐释了全面预算管理信息化系统建设的经验。该系统建立了标准统一的医院管理基础数据,实现了全员参与的线上预算编审过程及对各项业务的预算控制,可以直观地进行预算分析与绩效考核,并优化了多层次的成本核算管理。文章旨在探索一条推进公立医院内部控制信息化建设工作、实现公立医院高质量发展的有效路径。

国际中文教育标准建设的问题检视与优化策略
