The digital economy,as a new emerging economic form,has become an important power for realizing Chinese-style modernization and promoting green development in China.This paper measures the digital economy and low-carb...The digital economy,as a new emerging economic form,has become an important power for realizing Chinese-style modernization and promoting green development in China.This paper measures the digital economy and low-carbon transition index based on the data of 30 provinces in China from 2013 to 2020 and analyzes the mechanism and path of the digital economy affecting low-carbon transition using the fixed effect panel data model and the threshold effect model.It is found that,(1)The digital economy and low-carbon transition in China are various in different regions,with characteristics of being unbalanced and insufficient.(2)The digital economy significantly promotes low-carbon transition,with the greatest influence in the Central region,followed by the Eastern region and the Western region.Under different dimensions,the development of informatization and digital transactions promote low-carbon transition,but the development of the internet plays an inhibiting role.(3)The higher the degree of urbanization and environmental regulation,the greater the influence of the digital economy on low-carbon transition.展开更多
The pursuit of improved quality of life standards has significantly influenced the contemporary mining model in the 21st century.This era is witnessing an unprecedented transformation driven by pressing concerns relat...The pursuit of improved quality of life standards has significantly influenced the contemporary mining model in the 21st century.This era is witnessing an unprecedented transformation driven by pressing concerns related to sustainability,climate change,the just energy transition,dynamic operating environments,and complex social challenges.Such transitions present both opportunities and obstacles.The aim of this study is to provide an extensive literature review on energy transition to identify the challenges and strategies associated with navigating transformations in energy systems.Understanding these transformations is particularly critical in the face of the severe consequences of global warming,where an accelerated energy transition is viewed as a universal remedy.Adopting a socio-technological systems perspective,specifically through the application of Actor Network Theory(ANT),this research provides a theoretical foundation while categorising challenges into five distinct domains and outlining strategies across these different dimensions.These insights are specifically tailored for emerging market countries to effectively navigate energy transition while fostering the development of resilient societies.Furthermore,our findings highlight that energy transition encompasses more than a mere technological shift;it entails fundamental changes in various systemic socio-economic imperatives.Through focusing on the role of social structures in transitions,this study makes a significant and innovative contribution to ANT,which has historically been criticised for its limited acknowledgement of social structures.Consequently,we propose an emerging market energy transition framework,which not only addresses technological aspects,but also integrates social considerations.This framework paves the way for future research and exploration of energy transition dynamics.The outcomes of this study offer valuable insights to policymakers,researchers,and practitioners engaged in the mining industry,enabling them to comprehend the multifaceted challenges involved and providing practical strategies for effective resolution.Through incorporating the social dimension into the analysis,we enhance the understanding of the complex nature of energy system transformations,facilitating a more holistic approach towards achieving sustainable and resilient energy transitions in emerging markets and beyond.展开更多
As a major solution to climate change,the low-carbon transition of energy systems has received growing attention in the past decade.This paper presents a bibliometric review of the literature on the low-carbon transit...As a major solution to climate change,the low-carbon transition of energy systems has received growing attention in the past decade.This paper presents a bibliometric review of the literature on the low-carbon transition of energy systems from an engineering management perspective.First,the definition and boundaries of the energy system transition are clarified,covering transformation of the energy structure,decarbonization of fossil fuel utilization,and improvement in energy efficiency.Second,a systematic search of the related literature and a bibliometric analysis are conducted to reveal the research trends.It is found that the number of related publications has been growing exponentially during the past decade,with researchers from China,the United Kingdom,the United States,Germany,and the Netherlands comprising the majority of authors.Related studies with interdisciplinary characteristics appear in journals focusing on energy engineering,environmental science,and social science related to energy issues.Four major research themes are identified by clustering the existing literature:(1)low-carbon transition pathways with different spatiotemporal scales and transition constraints;(2)low-carbon technology diffusion with a focus on renewable energy technologies,pollution control technologies,and other technologies facilitating the energy transition;(3)infrastructure network planning for energy systems covering various sectors and regions;and(4)transition-driving mechanisms from the political,economic,social,and natural perspectives.These four topics play distinct but mutually supportive roles in facilitating the low-carbon transition of energy systems,and require more in-depth research on designing resilient low-carbon transition pathways with coordinated goals,promoting low-carbon technologies with cost-effective and reliable infrastructure network deployment,and balancing multi-level risks in various systems.Finally,business models,nongovernment actors,energy justice,deep decarbonization,and zero-energy buildings are recognized as emerging hot topics.展开更多

