The CEPI applies a joint supervision strategy to address salient...The central environmental protection inspection (CEPI) system in China is a significant institutional innova‐tion in national environmental governance. The CEPI applies a joint supervision strategy to address salient en‐vironmental issues and strictly enforce the environmental responsibilities of local governments. This study col‐lects and organizes CEPI inspection reports covering three stages that encompass the first round, the “look back”, and the second round, applying text analysis to obtain sample data and conduct statistical quantifica‐tion of word frequency in inspection reports and identify notable changes. The study explores the allocation of CEPI attention between policy objectives and the intensity of policy instruments. We determine that in con‐junction with public opinion feedback, the CEPI conducts targeted inspections and focuses more on pollutant governance, which has high severity and can be addressed quickly. The CEPI fills the gap of normalized gover‐nance with a campaign-style governance approach. Regarding the intensity of policy measures, the CEPI pri‐marily uses economic incentive policy instruments, supplemented by command-and-control and public guid‐ance approaches, advancing the sustainability of regulatory effectiveness through economic, social, and politi‐cal activities. This study extends knowledge in the field of CEPI policy priorities and implementation, expand‐ing the literature related to outcomes of environmental policy in developing countries.展开更多

How to alleviate the pressure of resources and the environ-ment and to achieve the sustainable development of the economy has become a global agenda.China' s economy growth has been rapid for decades since the reform and opening up policy,but this has also been a great drain on China' s resources and the environment, which is an ur-gent problem to tackle. In recently years, the Chinese government has launched many environ-mental policies in the hope of encouraging technological innovation to guarantee the sustain-able development of the economy. However, research suggested that technological innovationis negatively correlated with environmental policies in most scenarios. In some cases, the num-ber of technological innovation decreases after policies take effect and increases after a whilelike a U - curve. In order to solve this problem, I decided to analyze the panel data from 80provinces in China between 2008 and 2014 and conclude that local governance can implementenvironmental regulations while having a positive impact on the technological innovation inenterprises. In the conclusion, suggestions are given to local governments on how to better en-force environmental policies.展开更多
Reviewing the existing environmental policies in Western China,we find that:in time sequence,the characteristics of China's western environmental policies shift from"development drive governance"to the f...Reviewing the existing environmental policies in Western China,we find that:in time sequence,the characteristics of China's western environmental policies shift from"development drive governance"to the full implementation of environmental protection and construction;and in spatial sequence,the ecological,social,and economic development of Western China reach to coordination through the nature reserve setting,ecological migrants,fiscal transfer payment and differentiated ecological environmental policies.Due to the implementation of the policies and projects,environmental degradation trends in the western ecological environment were alleviated significantly,the living conditions of farmers and herdsmen were improved,and many successful experiences were explored.However,future ecological environmental construction in Western China requires further improvement in integrated planning,eco-compensation mechanism,and policy assessment.This paper concludes with specific recommendations such as drawing up ecological environment construction planning,strengthening environmental law enforcement and incentive mechanisms,improving policy assessment and scientific support,enhancing environmental protection capacity,improving eco-compensation mechanism,and refining the environmental policies for key areas.展开更多

Most environmental issues and policy designing are uncertain and irreversible;therefore,the timing of environmental policy implementation becomes especially important.This paper establishes a random dynamic programmin...Most environmental issues and policy designing are uncertain and irreversible;therefore,the timing of environmental policy implementation becomes especially important.This paper establishes a random dynamic programming model and analyzes the optimal timing problems in environmental policy under uncertain variables.This model results indicate that two variables have a significant impact on the timing of environmental policy implementation and they work in opposite directions:on one hand,the more uncertain the economy is,the higher the cost of policies implementation will be,and consequently the incentive to immediately adopt the policy will be stronger.On the other hand,the higher the uncertainty of the environment is,the stronger the irreversibility of ecological harm caused by pollutants per unit will be.Therefore,the government should implement new environmental policies as early as possible in order to gain more ecological benefits.展开更多

A constant reproduction of environmental injustices and health iniquities has demanded the employment of participatory/dialectic approaches to research and to intervene in the reality making possible the involvement o...A constant reproduction of environmental injustices and health iniquities has demanded the employment of participatory/dialectic approaches to research and to intervene in the reality making possible the involvement of social actors in healthy public policies. On this framework, the aim of this paper is to analyse scientific production with dialectic approaches associated with public policies in the context of social, environmental and health problems, considering territorial scales of intervention and the correspondence with some relevant strategies of health promotion. A systematic bibliographic review was applied on a wide pan-disciplinary scientific data base and 36 papers were analysed and classified by their territorial scales of approach. The amount of papers found and their spread through a variety of journals showed a modest, but increasing production which has been dispersed in terms of knowledge areas. Within the classification of territorial approaches, 14 papers were classified as local, 5 as expanded and 17 as a multi-level. Although the papers classified as local approaches were in a good structure of stakeholders’ participation, they are limited to dealing with the global driving forces that reproduce the environmental injustices. Regarding this limitation, the multilevel approaches were identified as more opportune to jointly deal with social, environmental and health problems by means of allowing interaction through multiple territorial scales, fomenting the strengthening of community action, creating supportive environments, and building healthy public policies.展开更多

