Wind-photovoltaic(PV)-hydrogen-storage multi-agent energy systems are expected to play an important role in promoting renewable power utilization and decarbonization.In this study,a coordinated operation method was proposed for a wind-PVhydrogen-storage multi-agent energy system.First,a coordinated operation model was formulated for each agent considering peer-to-peer power trading.Second,a coordinated operation interactive framework for a multi-agent energy system was proposed based on the theory of the alternating direction method of multipliers.Third,a distributed interactive algorithm was proposed to protect the privacy of each agent and solve coordinated operation strategies.Finally,the effectiveness of the proposed coordinated operation method was tested on multi-agent energy systems with different structures,and the operational revenues of the wind power,PV,hydrogen,and energy storage agents of the proposed coordinated operation model were improved by approximately 59.19%,233.28%,16.75%,and 145.56%,respectively,compared with the independent operation model. 展开更多

Objective: To study the public health Emergency Operations Centers(EOCs)in the US, the European Union, the UK and Australia, and summarize the good practice for the improvement of National Health Emergency Response Command Center in Chinese National Health and Family Planning Commission. Methods: Literature review was conducted to explore the EOCs of selected countries. Results: The study focused on EOC function, organizational structure, human resources and information management. The selected EOCs had the basic EOC functions of coordinating and commanding as well as the public health related functions such as monitoring the situation, risk assessment, and epidemiological briefings. The organizational structures of the EOCs were standardized, scalable and flexible. Incident Command System was the widely applied organizational structure with a strong preference. The EOCs were managed by a unit of emergency management during routine time and surge staff were engaged upon emergencies. The selected EOCs had clear information management framework including information collection, assessment and dissemination. Conclusions: The performance of National Health Emergency Response Command Center can be improved by learning from the good practice of the selected EOCs, including setting clear functions, standardizing the organizational structure, enhancing the human resource capacity and strengthening information management. 展开更多

Co-primary spectrum sharing for multiple operators has been utilized to fully explore the spectrum resources and thus improve the spectrum efficiency. The inter-operator interference(IOI) problem should be seriously considered in order to achieve the mentioned target, especially under the scenario of the ultradense network(UDN) in the fifth generation(5G) wireless systems. To solve this problem, we propose an asymmetrical power levels based soft IOI coordination mechanism. The shared spectrum pool is consisted of three separated parts, where each part can be dynamically adjusted according to the minimal spectrum demand from each operator. Furthermore, different power masks are configured to different parts for each operator. The simulation results show that the proposed mechanism can improve the network spectrum efficiency significantly. 展开更多

Control of coordinated motion between the base attitude and the arm joints of a free-floating dual-arm space robot with uncertain parameters is discussed. By combining the relation of system linear momentum conversation with the Lagrangian approach, the dynamic equation of a robot is established. Based on the above results, the free-floating dual-arm space robot system is modeled with RBF neural networks, the GL matrix and its product operator. With all uncertain inertial system parameters, an adaptive RBF neural network control scheme is developed for coordinated motion between the base attitude and the arm joints. The proposed scheme does not need linear parameterization of the dynamic equation of the system and any accurate prior-knowledge of the actual inertial parameters. Also it does not need to train the neural network offline so that it would present real-time and online applications. A planar free-floating dual-arm space robot is simulated to show feasibility of the proposed scheme. 展开更多

According to the characteristics of Hunan power grid, the coordinated schemes about Hunan power grid with Central China Power Grid, as well as Changsha power grid are proposed. At the same time, this paper builds a two-way interactive and multiple dispatching reactive power and voltage coordinated control mode, and can be successfully applied in Hunan power grid. The operation results show that this control scheme fulfills the ability of large power grids in optimal allocating of resources, effectively integrates the reactive power resources of the entire grid, achieves the purpose of reducing power grid loss, improving voltage quality, reducing the operating numbers of the reactive power equipment. 展开更多

A multi-station integration system(MSIS)integrat-ing other multi-type stations provides a new way to realize an intensive development of resources and promote low-carbon en-ergy and its high-efficiency utilization.To this end,a novel multi-station integration planning method and coordinated operation strategy model for the MSIS are established in a new business model.In this study,a new business model of the MSIS,with substations as the carrier,integrating distributed photovoltaic,energy storage,electric vehicle charging,data center,and 5G base stations is proposed.From the social environment,natural conditions,and complementary characteristics,a comprehensive index system is established to analyze expansion capability of substations and multi-station combination scheme.Scenario reduction is performed by extracting feature vectors and build-ing a comprehensive evaluation function to select the optimal combination scheme under a specific scenario.Moreover,for the combination scheme in a specific scenario,the optimal ca-pacity configuration and coordinated operation strategy chance-constrained programming model of the MSIS are established under different operating conditions.Finally,simulations are performed on a practical MSIS located in Wuxi,China,and simulation results demonstrate the rationality and effectiveness of the planning method and coordinated operation strategy model for the MSIS. 展开更多

More and more attention has been paid to the high penetration of renewable energy in recent years.The randomness and intermittency of solar and wind energy make it an inevitable trend that renewables are coupled with energy storage technologies.Pumped hydro storage(PHS)is the most widelyused storage form in the power grid but the capacity is limited by geographic conditions.The concentrated solar power(CSP)plant with a thermal energy storage(TES)system can realize easier grid connections and effective peak shaving.Therefore,this paper proposes a solar-wind-hydro hybrid power system with PHS-TES double energy storages,and investigates the optimal coordinated operational strategy and multi-objective sizing.The optimal sizing problem which considers the minimum levelized cost of energy(LCOE)and loss of power supply probability(LPSP)as objectives is solved by multi-objective particle swarm optimization.Moreover,the seasonal uncertainties of renewables are considered by applying a scenario-based analysis using Kmeans clustering.Finally,a case study reveals the effectiveness of the coordinated operational strategy and double energy storages from the perspectives of economy and reliability.The comparisons of optimal sizing results show that the PV-WindCSP-PHS system decreases the LCOE by 19.1%compared to a PV-Wind-CSP system under the same LPSP,and reduces the LPSP compared to PV-Wind-PHS systems with limited reservoir capacity,which indicates that the proposed system with double energy storages has better economy and reliability performance compared to single storage. 展开更多

