Methods: Based on the Joanna Briggs Institute (JBI) evidence-based health care model, the best evidence of airway management in adult critically ill patients was obtained and applied to the clinic. Results: The total implementation rate of airway management measures in adult critically ill patients increased from 23.62% before the implementation of quality control circle to 88.82%, and the pulmonary infection rate in critically ill patients decreased from 42.31% to 21.74%, with statistical significance between the two groups (P 0.05). Conclusion: Evidence-based quality control circle activities can standardize the practice standards of airway management in critically ill patients, reduce the occurrence of patients’ airway related complications, and improve clinical outcomes.展开更多

To meet such demands, a national project was undertaken in Japan to develop the Movable and Deployable ICT Resource Unit (MDRU). One challenge regarding the MDRU is securing operators to work the units in emergency situations. As ICT service users have diverse and frequently changing demands, strong technical skills and practical knowledge are required for the administration of MDRUs. In this paper, we propose a knowledge-based network management system to alleviate the burden on administrators. To deal with the structural changes to network systems that frequently occur with changes in ICT service demand, we introduce modularization techniques into our previous research. The proposed system can be easily reconfigured by join/disjoin modules corresponding to changes in the system configuration of the MDRU. The results of our experiments using the implemented experimental system confirm that the proposed system can be applied to MDRU operation and effectively supports administrators.展开更多

Methods: According to the evidence pyramid principle and search strategy, 2 evidence-based nursing backbone completed literature search in both Chinese and English, and finally included 7 literatures. Results: Around the three key links of capacity assessment, monitoring and management, stakeholders were invited to evaluate each evidence according to the FAME principle, that is, the feasibility, suitability, effectiveness and clinical significance of evidence. Finally, 11 best evidences were obtained and 5 clinical review indicators of the cost project were transformed. This study formulated the competence management plan for CHF patients based on the current situation, established competence load evaluation criteria for CHF patients, and determined the target “dry weight” value for CHF patients. Conclusion: The whole-course volume management model of CHF patients guided by specialist nurses should be established and applied and promoted in the “heart failure Center Alliance unit”, so as to improve the capacity management ability of medical staff for CHF patients, enhance the self-management ability of CHF patients, improve the capacity management behavior and health outcomes, and effectively reduce the hospitalization rate and mortality rate of CHF patients in the region.展开更多

These constraints are not limited to memory and processing capabilities but extend to the network interfaces, particularly due to the low-power radio standards that these devices typically employ. The IPv6 protocol is shown to be a strong option for guaranteeing interoperability in the IoT, mostly because of its large address space, the range of current IP-based protocols, and its intrinsic versatility. Considering these benefits, we investigate if current IP-based network management protocols can be implemented on devices with limited resources. We investigate the resource needs in particular for implementing Network Configuration Protocol (NETCONF) and Simple Network Management Protocol (SNMP) on an 8-bit AVR-based device. Our investigation reveals the specific memory and processing demands of these protocols, providing valuable insights into their practicality and efficiency in constrained IoT environments. While the government in Bangladesh is yet to scale up CMAM approach, there is still paucity of knowledge on the experience of CMAM within the complex milieu of an urban slum context. In Kamrangirchar slum, Dhaka, Bangladesh, this paper describes a CMAM programme performance and outcomes run by Médecins Sans Frontières (MSF)/Doctors without Borders, in light to performance indicators set by MSF and the Sphere minimum standards. </span><b><span style="font-family:Verdana;">Methods:</span></b><span style="font-family:Verdana;"> This was a descriptive retrospective study using routinely collected programme data of children admitted with severe acute malnutrition between May 2010 and November 2011. Kamrangirchar is an urban slum of a large migrant population in Dhaka, Bangladesh. </span><b><span style="font-family:Verdana;">Results:</span></b><span style="font-family:Verdana;"> There was a total of 640 new admissions, of whom 333 (52%) were males. The median age was 18 months (Inter-quartile range (IQR) 12 - 41). 599 children had a reported nutritional outcome at discharge from ambulatory therapeutic feeding centre (ATFC), this included: cure rate of 69% with an average length of stay of 68.8 (SD ± 46.0) days and average weight gain of 3.8 g/kg/day (SD ± 2.7). The lost-to-follow-up rate was 18% and 5% reported to the programme that they will leave the slum and go back to their villages. These performance indicators did not meet the threshold level indicators set by MSF and Sphere standards. </span><b><span style="font-family:Verdana;">Conclusions:</span></b><span style="font-family:Verdana;"> Our experience highlights the need for developing more adapted and contextualised indicators for assessing the performance of CMAM programmes in settings such as urban slums. Community engagement in the process of developing relevant standards is crucial. Nutrition humanitarian actors have a vital role to collaborate with local authorities to contextualize and refine these standards.展开更多

