Planning Strategic Sustainable Development in Malaysia by Incorporating the Concept of Low Carbon Society

Malaysia has undergone rapid urbanization and economic growth for past decades and is expected to continue to have an average economic grow at 5%-6% per annum in the next five years. This phenomenon of growth and pursuit of socio-economic progress has great impact not only on the economy but also on community life style and environment. The concept of sustainable development was adopted by Malaysia government as early as mid 1990s to address some of the emerging environmental issues and more specifically on climate change issues recently. Malaysia government announced a commitment of voluntary 40% reduction in CO2 emission intensity by 2020 during the Conference of Party （COP15） meeting in Copenhagen in 2009. In parallel to this commitment of CO2 emission reduction, the concept of sustainable development in urban planning should incorporate a more comprehensive and quantitative approach in the preparation of development plan as well as in exercising the routine development control practice at the local planning authority. This paper prepares a quantitative scenario study on the establishment of low carbon society in Iskandar Malaysia.

Identifying influencing factors and characterizing key issues in urban sustainable development capacity through machine learning

In response to the United Nations Sustainable Development Goals and China’s“Dual Carbon”Goals(DCGs means the goals of“Carbon Peak and carbon neutrality”),this paper from the perspective of the construction of China’s Innovation Demonstration Zones for Sustainable Development Agenda(IDZSDAs),combines carbon emission-related metrics to construct a comprehensive assessment system for Urban Sustainable Development Capacity(USDC).After obtaining USDC assessment results through the assessment system,an approach combining Least Absolute Shrinkage and Selection Operator(LASSO)regression and Random Forest(RF)based on machine learning is proposed for identifying influencing factors and characterizing key issues.Combining Coupling Coordination Degree(CCD)analysis,the study further summarizes the systemic patterns and future directions of urban sustainable development.A case study on the IDZSDAs from 2015 to 2022 reveals that:(1)the combined identification method based on machine learning and CCD models effectively quantifies influencing factors and key issues in the urban sustainable development process;(2)the correspondence between influencing factors and key subsystems identified by the LASSO-RF combination model is generally consistent with the development situations in various cities;and(3)the machine learning-based combined recognition method is scalable and dynamic.It enables decision-makers to accurately identify influencing factors and characterize key issues based on actual urban development needs.

Balancing Carbon Emission Reductions and Social Economic Development for Sustainable Development: Experience from 24 Countries

The impact of human carbon emissions on climate has generated widespread global concern. We selected 24 countries as research objects and analysed the changes in carbon emissions in different countries between the establishment of emission reduction actions in 1990 and 2014. Then, we selected 19 factors representing four categories(economy, population, technology and energy) to explore the key factors that led to changes in carbon dioxide(CO2) emissions in different countries. Emission reduction actions since 1990 did not lead to marked improvements, and only five countries(Russia, Germany, the United Kingdom, Italy and France) achieved reductions in carbon emissions. The factors that influenced CO2 emissions varied among countries. In most developing countries, reductions in CO2 emissions were caused by reductions in poverty and inherent natural conditions. Moreover, the extent of influence of a given factor on CO2 emissions differed among countries. The global economic crisis may cause similar fluctuations in CO2 emissions in many countries. Adjustments to energy and industrial structures are the main reason for the reduction in carbon emissions, whereas economic growth and urbanization are the two major contributors to the growth of carbon emissions. According to historical carbon emissions data, a green energy revolution must be implemented to address global climate change and ensure the sustainable development of human societies.

Discussion and Application of Planning EIA Index System in the Industrial Development Region Based on Low Carbon Economy

Aimed at the low carbon economy and the characteristics of planning EIA in the industrial development region,the planning EIA index system which merged with the low carbon economy concept in the industrial development region was established.The construction planning of national eco-industrial park in Hefei High-tech Industrial Development Zone was comprehensively evaluated by using the gray correlation method.The evaluation results of considering and without considering the low carbon index were contrasted and were verified by using the improved entropy method.The results showed that the regional sustainable development index constantly rose,and the planning was reasonable.Moreover,the suggestions were also put forward to tackle the problems.

