The Policy for Education of Migrant Workers＇ Children：Situation Analysis and the Future Orientation

The education of migrant workers＇ children is not only education but also social issue. Countries and places have introduced a number of policies to address the issue in a timely manner. At first, this paper analyzes the compulsory education policy for migrant workers＇ children and off-site college entrance policy, then find that there are still many problems in the formulation and implementation of policy. In the future, the relevant departments should be through improving the social status of migrant workers, increasing efforts to support the private school children of migrant workers, increasing investment in adult education, increasing the publicity of city, such the four aspects of policy guidance to coordinate and solve the education of migrant workers＇ children.

Interactive Development of Community Education and Migrant Workers' Continuing Education

Community education is an essential carrier of continuing education and plays a positive role in promoting continuing education of migrant workers. On the one hand,it can raise employment quality and labor skills of migrant workers; on the other hand,it manifests function of serving society of community education. Besides,it is also an important measure for building learning society and lifelong learning system.From the perspective of interactive development,it discusses interactive relationship between community education and migrant workers' continuing education,analyzes their interactive mechanism,and comes up with recommendations for developing community education and migrant workers' continuing education.

Analysis on Vocational Education and Social Mobility of New Generation Migrant Workers:A Case Study of Shijiazhuang City

Based on survey data of current situations of new generation migrant workers vocational education and its influence on social mobility in Shijiazhuang City, the author believes that there are many drawbacks in vocational education of new generation migrant workers, including low participationt and varied training environment of enterprises. In addition, the influence of vocational education of migrant workers on social mobility is not very satisfactory. Finally, it presents countermeasures for improving vocational education, to promote social mobility of new generation migrant workers.

Economic Analysis on Migrant Workers' Education and Training from the Perspective of Supply and Demand

The education and training are important methods to improve the quality of migrant workers and the key to solve the issues concerning agriculture,farmer and rural area.Based on theoretical and literature analysis,this paper analyzed economic problems in the education and training of migrant workers from the perspective of supply and demand.And it is considered that the supply and demand of migrant workers' education and training are affected by many factors and present a certain economic phenomenon.And then it discussed the market failure problem of effective supply and demand for migrant workers' current education and training based on the above.

Educational divergence among urban residents and migrant workers: Evidence from China

While the Harris-Todaro model is a traditional approach used in researching the urban-rural dichotomy,it fails to explain families’goals to maximize their current utility in terms of intertemporal decision-making con‐ditions.To fill this gap,in this paper,an urban-rural dichotomy model involving labor migration and educa‐tion is established,in which it is assumed that family utility derives from consumption and children’s educa‐tional achievement.The steady-state path derived through the Bellman equation suggests that increasing edu‐cational investment and family education intensity leads to a significant urban-rural difference in children’s educational achievement.Compared with the traditional Harris-Todaro model,the transversality condition is loosened in this model,while the unavailability of loans constrains migrant families.Four hypotheses are made and tested using an empirical study.An ordinary least squares regression was used in the analysis,but due to the endogeneity caused by missing variables,the instrumental variable method and two-stage least squares regression were used.The results demonstrate that the household registration system can explain 44.5%of the educational achievement difference,and the initial difference is inflated 4.73 times after nine years of compulsory education.This divergence could increase the differences caused by household registra‐tion status,resulting in larger income gaps and intergenerational heredity of identities.

An Analysis of Relationship between Psychological Capital of New Generation of Migrant Workers and Their Education Background

This paper selects works of new generation migrant workers in partial enterprises in Guangzhou as the research samples, collects data by questionnaire surveys and makes the statistic analysis on date. As average values suggested, the psychological capital of new generation migrant workers is located in higher medium level. It exists positive relationship between education background and psychological capital. Finally, propose related suggestions from vertical and horizontal aspects such as from government to school and education funds to education form.

An Analysis of the Present Situation of Migrant Workers' Education and Training——Taking Zhejiang as an Example

The education and training of migrant workers is an important way to improve the human capital and quality of migrant workers,is necessary for industrial transformation and upgrading,and is the key to solving issues concerning agriculture,countryside and farmers. Taking the developed coastal province of Zhejiang Province as an example,this paper analyzes the situation of migrant workers' education and training on employment transfer,the characteristics of migrant workers' education and training,and the problems existing in migrant workers' education and training,and puts forward some recommendations. On this basis,some conclusions are drawn.

Education Demand of New Generation Minority Migrant Workers in Kunming City and Survey of its Influence Factors

Based on the questionnaire survey for 431 new generation minority migrant workers in Kunming City,we carried out empirical research on education demands of these migrant workers and its influence factors.Survey results show that their education demands have significant features in learning purposes,contents,expenses,willingness,and manners,which are subject to subjective mentality,economic income,social relation network,as well as shortage in social supply of education and training.Therefore,apart from solving training problem of new generation minority migrant workers,government should also highly value their demands of training and arouse their enthusiasm for participation in training in accordance with cultural and psychological characteristics and living environment of these migrant workers.