Design: This study follows a phenomenografic approach guided by Ference Marton’s philosophy. <strong>Methods:</strong> Semi-structured interviews were used to identify variations in RNs’ perceptions of TBPM. Between February and April 2019, 24 RNs from five Swedish public healthcare departments participated in the study. <strong>Results: </strong>The results show that none of the participants had previously heard about the work of the Swedish Delegation for TBPM. The study revealed perceptions those politicians and managers were absent from the workplace, that power had been displaced to HR, and that perceptions of trust in the leadership and of working to guidelines varied. Perceptions varied between RNs employed by the municipalities and by the hospitals concerning administration, the time allotted for work, cooperation, and education.展开更多

The important advantag...In this paper, we propose a rule management system for data cleaning that is based on knowledge. This system combines features of both rule based systems and rule based data cleaning frameworks. The important advantages of our system are threefold. First, it aims at proposing a strong and unified rule form based on first order structure that permits the representation and management of all the types of rules and their quality via some characteristics. Second, it leads to increase the quality of rules which conditions the quality of data cleaning. Third, it uses an appropriate knowledge acquisition process, which is the weakest task in the current rule and knowledge based systems. As several research works have shown that data cleaning is rather driven by domain knowledge than by data, we have identified and analyzed the properties that distinguish knowledge and rules from data for better determining the most components of the proposed system. In order to illustrate our system, we also present a first experiment with a case study at health sector where we demonstrate how the system is useful for the improvement of data quality. The autonomy, extensibility and platform-independency of the proposed rule management system facilitate its incorporation in any system that is interested in data quality management.展开更多

This study was done as a ease study to explore the role of Remeleh Group (RG) as a CBO in the management of the "Kharkheh" sub-basin. Participatory action and learning method was used. Participatory tools including natural resources mapping, flow diagram, transect walk, semi-structured interview and brainstorming were applied. Making the conclusion, it was found that the CBO of Remeleh Group cause: (1) Enhancement of social capital through encouraging cooperation and participatory practices, creating new communication among local residents and outsiders, reducing conflicts and promoting the solidarity among communities in the sub basin of Karldaeh; (2) Sustain livelihood and economic situation through agricultural intensification and livelihood diversification (gardening and agriculture together and reducing migration); (3) Conservation of environmental and natural recourses via the implementation of watershed activities like vine, terracing, bunding and destocking, seedling, and check dams; (4) Empower local people through carrying out training on the watershed practices.展开更多

The need to setup permanent committees to prevent and ...Flood is a recurrent natural disaster that has caused enormous human and material damage in many places and continues to hit local committees at an alarming rate. The need to setup permanent committees to prevent and manage flood disasters by local communities is therefore indispensable. In rural areas, the creation of such a structure is always a welcome relief to flood victims but it is often marred by numerous management problems. This study aimed to analyze the community-based approach in the prevention and management of flood disasters in Babessi Subdivision (North West Cameroon), to identify the causes of flood disasters and the preventive strategies used by this local community. A total number of 300 questionnaires as well as structured interviews were used to collect data in the field and the data were analyzed by simple descriptive statistics. The main results revealed that the main cause of flood disasters is heavy and consistent rainfall. Also, poor refuse disposal and drainage system management contribute to floods. The identification of areas likely to be affected by floods and preventing the riparian population from constructing houses along these areas especially beside the main rivers are the flood preventive measures adopted by the local flood management committee. The flood victims are reluctant to relocate to the settlement site earmarked by the Government, meanwhile, the local flood committee do not have the legal tools to forcefully relocate them. The population of Babessi needs to be sensitized on the impending dangers of flood hazard and be encouraged to participate in implementing the adopted strategies to prevent and manage subsequent flood disasters.展开更多

