Based on the internal requirements of low carbon economic development, this paper advances four innovative models concerning China's circular agricultural development as follows: the model of combining planting and breeding of agriculture, the developmental model of leisure and sightseeing, ecological integration model, and the developmental model of reusing agricultural byproducts. Every region should choose or create different circular agricultural model in different domains, in order to better use agricultural resources, reduce the consumption of agricultural energy inputs, reduce the emission of agricultural greenhouse gas, develop low carbon agriculture, and make great contribution for meeting the international challenges and promoting China's agricultural development.展开更多

Wuxi City in East China’s Jiangsu Province is starting to implement a Low Carbon City Plan for safeguarding a sustainable development of the city until 2020 and beyond. This paper aims at estimating the impact of the Low Carbon City plan for Wuxi’s energy demand and CO2-emissions until 2050. Using an econometric energy supply and demand model to estimate and forecast the Wuxi energy and CO2-balance aggregates until 2050, it compares a scenario without specific Low Carbon City measures to reduce sectoral CO2-intensities to a Low Carbon scenario implementing these measures according to the Low Carbon City Plan until 2020 and beyond. The decomposition of the Kaya-identity reveals that the increase of per capita income has the largest impact on the growth of CO2-emissions and the decrease of energy intensity of Gross Value Added the largest impact on the reduction of CO2-emissions in Wuxi. A decrease of population and CO2-intensity of Primary energy supply only have average contributions. The decrease of energy intensity of Gross Value Added is due to energy efficiency gains in the single economic sectors, but to a large extent due to structural changes of the economy away from energy intensive sectors such as iron and steel, chemical industry or cement industry towards the energy extensive service sectors. A growing residential sector also reduces the industrial share of energy demand. Only following the assumed national trend with a shift from CO2-intensive industries to a CO2-extensive service economy, the Low Carbon goal of a 50% reduction of CO2-intensity of Gross Value Added compared to 2005 cannot be reached in Wuxi. Specific sectoral CO2 -intensity goals have to be successfully observed by the economic sectors in Wuxi, especially by the industry. The promotion of combined heat and power generation also has to contribute to the specific activities in Wuxi.展开更多

This paper discusses the role of China and India as important global actors in light of development imperatives in the two countries. The article then looks at emerging approaches in the two countries related to financing, science, technology & innovation policy, and subnational actions. The objective is to review efforts in China and India for contributing to learning experiences for other countries. The final section discussed the ways forward in terms of examining the role of China and India in terms of national policy strengthening as well as in global agenda setting. Implementation of sub-national initiatives in both countries faces challenges due to lack of adequate financing as well as knowledge such as greenhouse gas inventories and disaggregated resource and socio-economic assessments. Both India and China are making efforts in technology and innovation domains to set foot on a trajectory of low carbon development with varying degrees of success. In finance, both China and India have experimented with various instruments-the key difference is that China has taken the support of regulation more while India has leaned on to market based instruments. Both China and India are moving on an encouraging track regarding low carbon development with fairly well-designed domestic policies and consistent international engagement.展开更多

Green development will greatly help China choose its path for economic growth. In the newly ratified Paris Agreement, the carbon emission reduction target willingly and determinedly proposed by China is very challenging. It will increase China's cost per unit of carbon dioxide emissions, slow China's economy growth, and set the upper limit for China's carbon emissions in the future. Facing these challenges, China needs to properly conduct carbon allocations under restrictions and promote green and low carbon development of the Chinese economy primarily by reinforcing structural adjustments and optimizing energy structures, upgrading industrial structures, being actively involved in international cooperation on carbon emission reduction and using other positive strategies.展开更多

The relationship between energy consumption and economic growth is becoming increasingly close. However, energy consumption is the major source of greenhouse gases, which can significantly affect the balance of the global ecosystem. It has become the common goal of countries worldwide to address climate change, reduce carbon dioxide emissions, and implement sustainable development strategies. In this study, we applied an approximate relationship analysis, a decoupling relationship analysis, and a trend analysis to explore the relationship between energy consumption and economic growth using data from Kazakhstan for the period of 1993-2010. The results demonstrated: (1) the total energy consumption and GDP in Kazakhstan showed a "U"-type curve from 1993 to 2010. This curve was observed because 1993-1999 was a period during which Kazakhstan transitioned from a republic to an independent country and experienced a difficult transition from a planned to a market economy. Then, the economic system became more stable and the industrial production increased rapidly because of the effective financial, monetary and industrial policy support from 2000 to 2010. (2) The relationships between energy con- sumption and carbon emissions, economic growth and energy exports were linked; the carbon emissions were mainly derived from energy consumption, and the dependence of economic growth on energy exports gradually increased from 1993 to 2010. Before 2000, the relationship between energy consumption and economic growth was in a recessional decoupling state because of the economic recession. After 2000, this relationship was in strong and weak decoupling states because the international crude oil prices rose and energy exports increased greatly year by year. (3) It is forecasted that Kazakhstan cannot achieve its goal of energy consumption by 2020. Therefore, a low-carbon economy is the best strategic choice to address climate change from a global perspective in Kazakhstan. Thus, we proposed strategies including the improvement of the energy consumption structure, the development of new energy and renewable energy, the use of cleaner production technologies, the adjustment and optimization of the industrial structure, and the expansion of forest areas.展开更多

