A“Three-index”Seismic Performance Evaluation Method Based on Sino-US Seismic Code

The Code for Seismic Design of Buildings(GB50011-2010)in 2016 and the method of seismic performance-based design for high-rise buildings in the Guide for Performance-based Design of High-Rise Buildings(TBI2017)are compared.In view of the characteristics and limitations of the seismic performance index set by the Sino-US seismic code,a“three-index”performance index system and evaluation process considering the displacement angle of the structural interlayer,the plastic damage degree of components and the plastic strain of material is put forward;combining the example of time-history analysis of a out-of-code high-rise building under the rare earthquakes is verified.The results show that the method of seismic performance evaluation by using deformation control index in Sino-US seismic code is relatively simple;however,both are lacking in the setting of specific components and the whole structure level respectively.The"three-index"system can comprehensively and quantitatively evaluate the seismic performance of out-of-code high-rise buildings.

Research on the Performance Evaluation Index System of Frontier County Governments in China ——Taking Hekou County as an Example

At present, the overall economic and social development of our country is fast, but the rate of development of the remote land and territories in the land is still far behind the speed of the inland and the east. This has also triggered a series of frontier issues. This requires our frontier government to strengthen border governance, seize the opportunity to meet challenges, and at the same time we must also strengthen the assessment of the governance capacity of the frontier government. This article hopes that through the actual investigation and study of frontier counties and the consideration of border issues according to local conditions, a set of performance evaluation index system for frontier county-level governments will be proposed, which will help the frontier government in border control.

Simplified stiffness-based approach for seismic performance evaluation of moment-resisting frame

Based on the concept of stiffness degradation, a damage index of the whole frame and the storey is proposed for the frame seismic performance evaluation. The index is compatible with the non-linear static analysis （e. g. the pushover analysis）, and the structural damage is considered via plastic hinges. Simultaneously, a practical approach is developed to obtain the relationships between the proposed index and earthquake intensities based on the capacity spectrum method. The proposed index is then illustrated through two low-rise reinforced concrete frames, and it is also compared with some other indices. The results indicate that the proposed index is on the safe side and not sensitive to the lateral load pattern. The storey index is helpful to reflect the storey damage and to uncover the position of the weak storey. Finally, the relationship between performance levels and damage index values is also proposed through statistical analysis for the performance-based seismic evaluation.

Research on Evaluating Index of Lightning Protection Safety Performance of High Voltage Overhead Transmission Line

In order to improve the lightning protection performance of transmission lines, lightning protection management has been divided into every tower that lightning protection performance has been evaluated respectively. According to factors such as landform, span, tower type, grounding resistance, isolator type, and so on, relative ratio of tripping operation of every tower in the line has been calculated to evaluate its lightning protection safety performance, it is beneficial to operation maintenance and lightning reconstruction of transmission lines.

Eco-city Planning and Practices from the Perspective of Environmental Performance Evaluation

By reviewing researches on environmental performance evaluation of current eco-city construction, this paper analyzed characteristics and deficiencies of the evaluation methods and index systems, and took Haizhu Eco-city for example to assess the environmental performance of eco-city construction from the perspectives of land, water environment, regional weather, and biodiversity. On this basis, a scientific, objective and feasible evaluation method and index system was basically formed so as to demonstrate the efficiency of eco-city construction, and to provide scientific support for the dynamic adjustment and optimization of eco-city construction.

Application of Fuzzy Comprehensive Evaluation on COGAG Power Plant of Performance

A fuzzy comprehensive evaluation of COGAG power plant performance is given by using a method of fuzzy mathematics, and multilevel fuzzy evaluation model is set up. Taking a naval ship as an example, the major parameters related to COGAG power plant performance are obtained by computer simulation, and a set of synthetic performance evaluation index system is established. The result shows that the strong fuzzy propulsion system performance indexes can be quantified by this fuzzy evaluation model in order to provide the reference for choosing the optimal design of ship propulsion system.

Performance Evaluation of Listed Companies in New-Energy Automotive Industry

As one of the national strategic emerging industries, new-energy-automobile industry has been caused people’s attention increasingly. Therefore, improving the new energy industry listing corporation performance, not only can alleviate the pressure on energy and the environment, but also can conducive to accelerating the transformation and upgrading of the automotive industry. Moreover, it can foster new economic point of growth and international competitiveness. This essay uses the super efficiency DEA model and Malmquist index method to analyze the performance of new-energy-automotive industry listing corporation. The data is from Year 2011 to 2013. Finally according to the conclusion of the empirical research, this paper made several suggestions to improve the operational efficiency of China’s new energy automobile enterprises and promote new energy-automobile industry.

