The objective of this research is to analyze the issues and challenges of capacity building for Konni producers in the context of AHA management reform in Niger. The methodological approach adopted is based on documentary research and field surveys with all the actors directly concerned with the management of the Konni irrigated perimeter. A total of 448 people were interviewed in all the localities selected. Direct observation and interview are the two field data collection techniques adopted. The data collected was processed and on the basis of the established diagnosis, the training needs were identified. The results show that there are several experiences in terms of training and capacity building of actors in charge of the management of irrigation systems at the Konni AHA level. However, the sustainability of the perimeter is threatened by various crises. The main themes that founded the first training were related to the mobilization, transport and distribution of irrigation water, operation and maintenance, and setting and collection of the fee. In view of the expectations of operators, future issues and challenges, the training modules are increasingly oriented towards social management, the integration of gender in management and environmental impacts. Even if technical progress is possible, the real lever is organizational and requires the professionalization of irrigators. This process requires a new pedagogical approach aimed at irrigators.展开更多

Data collection methods included discussions with key informants at the regional and district levels, consultations with village level stakeholders and potential collaborators, review of human resources data both at regional, district and ward levels and collection of individual staff bio-data including capacity deficiencies. The staffing situation at the regional and district levels was considered to be adequate for effective mainstreaming of SLM interventions in the region. Staffing at ward and village levels was very poor and largely inadequate for sustainable execution of extension services. It is optimistically estimated that on average the staffing at ward level needs to be increased by at least 50%. In some districts the deficiency of extension staff at ward level was as high as 80%. Training needs exist at all levels from the region down to community level. At the regional and district levels both long and short term training programs were required. At the community level required training is more practical and purely focused in mainstreaming SLM interventions at individual households and community lands. Potential collaborators with local government were identified in four main categories namely, NGOs/CBOs, private sector, government departments and faith-based organizations. The study recommends a capacity building program on specific knowledge gaps identified at regional, district, ward and village levels. The study further recommends that immediate measures need to be taken by the district authorities to address the staffing problem at ward level including recruitment of volunteers and developing collaboration framework with identified potential partners.展开更多

As one of the largest landholders in Australia, the Australian Defence Force (ADF) is increasingly concerned with sustainable environmental management. This paper focuses on how the ADF is maintaining effective environmental management, especially in environmentally sensitive marine protected areas. It uses Shoalwater Bay Training Area (SWBTA) as a research example to examine environmental management strategies conducted by the ADF. SWBTA is one of the most significant Defence training areas in Australia, with a large number of single, joint and combined military exercises conducted in the area. With its maritime component contained in the Great Barrier Reef Marine Park (GBRMP), the Great Barrier Reef World Heritage Area (GBRWHA), and abutting Queensland's State Marine Parks, it has high protection values. It is therefore vital for the ADF to adopt environmentally responsible management while they are conducting military activities. As to various tools employed to manage environmental performance, the ISO 14001 Environmental Management System (EMS) is widely used by the ADE This paper exanlines military activities and marine environmental management within SWBTA, using the Talisman Saber (TS) exercise series as an example. These are extensive joint exercises conducted by the ADF and the United States defence forces. The paper outlines relevant legislative framework and environmental policies, analyses how the EMS operates in environmental management of military activities, and how military activities comply with these regulations. It discusses the implementation of the ADF EMS, including risk reduction measures, environmental awareness training, consultation and communication with stakeholders. A number of environmental management actions used in the TS exercises are presented to demonstrate the EMS application. Our investigations to this point indicate that the ADF is complying with all relevant legislation and policies. Further research is required to confirm compliance and conclude that military activities have good accord with environmental management objectives.展开更多

Experimental part of the study has been carried out in the course of training camps and competitions since 2010. Forty Russian national teams in 15 winter and 3 summer Olympic sports participated in the research. Theoretical concepts set forth in the works of Anthony Stafford Beer made a basis of a system of control and management developed for the Russian national winter sports teams. In particular, a five-level system was applied to control athletic training. The authors point out that a system of control over athletic training in elite sport teams should take into account a few important issues: (1) each sport, team and athlete has distinctive features; (2) various aspects of athletic training and their interrelation must be aimed at raising effectiveness of training according to individual training plans; (3) coaches and sport managers must be provided with real-time information necessary for development of long-term and short-term training plans and their timely correction.展开更多

