Application Research on Big Data in Material Bidding and Procurement Management

The 21st century is an era of rapid development of informatization.Under the background of the development of this era,people are increasingly researching the application of information technology.The application of big data technology is the development and application trend of an information technology formed after the rapid development of modem information technology.Big data technology has been applied to the development of many industries,including the material bidding and procurement management as well.With the aid of scientific analysis of big data,it is possible to help material procurement management to analyze the corresponding bidding procurement information,which is an important guarantee for improving its bidding procurement management capabilities.In view of this,this article has conducted special research on the application of big data in material bidding and procurement management,hoping to provide references for the application of big data technology in material bidding and procurement management with the help of the research in this article.

An Assessment of Procurement Risks Management Systems in the Public Sector

Risk management in public procurement is a critical aspect that needs to be addressed in the public sector.Several studies have been conducted to understand the challenges and factors influencing risk management in public procurement.These studies have explored the importance of risk management principles,the role of political influence,and the need for effective risk assessment and anticipation.The research has also highlighted the need for specific risk management mechanisms and tools to be implemented in public procurement processes.Risk management reforms in the public sector are essential but often circumvented due to assorted reasons,such as political influence and the emergence of new risks.The research investigation employs a quantitative research design.A total of 380 questionnaires were recovered from respondents.The study showed that the public sector has a procurement risk management system that is effective,but there may be some areas for improvement in the prequalification process,onboarding process,and support provided to newly onboarded suppliers.Additionally,the public sector used some strategies to mitigate and control contract risks during the procurement process,but there were some areas for improvement in the review and lessons learned process,risk mitigation measures,contract monitoring and performance evaluation mechanisms,and communication and documentation process.Finally,the results suggest that there were constraints placed on the risk management strategies currently utilized by professionals working in the public sector.These constraints include insufficient support and buy-in from senior management and stakeholders,bureaucratic or administrative hurdles,inadequate policies and regulations,insufficient training and skill development opportunities,and insufficient resources.The study highlights the significance of tackling risk management in the realm of public procurement and offers valuable perspectives on avenues for enhancement,obstacles encountered by practitioners,and the necessity of thorough evaluation and revisions.Through the adoption of the suggestions originating from this study,governmental entities can improve their procurement risk management frameworks and guarantee improved adherence to risk management principles.

Research on Procurement Cost Control Based on Supply Chain Management

In modern enterprise management,strengthening the control and management of procurement processes can effectively reduce operational costs.However,with the continuous reform and improvement of China’s market economy system,competition among supply chain enterprises has intensified.The traditional procurement management model is no longer able to meet the needs of enterprise development in the current era.As a result,procurement management based on supply chain management has emerged,offering significant improvements in the scientific management of procurement processes.It has become an important means of promoting the long-term development of enterprises.This paper primarily analyzes and studies procurement cost control based on supply chain management,providing insights for reference.

Optimizing Bidders Selection of Multi-Round Procurement Problem in Software Project Management Using Parallel Max-Min Ant System Algorithm

This paper presents a Game-theoretic optimization via Parallel Min-Max Ant System(PMMAS)algorithm is used in practice to determine the Nash equilibrium value to resolve the confusion in choosing appropriate bidders of multi-round procurement problem in software project management.To this end,we introduce an approach that proposes:(i)A Game-theoretic model of multiround procurement problem(ii)A Nash equilibrium strategy corresponds to multi-round strategy bid(iii)An application of PSO for the determination of global Nash equilibrium.The balance point in Nash Equilibrium can help to maintain a sustainable structure not only in terms of project management but also in terms of future cooperation.As an alternative of procuring entities subjectively,a methodology to support decision making has been studied using Nash equilibrium to create a balance point on benefit in procurement where buyers and suppliers need multiple rounds of bidding.Our goal focus on the balance point in Nash Equilibrium to optimizing bidder selection in multi-round procurement which is the most beneficial for both investors and selected tenderers.Our PMMAS algorithm is implemented based on MPI(message passing interface)to find the approximate optimal solution for the question of how to choose bidders and ensure a path for a win-win relationship of all participants in the procurement process.We also evaluate the speedup ratio and parallel efficiency between our algorithm and other proposed algorithms.As the experiment results,the high feasibility and effectiveness of the PMMAS algorithm are verified.

