Artificial Intelligence and the Sustainable Development Goals: An Exploratory Study in the Context of the Society Domain

Artificial Intelligence (AI) experienced significant advancements in recent years, and its potential power is already recognized across various industries. Yet, the rise of AI has led to a growing concern about its impact on meeting the Sustainable Development Goals (SDGs). The aim of this paper was to evaluate contributions and the potential influence of AI to sustainable development in the society domain. Furthermore, the study analyzed GPT-3 responses, as one of the largest language models developed by OpenAI, descriptively. We conducted a set of queries on the SDGs to gather information on GPT-3’s perceptions of AI impact on sustainable development. Analysis of GPT-3’s contribution potential towards the SDGs showcased its broad range of capabilities for contributing to the SDGs in areas such as education, health, and communication. The study findings provide valuable insights into the contributions of AI to sustainable development in the society domain and highlight the importance of proper regulations to promote the responsible use of AI for sustainable development. We highlighted the potential for improvement in neural language processing skills of GPT-3 by avoiding imitating weak human writing styles with more mistakes in longer texts.

Advancing Rule of Law in Human Rights Protection While Developing a “Socialist Rule of Law System with Chinese Characteristics”

It is very timely and necessary for us to hold this seminar in the beautiful Suzhou Campus of Renmin University of China to deeply study and implement the decisions of the Fourth Plenary Session of the 18th Communist Party of China(CPC)Central Committee,push forward the construction of China’s rule of law and jointly discuss the development of China’s human rights cause.

The Fourth Plenary Session of the 18th Central Committee of the Communist Party of China （CPC） reviewed and approved the Decision of the CPC Central Committee on Certain Key Issues Concerning Comprehensively Pushing Forward the Rule of Law （hereafter, ＂Decision＂）. The plenary session was convened at a pivotal stage in comprehensively building a well-off society and comprehen- sively deepening reform. It was the first of its kind with the theme of the rule of law and was a landmark event in China＇s legal construction. The Journal interviewed Professor Luo Haocai, who is also president of the China Society for Human Rights Studies （CSHRS）.

DESERTIFICATION HAZARD AND FARMING-GRAZING SUSTAINABLE DEVELOPMENT IN LINGWU-YANCHI REGION OF NINGXIA

In the view of the desertification hazard process in Lingwu Yanchi region of Ningxia Hui Autonomous Region, the paper analyzed the interaction between the physical environment and the human activities, and discussed the social problems of controlling sandy land by using the way of “decreasing farming for increasing grazing” and developing agriculture and animal husbandry. The results indicated that the changes of desertification in the Quaternary geological periods was a kind of climatic geomorphic processes, and a kind of climate human processes in human history, which are mainly controlled by climatic conditions and partly interfered by human economic activities. Both of the physical environment and the human activities have double effects to aggravate or reverse the desertification.

Persist in Law-based Protection of Human Rights and Improve the Mechanism for the Protection of Human Rights by the Rule of Law

General Secretary Xi Jinping delivered an important speech on China’s Path of Human Rights at a group study session of the Political Bureau of the CPC Central Committee on February 25,2022.Persisting with the law-based protection of human rights and improving the mechanism for the protection of human rights by the rule of law are essential for unswervingly following the development path of human rights in China.The improvement of the mechanism for the protection of human rights by the rule of law necessitates adhering to the principle of respecting the dominant role of the people and removing the institutional obstacles in rule of law protection of human rights;to comprehensively strengthen the implementation of the Constitution,advance the filing and examination of the Constitution,and safeguard the authority of the Constitution;to accelerate the theoretical innovation of human rights and the construction of the discipline system,the academic system and the discourse system of human rights that meet the needs of the new era in China,and to actively participate in and contribute to the global governance on human rights,etc.Improving the mechanism for the protection of human rights by the rule of law can provide a solid protection for people enjoying a better life.

A Brief Review of Discourse Changes in China's Human Rights White Papers

Comparative analysis of China’s human rights white papers provides a valuable perspective on changes in the official human rights discourse. In terms of their structures, the white papers can be divided into three types: the mixed model, the five-in-one model and the rights-list model. The rights-list model has a consistent style, standard terminology, and an arrangement of rights in line with China’s reality. In terms of contents, the right to subsistence has been gradually reduced and the right to development is increasing. In the 2013 white paper, there was a whole chapter on social security rights, which highlights China’s social development and the priority placed on the people’s wellbeing. The right to development and social security will become a new focus of human rights discourse in China.