Research on the Framework and Path of Low Carbon Coordinated Development in Beijing-Tianjin-Hebei Region

With the low-carbon coordinated development in Beijing-Tianjin-Hebei Region as the starting point, the necessity and realistic difficulties in achieving the lowcarbon coordination in Beijing-Tianjin-Hebei Region was analyzed, based on which we constructed the systematic analytical framework for low-carbon coordination in Beijing-Tianjin-Hebei Region, and proposed the development path of regional lowcarbon coordinated development from the three levels of government, industry and consumer with the aim to provide specific references for the low-carbon coordinated development in Beijing-Tianjin-Hebei Region.

Potentials and Challenges of Carbon Knowledge Graph in Sustainable Textile Production for Carbon Traceability:A Review

Textile production has received considerable attention owing to its significance in production value,the complexity of its manufacturing processes and the extensive reach of its supply chains.However,textile industry consumes substantial energy and materials and emits greenhouse gases that severely harm the environment.In addressing this challenge,the concept of sustainable production offers crucial guidance for the sustainable development of the textile industry.Low-carbon manufacturing technologies provide robust technical support for the textile industry to transition to a low-carbon model by optimizing production processes,enhancing energy efficiency and minimizing material waste.Consequently,low-carbon manufacturing technologies have gradually been implemented in sustainable textile production scenarios.However,while research on low-carbon manufacturing technologies for textile production has advanced,these studies predominantly concentrate on theoretical methods,with relatively limited exploration of practical applications.To address this gap,a thorough overview of carbon emission management methods and tools in textile production,as well as the characteristics and influencing factors of carbon emissions in key textile manufacturing processes is presented to identify common issues.Additionally,two new concepts,carbon knowledge graph and carbon traceability,are introduced,offering strategic recommendations and application directions for the low-carbon development of sustainable textile production.Beginning with seven key aspects of sustainable textile production,the characteristics of carbon emissions and their influencing factors in key textile manufacturing process are systematically summarized.The aim is to provide guidance and optimization strategies for future emission reduction efforts by exploring the carbon emission situations and influencing factors at each stage.Furthermore,the potential and challenges of carbon knowledge graph technology are summarized in achieving carbon traceability,and several research ideas and suggestions are proposed.

Innovation of China's Circular Agricultural Development in the Perspective of Low Carbon Economy

On the basis of the concept and characteristics of circular economy, this paper analyzes the restraining factors of China's circular agricultural development as follows: issues concerning agriculture, countryside and farmers are outstanding; the problems of agricultural resources and agricultural ecological environment are serious; the quality of agricultural products cannot meet the demand of domestic and international market for food. Based on the internal requirements of low carbon economic development, this paper advances four innovative models concerning China's circular agricultural development as follows: the model of combining planting and breeding of agriculture, the developmental model of leisure and sightseeing, ecological integration model, and the developmental model of reusing agricultural byproducts. Every region should choose or create different circular agricultural model in different domains, in order to better use agricultural resources, reduce the consumption of agricultural energy inputs, reduce the emission of agricultural greenhouse gas, develop low carbon agriculture, and make great contribution for meeting the international challenges and promoting China's agricultural development.

Approaches to low carbon development in China and India

Low carbon development has gained policy prominence and is a concern of both environment and development policy globally and in China and India. This paper discusses the role of China and India as important global actors in light of development imperatives in the two countries.The article then looks at emerging approaches in the two countries related to financing, science, technology ＆ innovation policy, and subnational actions. The objective is to review efforts in China and India for contributing to learning experiences for other countries. The final section discussed the ways forward in terms of examining the role of China and India in terms of national policy strengthening as well as in global agenda setting. Implementation of sub-national initiatives in both countries faces challenges due to lack of adequate financing as well as knowledge such as greenhouse gas inventories and disaggregated resource and socio-economic assessments. Both India and China are making efforts in technology and innovation domains to set foot on a trajectory of low carbon development with varying degrees of success. In finance,both China and India have experimented with various instruments-the key difference is that China has taken the support of regulation more while India has leaned on to market based instruments. Both China and India are moving on an encouraging track regarding low carbon development with fairly well-designed domestic policies and consistent international engagement.

Analysis on the Development of Low-Carbon Marine Economy

From the perspective of low-carbon economy,the paper analyzes the factors that influencing the development of low carbon economy.It is showed that the damage of marine ecological environment results in the low ability of oceans in absorbing green gas;environmental pollution leads to lowering capacity of ocean to deal with the wastes;development of related marine industries brings deterioration of marine environment;changes of climate threat the healthy development of marine economy.The paper points out the development routines of marine low carbon economy:accelerating the innovation of energy techniques,exploring marine renewable green energies;planning scientifically and strengthening the protection and repairmen of marine environment;developing marine recycle economy,upgrading resources using efficiency;adjusting marine industrial structures and exploring greatly the marine low carbon industries;guiding industries to chase chances and accelerating the development of low-carbon marine economy.

