Analysis of standardization of community security fund management-Taking practice of community security fund management in Wuhou district of Chengdu as an example

The Chengdu community security funds refer to the special security funds for urban and rural community development and governance in Chengdu.At present,there are some problems in the use of community security funds,such as low participation of residents,and low efficiency of fund use.Taking the exploration of standardization of community security fund management in Wuhou district,Chengdu city,as an example,this paper suggests further strengthening the use and management of community security funds by means of standardization,ensuring the democratic,open,and transparent use of funds,and effectively enhancing the supporting role of community security funds in community governance.

Strategies for Cultivating Public Funded Targeted Normal Students Based on Goal Management Theory : A Case Study of East, West and North Guangdong

Public funded targeted normal students are an important component of China's teacher team construction.Since its implementation in 2007,a large number of outstanding rural teachers who have been striving on the front line of education have been trained.Based on the theory of goal management,this paper explores the problems and countermeasures in the training of public funded targeted normal students.It strives to solve the problems of low willingness to teach and high default rates among public funded normal students,and hopes that the suggestions proposed in this paper can further promote the effective implementation of policies for public funded normal students.

Multiple Hierarchy Decision Analysis of Science Funds Management System

This article discusses a multiple hierarchy decision analysis in which the Analytic Hierarchy Process and Delphi method were combined with practice of funds management so as to obtain a scientific management system. The design procedures and a practical example have been given to verify the feasibility. The work was supported by China National Natural Science Foundation (NNSF), and the introduced procedures have been used in some departments of the NNSF.

Analysis on management of philanthropic endowment in Chinese universities

Philanthropic endowment, along with government allocation, tuition fee and extra income, is one of the four major means for funding higher education in China. Research on philanthropic endowment is at its beginning stage, and so it is not yet well known. With a view to providing some useful information to our government, universities and society, this paper aims at making a brief analysis of the status quo and management of philanthropic endowment in Chinese universities.

How selected primary schools in rural New Zealand manage their financial resources of limited government funding in order to effectively meet their schools objectives

This study evaluates the extent to which primary schools in a region of New Zealand are challenged by limited funds to enable the effective management and performance of their school. The study involved interviews with school principals and analysis of their schools＇ financial statements. The aim of this project is to gain a current understanding of the issues and challenges facing primary schools in a defined region （Waikato） to see whether the trends identified in national research studies, confirms the problem that schools are underfunded. The results of the current study identified the issues experienced by the Waikato schools and in most cases supported previous research findings. The findings of the current study also suggest that schools share the dilemmas associated with limited government funding and rely significantly on local funding sources to achieve their basic objectives. Although schools may be effective in the management of their school objectives, there is more government funding required to relieve the pressures and challenges.

基于SWOT分析的综合医院国家自然科学基金资助情况和管理工作分析

分析国家自然科学基金项目的资助情况对科研管理工作的进一步提升具有重要意义。本文对广东某大型重点综合医院2011—2022年科学基金项目的申请资助情况进行描述性分析,包括申请项目类别、所属学科、负责人年龄、职称、性别等。研究结果显示,“十二五”以来,该医院共申请国自然项目2791项,获批项目522项。申报数和资助数的年均增速保持稳定,资助总额逐渐增长,且以青年项目和面上项目为资助主体。该医院在消化系统、肿瘤学、神经系统等领域的资助表现乐观,显示出学科优势。通过SWOT分析方法,我们对医院的科研资助与管理工作进行了态势分析,提出科研项目精细化管理、跨学科交叉融合建设以及人才培育的具体建议。这些系统性的梳理和建议对同类型综合医院的学科发展和人才培养有重要参考价值。

Applications of,and Experiences with,the Norwegian Model in Finland

The purpose of this article is to describe the development, components and properties of a publication indicator that the Ministry of Education and Culture in Finland uses for allocating direct core funding annually to universities. Since 2013, 13% of the core funding has been allocated on basis of publication indicator that, like the Norwegian model, is based on comprehensive national level publication data that is currently provided by the VIRTA publication information service. In 2015, the publication indicator was complemented with other components of the Norwegian model, namely, quality-weighted publication counts based on national Publication Forum authority list of the publication channels with ratings established by experts in the field. The funding model allocates around 1.6 billion euros annually to universities with the publication indicator annually distributing over 200 million euros. Besides the funding model, the indicator provides comparable data for monitoring the research performance of Finnish universities, fields and subunits. The indicator may also be used in the universities' local funding models and research management systems, sometimes even at individual level evaluation. Positive and negative effects of the indicator have been extensively discussed and speculated. Since 2011, the Finnish universities' productivity appears to have increased in terms of both quantity and quality of publications.

Study on Improving Development Strategies of New Rural Social Pension Insurance System in Heilongjiang Province

Since 2009, the new rural pension insurance in Heilongjiang Province has obtained certain achievements, but the effects are not obvious. Reflection on the development process, we find that there are a lot of problems. Therefore, in order to guarantee the smooth implementation of new rural social pension insurance work in Heilongjiang Province, this paper combined with the reality to provide several suggestions for improving the new rural social pension insurance system in Heilongjiang Province.

The Relation between Performance and Flows of Mutual Funds: Case of the Croatian Fund Market

With pre 2008 euphoria and present depression, inflows to open investment funds and outflows from it shaped general market conditions on the Croatian fund market. This article studies the relationship between performance of open ended investment funds and inflows (outflows) to them on Croatian funds data in an environment without long fund data history, with small number of funds and relatively illiquid underlying equity market. The results suggest that the driving forces behind funds’ flows encompass the combined influence of present month fund’s performance and persistency of past performances. At the end of our analysis we test the significance of the introduced explanatory variables on the data sets that include data for each particular fund. The significance of the introduced explanatory variables varies among different funds, although a general level of the explanatory power is maintained on average.

‘Smart’copycat mutual funds:on the performance of partial imitation strategies

Using a novel measure of stock-level trade imitation,we uncover‘smart’copycats:fund managers that use their own information when beneficial,and otherwise imitate other managers’better trades.Contrary to previous research,we find that these partial imitation strategies lead to outperformance.Our‘Copycat Score’combines the propensity to imitate and to lead trades.Funds at the high and low ends of the score outperform all others.The Copycat Score is persistent in time,related to other measures of skill,and a good predictor of fund performance.We conclude that smart copycatting is another skill of successful fund managers.

Development and Performance Trends of Malaysian Unit Trusts

Unit trust is a collective investment scheme for investors, who seek to meet their long-term investment objectives for better returns with diversified portfolios. Unit trust is one of the largest sources of funding in Malaysia and plays a significant role in financial development and economic growth. The objective of this paper is to provide an overview of the development and the performance trends of unit trust investment schemes in Malaysia. There are several types of unit trust products available in Malaysia： both conventional as well as Islamic unit trust schemes （UTSs）. The rapid growth of investment management industry over the last 10 years was largely driven by the unit trust industry, in which the net asset value （NAV） grew annually by 18.0% from RM43.3 billion in 2000 to RM226.8 billion in 2010. The penetration rate of the unit trust industry rose from 10.0% in 2000 to 17.8% in 2010.