Indeed, this policy has effectively increased the output of agricultural produce, safeguarded national food security, and enhanced agricultural production capabilities. However, China's agriculture is yet to become internationally competitive, increase efficiency and farmers' income, and improve the quality and safety of agricultural produce. Various transportation systems have been developed in recent years.In this study,an artificial society model is developed to examine the combination of transportation policies in urban areas.In this model,each trip ma...Various transportation systems have been developed in recent years.In this study,an artificial society model is developed to examine the combination of transportation policies in urban areas.In this model,each trip maker selects the primary and terminal transportation modes.An artificial society model is applied to the southeastern region of Osaka City,Japan.The effects of introducing BRT(bus rapid transit,primary transportation)and on-demand buses(terminal transportation)are investigated.The results confirm that BRT is used by a certain number of users.An increase in the use of BRT will increase the amount of walking,thus resulting in a healthy city.However,on-demand buses are rarely used as terminal transportation.Additionally,the development of bicycle parking stations near BRT stops is shown to be effective in the northern section of the BRT route.展开更多

China’s long-term,low-emission development goals will hinge on effective low-carbon policies.Therefore,it is valuable to evaluate the costs and benefits of low-carbon policy packages to ensure that low-carbon develop...China’s long-term,low-emission development goals will hinge on effective low-carbon policies.Therefore,it is valuable to evaluate the costs and benefits of low-carbon policy packages to ensure that low-carbon development concepts and strategies can be well integrated into the policy making process.This work uses the Low-carbon Policy Assessment(LPA)model to assess long-term costs and benefits of climate and energy policies in China under the reference(RS)scenario and the low-carbon(LC)scenario,which includes 25 additional climate and energy policies.In the LC scenario,both energy-related CO2 emissions and total greenhouse gas(GHG)emissions peak around 2030,achieving China’s Nationally Determined Contribution(NDC)target.Of the policies included in the LC scenario,the five with the highest GHG mitigation potential beyond China’s existing policies are:fluorinated gas(F-gas)substitution,a renewable portfolio standard,carbon pricing,carbon capture utilization and storage(CCUS),and a fuel economy standard for heavy duty vehicles(HDVs).In addition to reducing GHG emissions,these policies decrease particulate emissions and associated premature deaths,which would otherwise reduce China’s GDP by nearly 1.5%in 2050.Together,these policies have the potential to promote significant low-carbon prosperity in China.展开更多
Optimal policies in Markov decision problems may be quite sensitive with regard to transition probabilities.In practice,some transition probabilities may be uncertain.The goals of the present study are to find the rob...Optimal policies in Markov decision problems may be quite sensitive with regard to transition probabilities.In practice,some transition probabilities may be uncertain.The goals of the present study are to find the robust range for a certain optimal policy and to obtain value intervals of exact transition probabilities.Our research yields powerful contributions for Markov decision processes(MDPs)with uncertain transition probabilities.We first propose a method for estimating unknown transition probabilities based on maximum likelihood.Since the estimation may be far from accurate,and the highest expected total reward of the MDP may be sensitive to these transition probabilities,we analyze the robustness of an optimal policy and propose an approach for robust analysis.After giving the definition of a robust optimal policy with uncertain transition probabilities represented as sets of numbers,we formulate a model to obtain the optimal policy.Finally,we define the value intervals of the exact transition probabilities and construct models to determine the lower and upper bounds.Numerical examples are given to show the practicability of our methods.展开更多
As a crucial environmental reform system to realize“carbon peaking”and“carbon neutrality”,the pilot policy of low-carbon cities(LCCs)puts pressure and challenges on high-carbon emitting enterprises(HCEEs)while pro...As a crucial environmental reform system to realize“carbon peaking”and“carbon neutrality”,the pilot policy of low-carbon cities(LCCs)puts pressure and challenges on high-carbon emitting enterprises(HCEEs)while providing opportunities for these firms to take the path of independent transformation.Employing the data of Chinese listed enterprises from 2006 to 2016 and adopting a difference-in-differences(DID)model,we evaluated the impact of LCC construction on the upgrading of HCEEs and its mechanisms.The results indicate that LCC construction enhances the upgrading of HCEEs in the pilot cities.The conclusions remain stable after a series of robustness tests.The mechanism analysis reveals that LCC construction triggers the upgrading of HCEEs by promoting resource allocation efficiency,R&D investment,and green technology innovation.The heterogeneity results indicate that this positive effect is more pronounced for HCEEs in regions with more stringent environmental law enforcement.This study also observes that the upgrading impact is more promi‐nent for state-owned enterprises,enterprises with higher bargaining power,and enterprises whose managers have a long-term vision.The above results provide directions for upgrading HCEEs and replicable evidence for cities in developing economies to fulfill the win-win target of environmental protection and economic transfor‐mation.展开更多

