As an important pillar of national economic development,state-owned enterprises,their operational efficiency,and risk management ability are directly related to the stability and security of the national economy.As an important part of enterprise management,internal control management plays an irreplaceable role.Especially in the current domestic and international economic situation is complex and changeable,market competition is increasingly fierce environment,to strengthen the internal control management of state-owned enterprises and risk prevention measures is particularly important.This paper starts with the importance of internal control management and risk prevention for state-owned enterprises,and analyzes the problems and strategies in the internal control management and risk prevention of state-owned enterprises,in order to build a more comprehensive and efficient risk management system for state-owned enterprises to adapt to the ever-changing market environment and realize sustainable development.

30 years of reform of China's state-owned asset management system

Reform of China’s state-owned asset management system is an important component of China’s economic system reform,but also a key factor in rejuvenating the national economy.In this article,the authors analyzed the background of the reform,summarized the reform process and discussed related question on how to deepen the reform.

Earnings Management in State-Owned Enterprises in a Period of Macroeconomic Instability

The purpose of this paper is to examine whether and to what extend Greek state-owned enterprises engage in earnings management techniques during 2012-2016.Most prior studies on earnings management have used data from large economies with relative stable macroeconomic contexts(e.g.,USA).Our knowledge about earnings management in smaller economies is rather limited.To fill this void,we conducted our study in Greece and focused on the abovementioned period,which is very interesting given that Greece experienced a substantial political and macroeconomic instability(e.g.,four elections,one referendum,capital controls,and two memorandums).Two different models(i.e.,The Earnings Distribution Model and the Modified Jones Model)are used to provide answers to the research questions.The sample is composed of 50 state-owned enterprises.The results show that Greek state-owned enterprises did not adopt any earnings management techniques during the examined period.These results are rather robust given that they come from two different models.According to the literature,macroeconomic and political instability provide incentives to managers to use earnings management techniques.Interestingly though,our results suggest that this is not the case for a smaller economy.The findings of this study will allow investors,auditors,and users of the financial statements to make better decisions when studying companies that are experiencing those difficulties.The adoption of two different methods and the similar results is an indication of more robust and valid findings.

Interaction between climate and management on beta diversity components of vegetation in relation to soil properties in arid and semi-arid oak forests, Iran

This study aimed to investigate the interaction between regions with different climatic conditions(arid vs. semi-arid) and management(protected vs. unprotected) on the turnover and nestedness of vegetation in relation to physical, chemical and biological properties of soils in the Ilam Province of Iran. In each of the two regions, we sampled 8 sites(4 managed and 4 unmanaged sites) within each of which we established 4 circular plots(1000 m^2) that were used to investigate woody species, while two micro-plots(1 m×1 m) were established in each 1000-m^2 plot to analyze herbaceous species. In each sample unit, we also extracted three soil samples(0–20 cm depth) for measuring soil properties. The results indicated that the interaction between region and conservational management significantly affected the percent of canopy cover of Persian oak(Quercus brantii Linddl), soil respiration, substrate-induced respiration, as well as beta and gamma diversities and turnover of plant species. The percent of oak canopy cover was positively correlated with soil silt, electrical conductivity, available potassium, and alpha diversity, whereas it was negatively correlated with plant turnover. In addition, plant turnover was positively related to available phosphorus, while nestedness of species was positively related to organic carbon and total nitrogen. According to these results, we concluded that physical, chemical, and biological characteristics of limited ecological niche generally influenced plant diversity. Also, this study demonstrated the major contribution of the beta diversity on gamma diversity, especially in semi-arid region, because of the higher heterogeneity of vegetation in this area.

