The Mode of Promoting Industrial Targeted Poverty Alleviation through Land Circulation in Western Mountainous Region of China——A Case Study of Luquan Yi and Miao Autonomous County in Yunnan Province

In the industrial targeted poverty alleviation,land circulation is a key process. Based on the national strategy of targeted poverty alleviation,this paper combined the industrial development of targeted poverty alleviation with land circulation. According to the field survey on the current situation of land circulation and promotion of the industrial poverty alleviation in the typical project area of Zhongping Village in Zhongping Town and Jiaowuying Village in Jiulong Town in Luquan Yi and Miao Autonomous County in Yunnan Province,located in the high mountain canyon area of Jinsha River in the upper reaches of the Yangtze River in the west of China. This paper summarized and analyzed the organization and operation mechanism,basic practices and main results of the land circulation and promotion of industrial poverty alleviation model in the typical project area of the county. It also summarized the innovation and successful experience of the model,and then came up with measures to further promote the implementation of the model,so as to provide necessary reference for the implementation of land circulation and industrial targeted poverty alleviation for the poverty-stricken counties in Yunnan Province and similar provinces( cities,regions).

Study on the Role of Land Circulation in Promoting Poverty Reduction through Industrial Development——A Case Study of Mopi Village,Xinping County,Yunnan Province

In recent years,under the stimulation of the national policy and the land circulation policy,the villages and towns have begun to guide the farmers to carry on the land circulation in an orderly way,combine the targeted poverty alleviation with the development of modern agriculture,and drive the registered households to participate in the modern agricultural industry and achieve the goal of getting rid of poverty and getting rich while realizing the transformation and upgrading of agriculture. The transfer of land management right can drive the local employment and the poverty reduction through industrial development is implemented. Taking Mopi Village in Xinping County as an example,this paper analyzes the main methods and effects of the transfer of land management right in this village in promoting poverty reduction through industrial development,and puts forward the existing problems and suggestions.

Impacts of agri-food e-commerce on traditional wholesale industry:Evidence from China

Rapidly expanding studies investigate the effects of e-commerce on company operations in the retail market.However,the interaction between agri-food e-commerce(AEC)and the traditional agri-food wholesale industry(AWI)has not received enough attention in the existing literature.Based on the provincial panel data from 2013 to 2020 in China,this paper examines the effect of AEC on AWI,comprising three dimensions:digitalization(DIGITAL),agrifood e-commerce infrastructure and supporting services(AECI),and agri-food e-commerce economy(AECE).First,AWI and AEC are measured using an entropy-based combination of indicators.The results indicate that for China as a whole,AWI has remained practically unchanged,whereas AEC exhibits a significant rising trend.Second,the findings of the fixed-effect regression reveal that DIGITAL and AECE tend to raise AWI,whereas AECI negatively affects AWI.Third,threshold regression results indicate that AECI tends to diminish AWI with three-stage inhibitory intensity,which manifests as a first increase and then a drop in the inhibition degree.These results suggest that with the introduction of e-commerce for agricultural product circulation,digital development will have catfish effects that tend to stimulate the vitality of the conventional wholesale industry and promote technical progress.Furthermore,the traditional wholesale industry benefits financially from e-commerce even while it diverts part of the traditional wholesale circulation for agricultural products.

The current situation of circulation industry in Shanxi province and its contribution analysis

Circulation industry has increasingly grown into one of the leading industries of the national economy. For Shanxi province, the development of circulation industry provides new ideas for changing its mode of economic growth. However, its current development situation shows that Shanxi province＇s circulation industry is still less competitive for lack of fully understanding and exercising its leading role. On the basis of the analysis of its current development situation and contribution, the paper puts forward the main problems existing in Shanxi province＇s circulation industry.

A Mechanism for Digital Finance to Drive Green and Low-Carbon Development

Given the global focus on green and low-carbon development and the increasing prominence of digital finance,it is particularly important to explore how to leverage digital finance to achieve these environmental goals.This study,through mechanism analysis,deeply examines how China’s digital finance promotes green and low-carbon development and elucidates the positive interaction between digital finance and the green industry.The study found that digital finance,through more flexible and efficient financial functions,alters the cost structure of carbon emissions,and reduces the risks and costs of green investments,thereby creating a cooperative green mechanism benefiting all parties,and guiding social groups toward a green and low-carbon transformation.Additionally,the rapid development of digital finance has strengthened the implementation of environmental protection policies,effectively promoted the expansion of the environmental protection industry,and established the green ethos as a mainstream concept in financial development.This study aims to provide reference perspectives and suggestions,assist policymakers in promoting the green and lowcarbon development of digital finance,and offer insights into the integrated development of digital finance and the green environmental protection industry.