传统的日前-日内协同调度通常以与日前时序计划曲线偏差最小作为日内目标函数,当日内新能源出力预测值与日前相差较大时,储能装置(energy storage systems,ESS)等由于其时间耦合约束日内调整范围有限,导致经济性和灵活性较差。对此,提... 传统的日前-日内协同调度通常以与日前时序计划曲线偏差最小作为日内目标函数,当日内新能源出力预测值与日前相差较大时,储能装置(energy storage systems,ESS)等由于其时间耦合约束日内调整范围有限,导致经济性和灵活性较差。对此,提出了基于最优经济运行区域(optimal economic operation region,OEOR)的主动配电网(active distribution networks,ADN)日前-日内协同调度方法。在日前阶段,构建线性化ADN调度模型,基于拉丁超立方采样法生成的大量随机场景下调控设备优化曲线,以全时间段内设备出力上下界内所包含的随机场景优化结果数量最大为目标,考虑储能装置荷电状态的相邻时段约束和微型燃气轮机的爬/滑坡率,构建OEOR生成模型。最后,在日内阶段,调控设备在OEOR内滚动优化调整,当该时段优化值贴近OEOR边界时,考虑相邻时段出力约束,将OEOR扩展为最优经济极限运行区域(E-OEOR)。算例结果表明,所提方法相比于传统方法能够更有效地提升配电网经济性。 展开更多

全面推进乡村振兴、加快建设农业强国,必须统筹兼顾培育新型农业经营主体和扶持小农户。政府激励、新型农业经营主体带动和小农户参与是促进新型农业经营主体与小农户协同发展的有效路径。构建“政府-新型农业经营主体-小农户”三方博... 全面推进乡村振兴、加快建设农业强国,必须统筹兼顾培育新型农业经营主体和扶持小农户。政府激励、新型农业经营主体带动和小农户参与是促进新型农业经营主体与小农户协同发展的有效路径。构建“政府-新型农业经营主体-小农户”三方博弈主体的演化博弈模型,揭示政府激励政策、新型农业经营主体带动成本和小农户收益等关键决策变量对协同演化路径的影响机理。研究发现:①当政府消极激励时的固定监管成本大于其积极激励时的固定监管成本,且新型农业经营主体与小农户单方愿意合作的情形下,政府补贴不能弥补这两类主体各自所付出的额外成本,此时系统将趋于政府积极激励、新型农业经营主体不带动、小农户不参与的(1,0,0)均衡状态;②当政府积极激励时对两类主体的补贴与监管成本之和小于政府消极激励时的固定监管成本,且新型农业经营主体与小农户协同发展时均可取得相应收益增值,此时系统将趋于政府积极激励、新型农业经营主体带动、小农户参与的(1,1,1)均衡状态。数值仿真发现,政府采取不同激励政策下的固定监管成本之差、新型农业经营主体的带动成本及小农户标准化生产成本,这3类重要参数变化将显著影响各主体的最优策略选择。因此,在政府积极激励的政策背景下,有效控制博弈主体的重要成本参数可实现新型农业经营主体与小农户协同发展。 展开更多

针对列车运输能力与客流时空分布不匹配的问题,提出列车灵活编组方案和短编组小间隔自适应控制方法。首先,根据新型列控系统的特点,设计列车自适应闭环控制框架,构建列车最小追踪间隔模型,提出大小交路列车在小交路通信协同运行的编组... 针对列车运输能力与客流时空分布不匹配的问题,提出列车灵活编组方案和短编组小间隔自适应控制方法。首先,根据新型列控系统的特点,设计列车自适应闭环控制框架,构建列车最小追踪间隔模型,提出大小交路列车在小交路通信协同运行的编组方案。其次,根据列车编组方案短编组小间隔控制需求,基于深度确定性策略梯度(Deep Deterministic Policy Gradient,DDPG)算法设计列车自适应控制模型,模型中通过设置奖励函数实现列车多目标控制,通过设计神经网络输出列车最优控制策略。然后,利用Matlab/Simulink仿真平台,以上海地铁2号线2A-2A列车通信协同运行为例,设置其追踪间隔为10 s,搭建加入随机阻力扰动的列车自适应控制模型并进行训练。研究结果表明:列车停车误差为0.1 m,准时误差为0.2 s,协同速度差小于2 km/h,区间最小追踪间隔为180.6 m,满足列车精准停车、速度协同和间隔安全性要求。针对DDPG算法估值过高而导致列车运行速度波动的问题,将神经网络中的Critic网络进行改进,改进后训练仿真表明:列车停车误差为0.03 m,准时误差为0.1 s,协同速度差小于2 km/h,区间最小追踪间隔为181.1 m,列车停车精度和间隔安全性均有提高,且速度波动相对平稳。最后,为验证该控制方法的实时性和安全性,假设前车在意外情况下减速停车,经仿真验证:后车停车误差为1.3 s,停车间隔为220.8 m,满足实时性和安全性的要求。研究成果可为城市轨道交通提供一种灵活匹配客流量的行车编组方案,为新型列控系统列车短编组小间隔运行提供一种安全高效的自适应控制方法。 展开更多