In this paper, we use the e-tag technology on a campus parking management system based on the cloud-based construction. The nature-based solutions (NBS) were asse...This manuscript is an attempt to demonstrate effectiveness of nature-based solutions (NBS) and measures to reduce risk of flooding and environmental impact in urban settings. The nature-based solutions (NBS) were assessed as scenarios from experience of urban storm drainage and sewerage systems based on practices that improve urban water management through modelling using urban stormwater management model (SWMM). The model has been applied in a typical urban environment in the second city in Botswana, the City of Francistown, which has a population of more than one hundred thousand. By considering the 2-yr and 10-year storm events in a calibrated SWMM, NBS scenarios from a mix of low impact and drainage measures were considered. The considered NBS scenarios were used to determine their effectiveness in terms of reducing and controlling peak runoff, flood volumes, infiltration and evapotranspiration in the study area, which are vital in assessing the opportunity and challenge for sustainable management of water resources and associated tradeoff of investments in the urban contexts. The study demonstrates the usefulness of implementing effective measures for achieving NBS in urban context and possibility of outscaling at basin and regional levels.展开更多

Conclusion: The whole-course volume management model of CHF patients guided by specialist nurses should be established and applied and promoted in the “heart failure Center Alliance unit”, so as to improve the capacity management ability of medical staff for CHF patients, enhance the self-management ability of CHF patients, improve the capacity management behavior and health outcomes, and effectively reduce the hospitalization rate and mortality rate of CHF patients in the region.
文摘Embedded computing device implementation on the Internet of Things (IoT) requires careful assessment of their intrinsic resource limitations. These constraints are not limited to memory and processing capabilities but extend to the network interfaces, particularly due to the low-power radio standards that these devices typically employ. The IPv6 protocol is shown to be a strong option for guaranteeing interoperability in the IoT, mostly because of its large address space, the range of current IP-based protocols, and its intrinsic versatility. Considering these benefits, we investigate if current IP-based network management protocols can be implemented on devices with limited resources. We investigate the resource needs in particular for implementing Network Configuration Protocol (NETCONF) and Simple Network Management Protocol (SNMP) on an 8-bit AVR-based device. Our investigation reveals the specific memory and processing demands of these protocols, providing valuable insights into their practicality and efficiency in constrained IoT environments. This study underscores the potential and challenges of leveraging IPv6-based network management protocols to enhance the functionality and interoperability of IoT devices while operating within stringent resource limitations.
文摘The world is losing its forest. The study described the multi-sectoral initiatives done to protect the Dupinga watershed. By using Community Based Forest Management (CBFM) as theoretical framework and analytic descriptive method of research, issues and concerns related to watershed protection are discussed. The study argued that the multi-sectoral collaboration of the Local Government Unit of Gabaldon, the Department of Environment and Natural Resources (DENR), Peoples Organizations, Non Government Organizations (NGO) and Community Organization is a CBFM in progress. Alternative source of income and community tourism may strengthen and sustain the multi-stake-holders collaboration existing in the area while capacity building program for community participation and forest management may provide insights for a sustainable watershed protection and management.

文摘Traditional SNMP-based network management can not deal with the task of managing large-scaled distributed network,while policy-based management is one of the effective solutions in network and distributed systems management.However,cross-vendor hardware compatibility is one of the limitations in policy-based management.Devices existing in current network mostly support SNMP rather than Common Open Policy Service(COPS)protocol.By analyzing traditional network management and policy-based network management,a scalable network management framework is proposed.It is combined with Internet Engineering Task Force(IETF)framework for policy-based management and SNMP-based network management.By interpreting and translating policy decision to SNMP message,policy can be executed in traditional SNMP-based device.
文摘The focus of the study is to measure the level of awareness of Indigenous People on Climate Variation. It inquired into their observations and organizing strategy to cope with the early impacts of climate change on their socio-economic and cultural beliefs. The organization’s adaptation and mitigation practices to protect the environment are also discussed using as basis of analysis the multi-stakeholders framework of forest protection. The study documented and recognized the Indigenous Peoples contributions to the preservation and protection of forest resources in Caraballo mountain and a shift in paradigm to Indigenous People’s centered forest resources management is recommended.
文摘Community-based watershed management is different from the traditional natural resources management. Traditional natural resources management is a way from up to bottom, but the community-based watershed management is from bottom to up. This approach focused on the joining of different stakeholders in integrated watershed management, especially the participation of the community who has been ignored in the past. The purpose of this paper is to outline some of the important basic definitions, concepts and operational framework for initiating community-based watershed management projects and programs as well as some successes and practical challenges associated with the approach.

