A Mechanism for Digital Finance to Drive Green and Low-Carbon Development

Given the global focus on green and low-carbon development and the increasing prominence of digital finance,it is particularly important to explore how to leverage digital finance to achieve these environmental goals.This study,through mechanism analysis,deeply examines how China’s digital finance promotes green and low-carbon development and elucidates the positive interaction between digital finance and the green industry.The study found that digital finance,through more flexible and efficient financial functions,alters the cost structure of carbon emissions,and reduces the risks and costs of green investments,thereby creating a cooperative green mechanism benefiting all parties,and guiding social groups toward a green and low-carbon transformation.Additionally,the rapid development of digital finance has strengthened the implementation of environmental protection policies,effectively promoted the expansion of the environmental protection industry,and established the green ethos as a mainstream concept in financial development.This study aims to provide reference perspectives and suggestions,assist policymakers in promoting the green and lowcarbon development of digital finance,and offer insights into the integrated development of digital finance and the green environmental protection industry.

Influencing Factors and Improvement Suggestions for Agricultural Green Development Performance:Empirical Insights from China

Agricultural green development is an essential direction for global sustainable agriculture.The academic literature,however,needs to place greater emphasis on studying the factors influencing agricultural green development performance and how such performance can be improved.A theoretical framework for agricultural green development performance was constructed in this paper using the Super-SBM model,which considers undesirable outputs,to measure the agricultural green development performance of 330 cities at or above the prefecture level in China(excluding Tibet Autonomous Region,Hong Kong,Macao and Taiwan of China)from 2007 to2018.Furthermore,the influencing mechanism of agricultural green development performance was then analyzed using a spatial econometric model.The results show that:1)from 2007 to 2018,China’s agricultural green development performance experienced three stages of evolution:‘rise,decline and rise’.2)The regions with high performance agricultural green development are mainly distributed in eastern China,northeastern China,and southern Qinghai Province.3)The agricultural economic level,industrialization process,and labor quality play significant roles in promoting local agricultural green development performance,while such performance is obviously inhibited by the openness level and the government’s environmental regulations.Local agricultural green development performance is significant inhibited by the agricultural economic level and accelerated industrialization process in neighboring cities,while significantly promoted by the agricultural industrial structure in neighboring cities.Some suggestions for improving agricultural green development performance are proposed based on these research results,which can provide scientific references for promoting sustainable agriculture.

Green Development for Supporting Sustainability of Northeast China:Performance Quantification,Spatio-temporal Dynamics and Implications

Green development is the cognition of geography to human-nature nexus under the background of the new era.As China is facing various eco-environment problems,green development has become a key approach towards ecological progress,and it is ultimately an explicit means to respond to support sustainable development in China.Quantifying green development performance is essential to track efforts towards sustainability and guide policymakers.However,applying the balanced property of’Economy-Ecology-Society’of green development to its performance assessment is rarely discussed.Here we elaborated the connotation of green development and developed a quantification model with coupling coordination degree to assess green development performance of the largest old industrial base of China,Northeast China.We found that the green development performance has been improved from a score of 0.443 in 2003 to 0.530 in 2019 but the disparities of green development performance were enlarging over time,especially for the cities in Heilongjiang.A positive spatial autocorrelation phenomenon of green development performance was confirmed,and Low-Low clusters in the northeastern Heilongjiang and High-High clusters in the central-eastern Liaoning were discovered.This study suggests the need to track the spatio-temporal dynamics of green development performance to provide references for achieving sustainable development goals in northeast China and other regions.

Evolution of Temporal-spatial Pattern of Green Development Efficiency in Shandong Province

Temporal-spatial differentiation characteristics of green development efficiency in 17 prefecture-level cities of Shandong Province during 2005-2016 were studied by using SBM-undesirable model and spatial auto-correlation analysis.Results showed that ① green development efficiency considering unexpected output could more accurately represent the real cost of regional development,while lower green development efficiency considering unexpected output and traditional green development efficiency illustrated that Shandong Province has spent a lot of resources and environment in the long-term development process.② Green development efficiency of Shandong Province during 2005-2016 showed the change characteristics of "peak-valley-peak-valley",and standard deviation and coefficient of variation of green development efficiency showed fluctuation characteristics in the research period.③ Green development efficiency of Shandong Province had obvious spatial differentiation characteristics,and its polarization differentiation was obvious.