Establishment and application of performance evaluation model for collection and transportation system of municipal solid waste

On the basis of analyzing the typical waste collection and transportation mode,the evaluation index system for performance of the waste collection and transportation system was proposed with three grades,which related to six factors,such as economic evaluation,high efficient evaluation,environmental impact assessment,resource evaluation,evaluation of security and emergency,evaluation of management and society. With the performance evaluation theory,the performance evaluation model of waste collection and transportation system was constructed,which quantified the grading standard of index and determined the index weight in analytic hierarchy process (AHP). After evaluating the waste collection and transportation system of the main districts of Chongqing city,the results show that the it has an excellent performance evaluation grade with very high performance level of three indices involving evaluation of management and society,environmental impact assessment,evaluation of security and emergency and quite low performance level of two indices that include high efficient evaluation and economic evaluation.

A study on evaluation index system of the sponge city construction of Gui-An New District

The construction of sponge city, should effectively alleviate our country city water, strengthen the rainwater collection and utilization and transform urban development mode to the low impact development mode. In 2015, the pilot city of sponge city's construction has begun to take shape with the push of the Ministry of Housing and Urban-Rural Development of the Peoples' Republic of China, the Ministry of Finance and the Ministry of Water Resources. For the pilot cities, they should strengthen the performance evaluation process and play the leading role of the nation demonstration. Taking the aspects of sponge city project's management, runoff volume control into consideration, sponge city initially formed a set of scientific and objective evaluation index which is in order to reflect the effectiveness of Gui-An New Area's construction.What's more, through analyzing the sponge city's deficiency of the performance evaluation, I also carry out the work that need to put forward suggestions.

Performance evaluation of a micro turbo-expander for application in low-temperature solar electricity generation

A micro turbo-expander capable of high working speed was specially manufactured for use in an organic Rankine cycle (ORC).A series of tests were executed to examine the performance of the machine.In the experiment,the machine was tested under different inlet pressure conditions (0.2-0.5 MPa).Data such as the compressed air pressure,temperatures of the inlet and the outlet,rotational speed,and electric power generation were analyzed to discover underlying relationships.During the test,the rotational speed of the machine reached as high as 54 000 r/min,the peak value of the temperature drop between the inlet and the outlet reached 42 ℃,the maximum electric power generated by the motor-generator attached to the machine reached 630 W,and the efficiency of the machine reached 0.43.

Low Temperature Performance Prediction Model of Cold-Filled SMA-13 Asphalt Mixture

Sets of cold-filled SMA-13 asphalt mixture were designed by means of orthogonal design method. The bending and low temperature creep tests of the cold-filled SMA-13 asphalt mixture were carried out. The related models of the fractal dimension and the road performance evaluation index including low temperature bending failure strain εB and bending strength RB are established by using fractal theory. The model can be used to predict the low temperature performance of cold-filled SMA-13 asphalt mixture according to the design gradation, which can reduce the test workload and improve the working efficiency, so as to provide the reference for engineering design.

A PERFORMANCE EVALUATION INDEX SYSTEM FOR MULTIMEDIA COMMUNICATION NETWORKS AND FORECASTING FOR WEB-BASED NETWORK TRAFFIC

This paper presents a new index system for the performance evaluation and network planning of multimedia communication systems using measurement on actual systems to support several different traffic types. In this index system, we develop an expert system to evaluate the performance of such multimedia communication networks including channel utilization and call blocking probability and packet delay, and apply the network planning methods to optimize the networks and forecast the demand of the growing multimedia communications systems. Two important planning problems for the multimedia communication systems are presented: optimization problem for construction of the world system and forecast problem for increasing traffic demands. We first discuss analysis methods, performance measures for the multimedia communication systems. Then, we describe network planning methods for the multimedia communication systems and give some efficiency network planning methods. Finally, we present some results studied in traffic forecast for the campus network and show the effectiveness of these methods.

公立医院党建与业务融合评价指标体系应用研究

目的:科学评价公立医院党业融合成效,分析医院总体表现与党业融合程度的相关关系,明确党业融合引领公立医院发展作用机制,为推动公立医院高质量发展提供理论和实践依据。方法:利用前期研究构建的党业融合评价指标体系,选取11所北京市属医院作为样本,收集其2021年指标体系相关数据,计算每所医院党业融合加权总得分及排名,并与其2021年北京市医院管理中心市属医院绩效考核成绩排名进行Spearman相关分析,与2019-2021年医院绩效考核成绩变化进行对比,探究党业融合程度与医院绩效表现的关系。结果:11所医院2021年指标总得分排名与其绩效排名Spearman相关系数为0.6,呈高度相关,且结果具有显著性。11所医院2019-2021年排名变化与2021年党业融合程度具有较高一致性。结论:公立医院党业融合程度与医院表现高度相关,做好深度党业融合可为医院高质量发展提供坚强保障。

Performance Evaluation Method for Automated Driving System in Logical Scenario

With the continuous improvement of automated driving technology,how to evaluate the performance of an automated driving system is attracting more and more attention.Meanwhile,with the creation of scenario-based test methods,the traditional evaluation index based on a single test can no longer meet the requirements of high-level safety verification for automated driving system,and the performance evaluation of such a system in logical scenarios will be the mainstream.Based on the scenario-based test method and Turing test theory,a performance evaluation method for an automated driving system in the whole parameter space of a logical scenario is proposed.The logical scenario parameter space is partitioned according to the risk degree of concrete scenario,and the evaluation process in different zones are determined.Subsequently,the anthropo-morphic index in the safe zone and the collision-avoidance index in the danger zone are defined by comparing test results of human driving and ideal vehicle motion.Taking front vehicle low-speed and cut-out scenarios as examples,two automated driving algorithms are tested in the virtual environment,and the test results are evaluated both by the proposed method and by human observation.The results show that the results of the proposed method are consistent with the subjective feelings of humans;additionally,it can be applied to scenario-based tests and the verification process of an automated driving system.