Embedding Knowledge Management in Public Sector Procurement： Redesigning for the Knowledge Economy

There is a perception in the public, political, and trade discourse that private sector procurement performs ＂better＂ than does public sector procurement. This research considers whether this perception is justified. This paper proposes a conceptual framework for assessing issues that influence procurement performance. The framework takes into account the organization＇s business goals, its procurement principles, the design of its procurement capability, the intellectual capital or knowledge that is used to support procurement operations, and the use of knowledge management methods. To represent these factors, the framework adapts the conceptual framework proposed by McElroy （2002）, leverages Andriessen＇s （2005） characterization of intellectual capital, and adopts Bedford＇s （2012） description of the practice of knowledge management. The results, though preliminary and exploratory, suggest that factors which are more often practiced in the private sector than the public sector contribute to higher performance.

Can adequate hemodynamic management of brain-dead donors improve donor organ procurement?

There is increasing evidence that adequate donor management with a goal of optimization of organ function is essential to maximize the number of organs that can be procured.Therefore,identification of the cause of hemodynamic instability is crucial in order to direct the right therapy.Several donor management goals for better hemodynamic management including serial echocardiography can guide hemodynamic management in potential donors to increase both number and quality of donor hearts.

Analysis of Practical Teaching Methods for Logistics Management Major in Higher Vocational Colleges-Taking the Procurement Management Practice Course as an Example

As a teacher majoring in Logistics Management in higher vocational colleges with deep understanding of the course for many years and taking the Procurement Management Practice course as an example,this study selects the after-school cases in the"'Purchase Price and Cost ControF5 chapter in the second edition textbook of Procurement Management Practice of Machinery Industry Press as the research subject of this case analysis.In addition,combined with the chapter content of this textbook,this paper expounds the teaching methods of practical training projects.In hope to provide some ideas for practical teaching,through research and analysis,there is a clearer understanding of the practical teaching of the core curriculum of Logistics Management major.

The Application of Busywork Flow in Supply Chain Management of Fruits

Firstly,I point out the problems in the fruit supply chain management.Then through field survey,we know that busywork flow plays a very important role in the fruit supply chain management.I establish the mathematical model,to derive that the supply chain management of corporate procurement and supply network is the optimal economic model.In terms of the performance of supply chain,I draw the following conclusions:(i) Busywork flow can achieve the supply chain management,and reduces logistics costs in the whole process of circulation;(ii) Busywork flow can improve logistics services for the customers and reduces coordination costs;(iii) The establishment of modern information system can reduce logistics costs;(iv) Busywork flow can improve distribution efficiency and reduce costs;(v) Busywork flow can reduce and avoid the costs of return of goods;(vi) The operation of the busywork flow can achieve integrated transport and business outsourcing to third-party logistics,thereby reducing costs,reducing transport links,reasonably choosing the means of transport,formulating the optimal transportation plan,improving the mode of transport,and increasing the cargo loading amount.(vii) Busywork flow promotes the use of e-commerce.I also express my own views on upgrade version of corporate procurement and supply network.Finally I point out some problems in the existing corporate procurement and supply network,and put forward the following recommendations:developing township-level 4S fruit shop according to the business development,with the functions of purchasing apple,supplying means of agricultural production,providing technical services and developing market;building " corporate ecological orchard" through holding.

Making Sense of Hospital Project MisPerformance: Over Budget, Late, Time and Time Again—Why? And What Can Be Done About It?

