Preliminary Study on Management of Agricultural Scientific Research Projects in the New Situation

Project management of agricultural scientific research institutions is an important section of agricultural scientific research plan management. It is of great significance for sustainable development of scientific research work of scientific research institutions. According to a series of opinions and notices about scientific and technological system reform issued by the state,and combining current situations of management of scientific research projects in scientific research institutions,this paper made a preliminary study on management of agricultural scientific research projects in the new trend. Finally,on the basis of the current situations of management of agricultural scientific research projects,it came up with pertinent recommendations,including strengthening communication and cooperation and actively declaring projects,strengthening preliminary planning of projects and establishing project information database,reinforcing project process management,ensuring on-time and high quality completion of projects,and strengthening learning and improving quality of management personnel.

A Study on the Funding Management of Agricultural Scientific Research Project in the New Situation

The agricultural scientific research project funding is an important prerequisite for the implementation of agricultural scientific research project,and an essential basic condition to support agricultural research. 学科服务视角下高校科研人员科学数据管理问题及解决策略研究

在数据密集型科学范式兴起的背景下,提出以提升科研人员数据管理效能为目标的新型学科服务内容,引导图书馆解决科研人员数据管理问题,深化服务内涵。采取问卷调研的方法,探索科研人员数据管理现状,梳理现存管理问题,了解数据服务需求。调研发现,清晰的数据管理作用认知、良好的元数据工具应用、充分的元数据服务提供均有助于解决科研人员数据管理问题,提升其数据管理效能。在此基础上,结合数据管理生命周期理论和各学科数据服务需求特征,提出以元数据为基础的科学数据学科服务体系建设作为建议策略。

高校附属医院开展有组织科研实践探索与思考

目的:探讨高校附属医院如何开展有组织科研实践,为深化科研体制改革、提升科研创新能力提供借鉴。方法:分析有组织科研的内涵和意义,并以华中科技大学同济医学院附属同济医院为研究对象,系统梳理其开展有组织科研的实践经验。结果:华中科技大学同济医学院附属同济医院积极探索有组织科研模式,在统筹规划、资源整合、团队建设、评价机制等方面实施系列举措,取得显著工作成效,发挥了高校附属医院在科技创新和服务国家战略需求中的重要作用。结论:高校附属医院应充分利用自身优势,强化顶层设计,优化资源配置,在多学科交叉融合、临床研究导向、医教研协同以及管理机制创新等关键环节持续发力,加速提升科技创新能力,推动医院高质量发展。

Multiple Objectives under Uncertainty:IRGSD-FD Method

This paper is devoted to study the multiobjective system programming under the assumption that some of the problem parameters are random variables. A method called Interactive Reference Goal Satisfied Degree and Feasible Degree (IRGSD-FD) is developed to solve stochastic multiobjective problems. It is an interactive method providing a so-called `dialogue' between the user and the model, the decision maker having the option conducting the search process for the (α, β)-efficient solutions by modifying the initial conditions according to the partial results obtained. During the iterations, the decision maker can improve upon the reference goal or called aspiration level already attained by one objective function as well as upon the probability of reaching the corresponding objective or called satisfied degree (or both), or/and the probability of satisfying the constraint or called feasible degree already attained by the constraint. Finally, the application of IRGSD-FD method in the resource allocation problem is discussed with a case study for project investment management.

Universities and Global Market

The article interested in the universities in the global market. Author briefly describes the situation of the many universities of the point of view of education, research, orientation, system of financing and management of the universities. The whole article is based on the author＇s practical experiences. The research objective was to determine how the professional community is looking at private universities and state universities. It was based on the opinion of the quality of graduates and the number of academic staff who are working at state universities These academics have mostly negative view of private universities as well as the knowledge of graduates of these private schools. However, the opinion ofstaffin practice, especially managers in manufacturing companies, trading companies, companies selling services, as well as senior officials in government, are not so negative. By contrast in certain areas such as marketing, business, management, Information and Communication Technology etc., was rather neutral or positive. The politicians were interested about these information with regard to educational reform （reform of universities is still not actual--note the author） and the expected necessary cuts of spending to higher education from the state budget. Unfortunately, the research project due to political changes in 2009 was not completed and obtained only partial results. Despite of this fact the author decided to process the article below Opinions on the topic of public vs. private univeristies were mainly obtained informally from experts from academic area （both public and private）, managers, various specialists, but also from the students themselves. In conclusion man can say that the demand for people who are able to quickly demonstrate their knowledge in practice is still stronger. The title becomes second-rate （unfortunately not quite in the public and state administration）. Very strong demand is the active practice of communication in English （it fulfilles especially private universities） Graduates of technical universities in the classical fields are sought less in the labor market. Very high pressure is developed by state universities to private. This implies a lack of professors and associate professors who can work in full time at private universities which are more flexible and better adapt to labor market requirements. Stronger position have private universities that are in any way connected with foreign partners from developed countries

