A new organization and management mechanism with the local government as the main body was created during the post-disaster reconstruction of the "4. 20 " Lushan earthquake,in which the experiences and lessons were drawn from the "5. 12"Wenchuan earthquake. Correspondingly, the local government conducted an exploration of the organization and management mode in the field of planning and construction. The effective experiences have been accumulated, including working out a full coverage planning,taking the leading part in the urban-rural planning,and exercising whole space control over the disaster area. An innovation management mode named as "Five Generals Pattern"was implemented in the construction projects. In view that the rural housing reconstruction was a weak link, a new approach to improving the construction management was investigated,by means of strengthening on-site supervision,establishing a technical platform,and bolstering public participation. 展开更多

In recent years,with the vigorous development of the real estate market,the price and scale of real estate have been growing explosively year by year.At the same time,the continuous macro-control of the state and the debt of real estate enterprises are both thundering.The high turnover and leverage operation mode is challenged,and uncompleted real estate projects are constantly emerging.Uncompleted residential buildings are considered scars to developers or cities where these projects are located.If this issue can be solved,uncompleted residential building projects can be revitalized,and the parties involved will also benefit from it.Asset management companies play a key role in the revitalization of uncompleted real estate projects by injecting new vitality into these projects and obtaining relevant policy support from the local government for the pain points and difficulties in these projects,thus promoting the revitalization of uncompleted projects.In order to discuss the approach taken by local asset management companies to revitalize uncompleted real estate projects,this paper takes ZS Asset Management Company as an example. 展开更多

Introduction:The UN Declaration on the Rights of Indigenous Peoples states that indigenous people have a fundamental right to contribute to the management of the resources that support their livelihoods.Salmon are vital to the economy and culture of First Nations in coastal British Columbia,Canada.In this region,traditional systems of management including weirs-fences built across rivers to selectively harvest salmon-supported sustainable fisheries for millennia.In the late-19th century traditional fishing practices were banned as colonial goverments consolidated control over salmon.Outcomes:In collaboration with the Hei ltsuk First Nation we revived the practice of weir building in the Koeye River.Over the first four years of the project we tagged 1,226 sockeye,and counted 8,036 fish during fall stream walks.We used a mark-recapture model which accounted for both pre-spawn mortality due to variation in temperature,and tag loss,to produce the first mark-resight estimates of sockeye abundance in the watershed(4,600-15,000 escapement).Discussion:High river temperatures are associated with increased en route morality in migrating adult sockeye.We estimated pre-spawn mortality ranged from 8-72%across the four years of study,highlighting the degree to which climate conditions may dictate future viability in sockeye salmon populations.These results demonstrate the power of fusing traditional knowledge and management systems with contemporary scientific approaches in developing local monitoring. 展开更多

The replication of data reduces the time of servic... Efficient data management is a key issue for environments distributed on a large scale such as the data cloud. This can be taken into account by replicating the data. The replication of data reduces the time of service and the delay in availability, increases the availability, and optimizes the distribution of load in the system. It is worth mentioning, however, that with the replication of data, the use of resources and energy increases due to the storing of copies of the data. We suggest a replication manager that decreases the cost of using resources, energy, and the delay in the system, and also increases the availability of the system. To reach this aim, the suggested replication manager, called the locality replication manager (LRM), works by using two important algorithms that use the physical adjacency feature of blocks. In addition, a set of simulations are reported to show that LRM can be a suitable option for distributed systems as it uses less energy and resources, optimizes the distribution of load, and has more availability and less delay. 展开更多
