Revitalizing Old Industrial Base of Northeast China:Process, Policy and Challenge 被引量:8

Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a backward region by contrast with the coastal areas. This paper elaborates the evolutionary process of the old industrial base of Northeast China, analyses the main reasons for the decline, gives a preliminary evaluation on the revitalizing polices in recent years, and points out major long-term challenges for future revitalization. It concludes that for Northeast China, a relative declining area: 1) it is indispensable to get the long-term policy support from the central government; 2) system reform and structure adjustment are the crucial strategies, particularly the reform of the large and medium state-owned enterprises; and devel-oping new industries is as important as upgrading traditional advantaged industries; 3) the local governments should play an indirect role, avoiding from any unnecessary intervention on economic activity; and 4) social security and investment climate must be improved simultaneously. In addition, the author stresses that the lack of knowledge on the nature of old industrial base had led to failures of the past initiatives, and revitalizing the old industrial base should be treated as a holis-tic regional project including economy growth, society progress and environment improvement. 展开更多

The industrial sector has accounted for approximately 70%of China's total energy consumption over the past 30 years.Achieving green development is thus an important strategic goal of the Chinese industrial sector.The Chinese government has adopted various energy policies to facilitate industrial green development.Due to their different goals,these policies may have different impacts on the promotion of green development in the industrial sector.Using panel data on 31 provinces from 2007 to 2014,we examine the effects of three types of energy policies—renewable energy,energy conservation,and industrial upgrading—on industrial green development in China,measured using reduced energy intensity.Our empirical findings suggest that all three types facilitate industrial green development.However,effectiveness varies by policy type and region.Renewable energy and energy conservation policies have stronger impacts than policies aiming at upgrading traditional fossil fuel industries.Moreover,it takes longer for the effectiveness of industrial upgrading policies to be manifested,compared with the other two types.We discuss the implications of these empirical findings for future policymaking in promoting industrial green development. 展开更多

New industrialization in China, different from its past economic development pattern or patterns in developed nations, is the country’s theoretical innovation based on the positive and negative experiences of industrialization at home and worldwide. New industrialization has various novel characteristics, including new sources of efficiency, new factors of production, new organizational forms, and new constraints. In addition, it has certain particularities arising from modernization with Chinese characteristics. This article summarizes the characteristics of new industrialization from the perspectives of people-centered approach, quality-first concept, independent innovation, green low-carbon economics, digital-real integration, and open circulation. There are four systems for promoting new industrialization: A self-sustained scientific and technological system, a high-end advanced manufacturing system, a green low-carbon circular system, and a division of labor system with domestic and international circulation. The Chinese new industrialization proposes the pathway and policy measures considering the new global situation and the requirements of new goals of strengthening organization and leadership, reducing factor cost, accelerating independent technological innovation, smoothing domestic and international circulation, and optimizing competition environment. 展开更多

The policy orientation promoted by the government in agricultural industrialization management is pointed out: formulating a series of macro-management planning to guide and regulate agricultural industrialization operation; fully playing the comprehensive coordinating role of "economic manager"; making and carrying out relevant laws and regulations to normalize the implementation of agricultural industrialization management. To implement the industrial management of agriculture and promote the construction of new countryside, governments at all levels should eliminate the institutional barriers, transform governmental functions gradually and prioritize planning, regulation, service and supervision, changing from merely management to playing the role of market mechanism. Since the Eleventh Five-Year Plan,the Chinese government has issued a series of policies to support the development of the coalbed methane (CBM) (coalmine gas) industry.These policies concern prices,taxes,subsidies,resource management,and foreign cooperation,and the Chinese government strongly promoted the smooth start of China's CBM industry.It is difficult to develop CBM in China becauseof the low-output of single wells.Meanwhile,since CBM's sale price is also low,the benefits of development are poor.Coupled with the high cost of capital,poor foreign cooperation management and other adverse factors,the coalbed methane production targets in the two five-year plans have failed one after another.In order to solve the difficult problems restricting the development of the CBM industry and to accelerate its development,this paper interprets the current main policies and analyzes their implementation and outcomes.The results show that:China's CBM industry will issue policies to promote the 'three gas production' in coal measures and address the lag in the development of blocks for foreign cooperation,financial support will be taken for exploration and developmen t,further raising the sale price of CBM,and adjustment will be oriented towards making continued efforts to tackle key scientific and technological problems. 展开更多

