Fuzzy multi-criteria decision-making method-based operational assessment of Chinese electricity markets

The evaluation of the electricity market is crucial for fostering market construction and development.An accurate assessment of the electricity market reveals developmental trends,identifies operational issues,and contributes to stable and healthy market growth.This study investigated the characteristics of electricity markets in different provinces and synthesized a comprehensive set of evaluation indicators to assess market effectiveness.The evaluation framework,comprising nine indicators organized into two tiers,was constructed based on three aspects:market design,market efficiency,and developmental coordination.Furthermore,a novel fuzzy multi-criteria decision-making evaluation model for electricity market performance was developed based on the Fuzzy-BWM and fuzzy COPRAS methodologies.This model aimed to ensure both accuracy and comprehensiveness in market operation assessment.Subsequently,empirical analyses were conducted on four typical provincial-level electricity markets in China.The results indicate that Guangdong’s electricity market performed best because of its effective balance of stakeholder interests and adherence to contractual integrity principles.Zhejiang and Shandong ranked second and third,respectively,whereas Sichuan exhibited the poorest market performance.Sichuan’s electricity market must be improved in terms of market design,such that market players can obtain a fairly competitive environment.The sensitivity analysis of the constructed indicators verified the effectiveness of the evaluation model proposed in this study.Finally,policy recommendations were proposed to facilitate the sustainable development of China’s electricity markets with the objective of transforming them into efficient and secure markets adaptable to the evolution of novel power systems.

Market Operation of Energy Storage System in Smart Grid:A Review

As a flexible resource,energy storage plays an increasingly significant role in stabilizing and supporting the power system,while providing auxiliary services.Still,the current high demand for energy storage contrasts with the fuzzy lack of market-oriented mechanisms for energy storage,the principle of market-oriented operation has not been embodied,and there is no unified and systematic analytical framework for the business model.However,the dispatch management model of energy storage in actual power system operation is not clear.Still,the specific scheduling process and energy storage strategy on the source-load-network side could be more specific,and there needs to be a greater understanding of the collaborative scheduling process of the multilevel scheduling center.On this basis,this paper reviews the energy storage operation model and market-based incentive mechanism,For different functional types and installation locations of energy storage within the power system,the operational models and existing policies for energy storage participation in the market that are adapted to multiple operating states are summarized.From the point of view of the actual scheduling and operation management of energy storage in China,an energy storage regulation and operation management model based on“national,provincial,and local”multilevel coordination is proposed,as well as key technologies in the interactive scenarios of source-load,network and storage.

Energy Storage Operation Modes in Typical Electricity Market and Their Implications for China

As the Chinese government proposes ambitious plans to promote low-carbon transition,energy storage will play a pivotal role in China’s future power system.However,due to the lack of a mature electricity market environment and corresponding mechanisms,current energy storage in China faces problems such as unclear operational models,insufficient cost recovery mechanisms,and a single investment entity,making it difficult to support the rapid development of the energy storage industry.In contrast,European and American countries have already embarked on certain practices in energy storage operation models.Through exploration of key issues such as investment entities,market participation forms,and cost recovery channels in both front and back markets,a wealth of mature experiences has been accumulated.Therefore,this paper first summarizes the existing practices of energy storage operation models in North America,Europe,and Australia’s electricity markets separately from front and back markets,finding that perfect market mechanisms and reasonable subsidy policies are among the main drivers for promoting the rapid development of energy storage markets.Subsequently,combined with the actual development of China’s electricity market,it explores three key issues affecting the construction of costsharing mechanisms for energy storage under market conditions:Market participation forms,investment and operation modes,and cost recovery mechanisms.Finally,in line with the development expectations of China’s future electricitymarket,suggestions are proposed fromfour aspects:Market environment construction,electricity price formation mechanism,cost sharing path,and policy subsidy mechanism,to promote the healthy and rapid development of China’s energy storage industry.