Hospital projects worldwide often experience misperformance,showing a tendency to exceed their estimated cost,miss their deadline,suffer quality problems,and yield benefit shortfalls.Considering this ubiquitous problem,this paper aims to make sense of this phenomenon by addressing the following research question:How can we make sense of hospital project misperformance,and what can be done to mitigate its occurrence?We use an illustrative case study approach and the analytical lens of sense-making to examine the misperformance of three mega-hospital projects.Our research reveals issues such as scope changes,an inability to adapt and respond to risk and uncertainty,ineffectual project management and governance,and optimism bias,which combine to impact project performance adversely.We suggest that the two prominent theoretical perspectives dominating the literature in this field fall short of adequately explaining hospital project misperformance.We provide suggestions for improving the procurement process of hospitals and submit there is a need to develop a robust and balanced theory of project misperformance.

Procurement Method Selection for Building Maintenance Projects: The Case of Malaysian Public Universities

The purpose of this paper is to implement and validate a decision making framework for building maintenance projects. The growing importance of maintenance sector not only in Malaysia but al- so increasingly globalized, the difficulty in selecting an appropriate procurement method and lack of research in this area provide an impetus for this research. There were 19 procurement selection criteria identified. In addition, there were 4 types of procurements methods which include outsourcing by specialist term contract, outsourcing by tendered schedule term contract, out- sourcing by repair and maintenance contract and outsourcing by measured term contract identified to be the most popular procurement methods adapted by public universities currently and at the same time were considered most important. The decision making framework was developed based on AHP technique and principles. Expert Choice Software was employed as development tool where the criteria and alternatives were integrated into the framework. Finally, structured interview was conducted to validate the framework developed. The validation process was carried out through structured interview with selected public university.

基于零库存目标的体外诊断试剂供应链质量评价与改进研究

目的:制定体外诊断试剂供应链的零库存管理目标,评价供应链质量,改进试剂供应中存在的问题。方法:从体外诊断试剂的库存量、供应效率和产品质量方面分析体外诊断试剂管理中存在的问题,制定医院运营、管理质量和患者利益最优化的管理体系,构建零库存管理路径和质量评价模型。选取2020年1月至2023年3月江苏省苏北人民医院采购的21种类型85个型号的体外诊断试剂,根据供应链质量管理方式不同,分别采用按需库存管理模式(模式1)和零库存管理模式(模式2),对比两种管理模式的需求采购、库存管理和临床使用效果。结果:采用模式2管理方式的体外诊断试剂的采购需求达标率、供应能力优质率和临床使用匹配度分别为(93.35±3.62)%、(94.87±2.63)%和(96.08±2.31)%,均高于模式1,其差异有统计学意义(Z=2.489、2.836、2.838,P<0.05),存产品长期积压、环境不达标和信息不及时的例数分别为(2.92±2.54)例、(2.83±1.59)例和(5.58±3.12)例,均低于模式1,其差异有统计学意义(Z=2.959、3.037、3.703,P<0.05);临床科室、医技科室及采购中心对模式2的体外诊断试剂的供应配送和信息沟通的满意度分别为97.8%和93.3%、97.0%和87.9%、100%和84.6%,均高于模式1,其差异有统计学意义(χ^(2)_(临床科室)=5.428、6.133,χ^(2)_(医技科室)=3.958、3.937,χ^(2)_(采购中心)=5.159、4.996,P<0.05)。结论:零库存管理模式能够提高体外诊断试剂需求采购的规范性,降低库存管理中积压失效问题的发生率,提升临床供应服务质量。