A restricted development zone is a type of main functional area which provides agricultural products and ecological products, assures the supply of national agricultural products and the stability of ecosystems, as well as safeguards the ecological functions and agricultural functions of wider regions by restricting its own development. Therefore scientific, complete and operable industrial policy support is needed. Restricted development zones are distributed widely in western China. With the restriction of their main functions, differential industrial policies should be implemented in the development of the restricted development zones: Dealing well with the relationship between industrial development and ecological protection, developing special industries which are friendly to resources and environment and appropriate for local conditions, guiding and encouraging industries to learn from regions with favorable development conditions, orderly withdrawing industries and enterprises adverse to main functions, facilitating industrial structure upgrading, optimizing industrial organization, improving industrial technological level and rationalizing industrial layout. 展开更多

China’s Climate Policy:Mandate-Based vs.Market-Based Approaches

Mandate-based and market-based mechanisms represent two primary approaches to achieving policy objectives,yet the debate over their relative effectiveness remains unresolved.The mandate-based approach is exemplified by pilot programs for low-carbon provinces and cities,referred to as“Low-Carbon Pilot Provinces/Cities”,while the market-based mechanism is reflected in pilot programs for carbon emissions trading markets,or“Carbon Trading Pilot Programs”.This paper employs event study analysis to compare the carbon emission reduction impacts of these two approaches.Our findings reveal that the Low-Carbon Pilot Provinces/Cities achieved emissions reduction primarily by curbing economic output,without significantly reducing carbon emissions intensity.In contrast,the Carbon Trading Pilot Programs led to an increase in total carbon emissions by driving economic growth,even as they reduced carbon emissions intensity.A heterogeneity analysis further indicates that the emissions reductions observed in the Low-Carbon Pilot Provinces/Cities were predominantly concentrated in economically less-developed regions,whereas the increase in carbon emissions associated with the Carbon Trading Pilot Programs was more significant in regions with lower initial carbon emissions intensity.Against the backdrop of China’s efforts to achieve its carbon peak and neutrality goals,this paper offers valuable insights for the design of effective climate policies. 展开更多

Digital Economy and Corporate Innovation-Washing--An Empirical Study on How Information Mitigates Policy Distortion

As stated in the Report to the 20th National Congress of the Communist Party of China(CPC),innovation remains at the heart of China’s modernization drive,and it is vital to optimize the allocation of innovation resources,deepen structural scientific and technological reforms,and enhance the overall performance of China’s innovation system.Government incentives have boosted firm R&D and innovation efforts;however,they have also triggered an innovation dilemma where enterprises,capitalizing on their informational advantages,resort to innovation-washing behaviors that undermine the intended purpose of the policies.Based on the information asymmetry theory,this paper conducts an empirical study on how the digital economy affects firms’innovation-washing behavior.The development of the regional digital economy could suppress firm innovation-washing behavior in the region,and such a mitigation effect is primarily caused by an increase in the number of digital industry professionals.According to our heterogeneity analysis,the digital economy has a greater impact on firm innovation-washing behavior for certain types of enterprises,including non-state-owned enterprises(non-SOEs),small and medium-sized enterprises(SMEs),enterprises in less competitive industries,and enterprises in unfavorable business environments.Our mechanism analysis revealed that the digital economy may restrain innovation-washing behavior by reducing information asymmetry between enterprises and external stakeholders.In terms of economic outcomes,the digital economy has the potential to directly influence firm innovation output while also indirectly mitigating the subsequent decline in innovation output by discouraging innovation-washing.This paper enriches the research findings on how the digital economy breaks down“information silos”and offers a potential solution to the“emphasis on input and quantity over quality and efficiency”phenomenon in science and technology innovation practices. 展开更多