Operation optimization strategy of existing residential building energy-saving renovation market:From the perspective of subject behavior

The energy-saving renovation of existing residential buildings is a crucial measure to achieve the strategic goal of energy conservation and emission reduction in China and build ecologically livable cities.This article focuses on the perspective of subject behavior,starting from analyzing the current situation and difficulties of the operation of the energy-saving renovation market for existing residential buildings in China,drawing on the practical experience of the operation of the existing residential building energy-saving renovation market abroad.Based on principles such as systematicity,humanization,feasibility,and sustainability,the article constructs an operation optimization system of the existing residential building energy-saving renovation market from the perspective of subject behavior.In order to provide a reference for the healthy and orderly operation of the existing residential building energy-saving renovation market,this paper proposes implementation strategies for optimizing the operation of the existing residential building energy-saving renovation market.Suggestions are proposed from four aspects:optimizing the market environment,innovating the financing model,building the information sharing platform,and utilizing the synergies of the main subjects.

Energy-Efficient Operation of Water Systems through Optimization of Load Power Reduction in Electricity Markets

Demand response(DR) is gaining more and more importance in the architecture of power systems in a context of flexible loads and high share of intermittent generation. Changes in electricity markets regulation in several countries have recently enabled an effective integration of DR mechanisms in power systems. Through its flexible components(pumps, tanks), drinking water systems are suitable candidates for energy-efficient DR mechanisms. However, these systems are often managed independently of power system operation for both economic and operational reasons. Indeed, a sufficient level of economic viability and water demands risk management are necessary for water utilities to integrate their flexibilities to power system operation. In this paper,we proposed a mathematical model for optimizing pump schedules in water systems while trading DR blocs in a spot power market during peak times. Uncertainties about water demands were considered in the mathematical model allowing to propose power reductions covering the potential risk of real-time water demand forecasting inaccuracy.Numerical results were discussed on a real water system in France, demonstrating both economic and ecological benefits.

Study on the Synergetic Mechanism for the Dynamic Evaluation of Electricity Market Operational Efficiency

In Synergetics, when a complex system evolves from one sate to another, the order parameter plays a dominant role. We can analyze the complex system state by studying the dynamic of order parameter. We developed a synergetic model of electricity market operation system, and studied the dynamic process of the system with empirical example, which revealed the internal mechanism of the system evolution. In order to verify the accuracy of the synergetic model, fourth-order Runge-Kutta algorithm and grey relevance method were used. Finally, we found that the reserve rate of generation was the order parameter of the system. Then we can use the principle of Synergetics to evaluate the efficiency of electricity market operation.

Operation Benefit of Fruit Dealers in Shizishan Street Farm market

This paper mainly discussed the operation benefits of fruit dealers in farm market. Taking fruit dealers in Shizishan Street Farm market in Wuhan City as the research object,this paper introduced current operation situation of fruit dealers and made a descriptive statistical analysis on characteristics of operators,operation situation,and cognitive status. Besides,it introduced the concept of net cost-benefit ratio to reflect the operation benefits. From further analysis on the operation benefits of fruit dealers,it found that there is little difference in the costbenefit ratio between dealers in the farm market. The average net cost-benefit ratio was 11. 94%. Specifically,if the total cost is 100 yuan,the dealer can obtain 12 yuan net profit. In order to find out how cost factors affect the operation benefits,it established a regression model for cost factors and net cost-benefit ratio. According to the survey results,when the wholesale cost increases 10000 yuan,the cost-benefit ratio will increase by 1. 454 percentage points,thus increasing the wholesale investment is helpful for increasing the net cost-benefit ratio; when the loss cost increases 10000 yuan,the cost-benefit ratio will increase by 7. 501 percentage points,thus the dealers can increase the operation benefits through controlling the loss cost and reducing the operation cost. Finally,it came up policy recommendations from the perspective of government and operators.

Incentive operation characteristics and influence feedback of existing building energy-saving renovation market development

Optimal operation of cold–heat–electricity multi-energy collaborative system based on price demand response

In a multi-energy collaboration system, cooling, heating, electricity, and other energy components are coupled to complement each other. Through multi-energy coordination and cooperation, they can significantly improve their individual operating efficiency and overall economic benefits. Demand response, as a multi-energy supply and demand balance method, can further improve system flexibility and economy. Therefore, a multi-energy cooperative system optimization model has been proposed, which is driven by price-based demand response to determine the impact of power-demand response on the optimal operating mode of a multi-energy cooperative system. The main components of the multi-energy collaborative system have been analyzed. The multi-energy coupling characteristics have been identified based on the energy hub model. Using market elasticity as a basis, a price-based demand response model has been built. The model has been optimized to minimize daily operating cost of the multi-energy collaborative system. Using data from an actual situation, the model has been verified, and we have shown that the adoption of price-based demand response measures can significantly improve the economy of multi-energy collaborative systems.