Multiple indicators and analytic hierarchy process(AHP)for comprehensive performance evaluation of exhaust hood

Indicators are the basis for judging the working performance of exhaust hood and capture performance are usually used as the only indicator.An evaluation index system including three factors of cooking oil fumes(COF)instantaneous capture,health risk impact and thermal comfort was proposed to assess the comprehensive performance of exhaust hood in the present study.The primary capture efficiency(PCE)of formaldehyde,the PCE of particulate matter with the diameter less than or equal to 2.5μm(PM_(2.5)),the incremental lifetime cancer risk(ILCR)of formaldehyde,the ILCR of PM_(2.5)and the predicted mean vote(PMV),which can all be quantified with the aid of computational fluid dynamics(CFD),were selected as the indicators.And the analytic hierarchy process(AHP)method was introduced to perform the comprehensive performance evaluation of exhaust hood.The performance of two exhaust hood structures(grille and orifice type)with three exhaust rates(3000,4000,and 5000 m^(3)/h)in two cooking zones of a university canteen kitchen were evaluated.The result showed that the reduction of ILCR of COF exposure is the most important to the performance of exhaust hood.The comprehensive performance of orifice exhaust hood with exhaust rate of 4000 and 5000 m^(3)/h are optimal;the orifice exhaust hood with exhaust of 3000 m^(3)/h and grille exhaust hood with exhaust rate of 5000 m^(3)/h are moderate;the grille exhaust hood with exhaust rate of 3000 and 4000 m^(3)/h are low.Decision-making priorities based on comprehensive and individual performance are not exactly the same in the two cooking zones.It is necessary to use the index system to evaluate the comprehensive performance of exhaust hood that considers the impact on human health and thermal comfort.

上面层改性沥青混合料低温性能综合对比评价

【目的】分析足尺路面试验环道所用7种上面层细粒式改性沥青混合料的低温性能。【方法】通过小梁低温弯曲、中梁线收缩系数和法国M2F梯形梁动态模量3种室内试验开展研究及相关性分析,并应用多指标试验结果的无量纲归一化赋权求和法进行综合对比评价。【结果】最大弯拉应变、应变能密度、线收缩系数、复模量和相位角均可作为改性沥青混合料低温性能的合理评价指标;对比改性沥青类型,采用低温延性强的SBS改性沥青制备的混合料低温性能最优,橡胶沥青混合料的次之,掺抗车辙剂能增强SBS改性AC类混合料的低温性能;对比矿料合成级配,SMA类的低温性能最优,SBS改性AC类中粗集料含量越低,其低温性能越好;多孔排水式高黏SBS改性PAC类具有优良的黏弹性和低温收缩性能。【结论】评价结果可为环道沥青路面低温性能长期监测对比提供参考。

高水平专业群建设产出绩效评价指标体系构建研究

高水平专业群建设绩效评价既是衡量“双高”建设成效的必然要求,也是促进高职院校内涵式发展的迫切需要,还是下一轮双高计划建设单位遴选的重要举措。依据教育部和财政部相关文件,提出了高水平专业群建设绩效评价体系框架。在对产出指标选用原则分析的基础上,选出了9个二级指标下的备选三级指标;运用DEMATEL分析法,对备选三级指标进行优化,确定了产出指标下的评价体系和权重。通过高水平专业群建设绩效评价体系的构建,引导专业群建设方向始终指向“双高计划”总体目标,有效提升专业群的人才培养质量与服务能力。

基于光环境影响的皮影戏表演效果评价研究

皮影戏表演画面效果评价对于演出装置的改良及表演效果的提升具有重要意义,至今未有学者进行研究。本研究在16种照明环境下对32名受试者进行心理物理实验,对色彩鲜艳度、细节清晰度、表现力与吸引力三种视觉属性进行主观评价获得相应评分,分析照明指标参数与主观视觉评价之间的相关性。初步研究表明,3500 K为最佳色温,白炽灯光源中100 W功率最佳,LED光源2800~4500 K色温下照度达到200 lx时主观评价最高,5300 K以上的LED光源需要搭配更高的照度,照度与GAI_BB_8的线性组合可以实现对皮影戏表演画面呈现效果的有效评价。研究成果初步确定了不同光环境下皮影戏演出的最佳照明条件,为皮影戏表演画面效果的量化评价及演出装置的改良提供了参考。
