When a disaster occurs, the demand for information and communication technology (ICT) services drastically increases. To meet such demands, a national project was undertaken in Japan to develop the Movable and Deploya...When a disaster occurs, the demand for information and communication technology (ICT) services drastically increases. To meet such demands, a national project was undertaken in Japan to develop the Movable and Deployable ICT Resource Unit (MDRU). One challenge regarding the MDRU is securing operators to work the units in emergency situations. As ICT service users have diverse and frequently changing demands, strong technical skills and practical knowledge are required for the administration of MDRUs. In this paper, we propose a knowledge-based network management system to alleviate the burden on administrators. To deal with the structural changes to network systems that frequently occur with changes in ICT service demand, we introduce modularization techniques into our previous research. The proposed system can be easily reconfigured by join/disjoin modules corresponding to changes in the system configuration of the MDRU. The results of our experiments using the implemented experimental system confirm that the proposed system can be applied to MDRU operation and effectively supports administrators.展开更多

The purpose of this paper is to summarize the finding of up-to-date research articles concerning the application of knowledge-based systems to assessment and management of structures and to illustrate the potential of such systems in the structural engineering. In here, knowledge-based systems include knowledge-based expert systems incorporation with artificial neural networks, fuzzy reasoning and genetic or immune algorithms.</span><span style="font-family:;" "=""> </span><span style="font-family:;" "="">Specifically, two modern bridge management systems (BMS’s) are presented in the paper. The important advantag...In this paper, we propose a rule management system for data cleaning that is based on knowledge. This system combines features of both rule based systems and rule based data cleaning frameworks. The important advantages of our system are threefold. First, it aims at proposing a strong and unified rule form based on first order structure that permits the representation and management of all the types of rules and their quality via some characteristics. Second, it leads to increase the quality of rules which conditions the quality of data cleaning. Third, it uses an appropriate knowledge acquisition process, which is the weakest task in the current rule and knowledge based systems. As several research works have shown that data cleaning is rather driven by domain knowledge than by data, we have identified and analyzed the properties that distinguish knowledge and rules from data for better determining the most components of the proposed system. In order to illustrate our system, we also present a first experiment with a case study at health sector where we demonstrate how the system is useful for the improvement of data quality. The autonomy, extensibility and platform-independency of the proposed rule management system facilitate its incorporation in any system that is interested in data quality management.展开更多
Connecting to the disaster risk reduction (DRR) studies, community-based initiatives are found to be more effective in both developed and developing countries, with a specific focus on the empowerment of local communi...Connecting to the disaster risk reduction (DRR) studies, community-based initiatives are found to be more effective in both developed and developing countries, with a specific focus on the empowerment of local communities to build resilience. Building on social capital theory, the paper investigates on local knowledge (LK) practices experienced by the actors in an emerging economy using the community-based flood risk management (CB-FRM) approach. The qualitative research method was used by collecting data from focused group discussions, and interviews with the key informants including actors from local governments and non-government organizations. Additionally, informal discussions, field visits, and desk studies were undertaken to support the findings. The findings reveal that the local communities carry out various local knowledge experiences to respond during disaster management phases. They own a creative set of approaches based on the LK and that empowers them to live in the flood-prone areas, accepting the paradigm shift from fighting with floods to living with that. The local actor’s involvement is recognized as an essential component for CB-FRM activities. Yet, their program’s implementation is more oriented towards humanitarian assistance in emergency responses. Even, they often overlook the role of LK. Additionally, the results show a high level of presence of local communities during the preparedness and recovery phases, while NGOs and local governments have a medium role in preparedness and low in recovery phase. The lack of local ownership has also emerged as the major challenge. The research provides valuable insights for integrated CB-FRM policies by adopting to LK practices.展开更多

To improve the efficiency and accuracy of carbonate reservoir research,a unified reservoir knowledge base linking geological knowledge management with reservoir research is proposed.The reservoir knowledge base serves...To improve the efficiency and accuracy of carbonate reservoir research,a unified reservoir knowledge base linking geological knowledge management with reservoir research is proposed.The reservoir knowledge base serves high-quality analysis,evaluation,description and geological modeling of reservoirs.The knowledge framework is divided into three categories:technical service standard,technical research method and professional knowledge and cases related to geological objects.In order to build a knowledge base,first of all,it is necessary to form a knowledge classification system and knowledge description standards;secondly,to sort out theoretical understandings and various technical methods for different geologic objects and work out a technical service standard package according to the technical standard;thirdly,to collect typical outcrop and reservoir cases,constantly expand the content of the knowledge base through systematic extraction,sorting and saving,and construct professional knowledge about geological objects.Through the use of encyclopedia based collaborative editing architecture,knowledge construction and sharing can be realized.Geological objects and related attribute parameters can be automatically extracted by using natural language processing(NLP)technology,and outcrop data can be collected by using modern fine measurement technology,to enhance the efficiency of knowledge acquisition,extraction and sorting.In this paper,the geological modeling of fracture-cavity reservoir in the Tarim Basin is taken as an example to illustrate the construction of knowledge base of carbonate reservoir and its application in geological modeling of fracture-cavity carbonate reservoir.展开更多

Despite changes to policy that emphasize the importance of coll...State and Federal agencies in the United States manage wildland fires to minimize forest loss and reduce fire impacts on communities living near forests. Despite changes to policy that emphasize the importance of collaborative <span>management with Tribes and local communities, stakeholders with place-based </span>knowledge still have limited access to meaningful participation in policy development and management planning. These barriers contribute to the alienation of communities disproportionately burdened with the negative impacts of wildfire. Reduced community-level support and a lack of inclusive practices regarding place-based knowledge result in less robust management plans and poor ecological outcomes. These outcomes highlight the need for improved multi-stakeholder collaborations that holistically address interconnected management areas. In this paper, Federal wildfire policy development and implementation are assessed to identify barriers to collaborative management. An examination of multi-stakeholder fire management organizations showed that coupling of federal policy, practices and norms and the underrepresentation of external stakeholders may hinder progress toward collaborative partnerships. A linguistic examination of federal wildfire policy showed that directive, rather than cooperative language predominated. This may promote unequal power-sharing dynamics that reduce opportunities for <span>federal engagement and collaboration with stakeholders from Tribes and local</span> communities. Tribal barriers to equitable partnership and decision-making were found to be tied to culturally mediated frameworks for environmental management. Based on these findings, this article offers suggestions for changes to policy and institutional culture that will allow for an inclusive, holistic fire management model.展开更多
