Both the escape from the predicament of traditional financial support in rural areas and the cultivation of new types of agricultural management entities underlie,at a micro level,the improvement of a new-type of agri...Both the escape from the predicament of traditional financial support in rural areas and the cultivation of new types of agricultural management entities underlie,at a micro level,the improvement of a new-type of agricultural management system,and offer an important guarantee for the implementation of a rural revitalization strategy.In reference to the demands of carrying out reform,activating factors,invigorating entities and stimulating markets during the implementation of this rural revitalization strategy,we are applying a financing preference theory that infers and analyzes the excessive preference for new-type agricultural management entities(family farms,specialized farmer cooperatives,specialized large family farms,and modern agricultural enterprises)regarding government subsidies(quasi-equity financing).Our analysis has identified crucial factors in the issue and predicts that government subsidies(quasi-equity financing)will crowd out financial support funding(quasi-debt financing),and we offer empirical proof obtained through statistical modeling.As our results indicate,financing costs,free cash flows,and the perceived income adequacy(PIA)of new-type agricultural management entities all have significant influence upon decision-making for debt financing by such entities.Therefore,with the concrete contents of the formulation of policies concerning the financial support for rural agricultural strategy,one not only needs to consider the further decrease of financing costs,but also should take into account both the designing of cash flow mechanism in the process of paying both principal and interest,and the improvement of bankruptcy rules for agricultural management entities to accelerate the transformation of family farms,specialized farmer cooperatives,and specialized large family farms,towards modern agricultural enterprises.Meanwhile,upgrades to the supply chains of the agriculture industry,improvements to the construction of the rural financial information system,building an accounting system that meets the requirements of the rural revitalization strategy,and giving full play to the policies for financial support,which assume an important role in activating factors and markets during the implementation of the rural revitalization strategy,are also anticipated.展开更多

The introduction and implementation of finansijsko upravljanje i kontrola(FUK,financial management and control[FMC])in Federation of Bosnia and Herzegovina(FBiH)aims to incorporate a modern public internal financial c...The introduction and implementation of finansijsko upravljanje i kontrola(FUK,financial management and control[FMC])in Federation of Bosnia and Herzegovina(FBiH)aims to incorporate a modern public internal financial control(PIFC)system into traditional public resources management models.This area is one of the reform areas in which Bosnia and Herzegovina(BiH)is obliged to harmonize the legislative framework and practice with the good practices and regulations recommended by the European Commission.The establishment and development of the PIFC are also an obligation of Bosnia and Herzegovina established by the Stabilization and Association Agreement between the European Community and the member states,of the one part,and Bosnia and Herzegovina,of the other part.The public internal financial control(PIFC)system focuses on enhancing transparency,financial discipline,and dedicated use of public resources,that is,transparent,economical,efficient,and effective management of public resources,and control of the use of those resources.The topic of this paper is“financial management and control in the public sector”where the aim is to show,through the conducted theoretical research,the level of achievement of the establishment of this system in public sector institutions in BiH.The European Union wants to direct all potential member countries towards development of internal controls in the use of their own resources,but also to create a control environment that would ensure the dedicated use of EU funds.In Bosnia and Herzegovina,there is no single legal framework in terms of a single law governing public internal financial controls.The contents of the applicable legal provisions at all three levels(BiH,FBiH,and Republic of Srpska[RS])are largely congruent thanks to the Coordination Committee of Central Harmonization Units(CHJs)in Bosnia and Herzegovina,through which the harmonization of regulations and practices in the development of public internal financial controls is ensured.展开更多

The study involved interviews with school principals and analysis of their schools' financial statements. The aim of this project is to gain a current understanding of the issues and challenges facing primary schools in a defined region (Waikato) to see whether the trends identified in national research studies, confirms the problem that schools are underfunded. The results of the current study identified the issues experienced by the Waikato schools and in most cases supported previous research findings. The findings of the current study also suggest that schools share the dilemmas associated with limited government funding and rely significantly on local funding sources to achieve their basic objectives. Although schools may be effective in the management of their school objectives, there is more government funding required to relieve the pressures and challenges.展开更多

Based on the behavioral finance theory and the upper echelons theory, this paper employs the data of China's A-share listed companies from 2008 to 2013 as research samples, and empirically tests the effects of man...Based on the behavioral finance theory and the upper echelons theory, this paper employs the data of China's A-share listed companies from 2008 to 2013 as research samples, and empirically tests the effects of managers with different characteristics on debt financing and firm value for enterprises of different ownership nature. Results of this study indicate that the debt financing of the listed companies in China can reduce the agency cost with a positive governance effect that promotes firm value. Male, better educated, short-tenured, and financially experienced managers are more likely to be overconfident and prefer debt financing. Specifically, the manager's age, level of education, and work experience can significantly promote the effect of debt financing on firm value. Compared with SOEs, private enterprises can improve their firm value more significantly through debt financing;the education and work experience of the managers of private enterprises are more positively correlated with debt financing and can more significantly improve firm value through debt financing. This paper's findings suggest that the manager's characteristics and firm ownership nature must be taken into account to reach valid conclusions on the governance effects of debt financing on firm value. Meanwhile, these conclusions help unravel the mechanism and economic implications of debt financing, and contribute to the improvement of the capital structure decisions and human resources management practices of China's listed companies. This study not only enriches the literature and empirical evidence on the correlation between managers' characteristics and firm financing, but indicate that managers' characteristics and firm ownership are important considerations for investigating the governance effects of debt financing on firm value and have a vital impact on the formulation and implementation of firm financing decisions.展开更多

Compared with SOEs, private enterprises can improve their firm value more significantly through debt financing;the education and work experience of the managers of private enterprises are more positively correlated with debt financing and can more significantly improve firm value through debt financing. This paper's findings suggest that the manager's characteristics and firm ownership nature must be taken into account to reach valid conclusions on the governance effects of debt financing on firm value. Meanwhile, these conclusions help unravel the mechanism and economic implications of debt financing, and contribute to the improvement of the capital structure decisions and human resources management practices of China's listed companies. This study not only enriches the literature and empirical evidence on the correlation between managers' characteristics and firm financing, but indicate that managers' characteristics and firm ownership are important considerations for investigating the governance effects of debt financing on firm value and have a vital impact on the formulation and implementation of firm financing decisions.
