For group decision-making problems with linguistic assessment information, a new method based on two-tuple and WC-OWA operator is proposed, in which the criteria's weights and the decision-makers' preference information might take the form of linguistic grade, or might be between two continuous linguistic grades, or might be linguistic interval, or might be default. In this method, all linguistic values are transformed into two-tuple, and an aggregative decision-making matrix is obtained by using interval operation. The group aggregative values of each criterion on alternatives are computed by using a WC-OWA operator, the aggregative values on alternatives are worked out, and transformed into two-tuple. And the rank of the alternatives is obtained by using the order property of two-tuple. An example shows the feasibility and effectiveness of the proposed method. 展开更多

Application of Interval Multi-attribute Decision-Making Method to Aeroengine Performance Ranking

In view of the uncertainty of the monitored performance parameters of aeroengines, the fluctuating scope of the monitored infurmation during a period is taken as interval numbers, and the interval multi-attribute decision-making method is employed to predict the performance of aeroengine, The synthetic weights of interval numbers are obtained by calculating deviation degree and possibility degree. As an example of application, 5 performance parameters monitored on 10 CF6 aeroengines of China Eastern Airlines Co., Ltd are adopted as decision attributes to verify the algorithm. The obtained synthetic ranking result shows the effectiveness and rationality of the proposed method in reflecting the performance stares of aeroengins. 展开更多

With the fast growth of Chinese economic, more and more capital will be invested in environmental projects. How to select the environmental investment projects (alternatives) for obtaining the best environmental quality and economic benefits is an important problem for the decision makers. The purpose of this paper is to develop a decision-making model to rank a finite number of alternatives with several and sometimes conflicting criteria. A model for ranking the projects of municipal sewage treatment plants is proposed by using exports' information and the data of the real projects. And, the ranking result is given based on the PROMETHEE method. Furthermore, by means of the concept of the weight stability intervals (WSI), the sensitivity of the ranking results to the size of criteria values and the change of weights value of criteria are discussed. The result shows that some criteria, such as “proportion of benefit to project cost”, will influence the ranking result of alternatives very strong while others not. The influence are not only from the value of criterion but also from the changing the weight of criterion. So, some criteria such as “proportion of benefit to project cost” are key critera for ranking the projects. Decision makers must be cautious to them. 展开更多

In order to estimate water resources renewability scientifically, an Ideal Interval Method of Multiple Objective Decision-Making (IIMMODM) is presented. This method is developed through improving an ideal point method of multiple objective decision-making. The ideal interval is obtained with assessment standard instead of ideal points. The weights are decided by using the basic point and gray code accelerating genetic algorithm. This method has synthesized the expert’s suggestion and avoided giving a mark for the objective again. It could solve the complicated problem of compatible or incompatible multi-objective assessment. The principle of IIMMODM is presented in this paper. It is used to assess the water resources renewability for nine administrative divisions in the Yellow River basin. The result shows that the water resources renewability in the Yellow River basin is very low. Compared with the gray associate analysis method, fuzzy synthesis method and genetic projection pursuit method, the IIMMODM is easier to use. Compared with the ideal point method of multiple objective decision-making, the IIMMODM has good robustness, which is applicable to the comprehensive assessments of water resources. 展开更多

The facility layout problem belongs to typical multiple-attribute decision-making(MADM) problems. To make the information axiom fit to MADM problems, the original computation method for the information content is improved by increasing the satisfaction degree item. Attribute values are divided into precise type, uncertainty type and fuzzy type. For benefit, cost, fixation, and interval type attributes, the computation methods for the information content on the three types of attribute values are presented. The improved information content can reflect the system success probability and the decision-maker satisfaction degree simultaneously and evaluate the MADM problem including multiple type attribute values. Finally, as a case study, the facility layout alternatives of a welding assembly workshop are evaluated. The result verifies the validity and the feasibility of the improved information axiom on the MADM problems. 展开更多

Consistent decision-making requires a structured and systematic evaluation of advantages and disadvantages of different choice possibilities.For transport projects,policies or policy measures,and transport options evaluation,various multi-criteria methods have been developed and effectively applied to complement conventional cost effectiveness and cost benefit analysis.The present paper aims to present a state-of-the-art review of pertinent literature regarding multi-criteria decision-making(MCD M)in the transport sector,focusing on the basic concepts and procedure for multi-criteria decision-making in the transport sector,along with its role and evaluation parameters.A large selection of over 50 papers and publications between 1982 and 2019 have been reviewed,in order to provide an insight into the uses of MCDM methods in transport applications.Most commonly used MCDM metho ds techniques are identified and discussed through a wide review of pertinent literature,research and case studies,leading to interesting conclusions that provide a valuable insight into the use of multicriteria analysis techniques in transport sector related decision-making.Based on the wide range of reviewed literature,it is concluded that MCDM methods are being applied mostly to evaluate transport options rather than transport policies or projects and the most commonly used MCDM method in transport sector problems are analytic hierarchy process(AHP). 展开更多