基于区块链技术的医疗设备采购管理系统的设计与实现

目的针对传统采购资料易丢失和被篡改,无法保证采购数据安全性的问题,设计一套基于区块链技术的医疗设备采购管理系统。方法系统采用Python编程语言设计,使用Django框架、SQLite数据库,基于区块链技术构建区块链服务器、采购人客户端、采购机构客户端、供应商客户端、监管机构客户端,将整个采购过程中的数据全部进行区块化处理,使得所有数据保存完整,不能被随意窜改,最终实现具有防篡改特性并支持溯源的医疗设备采购管理系统。结果该系统各模块以及防篡改机制均通过测试验证;各模块的平均响应时间均<2 s,响应速度快;模拟网络及身份验证安全测试的结果显示,其安全性能均满足要求。结论将区块链技术应用于医疗设备采购管理系统是可行的方案,其保证了整个采购流程中产生的数据完整可靠并防止被篡改,使得采购信息能够在系统中完整留痕,从而对医疗设备的采购进行全方位管理。

绩效目标分层管理模式在医疗设备采购过程管理中的价值研究

目的:构建绩效目标分层管理模型,探讨其在医疗设备采购过程管理中的应用价值。方法:从医疗设备采购申报层、过程层、使用层和处置层筛选采购绩效评价指标,采用熵权法和数据包络分析(DEA)法制定综合评价模型,形成人员、制度、数据和设备层面的过程管理方案。选取2019—2022年北京佑安医院采购的717台医疗设备,根据绩效目标评价方法不同分别采用传统管理模式(348台)和分层管理模式(369台)管理,对比不同管理模式下医疗设备采购的绩效目标完成度、采购过程管理质量和临床配置管理满意度。结果:采用分层管理模式的369台设备包括手术室设备、实验室设备、住院治疗设备、消毒供应设备及其他医疗设备,其采购的绩效目标完成度分别为(96.10±3.46)%、(96.76±2.65)%、(95.59±2.52)%、(96.06±2.34)%和(96.88±1.75)%,均高于传统管理模式,差异有统计学意义(t=2.663、2.801、2.858、4.111、3.548,P<0.05);采用分层管理模式的医疗设备采购申报层、过程层、使用层和处置层的综合评价DEA有效率分别为96.7%、98.6%、94.6%和99.7%,均高于传统管理模式,差异有统计学意义(χ^(2)=10.983、9.327、7.270、12.309,P<0.05);临床科室使用管理人员对采用分层管理模式的设备采购和使用平均满意度分别为(95.82±2.83)%和(97.25±1.96)%,均高于传统管理模式,差异有统计学意义(t=5.575、5.248,P<0.05)。结论:分层管理模式能够有效落实医疗设备采购绩效目标,提高医疗设备采购过程管理质量,提升采购后配置临床科室使用和管理人员满意度,保障设备运行质量。

预算管理一体化下高校政府采购预算管理研究

预算管理一体化深刻改变了政府采购管理的业务流程和控制规范,高校政府采购预算管理如何真正适应预算管理一体化的要求成为高校迫切需要面对的难题。本文研究了预算管理一体化中政府采购管理机制,分析了新形势下高校面临的管理困难,提出了在预算管理一体化的理念下优化高校政府采购预算管理的应对措施,旨在促进高校政府采购预算编制与执行管理工作有效开展,使得高校可以更好地适应预算管理一体化要求。

基于德尔菲法构建集采中选药品管理敏感指标

目的:构建集采中选药品管理敏感指标。方法:通过循证初步建立集采中选药品管理敏感指标,再通过德尔菲专家函询法对30名药学人员进行2轮函询,并统计整理函询结果。结果:构建的集采中选药品管理敏感指标包括一级指标3项,二级指标11项和三级指标22项。两轮专家函询有效回收率分别为91%和100%。第二轮权威系数为0.82,总体协调系数0.434,检验具有统计学意义(P<0.01)。结论:本研究构建的集采中选药品管理敏感指标满足专家积极程度、权威程度和一致性标准等各项标准。

