Socialist industrialization in a populous agrarian country like China is a complex,arduous,and long-term task.Under the leadership of the Communist Party of China(CPC),the Chinese people have initiated a new way of socialist industrialization suitable to China’s national conditions after assiduous efforts.Brilliant achievements of historic importance have been made in China’s industrial development.In just a few decades,China completed an industrialization process that took centuries in the developed world and established the world’s most complete modern industrial system,becoming the second-largest economy and the largest manufacturing nation in the world.This achievement is of great historic and worldwide significance.Over its centennial history,CPC has completed the historic task of opposing imperialism and feudalism during the New Democratic Revolution,which created political conditions essential for the nation’s socialist industrialization.During this socialist revolution and development,the CPC has led the nation to build complete industrial and economic systems.In the era of reform and opening up and socialist modernization,the CPC has led the nation to industrialize and become the equal of more advanced economies.In the new era of Chinese socialism,the CPC has led the nation to accomplish the goal of building a moderately prosperous society in all respects and pursuing high-quality industrial development.China’s industrial achievements can be attributed to the following factors:First,the CPC’s strong leadership,adherence to its founding aspiration and unwavering commitment to socialist industrialization;second,the application of the Marxist principles taking into account China’s actual conditions;third,proactively exploring and following the laws of industrialization for China as a large country and keeping industrial development in alignment with evolving conditions.

Leadership and Top Management Influence on Total Quality Management Implementation in the Ghanaian Construction Industry

This study aims to determine the key and underlying Leadership and Top Management (LTM) factors that have a significant impact on sustaining the implementation of Total Quality Management (TQM) within the construction industry in Ghana. The research methodology employed in this study was a quantitative technique. Questionnaires were distributed to 641 participants within construction industry in Ghana. Questionnaires retrieved for the analysis were 536. Three steps approached were used for the data analysis. These include Exploratory Factor Analysis (EFA), Confirmatory Factor Analysis (CFA), and Structural Equation Modeling (SEM) analysis. After conducting the EFA and CFA, SEM was also used to analyze the construct validity. The SEM analysis helps to determine four key indicator variables for the leadership and top management construct. These include Leadership/Top Management approach to employees’ management, Leadership/Top Management understanding of TQM, Leadership/Top Management empowerment of employees to resolve quality issues, and Leadership/Top Management endorsement of TQM. All the four indicator variables were found to be good of fit and closely associated with the dependent variable. The study adds to the body of knowledge by using EFA, CFA and SEM techniques to establish key leadership and top management factors affecting TQM implementation in Ghana’s construction industry. The findings in general suggested that leadership and top Management factors identified have a direct positive impact on sustaining TQM implementation in the Ghanaian construction industry. Consequently, the leadership and top management factors identified in this study can help improve TQM in the Ghanaian construction industry.

中国县级领导班子群体特征研究——基于东西部比较分析

面对东西部发展存在的巨大差距,西部地区必须全面提升发展质量,而这离不开作为地区发展“领头羊”的领导班子的引领和推动。现有文献对于领导干部群体特征以及配置结构进行了深入的归纳和探讨,但也有必要比较区域间领导干部整体水平的差异并分析其潜在原因,据此对症下药。比较东西部领导班子的群体特征,对于西部地区领导干部的培养、选拔有一定参考价值。论文运用高层梯队理论,采用分层抽样的方法,在广东省、天津市、陕西省、重庆市获得562名县级党政领导班子的履历信息,从人口统计学特征、教育背景、职业发展经历三个维度进行分析,对比研究东西部地区县级党政领导班子群体特征的共性和差异。本研究利用EXCEL对县级领导班子特征各个指标的变量进行统计分析,通过均值、标准差等数据展示变量的分布结构和特征;利用SPSS21.0对东西部县级领导班子的差异性特征进行分组,通过t检验、卡方检验等呈现数据间的差异性。研究表明,东西部党政领导班子在性别、民族、政治面貌、教育背景等方面呈现出相似的特征,但在籍贯来源、年龄、任职经历、晋升路径等方面呈现出显著差异,西部地区县级领导班子年龄分布呈现“两头多,中间少”、籍贯结构“本地多,外地少”、教育背景“偏人文,轻理工”、“任职经历单一,工作经验同质性高”、自下而上晋升比例更低等明显特征。针对分析结果,建议西部县级党政领导班子要着重加强领导班子协同效能建设、优化领导班子干部队伍结构、完善现代干部任用选拔机制,以及进一步强化领导干部的交流制度。

一级学科视域下中共党史党建学理论的建设

作为一级学科,中共党史党建学要有源自并属于本学科的理论,中共党史党建学理论是必设的二级学科。搭建中共党史党建学理论自主的整体性框架,主要包括基本结构层面和功能运行层面。前者针对的是内部组成要素,涉及本体论、认识论和方法论;后者则针对研究过程中的边界与操作,从学理上将中共党史党建学理论研究同史学理论研究、政治学理论研究等相邻学科理论区分开来。作为独立的学科,中共党史党建学理论既不要理论依附、理论移植,也不要理论泛化,而是基于理论与实践通过有机联动、相互支撑、共同发展等手段而最终定型。中共党史党建学理论,不仅能够促进学科建设,更有利于服务中国共产党的治国理政。

民办高校如何加强党的领导和建设——兼谈民办高校治理和大学文化建设

党的领导和党的建设是民办高校优化提升内部治理体系和治理能力的最核心、最关键的问题。不同于公办高校实行党委领导下的校长负责制,民办高校实行的是董事会依据大学章程进行办学和管理、坚持党的领导和依法治校有机统一的制度。民办高校党委要行使两大职能:一是发挥政治核心作用,包括加强和改进思想政治教育及立德树人的工作;二是要执行政府对民办高校的督导功能,督促学校依法办学,规范管理,切实维护民办高校的和谐稳定。同时,民办高校在发展过程中,尤其要注重完善内部治理模式,加强大学文化和大学精神建设,找准定位、依法办学、特色强校、文化聚人,走个性化、特色化办学之路,从而为中国教育事业的发展作出杰出贡献。

文化领导力概念框架与我国文化领军人才培养

新时期文化人才尤其是文化领军人才的培养是文化领域的基础性关键性问题。文章首先采用元分析方法,通过文化领导力相关研究的收集和整理,系统梳理文化领导力演进的3个领域、3个阶段和3个维度,进而全面调研全球代表性文化领导力培训项目和文化领导力学位项目。在此基础上,从文化机构、文化领域、公共领域等文化领导力的3个发力场域,以及管理能力、治理能力、参与能力等文化领导力的3类核心能力出发,初步建构文化领导力的概念框架,并对文化领导能力目标进行分解。研究发现:文化领导能力的培养,除文化领导者个人的教育背景、实践经历、人格魅力之外,主要通过文化领导力知识体系的学习来促成;全球代表性文化领导力培训项目和学位项目展示了这一知识体系3个面向、6类知识的整体框架。文章从培养目标、知识体系和培养方式3个方面讨论国际文化领导力研究和实践项目对我国新时期文化领军人才培养的启示,提出可以将培育文化领导力视作我国文化领军人才培养的整体目标和分解目标,搭建了包括知识面向和知识分类两个维度的知识体系框架,指出开展分类别、分层次、精设计、高水准、高强度、全脱产的专业培训是培养我国文化领军人才的基本方式。
