Modeling of Intelligent Integrated Network Management System Using Object Oriented Approach *

The concept of intelligent integrated network management (IINM) is briefly introduced. In order to analyze, design and implement IINM successfully, object oriented approach is testified to be an effective and efficient way. In this paper, object oriented technique is applied to the structural model of IINM system, The Domain object class and the MU object class are used to represent the manager and the managed resources. Especially, NM IA is introduced which is a special object class with intelligent behaviors to manage the resources efficiently.

A New Thinking of the Objects Served Relationship Management in Complex System

Take a digital libraries＇ service system for example, Objects Served Relationship Management （OSRM） in complex systems is proposed firstly as a new concept, and its connotation is explained. The significances and constructions of OSRM are analyzed. Both the fundamental facts and the important natures that the things which are interested by Objects Served （OS） （e. g. publishers and readers） and the server （e. g. digital libraries are the servers of publishers and readers） will not be the same completely although there are a lot of common benefits between OS and servers, are indeed clarified. The valuable information,which should be used by OS and their server, is often hidden behind them. Thus, how to find, manage and control the relationship among OS and their servers is very necessary and important for the common benefits among all of them.（e. g. the three dimensions of OSRM in digital library system and its overall framwork are proposed. The different strategies to different cases in the digital library＇s multidimensional framework are analyzed.）

The Management System Innovation, Organizational Reform and Organizational Culture of Colleges and Universities' Adult Trainings

The idea of lifelong education has aroused great concern of domestic researchers for adult non-academic training. Colleges and universities, as the main venue for adult training, provide the basic guarantee for the training of talents in our country. This also makes the social service function of colleges and universities become increasingly prominent under the current social background. However, in the aspects of the management system and organizational reform, the college adult training shall be differentiated from normal talent cultivation and construct an organizational structure with features such as networking and diversification. Only that would lay a good foundation for the development of colleges' adult training industry. Based on this, this study analyzes the management system innovation, organizational change and organizational culture and characteristics of adult training in colleges and hopes to improve the management of adult training in colleges and universities.

Impact of Chinese social transformation on the reform of social st）orts management system

China after the efforts of reform and opening up for 30 years, has established a relatively complete featuring system of sports administration, providing a system of protection for sports development in China. With the further improvement of the socialist market economy, the existing sports administrative functions are incompatible with the economic and social side of the market gradually. The current sports administrative functions can no longer adapt to the development and deeper reforms of sports system are imminent. Only by speeding up the reform of sports administration, can eliminate obstacles and promote rapid and healthy development of China＇s sports industry. In this paper, the object is the administrative functions of the sport in the social transformation period, through expert interviews, literature, and logical analysis, comparative study to discuss the problems of the administrative functions of sport in the social transformation period and propose appropriate countermeasures. Studies suggest that： sports administration departments should focus to implementing national policies, the development of the sports industry policy research and development planning, management and delivery of services. In accordance with the uniform principles of responsibility, rights and interests, to further clarify the responsibilities of all levels of sports administration, handling good working relationship between them. By Complete separation between rowing and steering, governance and administration, government and industry, to achieve ＂four transformations＂, and to break plan ＂all-round＂ type of government in the economic system, and establish ＂limited＂ government, effectively carry out the functions of guidance, policy regulation, market supervision, social management and public services.

Social progress for the exploration of reform in the rural management system research

Combining with the third plenary session of the 17th ＂the central committee of the communist party of China on promoting rural reform and development of certain major issue decision＂ and the eighteenth big clear adherence to and improve the basic rural operation system and to protect farmer＇ s right to the contracted management of land, the land and collective income distribution, the resolution of collective economic power, this paper discusses the main content of deepening reform of China＇ s basic rural operation system. It elaborates we must adhere to stabilize and improve the rural basic management systems, give farmers more fully right to protect the land, develop rural land contract management rights transfer, and promote agricultural innovation and industrial organization.

A web product data management system based on Simple Object Access Protocol

A new web product data management architecture is presented. The three-tier web architecture and Simple Object Access Protocol (SOAP) are combined to build the web-based product data management (PDM) system which includes three tiers: the user services tier, the business services tier, and the data services tier. The client service component uses the server-side technology, and Extensible Markup Language (XML) web service which uses SOAP as the communication protocol is chosen as the business service component. To illustrate how to build a web-based PDM system using the proposed architecture, a case PDM system which included three logical tires was built. To use the security and central management features of the database, a stored procedure was recommended in the data services tier. The business object was implemented as an XML web service so that client could use standard internet protocols to communicate with the business object from any platform. In order to satisfy users using all sorts of browser, the server-side technology and Microsoft ASP.NET was used to create the dynamic user interface.