Industry Linkage and Low-carbon Development--Based on Logistics Industry & Manufacturing Industry

Key project of " manufacturing industry and logistics industry linkage"was proposed in the Logistics Adjustment and Revitalization Plan by the state council in 2009. However the consumption and pollution generated by manufacturing industry and logistics industry linkage in China are also large at present. How to conduct manufacturing industry and logistics industry linkage by the low-carbon manner is one of most important issues under current low-carbon economy background. In this paper,the issue is studied and analyzed by constructing system dynamics model,which could propose suggestions for low-carbon linkage development of manufacturing industry and logistics industry.

The role of cultural and creative industries in optimizing industrial structure under low-carbon emission constraint

In the post-financial crisis era,China is facing dual pressure from reducing carbon emissions and external demand stagnation.The industrial structure changing is in urgent needs.The cultural and creative industries can expand China's markets through creating and stimulating demands,and can reduce carbon emissions at the same time.By producing both demands and supplies,cultural and creative industries may lead the development of other industries.Since innovation plays a quite important role in the value chain,cultural and creative industries can promote the industrial upgrading and the industrial structure optimization by industrial convergence.

Developing newly emerging high-end industries in the low-carbon economy

Global warming has exerted severe challenges on the sustainable development of economic society and the food security,resource security,energy security and ecological security of the world.Low-carbon economy has become the current trend of the global economic development.Thus,the industrial development of China must seek the institutional innovation and technological innovation so as to improve the efficiency of energy.High-end industry has become the main factor of the future development of the economic society.Thus,to develop the high-end industry is an important approach to realize low-carbon economy.This paper explores the strategies of the development of newly emerging high-end industries against the background of low-carbon economy form such perspectives as effective use of resources,the improvement of independent innovative ability,and leading the high-end,high quality and high efficiency industries to the important region.

Current situation of carbon emissions and countermeasures in China's ironmaking industry

The iron and steel industry(ISI) involves high energy consumption and high pollution. ISI in China, a leading country in the ISI,consumed 15% of the country’s total energy and produced more than 50% of the global ISI’s carbon emissions. Therefore, in the context of global low-carbon economy and emission reduction requirements, low-carbon smelting technology in the ISI has attracted increasingly more attention in China. This review summarizes the current status of carbon emissions and energy consumption in China’s ISI and discusses the development status and prospects of low-carbon ironmaking technology. The main route to effectively reducing carbon emissions is to develop a gas-based direct reduction process and replace sintering with pelletizing, both of which focus on developing pelletizing technology. However,the challenge of pelletizing process development is to obtain high-quality iron concentrates. Consequently, the present paper also summarizes the development status of China’s mineral processing technology, including fine-grained mineral processing technology, magnetization roasting technology, and flotation collector application. This paper aims to provide a theoretical basis for the low-carbon development of China’s ISI in terms of a dressing–smelting combination.

Low-carbon transformation of industrial structure in China

The traditional economic growth mode of "three highs and one low(high input, high consumption, high pollution and low effi ciency)" makes China get the achievements of economic development and prosperity during the reform and opening up with more than 30 years, but behind this extensive mode of economic growth is excessive consumption of natural resources and a lot of greenhouse gases emissions, this not only limits the growth rate of China's economy, but makes a tremendous negative impact on the environment which is diffi cult for us to survive. Therefore, realizing industrial structure low-carbon effectively and developing a low-carbon economy characterized by "low-power, low consumption, low pollution and low emissions", become China's new target selection to transform economic development mode and realize the goal of optimization and upgrading of industrial structure and sustainable development.

Research on low-carbon development of electric power industry:from the perspectives of public policy

It is a fundamental way to achieve sustainable development and inclusive growth that China takes the low-carbon development path.And low-carbon development is an effective way to respond to many threats,including global climate anomalies,environmental degradation,and energy shortage.Low-carbon economy is policy economy to a large extent.Although the external environment demands low-carbon development of electric power industry,enterprises lack intrinsic motivation.Electric power industry is the pillar industry of China,and is one of the key industries for China's low-carbon development.The government needs to ensure its dominant position in the low-carbon development of electric power industry,and reform the government performance management system and promote the planning and management of electric power industry through appropriate public policy,in order to adjust the structure of the electric power industry and take a low-carbon development road with Chinese characteristics.