Ecological crisis is a new phenomenon, but derived from anthropological crisis. This reflects, at a global level, man's inner crisis. Every man in part, and not people or humanity in general, is responsible for this crisis. Individual responsibility is not a question of quality, but a question of quantity. The ecological crisis is linked to the personal and social life of man as a whole. The convenience, lack of respect for things, irrational waste, lack of measure, irresponsibility, injustice, exploitation, winning dirty money, eudemonism, which manifest on all aspects of life and human activity, are factors that provoke it. For example, China's recycling policies appear paradoxical. With its rapidly expanding economy, China is now the world's largest emitter of urban waste. Under such a situation, China is aiming to build up a recycling economy by enacting a number of related laws. Despite the development of waste recycling regulations, however, the load on the environment by continuously increasing waste has not reduced in China so far. What explains this seemingly paradoxical situation of waste recycling in China? It has been pointed out in the previous study on China's climate change policies that environment protection falls under the rubric of sustainable development in China. The question here is whether the same story can be applied to areas other than climate change in China's environmental management. This paper examines it in the area of its waste recycling policy. This paper conducts an evaluation of waste recycling regulations in China by comparing it with the experience of Japan, China's next-door advanced country. It concludes that the waste recycling regulations in China do not primarily aim at reducing the environmental load by reducing the amount of waste but rather for the main purpose of recycling and reusing resources effectively for the sake of economic development.展开更多