By introducing ontology and its state, the approach tried to find a unified representation and a flexible choreography of business processes. The main idea of the paper is the transformation of ontology's states, which are the most important scenarios of enterprises. The business activity composition, that is, case composition based on an AI technique, Case Based Reason (CBR), which is to solve new problems by retrieving solutions to previous problems, and then store the modified solution. The main interest in CBR relies on that it allows a system to avoid past failures and exploit past successes.
文摘<b><span style="font-family:Verdana;">Background:</span></b><span style="font-family:""><span style="font-family:Verdana;"> Until recently, the experience on implementing community based management of acute malnutrition (CMAM) among children has been largely based in African settings. While the government in Bangladesh is yet to scale up CMAM approach, there is still paucity of knowledge on the experience of CMAM within the complex milieu of an urban slum context. In Kamrangirchar slum, Dhaka, Bangladesh, this paper describes a CMAM programme performance and outcomes run by Médecins Sans Frontières (MSF)/Doctors without Borders, in light to performance indicators set by MSF and the Sphere minimum standards. </span><b><span style="font-family:Verdana;">Methods:</span></b><span style="font-family:Verdana;"> This was a descriptive retrospective study using routinely collected programme data of children admitted with severe acute malnutrition between May 2010 and November 2011. Kamrangirchar is an urban slum of a large migrant population in Dhaka, Bangladesh. </span><b><span style="font-family:Verdana;">Results:</span></b><span style="font-family:Verdana;"> There was a total of 640 new admissions, of whom 333 (52%) were males. The median age was 18 months (Inter-quartile range (IQR) 12 - 41). 599 children had a reported nutritional outcome at discharge from ambulatory therapeutic feeding centre (ATFC), this included: cure rate of 69% with an average length of stay of 68.8 (SD ± 46.0) days and average weight gain of 3.8 g/kg/day (SD ± 2.7). The lost-to-follow-up rate was 18% and 5% reported to the programme that they will leave the slum and go back to their villages. These performance indicators did not meet the threshold level indicators set by MSF and Sphere standards. </span><b><span style="font-family:Verdana;">Conclusions:</span></b><span style="font-family:Verdana;"> Our experience highlights the need for developing more adapted and contextualised indicators for assessing the performance of CMAM programmes in settings such as urban slums. Community engagement in the process of developing relevant standards is crucial. Nutrition humanitarian actors have a vital role to collaborate with local authorities to contextualize and refine these standards.
文摘<strong>Aim:</strong> The aim of this study was to illuminate registered nurses’ (RNs) perceptions of Trust-Based Public Management (TBPM) in Swedish health care. Design: This study follows a phenomenografic approach guided by Ference Marton’s philosophy. <strong>Methods:</strong> Semi-structured interviews were used to identify variations in RNs’ perceptions of TBPM. Between February and April 2019, 24 RNs from five Swedish public healthcare departments participated in the study. <strong>Results: </strong>The results show that none of the participants had previously heard about the work of the Swedish Delegation for TBPM. The study revealed perceptions those politicians and managers were absent from the workplace, that power had been displaced to HR, and that perceptions of trust in the leadership and of working to guidelines varied. Perceptions varied between RNs employed by the municipalities and by the hospitals concerning administration, the time allotted for work, cooperation, and education.
文摘In this paper, we propose a rule management system for data cleaning that is based on knowledge. This system combines features of both rule based systems and rule based data cleaning frameworks. The important advantages of our system are threefold. First, it aims at proposing a strong and unified rule form based on first order structure that permits the representation and management of all the types of rules and their quality via some characteristics. Second, it leads to increase the quality of rules which conditions the quality of data cleaning. Third, it uses an appropriate knowledge acquisition process, which is the weakest task in the current rule and knowledge based systems. As several research works have shown that data cleaning is rather driven by domain knowledge than by data, we have identified and analyzed the properties that distinguish knowledge and rules from data for better determining the most components of the proposed system. In order to illustrate our system, we also present a first experiment with a case study at health sector where we demonstrate how the system is useful for the improvement of data quality. The autonomy, extensibility and platform-independency of the proposed rule management system facilitate its incorporation in any system that is interested in data quality management.