文摘[Objectives]To analyze the changes in of forest carbon sink and forestry economic development, provide reference for relevant management decisions, ecological governance and resource and environment management, and promote the development of green low-carbon economy in China.[Methods]Based on the data of six forest resource inventories from 1989 to 2018 and related studies, the comprehensive evaluation model of forest carbon sink and forestry economic development, the coupling degree model of forest carbon sink and forestry economic development, and the coupling coordination degree model of forest carbon sink and forestry economic development were adopted. The coupling degree of forest carbon sink and forestry economic development from 1992 to 2018 was analyzed.Stepwise regression and ARIMA model were used to analyze the influencing factors and lagging characteristics of forest carbon sink. The coupling degree between forest carbon sink and forestry economic development in China from 2019 to 2030 was predicted by autoregression and ADF test. The coupling between forest carbon sink and forestry economic development in China and its long-term change characteristics were also discussed in this study.[Results](i)The investment of ecological construction and protection, the actual investment of forestry key ecological projects,GDP and the import of forest products had a significant impact on forest resources carbon stock. The total output value of forestry industry, the actually completed investment of forestry key ecological projects and the export volume of forest products had a significant impact on the forest carbon sink, and the actually completed investment of forestry key ecological projects has the greatest impact on the two.(ii)The impact of actually completed investment of forestry key ecological projects had a lag of 2 years on the forest resources carbon stock and a lag of 1 year on the forest carbon sink. When investing in forest carbon sink,it is necessary to make a good plan in advance, and do a good job in forest resources management and time optimization.(iii)From 1992 to 2018,the coupling degree of forest resources carbon stock, forest carbon sink and long-term development of forestry economy in China was gradually increasing.Although there were some fluctuations in the middle time, the coupling degree of forest resources carbon stock and the long-term development of forestry economy increased by 9.24%annually,and the degree of coupling coordination increased from"serious imbalance"in 1992 to"high-quality coordination"in 2018.From 1993 to 2018,the coupling degree of forest carbon sink and long-term development of forestry economy increased by 9.63%annually,slightly faster than the coupling coordination degree of forest resources carbon stock and long-term development of forestry economy. The coordination level also rose from level 2 in 1993 to level 10 in 2018.(iv)The prediction shows that the coupling coordination degree of forest resources carbon stock, forest carbon sink and the long-term development of forestry economy would increase from 2019 to 2030.The coupling coordination degree(D)values of both were close to 1,the coordination level was also 10 for a long time, and the degree of coupling coordination was also maintained at the"high-quality coordination"level for a long time.[Conclusions]Forest has multiple benefits of society, economy and ecology, and forest carbon sink is only a benefit output. The long-term coupling analysis of forest carbon sink and forestry economic development is a key point to multiple benefit analysis. The analysis shows that the spillover effect and co-evolution effect of forest carbon sink in China are significant. From 1992 to 2018,the coupling coordination degree of forest carbon sink and forestry economic development was gradually rising. The prediction analysis also indicate that the coupling coordination degree between the forest carbon sink and the long-term development of forestry economy will remain at the level of"high-quality coordination"for a long time from 2019 to 2030.Therefore,improving the level of forest management and maintaining the current trend of increasing forest resources are the key to achieving the goal of carbon peaking and carbon neutrality in China.
文摘On the basis of the concept and characteristics of circular economy, this paper analyzes the restraining factors of China's circular agricultural development as follows: issues concerning agriculture, countryside and farmers are outstanding; the problems of agricultural resources and agricultural ecological environment are serious; the quality of agricultural products cannot meet the demand of domestic and international market for food. Every region should choose or create different circular agricultural model in different domains, in order to better use agricultural resources, reduce the consumption of agricultural energy inputs, reduce the emission of agricultural greenhouse gas, develop low carbon agriculture, and make great contribution for meeting the international challenges and promoting China's agricultural development.
文摘The development of a Low Carbon Economy is a vital instrument to encounter climate change and take into account the growing challenges of an increasing urbanization in China. The promotion of combined heat and power generation also has to contribute to the specific activities in Wuxi.

文摘Low carbon development has gained policy prominence and is a concern of both environment and development policy globally and in China and India. Both China and India are moving on an encouraging track regarding low carbon development with fairly well-designed domestic policies and consistent international engagement.

文摘Green development is an important concept based on China's needs and the international situation. Facing these challenges, China needs to properly conduct carbon allocations under restrictions and promote green and low carbon development of the Chinese economy primarily by reinforcing structural adjustments and optimizing energy structures, upgrading industrial structures, being actively involved in international cooperation on carbon emission reduction and using other positive strategies.

文摘Fossil energy is the material basis of human survival, economic development and social progress. Thus, we proposed strategies including the improvement of the energy consumption structure, the development of new energy and renewable energy, the use of cleaner production technologies, the adjustment and optimization of the industrial structure, and the expansion of forest areas.
文摘Carbon neutrality requires a profound socio-economic revolution.Since the 21;century,China has been promoting social&economic transformation, and put forward a series of strategic directions for development transformation. As China enters the new era of socialism, building a green,low-carbon and circular economic system has become an important direction for future economic development and transformation. This paper analyzes the relationship between the green,low-carbon and circular economic system and carbon neutrality, and points out that green development,low-carbon development and circular development will greatly reduce carbon emissions of economic development and help realize the carbon goal through co-benefit effect, structural adjustment and resource recycling. Finally, the paper puts forward some suggestions for promoting the transformation of the economic system to green,low-carbon and circular development.
