According to the current situation of modern meteorological services and smart agriculture in Tongliao City,the demand for meteorological services in smart agriculture was analyzed,including accurate meteorological services,point-to-point meteorological services,improved agro-meteorological disaster prevention system,and a comprehensive platform for agricultural services.Besides,some countermeasures to strengthen meteorological services for smart agriculture were proposed,such as promoting the construction of agro-meteorological big data,jointly carrying out the work of meteorological information into villages and households,promoting the construction of modern agricultural meteorological service demonstration areas,and advancing weather modification capacity construction. 展开更多

Variation Characteristics of Heat Resources in Liaoning Province, China in Recent 60 Years and Their Impact on Meteorological Services

To study the temporal and spatial changes of heat resources to serve agricultural production and economic development. The climate data from 1958 to 2017 were selected, and the temporal and spatial changes of heat resources in Liaoning, China were analyzed by using the method of climate diagnosis and analysis. The results show that: the southern coastal area of Liaoning has the most heat resources, the northwestern hilly area and the eastern mountainous area the least, and the central plain area in the middle distribution pattern;compared with 1958-1980, 1981-2017 ≥0&#176;C, ≥10&#176;C accumulated temperature, etc. The value line is advanced 100-160km northward. The accumulated temperature of ≥0&#176;C and ≥10&#176;C in Liaoning experienced abrupt changes in climate in 1993 and 1994, and the climate abrupt change in the southern coastal area was earlier than that in the inland. , the increase in the northwestern hilly area and the eastern mountainous area is less than that in the central plain area and the southern coastal area. The study on the impact on meteorological services found that the increase or decrease of heat resources has a significant impact on agro-meteorological services, which can prolong the growing season of crops, relatively reduce the damage of frost, improve comprehensive utilization of land, and increase crop yields;at the same time, with the increase of heat resources and the northward expansion of the isoline of accumulated temperature, the area affected by pests and diseases has expanded, which has aggravated the harm to agriculture economic burden. 展开更多

In order to change the distributed status of the meteorological service platform,based on the integration of the self-built service platforms including meteorology,climate,observation and service,National Meteorological Information Center( NMIC) constructs National Meteorological Service Platform( NMSP). NMSP is a unified national meteorological service platform to provide browsing,searching and displaying of observation,weather forecasting,warning information,historical climate data and network information. NMSP uses the MVC design pattern.For adapting the characteristics of meteorological application,above J2 EE application framework( Struts + Spring + Hibernate),NMSP encapsulates data exchange module which improves flexibility and efficiency of the system development. On March 2015,NMSP( version 2. 0)has been on operational running,which covers six core sections,nearly 100 sub-modules,2000 kinds of service products. With complex terrain and developed economy, Zhejiang Province has suffered a lot from the frequent geological disasters, which have done great damages to the construction and development of the whole province. Therefore, it is particularly important to improve the geological disasters meteorological service. Electronic sand table system, a high-tech product of three-dimensional visualization, can provide the geological disaster meteorological service with the intuitive and visual application environment. In this study, we developed electronic sand table system based on GIS and established the geological disasters meteorological service database. In addition, we also analyzed and discussed the applications of meteorological service in online weather forecast, meteorological warning message, and multimedia meteorological electronic display. The application of electronic sand table system in geological disaster meteorological services for disaster prevention and mitigation is of great importance that it provides intuitive terrain analysis data for the forecast of geological disasters warning, which greatly enhances the ability of geological disasters meteorological service. 展开更多

It is imperative to prioritize the development of agriculture and rural areas and improve the efficiency of smart meteorological services for agricultural products under the strategy of rural revitalization. In this article, we take Mingshan tea, one of the characteristic industries in Sichuan Province, as an example to explore the related issues of smart meteorology serving agriculture. The status, value, and demand of tea smart meteorological services have been analyzed in this article. In addition, in response to the increasing demand for meteorological services in agricultural production, we have proposed to solve problem of tea meteorological service by strengthening talent, technology, product refinement, and dissemination. We have also proposed specific measures for tea intelligent meteorology to serve agriculture, in order to provide reference for future service practices. We need to continuously improve the methods and content of meteorological services, and improve the level of meteorological services. At the same time, utilizing smart meteorological service methods provides strong support for rural revitalization. This not only increases the income of tea farmers, but also maximizes the technical support role of meteorology in disaster prevention and reduction. 展开更多

Analysis of a Typical Case of Meteorological Service in Tangpu Reservoir

The continuous rainy precipitation process from February to March in 2019 was selected to analyze the effect of meteorological service in Tangpu Reservoir basin,so as to sum up service experience and then lay a better foundation for subsequent services.In response to the rainy weather from December 2018 to early 2019,three rounds of flood discharge were carried out in Tangpu Reservoir.During February-March in 2019,the hit rate of short-term area rainfall forecast for Tangpu Reservoir was 80.0%.Compared with the median of forecast interval,the average absolute error was 7.6 mm,and the relative error was 32.7%.The large deviation in the forecast from March 27 to 28 was deeply analyzed,and it is found that the main reasons were excessive reliance on and trust in a single model,insufficient correction of the actual situation,and insufficient judgment of the nature of precipitation.For the future reservoir meteorological service,three aspects of thinking were put forward,such as further strengthening the sharing of hydrological and meteorological information,improving the forecasting ability,and deepening the research of runoff forecast models. 展开更多

Forecasting soil temperature at multiple depths is considered to be a core decision-making task for examining future changes in surface and sub-surface meteorological processes,land-atmosphere energy exchange,resilient agricultural systems for improved crop health and eco-environmental risk assessment.The aim of this paper is to estimate monthly soil temperature(ST)at multiple depth:5,10,20,50 and 100 cm with a hybrid multi-layer perceptron algorithm integrated with the firefly optimizer algorithm(MLP-FFA).To develop the hybrid MLP-FFA model,the monthly ST and relevant meteorological variables for the city of Adana(Turkey)are collated for the period of 2000–2007.Construction of hybrid MLP-FFA model is drawn upon a limited set of predictors,denoted as soil depth,periodicity(or the respective month),air temperature,pressure and solar radiation,while the objective variable for MLP-FFA model is the forecasted ST at multiple depths.To the evaluate MLPFFA,statistical metrics applied to test the model’s performance are:the root mean square error(RMSE),mean absolute error(MAE),mean absolute percentage error(MAPE)and mean bias error(MBE)where the sign of the difference is also considered.In conjunction with statistical metrics,a Taylor diagram is utilized to visualize the degree of similarity between the observed and forecasted soil moisture.In terms of the forecasted results,the hybrid MLPFFA model is seen to outperform the standalone MLP model.The optimal MLP-FFA is attained for soil temperature forecasting at a depth of 20 cm(RMSE,MAPE of 0.546C,2.40%)whereas the optimal MLP is attained for soil temperature forecasting at a depth of 50 cm(RMSE of 0.544℃,2.21%).Conclusively,the study advocates through statistical metrics attained the better utility of the hybrid MLP-FFA hybrid model.Given its superior performance,it is ascertained that the hybrid MLP model integrated with Firefly optimizer is a qualified ancillary tool that can be applied to generate precise soil temperature forecasts at multiple soil depths. 展开更多