Study on Carbon Emission Driving Factors and Low-carbon Policy of Transportation Industry in Henan Province

The transportation industry is the basic industry of national economic development. At the same time, it is the only industry in China that has continuously increased CO2 emissions, and the high energy consumption problems have not been solved. Henan province, as a major energy consumption province, it is urgent to improve the supply quality of transportation industry. The paper uses the IPCC calculation method for carbon emission to calculate the CO2 emissions of transportation industry in Henan province from 2004 to 2014. Then, this paper uses the LMDI method to decompose the CO2 emission in the transportation industry and give the proposal to reduce the CO2 emission according to the CO2 emission drivers.

流通业集聚对农业韧性的影响

提升农业韧性是加快推进农业强国的重要内容。面对资源环境约束、人口红利衰减等诸多问题,深入分析流通业集聚对农业韧性的影响,有助于提升供应链效率,推进农业供给侧结构性改革,夯实国家粮食安全根基。以2008—2020年省级面板数据为样本,通过熵值法和区位熵测算农业韧性和流通业集聚程度,采用空间杜宾模型和门槛效应模型进行实证分析。研究发现,流通业集聚与农业韧性存在显著空间关联性,且具有空间集聚特征。流通业集聚对农业韧性存在空间溢出效应。在溢出效应下,流通业集聚不仅对本地区农业韧性存在促进作用,对周边地区也存在积极影响。受到流通业集聚程度影响,流通业集聚对农业韧性的影响在东部地区比较明显,中部地区次之,在西部地区不明显。流通业集聚对农业韧性的影响存在门槛效应,当流通业集聚程度低于门槛值0.803时,存在促进作用;当越过门槛值0.803时,促进作用显著提升。基于此,要进一步发挥流通业集聚效应,加快建设高效的农村现代流通体系,同时要促进地区间合作交流,加强农产品流通枢纽建设,继续为农业发展蓄势赋能。

Thoughts and Prospects for Promoting Energy-Saving and Carbon Footprint Reduction in the Non-Ferrous Metal Industry

As the upstream of high-energy consumption industries such as metallurgy and chemical enterprises, the “carbon neutrality” ability of mining and mining enterprises can have a strong influence on the progress of China’s non-ferrous metal industry to achieve the “double carbon” goal. According to the Global Mining Development Report 2021, although mining occupies an important position in global economic development, it also accounts for 4% to 7% of global greenhouse gas emissions. Therefore, as an important part of promoting China’s economic development and energy structure transformation, mining will also face scale adjustment. By investigating and studying the carbon emission sources of mining enterprises at the current stage at home and abroad, the carbon neutrality method that has been implemented in mines, and the future low-carbon technologies to be developed, this paper provides the thoughts and prospects for promoting the development of green mines, as well as the reference value for the transformation of China’s mining industry.

服务业开放、数字化赋能与国际循环质量提升

服务业高水平对外开放及数字赋能,是我国进一步提升国际循环质量和水平的重要内容,也是构建新发展格局的有力抓手。自改革开放以来,我国服务业开放已历经45年,但服务贸易发展不均衡不充分的特征依旧明显。从生产成本,贸易成本,贸易方式、贸易对象和贸易主体等层面,对我国服务贸易开放发展进行数字化赋能,现阶段仍存在政策性壁垒较高等问题。从全球价值链分工的视角看,继续逐步降低服务要素流动的政策性成本,能够从全球价值链分工地位、全球价值链参与的安全性与稳定性以及国际经贸规则制定中的话语权等方面,提升我国的国际循环质量。此外,数字技术的发展同样能够以独立或者与服务业开放互动的形式促进我国国际循环质量的提升。

新发展格局下中国制造业合理占比的理论探讨

制造业是国民经济命脉所系。近年来,我国制造业增加值占GDP比重呈较大幅度下降趋势,“保持制造业比重基本稳定”成为未来产业发展政策的重要指导思想。然而关于制造业的合理占比尚未有一致的看法及统一的测算标准。应用计量统计方法的测算结果显示:在新发展格局下,为保障内需,我国制造业占比应长期维持不低于26.6%,这是制造业占比的底线值;为满足就业及国际市场需求,需增加制造业占比3.7个百分点,那么满足国内国际双循环,应保持我国制造业占比不低于30.3%。目前我国制造业占比已逼近临界值,应采取符合市场需求及经济发展规律的产业政策,以维持制造业合理占比的稳定。