探索中国体育强国建设的理论起点——立足马克思主义哲学关于对人的本质认识方向

构建中国体育强国建设理论体系的首要问题是找出合理的理论起点。要完成这个任务,必须坚持马克思主义哲学关于对人的本质认识方向,通过借鉴资本主义商业体育的理论起点,到分析社会主义体育探索“人的全面发展”的理论起点,最后以马克思主义中国化最新理论成果,即习近平总书记关于体育的重要论述为指引。一方面,资本主义体育发展建设以资本主义的“剩余价值”为理论阐释点,它同样蕴含着“人的发展”的各种规定,由此引发了在一定制度下面向“人的发展”的体育发展成果的探析;另一方面,习近平总书记关于体育的重要论述则确定了“人的价值”的理论主线。借鉴马克思主义体育思想,重视与教育匹配的社会关系,准确把握习近平总书记关于实现体育的“人的价值”的初心维度的重要论述,可以得到结论,“遵循社会发展与人的发展的统一性”是中国体育强国建设的理论起点。

中国社会变迁与人的发展:多元建构观点和相关研究

当代全球化背景下的社会变迁导致了不同价值观和生活方式共存和整合,构成了人的发展的新的环境。在中国的社会变迁过程中,与市场化相匹配的价值观(如竞争性、独立性、自我表现)和传统价值观(如社会关系,服从集体,自我控制)在人的社会和心理适应中具有不同的功能。不同文化的碰撞和整合也可能促进新的行为品质的产生,有利于增强人们应对各种情境的能力。根据多元建构观点,群体水平上的社会互动过程,如同伴团体活动中的社会评价和反应及其对个体行为的调节,在社会变迁和文化整合对人的发展的影响中起着关键作用。群体中的行为规范与评价标准的变化通过社会互动过程不仅会影响个体认知、行为和情绪的展现水平,而且也影响它们的功能性意义。本文首先回顾这一领域里的主要理论框架及其在中国情境中应用的问题,并在此基础上着重讨论社会变迁与人的发展的多元建构观点。接着,在对中国儿童独特的气质特征和基于传统文化的社会化方式考察后,进一步从多元建构角度讨论中国当代社会变迁对人的发展的影响的相关研究,包括专刊论文中报告的研究。最后,本文对这一领域的发展方向提出一些建议。

共同富裕社会建设的理论思考与政策分析

“在高质量发展中促进共同富裕”,既是实现中国式现代化的主要任务,也是党的十八大以来关于建设共同富裕社会的重要理念,从政策规范和制度建设层面,将建立三次分配的机制、形成橄榄型的社会分配结构作为建设公平正义的社会体制、实现共同富裕的制度保障。围绕共同富裕开展改善民生的社会建设,对社会福利和社会政策理论研究提出了新的挑战。借鉴发展型社会政策的理论和政策思考来探讨共同富裕社会建设的理论基础和政策依据,防止“再分配”的“共富”观理解的“均贫富”式共同富裕偏向,用系统性社会发展促进共同富裕,应该成为建设共同富裕社会理论思考与政策探索的基本内容。

人口高质量发展赋能新质生产力的理论逻辑与现实路径

促进人口高质量发展和培育新质生产力是我国进入新发展阶段、应对新形势的重要战略举措。基于对我国人口发展的宏观形势和趋势分析,文章讨论了人口高质量发展赋能新质生产力的基础条件和风险挑战,提出了以积极社会投资理念保障人口高质量发展、培育新质生产力的政策框架与实现路径。作为生产力的基本要素,人口规模、结构、质量和分布特征及变化趋势直接影响劳动者与其他生产要素的配置关系,对提升全要素生产率、培育先进生产力的影响也不容忽视;促进人的全面发展是塑造现代化人力资源、赋能新质生产力的有效手段,也是促进人口高质量发展、支撑中国式现代化的基础路径;应客观认识人口和生产力发展的辩证关系,加大“投资于人”的力度,补齐社会投资的阶段性短板,完善生育养育教育成本共担机制,充分释放人口质量和空间配置红利。

社会治理的发展伦理问题探析

社会治理最终目的是为了实现人类进步和社会发展,因此,从伦理角度进行规约社会治理意义重大。社会治理发展伦理所追求的以人为本的发展、所推崇的是社会全面发展、所崇尚的是参与主体的共享发展。社会治理中发展伦理诉求的达成需要社会治理主体对发展的伦理共识、提升主体的行动能力、加强社会治理过程中发展的伦理性制度安排三个方面的协同。