基于全面质量管理的高校政府采购履约验收研究与实践——以中国人民大学为例

为了适应政府采购发展新要求,高校不断提升采购项目履约验收管理效能,优化履约验收管理模式。分析实际采购工作现状不难看出,政府采购履约验收管理目前仍存在诸多问题,如履约验收流程不规范、验收标准不具针对性、信息化应用效果不理想等。在高校政府采购工作中,履约验收的效果直接体现采购活动的成效,对高校顺利开展教学、科研等工作起着至关重要的作用。结合中国人民大学政府采购工作,剖析履约验收工作现存问题,运用全面质量管理的手段,探索适应实际工作环境及符合采购需求的履约验收管理新模式,切实履行并落实好政府采购履约验收管理的主体责任,为学校“双一流”建设做好基础保障工作和提供强有力的支持。

基于“专创融合”的《采购与仓储管理》课程建设改革研究

在科技自立自强背景下,课程“专创融合”、打造人才培养新高地成为高校创新创业教育工作的焦点。但目前存在课程教学形式单一、课程体系不完备等问题。基于河北农业大学物流管理专业《采购与仓储管理》课程情况,深入挖掘课程中的“专创融合”点,通过优化教学内容、丰富教学方法、建设第二课堂、优化考核方式等构建“专创融合”新教学模式,在专业教育过程中培养学生的创新创业思维和能力。

公立医院政府采购组织与管理现状调研

目的:调研公立医院政府采购现状与组织管理政策,以提高政府采购规范化管理水平。方法:采用电子问卷调查方式收集到全国216所公立医院(涉及28个省市自治区)的政府采购组织与管理现状信息进行调研,分析公立医院政府采购管理的组织结构管理体系、工作模式、监督评价、预算立项、招标采购、合同签订、验收流程、付款管理等现状。结果:调查问卷共回收216份(216所医院)有效问卷,其中综合医院、专科医院和中医医院分别为165、37和13所,分别占76.39%、17.13%和6.02%;医院级别中三级医院202所(占93.52%)。被调查公立医院政府采购管理机构中采购管理委员会、采购管理办公室、采购中心和业务及行政后勤部门4层组织机构分别为112、103、110和112个,分别占51.85%、47.69%、50.93%和51.85%;所有医院政府采购公开招标限额标准均符合国家法规要求;各医院付款必须条件的资金审批情况均符合要求;医院风险防控管理效果中非常好、良好、一般和不到位4种情况分别为48、125、34和9所,分别占22.22%、57.87%、15.74%、4.17%。结论:公立医院政府采购的组织框架与管理体系日趋规范,不同医院政府采购工作模式与流程存在一定差异,监管评价相对薄弱值得关注和加强管理。

基于联合库存的公立医院多院区药品采购模式分析

目的 评价联合库存管理(JMI)方法在医院多院区药品采购与控制管理中的应用效果。方法 基于JMI模式,运用合理的数据处理方法从某集团医院筛选出4种试点药品进行研究,从库存成本、周转情况、供应情况等方面对比、分析应用后的效果。结果 某集团医院在应用中心医院主导的JMI模式后,3家分院试点药品库存量和库存金额显著降低,库存量较实施前减少31.93%,平均库存金额减少16.23%;库存周转天数显著减少,3家分院周转天数均减少1 d以上;药品缺货率显著降低,试点药品中变化最明显的多柔比星脂质体注射液,缺货率下降6.7%;各组数据的比较结果均具有统计学意义(P<0.05)。结论 医院多院区采用中心医院主导的JMI模式,可以明显改善药品采购管理和库存管理的效果,从而提升医院资金的使用效率。

三位一体的课程思政探索--以《采购与供应管理》课程为例

《采购与供应管理》是物流管理专业的核心课程,主要研究供应链下采购管理的基本理论和运作流程,是一门实践性较强的应用学科。课程努力构建“课堂育人,实践育人,网络育人”三位一体的育人模式,坚持“理论+实践”结合、“课内+课外”结合、“线上+线下”结合,抓住课程建设“主战场”、课堂教学“主渠道”,辅以实践教学和网络信息化手段,稳步推进物流专业课程思政教学改革。