Research on the Joint Reformation for Public Health Services, Medical Insurance and Medical Production Circulation from the Perspective of System Science

Objective To study the linkage points in the reform of public health services,medical insurance and medical production circulation and provide countermeasures for optimizing the reform.Methods The theory of system science was used to analyze the new emergent property of key linkage points in the main reform departments.Results and Conclusion The research found that four linkage points were not active,and all departments of the reform should strengthen their linkage in the following aspects.The departmental linkage in the decision-making mechanism should be strengthened,which requires to revise the assessment indicators of essential drugs in time,and carry out relevant policies.Besides,the linkage of various departments to supervise the use of medical insurance fund should be strengthened.Therefore,the National Health Commission(NHC)and National Medical Products Administration(NMPA)should play their supervisory roles.Lastly,the construction of adverse reaction data sharing platform should be improved.

An Assessment of China's New Round of Reform of the Fiscal and Taxation Systems

Based on the Decisions of the CPC Central Committee on Some Major Issues Concerning Comprehensively Deepening Reforms and the Overall Plan on Deepening Fiscal and Tax Reforms, this paper presents a systematic assessment of the progress of China's new round of fiscal and tax reforms from November 2013 to October 2016 with the following findings. Reform of the budgetary management system has yielded initial results yet remains in the preliminary stage. While progress has been made in reforming indirect taxes, the reform of direct taxes is slow and presents a major obstacle. Despite breakthroughs, the progress of public finance reforms remains slow and impedes reforms on other fronts. Fiscal and tax reforms are uneven and should be implemented in coordination. Fiscal and tax reforms should more vigorously support overall reforms.

Which type of forest management provides most ecosystem services？

Background： Forest ecosystems are increasingly seen as multi-functional production systems, which should provide, besides timber and economic benefits, also other ecosystem services related to biological diversity, recreational uses and environmental functions of forests. This study analyzed the performance of even-aged rotation forest management （RFM）, continuous cover forestry （CCF） and any-aged forestry （AAF） in the production of ecosystem services. AAF allows both even-aged and uneven-aged management schedules. The ecosystem services included in the analyses were net present value, volume of harvested timber, cowberry and bilberry yields, scenic value of the forest, carbon balance and suitability of the forest to Siberian jay. Methods： Data envelopment analysis was used to derive numerical efficiency ratios for the three management systems. Efficiency ratio is the sum of weighted outputs （ecosystem services） divided by the sum of weighted inputs. The linear programing model proposed by Charnes, Cooper and Rhodes was used to derive the weights for calculating efficiency scores for the silvicultural systems. Results and conclusions： CCF provided more ecosystem services than RFM, and CCF was more efficient than RFM and AAF in the production of ecosystem services. Multi-objective management provided more ecosystem services （except harvested timber） than single-objective management that maximized economic profitability. The use of low discount rate （resulting in low cutting level and high growing stock volume） led to better supply of most ecosystems services than the use of high discount rate. RFM where NPV was maximized with high discount rate led to particularly poor provision of most ecosystem services. In CCF the provision of ecosystem services was less sensitive to changes in discount rate and management objective than in RFM.

Initiative Optimization Operation Strategy and Multi-objective Energy Management Method for Combined Cooling Heating and Power

This paper proposed an initiative optimization operation strategy and multi-objective energy management method for combined cooling heating and power U+0028 CCHP U+0029 with storage systems. Initially, the initiative optimization operation strategy of CCHP system in the cooling season, the heating season and the transition season was formulated. The energy management of CCHP system was optimized by the multi-objective optimization model with maximum daily energy efficiency, minimum daily carbon emissions and minimum daily operation cost based on the proposed initiative optimization operation strategy. Furthermore, the pareto optimal solution set was solved by using the niche particle swarm multi-objective optimization algorithm. Ultimately, the most satisfactory energy management scheme was obtained by using the technique for order preference by similarity to ideal solution U+0028 TOPSIS U+0029 method. A case study of CCHP system used in a hospital in the north of China validated the effectiveness of this method. The results showed that the satisfactory energy management scheme of CCHP system was obtained based on this initiative optimization operation strategy and multi-objective energy management method. The CCHP system has achieved better energy efficiency, environmental protection and economic benefits. © 2014 Chinese Association of Automation.