The solution to this problem has been the hotspot of research in land and environmental science. We took 'low carbon', 'energy saving' and 'high-efficiency' as the goals of land use optimization,and integrated Markov-CA(Cellular Automaton),the Grid-Fractal model and GIS,in order to study carbon emission objective function,to establish a simulation method for land use spatial allocation optimization,to evaluate the effect of the method on carbon emissions. Regulation policy on three types of land use spatial allocation was proposed,including 'low-carbon type', 'low-carbon-economic type' and 'economic type'. We applied the method to analyze the land use spatial allocation in Taixing City of the 'Yangtze River Delta' regions in China,and obtained the following results:(i) The three optimization types would improve carbon emissions by 3. 21%,1. 80% and 0. 36% respectively in 2020,compared with 2010;(ii) The actual planning for 2020 was close to the 'low-carbon-economic type';(iii) The optimization method and regulation policy,combining local optimization and global control,could meet the sustainable multi-objective requirements for low-carbon constraints of land use spatial allocation. The result of this research could also serve as a reference for exploration into patterns of regional low-carbon land use and measures for energy saving and emission reduction.展开更多

In this context, two major trade and investment agreements that could lead to profound influence on low-carbon energy systems development around the Asia-Pacific region are the Regional comprehensive economic partnership (RCEP) consisted of the Association of Southeast Asian Nations (ASEAN) plus Australia, China, India, Japan, New Zealand, and Republic of Korea and the Belt and road initiative (BRI) initiated by China. In order to have a smooth transition to low-carbon energy systems in Asia, besides RCEP and BRI, it is imperative to boost private sector investment. Success of encouraging private sector investment depends on appropriate government policies towards promoting innovations and reducing financial risks to private investors. The research questions that are examined in this study are: What type of policy measures affects trade in low-carbon transition, particularly renewable energy (RE) transition? How can investment signals and incentives be reframed to scale up private finance in RE? 文摘As a major solution to climate change,the low-carbon transition of energy systems has received growing attention in the past decade.This paper presents a bibliometric review of the literature on the low-carbon transition of energy systems from an engineering management perspective.First,the definition and boundaries of the energy system transition are clarified,covering transformation of the energy structure,decarbonization of fossil fuel utilization,and improvement in energy efficiency.Second,a systematic search of the related literature and a bibliometric analysis are conducted to reveal the research trends.It is found that the number of related publications has been growing exponentially during the past decade,with researchers from China,the United Kingdom,the United States,Germany,and the Netherlands comprising the majority of authors.Related studies with interdisciplinary characteristics appear in journals focusing on energy engineering,environmental science,and social science related to energy issues.Four major research themes are identified by clustering the existing literature:(1)low-carbon transition pathways with different spatiotemporal scales and transition constraints;(2)low-carbon technology diffusion with a focus on renewable energy technologies,pollution control technologies,and other technologies facilitating the energy transition;(3)infrastructure network planning for energy systems covering various sectors and regions;and(4)transition-driving mechanisms from the political,economic,social,and natural perspectives.These four topics play distinct but mutually supportive roles in facilitating the low-carbon transition of energy systems,and require more in-depth research on designing resilient low-carbon transition pathways with coordinated goals,promoting low-carbon technologies with cost-effective and reliable infrastructure network deployment,and balancing multi-level risks in various systems.Finally,business models,nongovernment actors,energy justice,deep decarbonization,and zero-energy buildings are recognized as emerging hot topics.
文摘China is Korea’s main trade partner in East Asia and one of its key economic and trade partners worldwide.The two countries have complementary industrial structure and a long history of trade exchanges.However,against the backdrop of a return to global trade protectionism and the politicization of international affairs with Yoon Suk-yeol coming to power,South Korea has undertaken a strong trade shift toward the United States(US),triggering a change in the pattern of economic cooperation in East Asia and challenging the regional trade structure.A review of the trade policy agenda of the Yoon Suk-yeol administration toward the US and China,along with a comparative review of Korea’s foreign trade stance under Moon Jae-in,allows for an analysis of the turnaround and characteristics of Yoon’s trade policy toward China during his tenure.The implications for global trade governance and regional security are further analyzed with an aim of finding a Nash equilibrium in trade cooperation among East Asian countries.