Taking Coordinated and Joint Action to Promote the Green Development of the Economy and the Society

The green development is the latest economic and social development philosophy that is proposed to cope with the gradual deterioration of current ecological environment, and it aims to achieve the comprehensive greenization of the economy and the society. To promote the green development of the economy and the society, we must look far and aim high, and we must take a holistic approach, coordinate the strategic measures in the fields of the economy, the politics, the culture, the society, the natural environment, and international cooperation, as well as emphasize the logic, the connection, and the hierarchy of different systems, then establish a synergetic mechanism of the green development so that various measures will be coordinated and brought forward to maximize the effect in the joint effort of promoting the green transformation of the economy and the society.

The Current Status and Prospects of China’s Low- Carbon Economic Development

This paper aims to explore the importance of developing a low-carbon economy in China and presents a series of key recommendations.Firstly,it emphasizes the adverse impact of economic development on the natural environment and highlights the unsustainable nature of China’s previous pursuit of economic growth at the expense of its ecological surroundings.Subsequently,the paper provides specific recommendations in response to the pressing resource and environmental challenges in current economic and social development,along with the urgent need to accelerate the transition towards a greener,low-carbon economy to achieve carbon peak and carbon neutrality goals.The key recommendations include continually enhancing the legal framework for a low-carbon economy,optimizing the energy structure,improving energy efficiency,and optimizing the industrial structure.These proposals aim to offer concrete actions to support the development of a low-carbon economy in China,encompassing legal support,energy transformation,and industrial upgrading.Ultimately,this paper underscores China’s potential in developing a low-carbon economy and calls for resolute actions to strengthen legal frameworks,foster technological innovation,and promote industrial restructuring.These actions will guide China towards a more sustainable and environmentally conscious economic future,aligning its growth trajectory with the global imperative to reduce carbon footprints.

Low-carbon Concepts in the Planning of Residential Communities

It has become a common pursuit of designers to construct comfortable,energy-conserving,high-efficiency and natural living environment since the early 21st century.In the coming low-carbon age,the evolution of low-carbon concepts will surely bring positive influence on the present planning concepts of residential community,and meanwhile,propose higher requirements on the natural and ecological properties of residential community,such as its infrastructure construction,traffic organization,environment greening and so on.Through analyzing relevant concepts of low carbon,the authors studied the development of low-carbon concepts in "human-centered" designs,and its applications in architecture,traffic and green spaces.This study proposed that the improvement of low-carbon society could be started from the design of low-carbon residential communities,so as to satisfy the increasing ecological needs of people on living environment,and play a promotional role in facilitating the sustainable development of society.

Global Trend of Low-carbon Economy and China's Responses

Based on the analysis on the global economic crisis,climate change crisis and their mutual underlying reasons,the authors believe that low-carbon economy has become an inevitable choice to break through the dual crises,coordinate the economic development,and protect the global climate.The global trend of low-carbon economy finds expression in Green Recovery currently,while,in a long run,it will give rise to a new pattern of world competition in politics,economy,technology,trade and finance.The impact of the global trend of low-carbon economy on China can not be overlooked,and it is both a challenge and an opportunity for China＇s future development.Based on comparative studies on the low-carbon economy of China,the U.S.,EU and Japan,the authors conclude that China should blaze a new path of lowcarbon economy development with Chinese characteristics,and the authors have put forward relevant countermeasures for China to address the global trend of low-carbon economy from angles of countries,enterprises and the public

Carbon Peaking,Carbon Neutrality and Green and Low-Carbon Development of China's Economy

The successively proposed carbon peaking and carbon neutrality have not only set new goals for the green and low-carbon development of China's economy,but also demonstrated China's further determination and sense of responsibility for a greater contribution to address global climate change.Considering the importance of carbon peaking and carbon neutrality in the course of achieving the Second Centenary Goal(1949-2049),it is necessary for China to make scientific planning for the roadmap of carbon emission reduction,carbon peaking and carbon neutrality to ensure building a great modern socialist country under carbon constraints.More specifically,the optimization and realignment of energy structure,industrial structure,production and consumption structure,the rational planning of afforestation,and the vigorous development of global carbon emissions trading will be the core strategies for boosting green and low-carbon development of China's economy.