In recent years,the issues of sustainable development in general and enterprise's sustainable development have always been given special attention by government management agency,including small and mediumsize industrial enterprises.The study conducted a survey of 316 industrial SMEs in three regions of the North,Central and South of Vietnam with the main survey subjects being managers in enterprises.The main purpose of the study is to assess the impact of the government support policies compared to other factors developed in the research model affecting the sustainable development of small and medium-sized industrial enterprises(SMEs)in Vietnam.In this research,the authors employed exploratory factor analysis to identify 4 factors affecting the sustainable development of SMEs.The research results show that the government support policies have an important role but not strongly influence human resource factors,financial factor and social responsibility(SR)policies of enterprises in their sustainable development for industrial SMEs in Vietnam. 展开更多

Using data from the 11th to 14th Five-Year Plan periods(2006-2025),this study applies a Difference-in-Differences(DID)approach to assess the impact of industrial policy withdrawal.Industries that have faced policy withdrawal for over a decade are categorized as the treatment group,while consistently supported industries form the control group.The analysis examines how withdrawal affects firm total factor productivity(TFP)and investment behavior.The results show that policy withdrawal boosts firm TFP by reducing over-investment and improving the efficiency of R&D spending.This effect is particularly evident in industries with strong,competitive leading firms.Additionally,in regions with lower levels of marketization,timely policy withdrawal plays a key role in curbing over-investment.This study also highlights a dual effect of policy withdrawal:while it fosters corporate social responsibility,it may also encourage financial speculation.These findings suggest that the implementation of industrial policy should provide“timely assistance”over a limited timeframe rather than long-term support to well-established industries.As industries mature,policy support should be gradually reduced or phased out to avoid over-investment and enhance firm efficiency. 展开更多

Industrial transformation and green production(ITGP) is a new 10-year international research initiative proposed by the Chinese National Committee for Future Earth. It is also an important theme for adapting and responding to global environmental change. Aiming at a thorough examination of the implementation of ITGP in China, this paper presents its objectives, its three major areas, and their progress so far. It also identifies the key elements of its management and proposes new perspectives on managing green transformation. For instance, we introduce a case study on cement industry that shows the positive policy effects of reducing backward production capacity on PCDD/Fs emissions. Finally,to develop different transformation scenarios for a green future, we propose four strategies: 1) policy integration for promoting green industry, 2)system innovation and a multidisciplinary approach, 3) collaborative governance with all potential stakeholders, and 4) managing uncertainty,risks, and long-time horizons. 展开更多

China’s long-term,low-emission development goals will hinge on effective low-carbon policies.Therefore,it is valuable to evaluate the costs and benefits of low-carbon policy packages to ensure that low-carbon development concepts and strategies can be well integrated into the policy making process.This work uses the Low-carbon Policy Assessment(LPA)model to assess long-term costs and benefits of climate and energy policies in China under the reference(RS)scenario and the low-carbon(LC)scenario,which includes 25 additional climate and energy policies.In the LC scenario,both energy-related CO2 emissions and total greenhouse gas(GHG)emissions peak around 2030,achieving China’s Nationally Determined Contribution(NDC)target.Of the policies included in the LC scenario,the five with the highest GHG mitigation potential beyond China’s existing policies are:fluorinated gas(F-gas)substitution,a renewable portfolio standard,carbon pricing,carbon capture utilization and storage(CCUS),and a fuel economy standard for heavy duty vehicles(HDVs).In addition to reducing GHG emissions,these policies decrease particulate emissions and associated premature deaths,which would otherwise reduce China’s GDP by nearly 1.5%in 2050.Together,these policies have the potential to promote significant low-carbon prosperity in China. 展开更多