China's low-carbon transition must include industry structure adjustment, energy saving and efficiency increases, energy structure improvement, carbon sink development, adaptation capability, and low-carbon pilot schemes.Low-carbon urbanization is a key measure in China's low-carbon transition. China's urbanization faces high-carbon risks. Thus, this study presents a roadmap for transforming urbanization into a low-carbon one. The transition to low-carbon urbanization is a common trend in the developing world. There is a lot of room for international cooperation.
文摘Many cities in the world are aspiring to have a world-class, sustainable public transport system. However, the cost of building new mass transport systems, especially metro projects, is so high it can lead to the postponement of such projects. New mass transit modes such as Bus Rapid Transit (BRT), Trackless Tram (TT) and suspended systems are continuously emerging. Some of the new emerging modes can deliver high capacity that can be equivalent to Light Rail Transit and Metro Systems but with significantly less cost. This research is meant to develop a comprehensive approach for comparing & assessing several aspects of different mass transit modes. Different research tools, including in-depth literature review, content, and case study analysis, multicriteria assessment, benchmarking and efficiency analysis, are used to reach conclusions for optimum mass transit options from different perspectives.
文摘During 2010-2011, Myanmar started its political transition. The U Thein SeinAdministration has made obvious policy adjustments towards China after it replaced the Mili-tary government. However, such adjustments were limited, as Myanmar hasn't totally lean tothe West, but keeping relatively closer political contact with China. Empirical analysis showsthat political institu6on and ideology are not the key reasons leading to such adjustments?China-Myanmar relations had undergone fluctuation, osdlla6on and stability during 2011-2016, the root causes of which are the legality of political power, national security based ongeopolitics and economic development demands of" Myanmar people. Moreover, those threefactors remain the primary considerations of the NLD Government when it handling relationswith China.
文摘The primary contradiction facing China's agricultural development has shifted from the previous undersupply to structural contradictions. This paper dissects these structural contradictions in terms of sectoral structure, product structure, organizational structure, technical structure, trade structure and spatial structure. Since reform and opening-up in 1978, China has followed a growth-oriented agricultural policy to ensure steady yield increase. Indeed, this policy has effectively increased the output of agricultural produce, safeguarded national food security, and enhanced agricultural production capabilities. However, China's agriculture is yet to become internationally competitive, increase efficiency and farmers' income, and improve the quality and safety of agricultural produce. As China's agricultural development enters into a new stage of comprehensive transition and upgrade, it is essential for China's agricultural policy to shift from the progrowth policy characterized by the dependence on chemical fertilizers and pesticides to an efficiency and quality-oriented policy that pursues green agriculture.
文摘Given the global focus on green and low-carbon development and the increasing prominence of digital finance,it is particularly important to explore how to leverage digital finance to achieve these environmental goals.This study,through mechanism analysis,deeply examines how China’s digital finance promotes green and low-carbon development and elucidates the positive interaction between digital finance and the green industry.The study found that digital finance,through more flexible and efficient financial functions,alters the cost structure of carbon emissions,and reduces the risks and costs of green investments,thereby creating a cooperative green mechanism benefiting all parties,and guiding social groups toward a green and low-carbon transformation.Additionally,the rapid development of digital finance has strengthened the implementation of environmental protection policies,effectively promoted the expansion of the environmental protection industry,and established the green ethos as a mainstream concept in financial development.This study aims to provide reference perspectives and suggestions,assist policymakers in promoting the green and lowcarbon development of digital finance,and offer insights into the integrated development of digital finance and the green environmental protection industry.

