International Chinese teachers are one of the determinants of the quality development of Confucius Institutes,and their cross-cultural sociocultural adaption,psychological adaption,and job adaption are in need of in-d...International Chinese teachers are one of the determinants of the quality development of Confucius Institutes,and their cross-cultural sociocultural adaption,psychological adaption,and job adaption are in need of in-depth investigation and research.Based on previous research,this paper analyzed the cross-cultural adaptation of international Chinese teachers at Confucius Institutes in South Korea during 2022-2023 through surveys and personal interviews.The study found that the teachers’adaptation was best in terms of work,followed by sociocultural adaptation,and weakest in terms of psychological adaptation.In terms of work adaptation,attention should be focused on adapting to teaching language and teaching methods.In terms of sociocultural adaptation,the focus should be on adapting to personal communication.In terms of psychological adaptation,attention should be paid to feelings of loneliness and anxiety.The study also focused on the internal and external factors influencing their cross-cultural adaptation,as well as the true inner feelings of international Chinese teachers.The study found that factors such as English proficiency,gender,education,professional background,and overseas experience had little impact on teachers’cross-cultural adaptation,while factors such as Korean proficiency,participation in cross-cultural training before going to South Korea,understanding of Korean culture before going to South Korea,and length of time spent in working in South Korea had a greater impact on the cross-cultural adaptation of the research subjects.This study provides reliable reference materials for international Chinese teachers going to South Korea to improve their cross-cultural adaptation abilities and promote the reform and innovation of international Chinese education.展开更多
New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recen...New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recent years,new R&D institutions have gradually become the driving force of innovation-driven development in China.Taking new R&D institutions in Zhejiang Province as the research object,this paper studies the internal talent training path and performance evaluation mechanism of new R&D institutions in Zhejiang Province by using the literature research method,comparison method,case verification method,and other methods.The investigation results show that there are problems such as lack of material and spiritual support and neglect of the absorption of local talents in the internal talent training,and there are problems such as unclear standards,insufficient data,and opaque processes in the performance evaluation mechanism,which greatly affect the establishment and improvement of the performance evaluation mechanism.Given the above problems,this paper puts forward a forward-looking,oriented,flexible,and compatible talent training path and performance evaluation mechanism,hoping to optimize the effective internal talent training path of new R&D institutions,improve the evaluation performance,and promote healthy development of new R&D institutions in Zhejiang Province.展开更多
Financing of the African Integrated High-Speed Railway Network (AIHSRN) through Standard Gauge Railway (SGR) Projects is very expensive. As a result, most of the African countries seek financial supports from the Inte...Financing of the African Integrated High-Speed Railway Network (AIHSRN) through Standard Gauge Railway (SGR) Projects is very expensive. As a result, most of the African countries seek financial supports from the International Financial Institutions (IFIs). However, conditions provided by the IFIs through the Performance Standards (PS) of the International Financial Corporation (IFC) increase cost of the projects and thus, it becomes a burden to most of the African countries. This study aimed to explore the causes of IFC-PS through the SGR Projects that escalate costs and how to address them. The Tanzania SGR Lot 1 Project that covered 205 km from Dar es Salaam to Morogoro was selected as a case study. The methods used for data collection involved literature review, focus group discussions and interviews. The results and findings show a gap between the IFC-PS and the National Laws and Regulations that escalates costs of the projects if funds from the IFIs were to be secured. To bridge the gap, it is recommended that the African countries should engage into negotiations with the IFIs to agree to waive IFC-PS conditions that escalate costs provided they are adequately covered in the national laws and regulations;engagement of locally established national and regional financial institutions;and the responsible government institutions in the African countries should sit together for assessment and review of the IFC-PS against the national laws and regulations.展开更多

Since the founding of the People's Republic of China in 1949, its process of participation in international institutions and global governance has been obviously staged.In recent years, China has actively participated in various major international activities and carried out a series of diplomatic activities at home, which further demonstrates its involvement from a single participant to both a leader and a participant. Drawing lessons from how Asia exploited the develo...In general, it can be argued that institutional framework a country or region designs plays a significant role in crafting, applying or even success of public policy. Drawing lessons from how Asia exploited the developmental state's concept by designing institutions which targeted key public policy areas such as education, health, domestic savings, and rural development, or aligned infrastructures such as roads, transport and ports, to drive economic development. The paper explores how this approach can be applied in sub-Saharan Africa (or individual countries). The objective is to extricate constant factors impacting development both in ahistorical and atemporal terms. The investigation is guided by the key question: whether quality of institutions and institutional analysis can help explain development failures in Africa? Hence, on one part, it probes institutions, institution-making, public policy making and what uniquely the Asian developmental state did that can help illuminate institutional role in policymaking and application. In pursuing this objective, the paper is cognisant of the question by Brousseau et al. asked, regarding generalizability of institutional capabilities, "If growth-enhancing institutions are identified in a specific country, can other countries learn from and transplant these". The investigation concludes that in public policy and development strategy-making institutions do matter as they delimit or even help create possibilities necessary for development and its sustenance, and to a certain extent, they are the vital constant (factors) that explains development differentiations in different geographic spaces or time periods.展开更多

The aftermath of the First World War marked a decisive step forward in the development of a strong liberal internationalist milieux which promoted a peaceful order based on the international rule of law. This paper summarizes some issues of ongoing research and it focuses on two key topics: the rise of parliamentary control of foreign policy and the making of 'parliamentary diplomacy'.