跨境电商助力“双循环”经济发展研究与探讨

近年来,依托互联网技术和数字经济的发展,在国家政策的积极引导和基础设施的全面建设下,跨境电子商务产业发展势头强劲,已成为我国重要的贸易新业态、新模式,也是全球经济增长的新动能、新引擎,在国内国际“双循环”经济发展中扮演着重要角色。然而,当前国际政治大环境的恶化、新冠疫情以及跨境电商自身发展缺陷等因素,都对我国国内国际经济“双循环”的进一步良性发展产生了影响。因此,应积极参与构建经济贸易全球化、完善跨境电商行业监管体系、“校政企行”多方参与专业人才培养、创新拉动内需,从而释放国内经济发展的潜力,提高我国经济在全球范围内的竞争力。

“双循环”促进利用外资“稳中提质”的效应评估

受日趋复杂和严峻的外部环境变化冲击以及内部传统低成本优势不断丧失的影响,近年来,中国利用外资虽面临挑战,但与全球对外直接投资下滑相比却成功实现了“逆势上扬”,其根本逻辑在于“双循环”能够形成吸引外资的新优势。具体而言,超大本土市场规模优势下的产业配套能力提升和消费需求规模的扩大、更高开放水平下的国际循环畅通以及二者的相互作用,高度契合了全球价值链分工条件下跨国公司布局全球生产网络,尤其是布局高端生产环节和阶段的现实需求,在利用外资上即表现为“稳中提质”。在创新性地对国内国际双循环进行定量和有效测度的基础上,进一步开展的计量检验结果证实了上述理论预期的正确性,即“双循环”能够显著促进利用外资“稳中提质”,并且主要通过更加畅通的国内循环和国际循环及其二者相互促进的机制发挥作用。在经济全球化新形势下和中国迈入高质量发展新阶段后,为充分发挥外资在现代化建设中的作用,中国应加快构建新发展格局,依托超大本土市场规模优势,在实施扩大内需战略、加快国内市场一体化和制度创新的同时积极参与全球生产网络和价值链分工体系,以形成利用外资“稳中提质”的新优势。

以文旅融合促进大运河文化带流通供应链完善的策略研究——以京津冀运河段为例

2020年我国发布的《大运河文化和旅游融合发展规划》为相关城市发展以及有关产业更新提供了思路,运河沿线的商流在逐渐恢复和壮大。京津冀作为大运河主要流经区域,对运河文旅产业的发展也十分重视。文章主要通过文献研究法,以京津冀运河段为研究对象,通过对京津冀运河段文旅产业发展现状的分析,针对其所存在的问题,探讨以文旅融合促进大运河文化带流通供应链完善的策略。

工厂化循环水养殖模式对大口黑鲈肌肉营养成分和挥发性风味物质的影响

为探究工厂化循环水养殖模式对池塘养殖的大口黑鲈肌肉营养成分和挥发性风味物质的影响,将池塘养殖的大口黑鲈成鱼移入到工厂化循环水养殖系统中进行暂养,分别于暂养第1天、第10天、第20天和第30天进行取样,测定分析大口黑鲈的肌肉营养成分和挥发性风味物质。结果显示:在工厂化循环水系统中暂养不同时间对大口黑鲈肌肉中粗蛋白质和粗脂肪含量无显著影响(P>0.05),但对肌肉中氨基酸总量以及二十碳五烯酸(EPA)和二十二碳六烯酸(DHA)的含量有显著影响(P<0.05),均在暂养第30天时含量最高,且显著高于暂养第1天、第10天和第20天时(P<0.05);采用氨基酸评分(AAS)和化学评分(CS)对大口黑鲈肌肉必需氨基酸进行营养评价,AAS模式下不同暂养时间的大口黑鲈第一限制性氨基酸均为缬氨酸,CS模式下第一限制性氨基酸均为甲硫氨酸+胱氨酸。通过构建工厂化循环水系统暂养不同时间的大口黑鲈肌肉中挥发性风味物质的指纹图谱,发现肌肉中2-庚酮、2-戊酮、2-丁酮、环戊酮、1-辛烯-3-醇、1-己醇等愉悦气味物质含量随着工厂化循环水暂养时间的延长而增加。综上可知,将池塘养殖的大口黑鲈成鱼移入到工厂化循环水系统中暂养可提高大口黑鲈肌肉营养品质及风味,是一种有效提高大口黑鲈成鱼品质的技术措施,建议在池塘养殖大口黑鲈成鱼的品质提升上推广应用。