文摘Various transportation systems have been developed in recent years.In this study,an artificial society model is developed to examine the combination of transportation policies in urban areas.In this model,each trip maker selects the primary and terminal transportation modes.An artificial society model is applied to the southeastern region of Osaka City,Japan.The effects of introducing BRT(bus rapid transit,primary transportation)and on-demand buses(terminal transportation)are investigated.The results confirm that BRT is used by a certain number of users.An increase in the use of BRT will increase the amount of walking,thus resulting in a healthy city.However,on-demand buses are rarely used as terminal transportation.Additionally,the development of bicycle parking stations near BRT stops is shown to be effective in the northern section of the BRT route.
文摘Green and low-carbon transition has become an important development direction for future global economy and society.President XI Jinping pointed out that it is necessary to incorporate the goal of peaking carbon emissions and achieving carbon neutrality into the overall plan for economic and social development and ecological civilization construction.This is a major strategic decision made by the CPC Central Committee in consideration of both the international and domestic situations,and has been highly praised by the international community.It will contribute to the pursuit of the goals of high-quality development and ecological progress,inject strong impetus into the international response to climate change and the full and effective implementation of the Paris Agreement,and add new momentum to the post-epidemic global green recovery as well as the building of a community for all life on earth.However,the realization of the dual carbon target is very challenging,facing with multiple constraints such as technology,capital and system.At the same time,it needs to coordinate the relationships between short-term and long-term,development and emission reduction,and international and domestic.This paper organically combines the long-term low-carbon development strategy with the two phased goals of socialist modernization,and puts forward the timetable,roadmap and priorities for China's dual carbon targets.Moreover,it provides countermeasures and suggestions to promote the orderly implementation of the dual carbon strategic goals from six aspects:industrial structure,energy structure,technological innovation,regional coordination,institutional policies and international cooperation.

文摘Since 2017,Finland and China have been developing a future-oriented partnership based on mutual economic and business interests.The starting point for this work is the recognition of significant differences in size,culture,and political as well as economic systems between the two sides.The Sino-Finnish cooperation in energy transition can provide a good example of mutually beneficial partnership where countries complement each other in terms of knowhow and resources.This paper brings together the main findings from the policy study on energy transition in Finland and China.It aims to identify potential policy initiatives for expanding Sino-Finnish cooperation towards green growth.
文摘The"Dual Carbon"Goal is one of the critical strategic tasks in China's new stage of development,and fiscal and tax policies play an essential role in promoting the"dual carbon target"process.Currently,China's fiscal and taxation policies to encourage the realization of the"dual carbon"target are faced with problems such as the lack of budgetary and tax regulation means and the lack of investment in the energy conservation industry.Throughout the mature experience of Britain,the United States,Japan,and other countries,although different,they all chose to levy carbon tax and tax incentives as the path to promote energy transformation.To further encourage energy conversion,China can choose to establish a carbon tax mechanism and promote and improve low-carbon preferential policies and other diversified fiscal and tax policies.

文摘China’s long-term,low-emission development goals will hinge on effective low-carbon policies.Therefore,it is valuable to evaluate the costs and benefits of low-carbon policy packages to ensure that low-carbon development concepts and strategies can be well integrated into the policy making process.This work uses the Low-carbon Policy Assessment(LPA)model to assess long-term costs and benefits of climate and energy policies in China under the reference(RS)scenario and the low-carbon(LC)scenario,which includes 25 additional climate and energy policies.In the LC scenario,both energy-related CO2 emissions and total greenhouse gas(GHG)emissions peak around 2030,achieving China’s Nationally Determined Contribution(NDC)target.Of the policies included in the LC scenario,the five with the highest GHG mitigation potential beyond China’s existing policies are:fluorinated gas(F-gas)substitution,a renewable portfolio standard,carbon pricing,carbon capture utilization and storage(CCUS),and a fuel economy standard for heavy duty vehicles(HDVs).In addition to reducing GHG emissions,these policies decrease particulate emissions and associated premature deaths,which would otherwise reduce China’s GDP by nearly 1.5%in 2050.Together,these policies have the potential to promote significant low-carbon prosperity in China.

文摘Optimal policies in Markov decision problems may be quite sensitive with regard to transition probabilities.In practice,some transition probabilities may be uncertain.The goals of the present study are to find the robust range for a certain optimal policy and to obtain value intervals of exact transition probabilities.Our research yields powerful contributions for Markov decision processes(MDPs)with uncertain transition probabilities.We first propose a method for estimating unknown transition probabilities based on maximum likelihood.Since the estimation may be far from accurate,and the highest expected total reward of the MDP may be sensitive to these transition probabilities,we analyze the robustness of an optimal policy and propose an approach for robust analysis.After giving the definition of a robust optimal policy with uncertain transition probabilities represented as sets of numbers,we formulate a model to obtain the optimal policy.Finally,we define the value intervals of the exact transition probabilities and construct models to determine the lower and upper bounds.Numerical examples are given to show the practicability of our methods.