“法治思想家”郭道晖教授的法理求索

郭道晖是我国著名的法学家和法治思想家,在法治、宪制、人权等领域卓有建树,做出开创性贡献,被尊称为“法治三老”之一。在法治论方面,他深入探究法的本质内涵,明确法与法律的区别,将法的时代精神归结为人权与自由,率先且形象地指出“法制”与“法治”区别,积极推动“法治”入宪。他较早地提出中国法治社会的理想前景与现实基础,率先提出市场经济是法治经济这一论断。他有着极强的立法实践问题意识,率先开展立法理论研究,较早地提出法律民主化的要求和原则。在宪制论方面,他论述了宪制的理念和精神,倡导社会主义宪制之路,提出立宪之后贵在行宪。他较早系统地研究权利和权力的关系,首倡权利推定理论,原创性地阐述了社会权力这一新范畴,倡导以社会权力制约国家权力。在人权论方面,他系统论证了人权的重要价值和基本内涵,重视政治人权的独特价值,详细论述了人权的国家保障义务及具体机制,是推动“人权入宪”的法学家之一。郭道晖精湛深刻的学术思想、忧国忧民的人文关怀、大胆创新的理论勇气、正道直行的学术风骨成为当代法学学人的精神标杆。

立足中国,面向世界:新文科建设理论研究回顾与展望

新文科建设恰逢全面推进中国式现代化的新征程,肩负着建构中国自主知识体系与人才自主培养体系的重大使命,迄今已经走过五年历程。五年来,新文科建设理论研究正在经历一个从概念理念的厘清建构到实践落地、经验凝练、模式形成的发展过程。在此基础上,本文从新文科建设理论研究进展(2018—2023)和文科创新发展海外研究动态(1980—2023)两个维度分别进行历时分析与重点解读。展望未来,新文科建设理论研究应融入时代,发出新文科建设的中国之声;以世界为参照,建构文科教育现代化的中国学派;以强国建设为目标,加快文科理论创新与实践应用。

休息权的社会主义法治内涵及其保障

休息权是一项重要的基本人权,亦是社会主义运动的重要法治实践成就,该项权利已载入《世界人权宣言》等国际人权文书,并在我国宪法、法律中得到确认。但是在当代法治中国实践中,由于诸多因素综合作用的影响,劳动者休息权的充分保障依然遭遇现实困境。要在更高水平上充分保障劳动者的休息权,需坚持以人民为中心的人权理念,满足“人的自由全面发展”需要,回应美好生活制度建构要求,并完善法律治理机制特别是权利保障体系。应通过对休息和休养权益的充分保障,积极回应广大劳动者对高品质生活的需要。

作为世界历史事件的中国改革开放——基于马克思人的发展理论视角

中国改革开放不仅是中华民族发展史上的大事,也是具有世界历史意义的大事。它内以客观历史规律为根据,外以无数普通个人的积极参与为依托,将亿万群众的聪明才智汇聚成中国式现代化建设的洪流,推进中华民族实现从富起来到强起来的伟大飞跃。但在此过程中,出现了由个人主体性增强和个人价值扩张所带来的问题和隐患。党的二十届三中全会开启了进一步全面深化改革的新征程,在构建高水平社会主义市场经济体制、锚定基本实现社会主义现代化目标的道路上,妥善应对这些隐患和问题,能够在推进强国建设、民族复兴的同时不断推进人的现代化,改革开放也将因此逐渐展现它的世界历史意义。

人的哲学建构与新文科建设——基于博雅和通识教育与新文科建设贯通基础上的思考

新文科建设以当代科学技术发展导致的知识生产模式和思维模式的转变为背景,学科交叉是显见的新文科建设路径,同样重要的是通识教育的提速和推展。通识教育源于博雅教育,进而又衍生出整全教育,它们的思想理念源自古希腊至今的知识系统性与本原性,以及学习的独立性和批判性思考,强调对人的能力和认知方式的开放性开发,由此这构成了应对新文科建设所面临的知识复合性、交叉性等现实问题的基础性思维逻辑。从根本上看,教育是关于人的哲学的运用,建构理想的人的哲学也是新文科建设的题中之义。
