Based on the analysis of cost of water, this paper explores which types of cost should be reflected in the water pricing enhancing the sustainability of water resources. The principle of full cost pricing in which the cost should include supply cost, opportunity cost and externalities is proposed as a means to achieve the sustainability of water resources. In a case study of Beijing, low water price is analyzed as one reason for unsustainable water consumption. Thus water pricing justified is necessary and pressing. It is proposed to justify water price in phased manner and eventually towards full cost pricing. The assessment of impacts on water resources by raising water price shows water pricing could alleviate the conflict between water supply and demand. This paper concludes that water pricing can play an effective role in enhancing the sustainability of water resources in Beijing.展开更多

In addition, Beijing has experienced a prolonged period of consecutive droughts f...Beijing, the capital city of China, has suffered from acute water shortage, with only 300 m3/a of water resources available per capita. In addition, Beijing has experienced a prolonged period of consecutive droughts from 1999 to 2010. Water crisis has constrained the socio-economic development of Beijing. Meanwhile, the national "South-to-North Water Transfer"(STNWT) project, which is expected to provide some relief to the water crisis in Beijing, is still under development. In order to ensure the security of water supply in Beijing before the completion of the STNWT project, several measures have been implemented to cope with droughts, including pumping groundwater from emergency well fields,water saving, recycling of water, rain and flood water harvesting, and the diversion of water from neighboring rivers and groundwater basins. Groundwater from four emergency well fields contributes the most to the public and domestic water supplies in Beijing, supplying a total volume of 1.8×10;m;.The water crisis is supposed to be mitigated by the completion of the STNWT project. After the completion of this project, more sustainable management of water resources will be implemented,including the use of aquifers as groundwater reservoirs and conjunctive use of surface water and groundwater resources.展开更多
The article used general equilibrium model to analyze the change of gross domestic product and industry output affected by water resources policies in Beijing City by using GEMPACK soft tool.The article researches on ...The article used general equilibrium model to analyze the change of gross domestic product and industry output affected by water resources policies in Beijing City by using GEMPACK soft tool.The article researches on rules of water supply and demand,evaluating water resources,building water resources input and output table,establishing water computable general equilibrium model and stimulating water policy.The stimulation gives a scenario that increases water price by 10%.The result shows the following aspects.First,water resources policy infects gross domestic product and industry output in different ways.There are different behaviors in different industries as to the water policy. Agriculture industry has the same tendency as water price change and it has more sensitive to water quantity than to water price.For basic energy industries such as oil and chemistry and gas,they show diversity tendency.As to some high water consumer industry such as paper and textile etc.,water resource economic policy can infect them greatly and can promote them to accomplish more water-saving technology.Waste water and construction and service industries show the same tendency as to water policy.Second,government should pay more attention to water resource policy by macro economic administration.The simulation also shows that the output and supply and consumer price change more than expect as to water policy in a free market economic in water industry.So as to a government policy maker,one should be more carefully and prepare suitable forecast and plan to water policy and its negative impact.展开更多

Taking Beijing City as an example, this paper analyzes supply and demand relationships and upper limits for the growth of land resources during the process of urban development. By analyzing dominant factors and trends in the demand for land resources, this paper gives preliminary estimates on the minimum size of the land demand in Beijing in view of constructing a World City. According to the basic characteristics of supply and demand relationships for land, current land use in Beijing is confronting a grim situation of conflict between supply and demand. We also point out maximum growth and three types of constraints on land resources. Last, we propose solutions to resource and environmental bottlenecks, and urban disease amid urban development.展开更多