Protection and Management of Intellectual Properties in the Networked Manufacturing

Networked manufacturing is a primary management mod e of virtual enterprise. It takes advantage of advanced network technology to pass information and devise and assemble necessary components so as to reach a certa in specific purpose. The characteristics of it are dynamic, international and pr ompt. In contrast with traditional manufacturing, networked manufacturing utilizes external predominant resources, and breaks through tangible limits of enterpris e, so it can optimize the combination of social resources and improve the enterp rise′capability of adapting to the constantly changing market. Networked manufacturing produces some problems while bringing enterprise infin ite commercial chance. Compared with traditional manufacturing, stealing intelle ctual achievements and encroaching the related property rights not only becomes easier and quicker, but also leaves no traces when enterprises transfer informat ion through network. It′s well known that competition among corporations in the future is the on e of intellectual property in the final analysis. Therefore, recently, the statu s of intellectual property protection is promoted grandly. In the following parts, several proposals on protecting intellectual property ar e put forward in detail. We can protect the intellectual property by the ways of strengthening the consci ousness of protection. We can protect the intellectual property by perfecting the law. We will know which behaviors on the network are legitimate and which one are illegitimate. As a result, it can decrease and resolve the conflicts partially. Besides, the article puts forward that the conflicts can be resolved through a m edi-institution, an authoritative governmental organization. Moreover, we should strengthen the education on ethics. At last, the paper presents that we can protect our intellectual property throug h international cooperation.

Property Rights, Institutions and Forest Resources Management in Developing Countries

The objective of this paper is to propose a conceptual framework stimulating the sustainable management of natural resources in Central Africa. Based on the forest resources, we show how good identification and allocation of property rights strengthen the joint management of forest resources. Cameroon is selected as an example, since the country represents one of the most forest-intense areas in Africa. In doing so, we first evaluate the performance of institutions in fostering sustainable forest management. Second we show how good elaboration and allocation of property rights may contribute to improving efficiency in forest management. Using the New Institutional Economic (NIE) theory we provide an outline of the potential relationships between forest management and property rights allocated to stakeholders involved in forest exploitation. Finally we provide two forms of institutional structures that could improve forest management efficiency: public-private partnership and multi-stakeholder management approaches. Public-private partnerships are joint project management processes operated by both private businesses and public entities in order to combine public prescriptive mechanisms with private operational roles. Multi-stakeholder management approach is also a co-management initiative combining public entities, private actors and local population to increase the involvement of local dwellers living in forest areas in the decision process.

Analysis on Intellectual Property Management of Construction Enterprises

As the main force of construction enterprises,construction enterprises shoulder the important task of national pillar industries.However,at present,construction enterprises are still labor-intensive enterprises,with low profitability,low overall scientific and technological level,insufficient innovation ability and weak application and protection of intellectual property rights.Based on the current situation of construction enterprises,combined with the author's enterprise,this paper considers the problems existing in the intellectual property management of construction enterprises,and puts forward some countermeasures for the intellectual property management.

Study on spatial temporal model in property management information system

Time is an important dimension for information in the geographical information system. Data, such as the historical state of target property space and related events causing the state to be changed, should be saved as important files. This should be applied to property management. This paper designs and constructs a spatial temporal model, which is suitable to the property data changing management and spatial temporal query by analyzing the basic types and characteristics of property management spatial changing time and date. This model uses current and historical situational layers to organize and set up the relationship between current situation data and historical dates according to spatial temporal topological relations in property entities. By using Map Basic, housing property management and spatial query is realized.

Long-term forest management after wildfire(Catalonia,NE Iberian Peninsula)