Tourism in many countries plays an important role in improving not only economic conditions but it also has been used as a tool to preserve environment. Tourism policy is part of national development policy in many countries, but in Pakistan this sector has been ignored in terms of proper policy formulation and also it was not considered as a potential sector for economic betterment. Although Pakistan, particularly Gilgit-Baltistan is replete with tourism resources, haplessly policy makers never focused on this sector in capitalizing these tourism resources. It also covers the traditional practices of 4 As (Access, Attractions, Accommodation and Acceptance) in Gilgit-Baltistan. In Pakistan, there have been different laws and regulations formulated with the passage of time but they have not been implemented properly. In Pakistan, tourism policy was first prepared in 1983 but it was not enforced appropriately. The amount of papers found and their spread through a variety of journals showed a modest, but increasing production which has been dispersed in terms of knowledge areas. Within the classification of territorial approaches, 14 papers were classified as local, 5 as expanded and 17 as a multi-level. Although the papers classified as local approaches were in a good structure of stakeholders’ participation, they are limited to dealing with the global driving forces that reproduce the environmental injustices. Regarding this limitation, the multilevel approaches were identified as more opportune to jointly deal with social, environmental and health problems by means of allowing interaction through multiple territorial scales, fomenting the strengthening of community action, creating supportive environments, and building healthy public policies.
文摘Because that American government and congress hold a negative attitude on responding to climate change issue, people transfer the battle stage of climate change to the court,and hope to promote government and large energy companies actively responding to climate change issue via litigation form. A large amount of related litigation appears,and a kind of special litigation type is gradually formed, namely climate change litigation. National Environmental Policy Act of the United States is one of important legal weapons used by prosecutor in climate change litigation. In National Environmental Policy Act, it stipulates environmental impact evaluation system which has close relationship with climate change litigation. The system requires that federal agency " should compile detailed environmental impact report (EIS) on major federal action which significantly affects human survival environment quality". Litigation case of Export - Import Bank of the United States and Overseas Private Investment Corporation by Fdends of the Earth, Green Peace, Boulder City, etc. is typical one related to the act. We try to evaluate and analyze text and case of the act.
文摘Within the environmental policy framework,one could distinguish two categories,both of which aim at the protection of the environment.The first category is based on the concept of reducing the use of non-renewable resources and energy,as well as on the replacement of“poisonous elements”and“hazardous”types of energy.This second category includes different kind of actions which tackle the issue of unwanted by-products of production and consumption.More specifically,it includes measures that aim at:conversion of leftover substances or materials(e.g.elimination of poisonous gas),utilization of leftover substances or materials,waste avoidance,reduction of waste production,waste“dispersion”which includes“decentralization”(disposal)and“centralization”(collection).“Decentralization”describes the process of controlled diffusion(emission)of waste in water,air and soil.“Centralization”involves waste collection into designated storage premises,which of course need to comply with certain requirements and regulations.
文摘The environmental problems can not be addressed in all their depth and complexity, and the most viable solutions can be made only by direct and continuous reference to the large issues of the development of the society as a whole. Environment and economic development are indissoluble, the first is where we all live, and development is what we all do to improve our fate in this environment. A main cause is the attitude of economic operators towards the environment, an attitude according to which profit should be pursued immediately, while nature protection is left for later. Ecological crisis is a new phenomenon, but derived from anthropological crisis. This reflects, at a global level, man's inner crisis. Every man in part, and not people or humanity in general, is responsible for this crisis. Individual responsibility is not a question of quality, but a question of quantity. The ecological crisis is linked to the personal and social life of man as a whole. The convenience, lack of respect for things, irrational waste, lack of measure, irresponsibility, injustice, exploitation, winning dirty money, eudemonism, which manifest on all aspects of life and human activity, are factors that provoke it. And, unfortunately, they maintain it.
文摘China appears to have a "paradox" in its environmental management policies. For example, China's recycling policies appear paradoxical. With its rapidly expanding economy, China is now the world's largest emitter of urban waste. Under such a situation, China is aiming to build up a recycling economy by enacting a number of related laws. Despite the development of waste recycling regulations, however, the load on the environment by continuously increasing waste has not reduced in China so far. What explains this seemingly paradoxical situation of waste recycling in China? It has been pointed out in the previous study on China's climate change policies that environment protection falls under the rubric of sustainable development in China. The question here is whether the same story can be applied to areas other than climate change in China's environmental management. This paper examines it in the area of its waste recycling policy. This paper conducts an evaluation of waste recycling regulations in China by comparing it with the experience of Japan, China's next-door advanced country. It concludes that the waste recycling regulations in China do not primarily aim at reducing the environmental load by reducing the amount of waste but rather for the main purpose of recycling and reusing resources effectively for the sake of economic development.
文摘The purpose of this study is to highlight the issues and problems of tourism planning, policy formulation and implementation in Gilgit-Baltistan-mountainous region of Pakistan-a place which is abound with worth seeing natural scenes and also hub of world's highest mountain ranges. Tourism in many countries plays an important role in improving not only economic conditions but it also has been used as a tool to preserve environment. Tourism policy is part of national development policy in many countries, but in Pakistan this sector has been ignored in terms of proper policy formulation and also it was not considered as a potential sector for economic betterment. Although Pakistan, particularly Gilgit-Baltistan is replete with tourism resources, haplessly policy makers never focused on this sector in capitalizing these tourism resources. It also covers the traditional practices of 4 As (Access, Attractions, Accommodation and Acceptance) in Gilgit-Baltistan. In Pakistan, there have been different laws and regulations formulated with the passage of time but they have not been implemented properly. In Pakistan, tourism policy was first prepared in 1983 but it was not enforced appropriately. According to ranking of WEF T&T (World Economic Forum Travel and Tourism) competitiveness index, Pakistan is ranked below average in policy formulation and implementation.
文摘Enforcing environmental laws and policies has been one of the pressing agenda globally.Despite the mandate given to the Environmental Protection Agency(EPA)by the Act 490,there are still numerous environmental issues unaddressed in Ghana.This paper is geared towards unravelling and identifying the current additions that have been made to existing literature on environmental laws and policies in Ghana.This paper made a wide-ranging general literature review to outline significant contributions concerning environmental laws and policies.Numerous environmental laws and policies were identified but have been fragmented and are not codified in a particular document.It is evident from the review of literature existing that there are still areas for advanced research on the topic of environmental laws and policies placing more emphasis on institution concerned with environmental issues at global level.The study recommended the need for capacity building for environmental personnel and data due to the numerous technological advancement to better assist the implementation and enforcement of environmental laws in Ghana.
文摘Environmental issues are not inexhaustible, such as climate change, rubbish, nuclear waste, industrial cesspool, compost heap, etc.. Unfortunately, internalization of the environment is not passively done, for example, through language (literature). Environmental issues seem to have not received the attention seriously. Those issues can be seen in Indonesia language policies (ILP) from pre-colonial until reform era. ILP can be classified into seven periods, namely: pre-colonial (1331-1627), Dutch (1816-1942), Youth Pledge (1928-1942), Japanese (1942-1945), Old Order (1945-1966), New Order (1966-1998), Reform (1998-present). The seventh period discusses the language policies, but an article focuses on environmental issues in language policy and language planning.
文摘As the basic level of national governance, local governance is deeply influenced by administrative tradition, political system and economic development level of a country. With more than thirty years of reform and opening up, the pattern of local governance has become diversified. The diversity of governance model cannot be managed in the same way, however, it cannot affect the government’s ability to play the initiative role of governance. We need to innovate and improve the existing local governance models.
文摘Environmental issues are becoming hot topics nowadays.As the steps of industrialization and urbanization expand,the conflict between economic development and environmental protection appears to intensify and catch people’s eyes more frequently,from the disappearing Amazon rainforest to the pollution of Mississippi River.Over the past few months,the news of one species,salmon,dying out in the northwestern part of the United States drew our team’s attention.In this paper,I would like to present my research on Pacific Northwest salmon from the perspectives of problem statement,policy proposal,and political analysis.