Part on Green and Low-Carbon Development of China's Environmental Code System Response and Institution Implementation in Sustainable Development

The sustainable development integrity,national development goals,and legislative status quo have determined that the"Green and Low-Carbon Development Part"must be designed and incorporated into the China's Environmental Code(Code).The theoretical evolution in the action field,system composition,value function,and operation mechanism of the Environmental Law,as well as the practice development of the Environmental Protection Law legislation,enforcement,and judicial practices have laid a solid theoretical and practical foundation for the incorporation of green and lowcarbon development into the Code.The institutional layout of green and low-carbon development should respect and highlight its own traits.Furthermore,it is important to stress communication and coordination with other parts of the Code,follow the laws of energy development and utilization,and satisfy the inherent requirements of raw material reduction,reuse,and recycle.The layout method should abide by the general principle of"general first,specific second;domestic first,international second;defined first,undefined second"with"decomposition goals of carbon peaking and carbon neutrality"as an exception.The layout effect of the"flexibility first,rigidity second"is pursued.The chapters of General Provisions,Cleaner Production Green Circulation,Green Consumption,Support and Supervision,and International Cooperation,and Climate Change Response,are specifically designed.Efforts are made to improve new systems,such as strategies and standards for green and low-carbon development,green logistics,energy performance contracting,green finance,carbon emissions trading,and energy early warning.

Measurement on the Construction Level of China's Green, Low-Carbon, and Circular-Development Economic System

This study aims to measure how well China's green,low-carbon,and circulardevelopment economic system(theGLCCD Economic System)is being developed.By establishing the indicator system and indicators,the spatiotemporal range entropy weight method,Gini coefficient,Theil index,convergence model,and national and provincial data from 2012 to 2017 are employed.The construction level of almost all GLCCD Economic Systems at national and provincial levels has shown improvement during the study period.Among them,a significant boost is only observed in the development power indicator;improvement in the production system indicator and development benefit indicatorismild,andthelifesystemindicator sees a decline year by year.The construction level of the GLCCD Economic System throughout China is generally balanced but tends to expand in scale.However,the inter-regional developmenttbenefit indicator showsaconvergence trend.Based on the analysis of the similarities and differences between greenandlow-carboncircular development,the development power and development benefit,production system,and life system are incorporated into a unified logical framework.The construction level of the GLCCD Economic System is measured as a whole in a holistic manner.This study finds out the scientific connotation oftheGLCCD Economic System.The changing trends and regional differences in the construction level of the GLCCD Economic System are revealed.These findings provide a clear and reliable decision-making basis for the construction of the GLCCD Economic System.

Basic Path and System Construction of Green and Low-Carbon Agricultural Development with Respect to the Strategic Target of Carbon Peaking and Carbon Neutrality

The Dual Carbon strategy,which is aimed at achieving carbon peaking and carbon neutrality,is one of China's major strategiesinthecomingperiod.Agriculture is both an important source of greenhouse gas and a huge carbon sink system.To promote the Dual Carbon strategy,it is crucial for China to lay emphasis on green and low-carbon agricultural development.To achieve carbon peaking,agricultural carbonreduction and sequestration are significant means and haveegreat potential.Thisspaper firstly reviews the current situation of green and lowcarbon agricultural developmen.t.At present,the total agricultural carbon emissions in China are approaching the peak smoothly,and the proportion of carbon emissionsSgenerated by the use of such modern agricultural inputssas fertilizer and on-farm energy increases.Meanwhile,the operation of agricultural ecosystems in China demonstrates the strong capacity to absorb carbon.Then,the paper analyzes the main problems existing in green and low-carbon agricultural development,including excessive agricultural inputs and excessive consumption of fossil energy,the low utilization rate of agricultural resources,insufficient technical reserves for green and low-carbon agricultural development,and a weak supporting system.In the next part,the paper elaborates on the basic path and measures to realize green and low-carbon agriculturalddevelopment,such as strengthening the conservation of agricultural resources and improving the efficiency of resource utilization;enhancing the comprehensive treatment of agricultural non-point source pollution,realizing the reduction and efficiency of fertilizer and pesticide,resource utilization of agricultural wastes,and effective control of white agricultural pollution;cultivating,expanding and strengthening green and low-carbon agricultural industries,and greening the whole industrial chain of agricultural products from production,processing tocirculation;increasing scientific and technological innovation and building a scientific and technological support systems for green and low-carbon agricultural development.Finally,an institutional system to promote green and low-carbon agricultural development is constructed from the aspects of fiscal and taxation system,financial system,land management system,value realization mechanism of ecological products,and constraint and incentive mechanism,etc.This study provides a scientific basis for the further formulation of green and lowcarbon agricultural development policies and measures and relevant research.

Research on the model of regional green innovation system in China:A case study of Shandong province

Taking Shandong province,one of China’s first batch of circular economy pilot provinces,as an example,this paper summarizes some types of regional green innovation system models through the cases study and retrospective reasoning and retrospective approaches.The models mentioned above include(1)the innovation system model of green animal husbandry in coastal small towns,(2)the green innovation system model in intravenous industry park,(3)the green innovation system model in coastal hi-tech industrial development zone based on the development of eco-industrial and low-carbon industries,(4)the green innovation system model in coastal economic&technological development area based on the development of ecological arterial industry and the ecological intravenous industry through the waste recycle inside and outside the area,(5)the green innovation system model of coastal harbor economic and technological development area based on constructing tiny-medium-macro circulation,(6)the green innovation system of reformed coastal economic and technological development zone turning to the recycling marine industry innovation,and(7)the green innovation system model of high-tech industry development zone tending to recycling innovation of biological industry.This paper aims to analyze the characteristics of these models,the formation mechanism,and further to discuss their implications for greening the same type of regional innovation systems.