The Core Issue Facing the Green and Low Carbon Development of the Chinese Economy and the Countermeasures

Green development is an important concept based on China's needs and the international situation. Green development will greatly help China choose its path for economic growth. In the newly ratified Paris Agreement, the carbon emission reduction target willingly and determinedly proposed by China is very challenging. It will increase China's cost per unit of carbon dioxide emissions, slow China's economy growth, and set the upper limit for China's carbon emissions in the future. Facing these challenges, China needs to properly conduct carbon allocations under restrictions and promote green and low carbon development of the Chinese economy primarily by reinforcing structural adjustments and optimizing energy structures, upgrading industrial structures, being actively involved in international cooperation on carbon emission reduction and using other positive strategies.

Industry Linkage and Low-carbon Development--Based on Logistics Industry & Manufacturing Industry

Key project of " manufacturing industry and logistics industry linkage"was proposed in the Logistics Adjustment and Revitalization Plan by the state council in 2009. However the consumption and pollution generated by manufacturing industry and logistics industry linkage in China are also large at present. How to conduct manufacturing industry and logistics industry linkage by the low-carbon manner is one of most important issues under current low-carbon economy background. In this paper,the issue is studied and analyzed by constructing system dynamics model,which could propose suggestions for low-carbon linkage development of manufacturing industry and logistics industry.

Development Paths of Low-carbon Landscape Design

Through interpreting significance of low-carbon landscape, and analyzing common problems in landscape design industry, paths of low-carbon landscape design were explored from the following perspectives: establishing low-carbon index system for the landscape construction of eco-city; constructing scientific and reasonable spatial layout; using landscapes to interpret low-carbon concepts; enhancing the carbon sink function of urban green spaces; choosing reasonable landscape materials; reducing landscape maintenance cost. The study aims at applying low-carbon concepts in all design projects to achieve sustainable development of urban landscapes.

Establishing a Carbon-Neutrality Oriented Economic System through Green, Low-carbon, and Circular Development

Carbon neutrality requires a profound socio-economic revolution.Since the 21;century,China has been promoting social&economic transformation,and put forward a series of strategic directions for development transformation.As China enters the new era of socialism,building a green,low-carbon and circular economic system has become an important direction for future economic development and transformation.This paper analyzes the relationship between the green,low-carbon and circular economic system and carbon neutrality,and points out that green development,low-carbon development and circular development will greatly reduce carbon emissions of economic development and help realize the carbon goal through co-benefit effect,structural adjustment and resource recycling.Finally,the paper puts forward some suggestions for promoting the transformation of the economic system to green,low-carbon and circular development.

Low carbon agriculture is a new production mode of green agriculture development to face the challenge of the global climate change, and a kind of innovation on developing circular agriculture. Comprehensive Appraisal of Provincial Low Carbon Development:A Case Study of China

In this research,the Factor Analysis model of measuring provincial low carbon development in China has been constructed.Based on data from 30 provinces,an empirical study was developed to measure comprehensive low carbon development using the Factor Analysis model(Principal Components method and Normalized Varimax Rotation).The results reveal that the provincial marks of low carbon development are generally low and only nine provinces have high marks(more than 0.80).The results also show significant regional disparity.The provincial marks of the eastern region are higher than both the middle and western provinces of China's Mainland.All of the provinces with high marks(more than 0.90) are located in the eastern region,and those with the lowest marks(0.60) are located in the middle region.Furthermore,regional disparity in low carbon development follows the same pattern as economic development in China.Finally,some suggestions for decision-makers are presented.

Global warming threatens the lives and development of human beings and has become one of the major challenges tohumanity in the 21st century.With China’s continuous economic strengthening and closer contact with the world economy,prospects of China’s energy demands,energy supply roadmap and related carbon emissions have become the focus ofvarious organizations.By applying a scenario analysis,this report analyzes and forecasts China’s energy demands andcarbon emissions trends over the coming thirty to fifty years.Results indicate that under certain conditions,it will bepossible for China to take on a low carbon development path with Chinese characteristics.However,China needs overalladjustments in policy,institutions,structure,technology as well as strong support from international economic andpolitical environments.