数据和需求双重驱动的高校图书馆精细化科研评价服务研究--以北京师范大学图书馆为例

文章以北京师范大学图书馆为例,介绍了数据和需求双重驱动的精细化科研评价服务实践和取得的创新与突破,梳理了全生命周期科研成果数据管理方案,总结了基于管理决策需求、学科和学院需求、学术研究需求、人才评估需求和社会用户需求形成的多元科研评价需求体系,以及在此基础上提供的评价服务。旨在分享交流高校图书馆科研评价服务的经验,为提高服务质量,促进高校加强科研管理,以及进一步开展相关问题研究提供思路和参考。

面向数据素养提升的高校图书馆研究数据管理服务——以美国科罗拉多州高校图书馆为例

【目的/意义】研究数据管理服务是科研范式变革下我国高校图书馆正在探索和推广的一项服务。【方法/过程】通过实地调研和网络调研,梳理美国科罗拉多州高校图书馆研究数据管理服务状况,分析其服务方式和特征。【结果/结论】美国科罗拉多州高校图书馆研究数据管理服务的共同点在于侧重用户数据素养提升,在分析产生这一特点的原因后,结合国内高校研究数据管理服务数据素养开展情况,提出了我国高校图书馆开展研究数据管理服务的建议。

“双一流”大学教师国际学术影响力研究——结构、评价指标及影响因素

构建大学教师国际学术影响力的三维评价指标和量表,对中国37所“双一流”大学教师进行了国际学术影响力抽样调查和测评。通过结构方程模型方法,拟合验证了所构建的大学教师国际学术影响力的三维结构,即国际人才培养、国际科学研究和国际社会服务。研究结果表明,大学教师的国际学术影响力平均水平偏低,存在较大的个体差异,同时,还会受到大学教师的学科领域、职称、访学时长、访学次数等因素的显著影响。

民办高校基于有组织科研背景下科研管理制度的创新研究

民办高校作为我国高等教育事业的重要组成部分,发挥着重要作用,其科研水平的高低在一定程度上影响着区域、地方经济建设与社会发展。民办高校在谋求科研可持续发展的进程中越来越深刻地意识到,有组织科研是提高科技创新能力、提升人才培养质量的重要途径。但民办高校在科研管理方面仍存在诸多问题,如科研项目质量不高、科研成果转化困难等,严重阻碍了有组织科研活动。文章旨在探讨有组织科研背景下,民办高校科研管理制度存在的问题以及创新途径,以期为民办高校的科研发展提供参考。

我国高校学生事务管理研究的现状、热点与趋势--基于CNKI和CiteSpace的可视化分析

学生事务管理是高校教育管理的重要内容,高等教育的内涵式发展和高质量发展对高校学生事务管理质量提出了更高要求,高校学生事务管理研究越来越受到重视。为深入了解我国高校学生事务管理研究现状,以可视化软件CiteSpace为主要分析工具,对我国高校学生事务管理研究相关文献进行分析后发现,国内关于高校学生事务管理的研究整体呈上升趋势,研究热点集中在高校学生事务管理的中美比较、学生发展理念、专业化建设等方面,体现出从中外对比研究逐步转向新形势下本土化创新与发展研究的趋势。建议在未来的研究中继续加强对高校学生事务实践的微观研究,加强对高校学生事务领域的纵向研究,在研究过程中综合运用多种研究方法,在中外对比研究中更加注重本土适应性及创新。