Carbon Neutrality-oriented Approach to Mid-and Long-term Low-Carbon Transition Towards the New Climate Change Goals

Green and low-carbon transition has become an important development direction for future global economy and society.President XI Jinping pointed out that it is necessary to incorporate the goal of peaking carbon emissions and achieving carbon neutrality into the overall plan for economic and social development and ecological civilization construction.This is a major strategic decision made by the CPC Central Committee in consideration of both the international and domestic situations,and has been highly praised by the international community.It will contribute to the pursuit of the goals of high-quality development and ecological progress,inject strong impetus into the international response to climate change and the full and effective implementation of the Paris Agreement,and add new momentum to the post-epidemic global green recovery as well as the building of a community for all life on earth.However,the realization of the dual carbon target is very challenging,facing with multiple constraints such as technology,capital and system.At the same time,it needs to coordinate the relationships between short-term and long-term,development and emission reduction,and international and domestic.This paper organically combines the long-term low-carbon development strategy with the two phased goals of socialist modernization,and puts forward the timetable,roadmap and priorities for China's dual carbon targets.Moreover,it provides countermeasures and suggestions to promote the orderly implementation of the dual carbon strategic goals from six aspects:industrial structure,energy structure,technological innovation,regional coordination,institutional policies and international cooperation.

随着现代社会工业产业的不断进步,全球生态环境出现了一系列问题,绿色发展理念逐步在全球推广并获得广泛认可。本文从绿色创新发展内涵入手,阐述了企业创新与环境绩效的特征要义。着重讨论了技术创新对企业环境绩效的影响作用,在归纳创新与环境相关理论的基础上,系统论述了创新与能源效率、创新与碳排放、创新与企业长期竞争力等问题,认为企业创新对于提高能源效率、降低碳排放、增强企业长期竞争力具有积极意义。文末梳理了创新对环境绩效影响的体系框架,理清了创新与环境绩效相关概念的逻辑关系。

ESG表现对企业绿色技术创新的影响研究——以山东太阳纸业为例

在全球化背景下,我国实施ESG发展战略不仅可以提升国家的国际竞争力,还能推动经济、社会和环境的可持续发展。传统制造行业例如造纸企业加强环境保护、社会责任和公司治理,可以加大企业在绿色技术创新方面的投入力度,令企业不断探索新的技术和工艺从而加快绿色技术创新效率。本文选取上市公司太阳纸业进行研究,发现环境、社会和公司治理的优秀表现不仅能够促进企业的绿色技术创新和竞争力提高,还能有助于企业的长期可持续发展。

政府审计与国有企业ESG表现

以2010—2021年我国沪深A股国有上市公司为研究样本,基于审计署央企审计活动,对政府审计与国有企业ESG表现的影响效应进行实证研究。研究结果显示:政府审计对国有上市公司的ESG表现具有明显的促进作用,这一结论在经过一系列稳健性检验后没有发生变化。机制检验发现,政府审计可以通过提升企业ESG关注度、驱动企业绿色创新和改善公司治理水平来提升其ESG表现。同时,在污染行业企业、内部控制水平较差企业和成熟期企业中,政府审计对ESG表现的促进作用更加明显。

ESG表现如何影响企业高质量发展? ——兼论媒体关注的调节作用

ESG表现是衡量企业非财务业绩的综合指标,为企业高质量发展注入内生动力。以2010—2021年我国A股上市公司为研究样本,实证检验了ESG表现对企业高质量发展的影响。研究发现:ESG表现的提升能够显著促进企业高质量发展,且通过替换变量、滞后一期、缩短年限进行稳健性检验后,结论依然成立;媒体关注对ESG表现与企业高质量发展之间的关系有正向调节作用,媒体关注度越高,ESG表现对企业高质量发展的促进作用越强;ESG表现主要通过推动企业绿色技术创新和降低企业经营风险促进企业高质量发展;企业ESG表现的促进作用在国有企业和重污染企业中更为显著。以上研究表明了ESG的积极效应和媒体关注的外部治理作用,为相关部门完善和推广ESG政策提供了一定的经验证据。