Studies of post-fire soil status in Mediterranean ecosystems are common;however,few have examined the effects of long-term forest management after a wildfire on physicochemical soil properties.Here,we analyzed differences in soil properties attributable to long-term postfire management and assessed the sustainability of these management practices in relation to the soil properties.The study area is located in Odena in the northeast region of the Iberian Peninsula consisted of the control forest(burned more than 30 years ago),low density forest(LD;burned in a wildfire in 1986 and managed in 2005)and high density forest(HD;burned in a wildfire in 1986 and no managed).For soils from each plot,we measured soil water repellency,aggregate stability,total nitrogen(TN),soil organic matter(SOM),inorganic carbon(IC),pH,electrical conductivity,extractable calcium,magnesium,sodium,potassium(K),phosphorus,aluminum(Al),manganese(Mn),iron(Fe),zinc,copper,boron,chrome,silicon and sulfur and calculated the ratios of C/N,Ca+Mg/(Na+K)^1/2,Ca/Al and Ca/Mg.Significant differences were found in TN,IC,SOM,pH,K,Al,Mn,Fe and C/N ratio(p<0.05).All soil properties were found to have largely recovered their pre-fire values.Soils were affected by the post-fire management practices implemented 20 years after the fire,as reflected in their respective physicochemical properties,so that soil properties at the control and LD sites are more similar today than those at the control and HD sites.Thus,sustainable forest management can overcome soil degradation in areas affected by wildfire in the medium-and long-term by improving soil properties.

Vehicle Fleet Management Practices and Service Delivery in State Owned Enterprises in Zimbabwe

The main objective of the study was to examine the influence of vehicle fleet management practices on service delivery in State-Owned Enterprises (SOEs) in Zimbabwe. The study adopted a pragmatism research philosophy together with a mixed method research paradigm. In addition, structured questionnaires were distributed to 344 respondents drawn from 86 SOEs. Stratified and purposive sampling was used. Descriptive statistics were calculated using Statistical Package for the Social Science (SPSS) version 20. Exploratory factor analysis (EFA) was done on all items of the study while research hypotheses were tested using Structural Equation Modelling (SEM) in AMOS version 21. The study concluded that vehicle maintenance, fuel management, driver management and vehicle replacement positively influence service delivery. In addition, the study also established that Information and Communication Technologies (ICTs) moderate the influence of vehicle fleet management practices on service delivery. The study recommended that there is need for regular driver training and vehicle programs encompassing electronic spares tracking.

Modernization of Governance System and Governance Capability of State-Owned Enterprises

State-owned enterprises are important pillars of socialism with Chinese characteristics,and the modernization of their governance system and governance capacity is an important part of the modernization of the national governance system and governance capacity.Through case study and specific practice,this paper carries out an in-depth thinking and serious analysis on how to promote the modernization of the governance system and governance capacity of state-owned enterprises under the new situation and requirements.This paper puts forward three kinds of management and control mechanism to enhance core competence in addition to the specific implementation path by using digital governance means.

Forest Tenure and Sustainable Forest Management

We reviewed the principles and key literature related to forest tenure and sustainable forest management, and then examined the status of sustainable forestry and land ownership at the aggregate national level for major forested countries. The institutional design principles suggested by Ostrom are well accepted for applications to public, communal, and private lands. The analyses of countries as a whole suggest that problems of forest land loss and sustainable forest management are related to the amount of public lands owned, as well as the difference between developed and developing countries. Developed countries have largely achieved a stable level of land use and resource extraction after centuries of exploitation of forests and natural resources. Many developed countries do have greater amounts of private forest land than developing countries, which have occurred as the countries transfer lands to private owners in the course of development. Public lands and management approaches require diligence, but can be developed to meet the design criteria suggested by tenure rights theorists. Private or communal ownership is often considered superior, but also must meet the criteria suggested above in order to foster sustainable forest management in poor countries.

Thoughts on Stimulating the Employee’s Work Efficiency in State-Owned Enterprises

State-owned enterprises are the basic guarantee of China’s economic and social development,the leading force in the field of strategic competition,but also the main provider of national social wealth accumulation.Although in many strategic areas,the operating efficiency of state-owned enterprises cannot be simply measured by the input profit margin;state-owned enterprises use state and social resources to operate.Shouldering the responsibility of preserving and increasing the value of state-owned assets also is the responsibility of all state-owned enterprise managers and employees.However,the management efficiency of state-owned enterprises is relatively low,and employees’performance management and incentives have been lack of innovation and improvement.This paper analyzes the current state-owned enterprises in China,the characteristics of performance management,as well as the problems faced,and discusses the measures to encourage the efficiency of state-owned enterprises employees.