According to relevant data,we select five indices,namely management ability,organization and management capability,enterprise culture,development ability and technical equipment ability,to establish the index system of core competitiveness of wholesale market of agricultural products.Based on combination weight arithmetic average(CWAA) operator,we advance an evaluation model of core competitiveness of wholesale market of agricultural products which involves participation of many people.By inviting five exerts,we conduct evaluation in terms of management ability of wholesale market of agricultural products,organization and management capability of leadership,enterprise culture of wholesale market of agricultural products,future development ability of wholesale market of agricultural products,and exiting technical equipment ability of wholesale market of agricultural products.We adopt hundred-mark system to grade and evaluate core competitiveness of wholesale market of agricultural products.The results show that the experts’ evaluation score of core competitiveness of wholesale market of agricultural products is high.The evaluation result is reasonable and authentic and this model is feasible.

An Analysis of the Correlation between Employee Compensation Policies and Operating Performance of Accounting Firms

This paper aims to explore the impact of compensation for employees of different ranks on the overall operating performance of accounting firms(hereinafter referred to as firms)and operating performance of the business markets,and provide reference for decision making by firm managers on employee compensation.The results show that 1)judging by overall operating performance,a firm’s income from professional practice increases as the average annual salary of partner accountants,manager-level heads,professional team heads and professional assistants increases,or the proportion of employees with the CPA qualification rises;the number of cases entrusted to a firm increases as the average annual salary of partner accountants and professional assistants increases,or the proportion of employees with the CPA qualification rises;2)judging by the operating performance of business markets,the income from tax service,management consulting,business registration and other business lines increases as the average annual salary of partner accountants and professional team heads rises;the income from public issue of certification documents,tax service and business registration and other business lines increases as the average annual salary of professional assistants rises;a higher proportion of employees with the CPA qualification has a positive impact on the income from management consulting;3)the shorter the firm age,and the greater the firm size,the better the firm’s overall operating performance.

Study on the Impact of Collective Commercial Construction Land Entering the Market on Rural Residents’Income:Taking Deqing County,Zhejiang Province as an Example

The entry of collective construction land for business purposes is an important measure for deepening the reform of the rural land system,promoting the flow of urban and rural factors,and realizing rural revitalization.Since the production of the first batch of pilot projects in 2015,33 county-level cities have participated in the pilot policy by 2023.Deqing County,Zhejiang Province,as the first area to participate in the pilot project,aims to achieve more fruitful results.This paper first examines how promoting farmers’income through the market entry of agricultural land can be achieved,then uses the synthetic control method to quantitatively study the impact of collective operational construction land on farmers’income using panel data from 2011 to 2019,and finally proposes relevant suggestions from the perspective of system reform.

股权合作视角下“乡村振兴基金+合作社”共建数字农业的运营决策研究

在由地方政府和单个农民合作社组成的供应链中,本文引入政策倡导的财政支农资金市场化运作方式和股权合作模式,尝试探讨数字化技术应用于现代农业的运营决策问题。本文首先基于财政支农资金投入方式(无偿投入和有偿投资)的不同将地方政府划分为公益型政府和效益型政府,接着分别构建了两种类型政府投资数字化技术且农民合作社对该投资持股与否的博弈模型,最后分析了股权合作模式在数字农业投资运营中的实施动机及影响。研究表明:(1)数字农业技术可有效改善农产品品质;(2)股权合作模式仅在农民合作社和财政资金市场化运作的效益型政府之间存在实施动机;(3)实施股权合作模式后,农产品品质提升、市场需求量和政府利润均增加,但农民合作社利润受损;(4)在政府对农产品质量规范的基础上,激励相容协调机制可兼顾乡村振兴基金的收益性和政府的公益性,有效提升政农双方投资积极性。本文将政策研究同对策研究紧密结合,为政府制定相关政策推动数字农业发展提供理论依据。