This is done through an efficient use of existing sources of explicit and tacit knowledge in the field of vocational occupational safety and health (OSH) training. This project identifies three specific research steps for the development of the knowledge management framework of the information technology-based approach for improving occupational safety training of young workers, including: (1) the development of the conceptual model of the flow of explicit knowledge of OSH; (2) evaluation of the effectiveness of formal and explicit knowledge sources for OSH and training methods using these sources in the context of attitudes towards health and safety at work; and (3) verification of the proposed model of vocational training with the use of combined explicit and hidden knowledge. The proposed framework includes consideration of the effectiveness of the formal and informal sources of safety knowledge. A mapping from the formal sources of explicit knowledge about the occupational safety to expected attitudes (hidden knowledge) towards OSH outcomes, including emotional, cognitive, and behavioral aspects has been used. The above framework should help to improve the system of vocational training for young workers in Poland.展开更多

Iran is located in a region prone to earthquake hazard and has faced several tragic earthquakes in its history which have led to mortalities and destruction of natural and socio-economic resources. Several researches have shown the positive effect of training in decreasing negative impacts of disasters. In societies where people are properly trained and obtain necessary information about how to react in case of earthquake or other natural disasters, the rate of fatalities would be significantly decreased. Earthquake is not a preventable natural disaster. So the only way to decrease its negative consequences would be effective preparedness. Public training is the main way of enhancing the awareness to the whole society and is the core of disaster planning. In this research, the aim is to evaluate the effect of training on the knowledge and practice of people vulnerable to earthquakes.展开更多

As a result, it is hard to motivate those project members who may be strongly oriented toward self-management. Furthermore, for R&D projects that use the stage-gate approach, because there are multiple evaluation barriers, there may be distortions in the behavior or the training of R&D personnel. For human resource training in R&D projects, it is important to educate managers and project members in quality-cost-delivery or project-management-body-of-knowledge methods, but this is not enough. For successful R&D, it is also important to consider approaches that will enable personnel to acquire high-level tacit knowledge related to project management (PM) and practical wisdom (i.e., phronesis). If comprehensive human resource training that fosters the learning of PM-related knowledge and management by belief (MBB) is possible, this holds forth the prospect of effective human resource training methods for R&D projects. The present research examines the human resource training process for R&D projects by using a PM phronesis acquisition model. We confirmed the effectiveness of the PM phronesis acquisition model proposed in this research by testing in an actual R&D project.展开更多

This simulator is composed of independent simulation server and operator consoles and can be used for network analysis, network operation, fault management and evaluation. TDAS DB is duplicated online to the simulation server keeping the data security. The system can model distribution network penetrated with distributed generations (DG) using the real data from the TDAS DB. Network fault scenarios are automatically generated by calculating fault current and generating fault indicators. Also, manual entry of cry wolf alarm is available. Moreover, operation solution for scenario of fault isolation and service restoration is generated automatically so that trainee can check their operation result. Operator actions during training session are saved and can be played back as well as displayed on one-line diagram pictures.
文摘The article presents wide experience in controlling athletic training aimed at preparation of the Russian national teams for major international competitions. The authors point out that a system of control over athletic training in elite sport teams should take into account a few important issues: (1) each sport, team and athlete has distinctive features; (2) various aspects of athletic training and their interrelation must be aimed at raising effectiveness of training according to individual training plans; (3) coaches and sport managers must be provided with real-time information necessary for development of long-term and short-term training plans and their timely correction.
文摘This paper aims to develop a novel knowledge management framework for improving the system of pro-safety attitudes among young worker population in Poland. The above framework should help to improve the system of vocational training for young workers in Poland.
文摘Disasters have been defined as ecological disorders or emergencies, which lead to disease incidence, damage or injury and loss of property. In this research, the aim is to evaluate the effect of training on the knowledge and practice of people vulnerable to earthquakes.
文摘Research and development (R&D) projects often employ management by objectives (MBO) as a way to make steady progress toward diffficult-to-reach targets. We confirmed the effectiveness of the PM phronesis acquisition model proposed in this research by testing in an actual R&D project.