文摘As a crucial environmental reform system to realize“carbon peaking”and“carbon neutrality”,the pilot policy of low-carbon cities(LCCs)puts pressure and challenges on high-carbon emitting enterprises(HCEEs)while providing opportunities for these firms to take the path of independent transformation.Employing the data of Chinese listed enterprises from 2006 to 2016 and adopting a difference-in-differences(DID)model,we evaluated the impact of LCC construction on the upgrading of HCEEs and its mechanisms.The results indicate that LCC construction enhances the upgrading of HCEEs in the pilot cities.The conclusions remain stable after a series of robustness tests.The mechanism analysis reveals that LCC construction triggers the upgrading of HCEEs by promoting resource allocation efficiency,R&D investment,and green technology innovation.The heterogeneity results indicate that this positive effect is more pronounced for HCEEs in regions with more stringent environmental law enforcement.This study also observes that the upgrading impact is more promi‐nent for state-owned enterprises,enterprises with higher bargaining power,and enterprises whose managers have a long-term vision.The above results provide directions for upgrading HCEEs and replicable evidence for cities in developing economies to fulfill the win-win target of environmental protection and economic transfor‐mation.

文摘Land use and cover change(LUCC) is one of the important causes of the Earth’s carbon cycle imbalances resulting from failure in optimizing land use. The solution to this problem has been the hotspot of research in land and environmental science. We took 'low carbon', 'energy saving' and 'high-efficiency' as the goals of land use optimization,and integrated Markov-CA(Cellular Automaton),the Grid-Fractal model and GIS,in order to study carbon emission objective function,to establish a simulation method for land use spatial allocation optimization,to evaluate the effect of the method on carbon emissions. Regulation policy on three types of land use spatial allocation was proposed,including 'low-carbon type', 'low-carbon-economic type' and 'economic type'. We applied the method to analyze the land use spatial allocation in Taixing City of the 'Yangtze River Delta' regions in China,and obtained the following results:(i) The three optimization types would improve carbon emissions by 3. 21%,1. 80% and 0. 36% respectively in 2020,compared with 2010;(ii) The actual planning for 2020 was close to the 'low-carbon-economic type';(iii) The optimization method and regulation policy,combining local optimization and global control,could meet the sustainable multi-objective requirements for low-carbon constraints of land use spatial allocation. The result of this research could also serve as a reference for exploration into patterns of regional low-carbon land use and measures for energy saving and emission reduction.
文摘Companies bear primary responsibility for low-carbon economy,thus relevant low-carbon policies should be set properly to guide them and to ensure their low-carbon production effectively.To solve the problems generated during low-carbon development,this article verifies the existence of the transmission path and strength.This verification includes mediating variables of companies'willingness and capacity to conduct low-carbon production,a transmission mechanism through incentive path and resources protection,and questionnaire data of agricultural companies.Conclusions show that the lowcarbon policies have obvious positive effects on willingness of corporation;the basic service-oriented policy has a significantly promoting effect on low-carbon production capacity;and low-carbon production performance is positively influenced by willingness as well as capability.Aiming at a better transmission path,some corresponding recommendations have been put forward in the end.
文摘How to ensure energy supply and reduce environment pollution have turned into governments’ top priorities and key factors to maintain sustainable development. In this context, two major trade and investment agreements that could lead to profound influence on low-carbon energy systems development around the Asia-Pacific region are the Regional comprehensive economic partnership (RCEP) consisted of the Association of Southeast Asian Nations (ASEAN) plus Australia, China, India, Japan, New Zealand, and Republic of Korea and the Belt and road initiative (BRI) initiated by China. In order to have a smooth transition to low-carbon energy systems in Asia, besides RCEP and BRI, it is imperative to boost private sector investment. Success of encouraging private sector investment depends on appropriate government policies towards promoting innovations and reducing financial risks to private investors. The research questions that are examined in this study are: What type of policy measures affects trade in low-carbon transition, particularly renewable energy (RE) transition? How can investment signals and incentives be reframed to scale up private finance in RE? The objective is to investigate and to provide several feasible trade policy and investment policy tools for both national and regional markets that governments could adopt to accelerate the speed of private financing of the low-carbon energy industry, particularly the RE industry.
文摘The evolution history of energy utilization around the world shows that a clean and low-carbon utilization of energy is the inevitable approach for dealing with climate change and for constructing a harmonious ecosystem.This paper focuses on the strategy options in China's energy-mix transition period based on an analysis of the global energy development trend.It is proved that using clean energy forms is critical to the realization of an energy transition in the country.As a result,natural gas is a practical choice,and structural reforms may help to bring its potential into full play.