文摘In Iran, and in order to encourage local watershed management, community based organizations (CBO) like "cooperatives of watershed", "construction groups" and "watershed management groups" have been established to obtain resident's cooperation in activities eormeeted with protection, reclamation and exploitation of natural resources in the basins that lead to sustainability within watershed management. This study was done as a ease study to explore the role of Remeleh Group (RG) as a CBO in the management of the "Kharkheh" sub-basin. Participatory action and learning method was used. Participatory tools including natural resources mapping, flow diagram, transect walk, semi-structured interview and brainstorming were applied. Making the conclusion, it was found that the CBO of Remeleh Group cause: (1) Enhancement of social capital through encouraging cooperation and participatory practices, creating new communication among local residents and outsiders, reducing conflicts and promoting the solidarity among communities in the sub basin of Karldaeh; (2) Sustain livelihood and economic situation through agricultural intensification and livelihood diversification (gardening and agriculture together and reducing migration); (3) Conservation of environmental and natural recourses via the implementation of watershed activities like vine, terracing, bunding and destocking, seedling, and check dams; (4) Empower local people through carrying out training on the watershed practices.
文摘Flood is a recurrent natural disaster that has caused enormous human and material damage in many places and continues to hit local committees at an alarming rate. The need to setup permanent committees to prevent and manage flood disasters by local communities is therefore indispensable. In rural areas, the creation of such a structure is always a welcome relief to flood victims but it is often marred by numerous management problems. This study aimed to analyze the community-based approach in the prevention and management of flood disasters in Babessi Subdivision (North West Cameroon), to identify the causes of flood disasters and the preventive strategies used by this local community. A total number of 300 questionnaires as well as structured interviews were used to collect data in the field and the data were analyzed by simple descriptive statistics. The main results revealed that the main cause of flood disasters is heavy and consistent rainfall. Also, poor refuse disposal and drainage system management contribute to floods. The identification of areas likely to be affected by floods and preventing the riparian population from constructing houses along these areas especially beside the main rivers are the flood preventive measures adopted by the local flood management committee. The flood victims are reluctant to relocate to the settlement site earmarked by the Government, meanwhile, the local flood committee do not have the legal tools to forcefully relocate them. The population of Babessi needs to be sensitized on the impending dangers of flood hazard and be encouraged to participate in implementing the adopted strategies to prevent and manage subsequent flood disasters.
文摘An e-tag used on the freeway is a kind of passive sensors composed of sensors and radio- frequency identification (RFID) tags. The principle of the electronic toll collection system is that the sensor emits radio waves touching the e-tag within a certain range, the e-tag will respond to the radio waves by induction, and the sensor will read and write information of the vehicles. Although the RFID technology is popularly used in campus management systems, there is no e-tag technology application used in a campus parking system. In this paper, we use the e-tag technology on a campus parking management system based on the cloud-based construction. By this, it helps to achieve automated and standardized management of the campus parking system, enhance management efficiency, reduce the residence time of the vehicles at the entrances and exits, and improve the efficiency of vehicles parked at the same time.
文摘This manuscript is an attempt to demonstrate effectiveness of nature-based solutions (NBS) and measures to reduce risk of flooding and environmental impact in urban settings. The nature-based solutions (NBS) were assessed as scenarios from experience of urban storm drainage and sewerage systems based on practices that improve urban water management through modelling using urban stormwater management model (SWMM). The model has been applied in a typical urban environment in the second city in Botswana, the City of Francistown, which has a population of more than one hundred thousand. By considering the 2-yr and 10-year storm events in a calibrated SWMM, NBS scenarios from a mix of low impact and drainage measures were considered. The considered NBS scenarios were used to determine their effectiveness in terms of reducing and controlling peak runoff, flood volumes, infiltration and evapotranspiration in the study area, which are vital in assessing the opportunity and challenge for sustainable management of water resources and associated tradeoff of investments in the urban contexts. The study demonstrates the usefulness of implementing effective measures for achieving NBS in urban context and possibility of outscaling at basin and regional levels.