基于Bootstrap+Thinkphp架构的高校科研项目申报与管理平台设计

随着信息技术的不断发展,科研管理工作信息化需求不断提高,高校科研项目需要处理的资料数据不断增加,科研管理的压力越来越大,建立一个科学适用的科研管理系统不仅能够提高学院科研事务处理效率,还能够提高科研管理的透明度,促进高校整体科研水平的提高,以研促学,以学提质。笔者从功能设计、系统实现两个方面详细阐述了高校科研项目申报与管理平台。

NASA重大项目预研管理过程研究——以韦布望远镜为例

做好重大科技项目的组织管理是实现抢占科技制高点目标的重要前提条件。本文以美国国家航空航天局(National Aeronautics and Space Administration,NASA)系列管理文件为分析对象,剖析其项目组织管理模式,并以投资近百亿美元、持续数十年的詹姆斯·韦布太空望远镜项目为例,对NASA重大项目预研管理过程进行分析。NASA将项目按照成本、风险、是否属于优先事项等分为3个类别进行管理,项目生命周期可以分为从“A前”(pre-A)到A、B直至F共7个阶段。韦布望远镜从1995年进入NASA的“A前阶段”,由3家单位独立开展概念研究;1999年7月从3家单位中遴选2家开始“A阶段”研究;2002年9月正式选择1家单位牵头开展“B阶段”研究。可供我国借鉴之处包括:项目组织方应发挥好“总体”角色,凝聚多方资源、提供长期稳定支持;新项目的酝酿需充分利用前期项目的科学、技术、管理人才基础;可利用“赛马制”等分阶段推进重大项目的实施,以降低不确定性和决策风险等。

再现性研究是科学界应对可重复性危机的有效手段,也是确保研究质量、验证科学研究客观性和准确性的有力保障。为了提高高校师生和科研人员对再现性研究的认识,提升整体研究质量,剖析再现性研究的概念和意义,并利用文献阅读法、网络调研法、实地访谈法详细分析哈佛大学图书馆设置服务团队、选择得当工具、提供持续培训等再现性研究服务的多种举措。从增强服务理念、营造服务生态、提升服务能力、开展服务合作等方面剖析哈佛大学图书馆再现性研究服务的启示意义。

科研环境对高校青年教师科技创新激励影响的实证研究——基于上海9所高校的调查数据

针对高校青年科技创新的影响因素,有关研究多聚焦于科技创新产出的评价和奖励机制,往往忽略科研环境的作用。为此,通过对上海9所高校171位35岁以下青年教师的问卷调查,采用描述统计、线性回归分析方法,探讨科研环境对高校青年教师科技创新的影响;同时,探索科研环境对不同职称、高校和不同学科的青年教师影响的异质性。结果发现:高校青年教师对青年人才发展宏观创新支持政策的了解不足,最关注资金支持和子女教育相关政策;政策环境、团队支持和福利保障均显著正向影响青年教师科技创新能力,团队支持的影响最为显著;政策环境对中级职称、来自“双一流”建设高校以及理工科青年教师的科技创新能力有显著的正向影响。鉴于此,应从深度优化微观工作环境、加大相关政策宣传力度、改善青年人才生活环境等方面入手,以增强青年教师生活满意度和创新活力,促进高校青年教师科技创新。

数据生命周期视角下的科研数据管理研究——以美国24所高校机构知识库为例

[目的/意义]科研范式正向数据密集型模式发展,科研数据在科研活动中起重要作用。[方法/过程]采用网络调研法,以24所美国高校机构知识库为调研对象,根据数据生命周期,对其科研数据管理的计划、组织、存储、质量控制、共享及培训等建设情况进行调研,归纳总结美国高校机构知识库建设特点和经验。[结果/结论]针对中国国情,提炼出对国内高校图书馆机构知识库在科研数据管理服务的有效启示:搭建本土化科研数据管理平台、提高科研数据管理质量构建受信任的机构知识库、应用FAIR及TRUST原则促进科研数据开放共享、打造专业的科研数据管理团队等方面的建议。

在科教融合战略下,管理科学与工程专业人才培养体系建设成为地方高校提升学科和人才竞争力的重要途径。该文首先综述科教融合战略实施的现实背景和我国管理科学与工程专业人才培养模式的探索现状。然后,以管理科学与工程专业研究生为对象,分析地方高校高学历人才培养存在的主要问题,并给出相应的对策。这也为地方高校探索出符合自身特色发展的管理科学与工程专业人才培养模式提供一定借鉴。