Industrial Upgrade,Vocational Ability and Migrant Worker Education and Training

Economic structure adjustment,industrial upgrade,and demands of migrant workers for vocational ability are direct driving factors for migrant workers participating in education and training.Personal quality of migrant workers not only concerns their survival and development,but also concerns upgrade of modern industrial structure.From the perspective of industrial upgrade,vocational ability and mechanism of migrant worker education and training,this paper analyzes difficulties in migrant worker education and training.On the basis of the difficulties,it come up with some strategies and recommendations.

The Practice of Elementary Education Right Protection Proposed in International Human Rights Conventions in China——From the Perspective of the Compulsory Education of Migrant Children

The right to education is a basic human right China has actively implemented the international treaties on the right of migrant children to elementary education and provided institutional support to ensure the implementation of elementary education policy In practice,however,due to factors such as regional differences and fiscal capacity,the problems of equal treatment and a balanced distribution of educational resources remain to be addressed In this regard,this paper suggests solving the problems from the perspectives of enhancing the implementation of international treaties,increasing compulsory education resources,improving the quality of education,and adjusting policies

Education for Migrant Children To Be Guaranteed

Urged by media and advocates, Beijing and many other Chinese cities have issued regulations to provide and guarantee basic education for migrant laborers’ children. The municipal govemment of Beijing has decided that beginning in September, public schools in the Chinese capital should become more open to eligible migrant children by lowering the charges, and qualified social organizations and individuals will be allowed to run schools for migrant children in migrant population communities in light of the standard of average local public schools.

SPECIAL ISSUE： MIGRANT WORKERS IN THE COURSE OF URBANIZATION The upbringing and education of migrant workers＇ children in the Pearl River Delta

In the course of the large-scale migration to the cities of China＇s rural labor force over the past twenty years, most migrant workers have left their children behind in their hometown, though some children do follow their parents to the city. The issue of the upbringing and education of these children, whether ＂left behind＂ or ＂migrating,＂ has always been a major concern of society and the academic world. This article aims to understand the factors affecting whether these children ＂stay behind＂ in their hometown or ＂flow＂ to the city through analysis of the child-rearing and education patterns reflected in survey information on over 3,000 migrant workers in the Pearl River Delta in 2006. We find that, after controlling for individual and family factors, regional differences in migrant workers＇ origins remains an important factor influencing whether children ＂stay behind＂ or ＂migrate.＂ The causes and mechanisms behind the existence of ＂regional barriers＂ is an issue worth further exploration.

Physical Performance of Migrant Schoolchildren with Marginal and Severe Iron Deficiency in the Suburbs of Beijing

Objectives To investigate relationship between iron deficiency of different degrees and physical performance and habitual activity of migrant schoolchildren at the age of 11-14 years. Methods Ninety one randomly selected schoolchildren were divided into three groups according to their iron status. Iron status including hemoglobin （Hb）, serum ferritin （SF）, serum iron （SI） and sTfR was determined. Physical performance tests included maximum oxygen consumption （VO2max） and maximum work time. Energy expenditure （EE） and daily physical activity were estimated by recording 24-h heart rate （HR）. Dietary intake was assessed with frequency questionnaires, and physical activity level was estimated with frequency and physical activity questionnaires. Results Severe iron deficiency （IDA） impaired the aerobic capacity and habitual physical activity. When fat-free mass （FFM） was considered, VO2max （VO2max/FFM） was significantly lower in the iron-marginal group than in the iron-adequate groups among girls （P=0.02）, but such a deference was not found among boys （P=0.28）. Aerobic activity and EE at leisure were significantly lower in the severe iron deficient group than in the marginal iron deficient and iron adequate groups. Net HR at leisure time was correlated with lib, log SF, body weight, and FFM （P〈0.05）. Conclusion The functional effect of iron deficiency on physical performance and habitual physical activity rely on the degree of current iron deficiency. Severe iron deficiency significantly impairs both aerobic capacity and habitual physical activity. Iron-marginal deficiency impairs VO2max/FFM in girls, rather than in boys.

Factors Influencing Migrant Workers’ Employment and Earnings——The Role of Education and Training

In the urban labor market, the rural labor force can choose whether to become self- employed or work for wages depending on their stock of human capital and local labor market conditions. A simple Mincer earnings regression shows that the rate of return to schooling for wage earners is two percentage points higher than that for the self-employed. After correcting for bias in sample selection, the expanded Mincer earnings equation estimated the rate of return to schooling for wage earners at between 5.3 and 6.8 percent. From the standpoint of training, we found that the simplest form of training, short-term training and formal training played an important role in promoting migrant workers’ repeat mobility. However, the simplest form of training did not have a significant effect on earnings,whereas short-term and formal training played an important determining role in this respect. Moreover, rights protection issues such as wage arrears also had an important effect on migrant workers’ repeat mobility. In handling heterogeneity and endogenous educational variables among migrant workers, the authors found that the years of schooling of the parents of migrant workers were not an ideal instrumental variable.

Labour market performance of young migrant workers with heterogeneous educational trajectories in China

Successful global cities present a spectrum of development strategies but share the benefit of the reciprocal dynamics between tailored education systems and matching labour markets.This paper examines burgeoning cities in China and investigates the effects of the heterogeneous educational trajectories of young migrant workers in urban China on their labour market performance.Drawing on the National Migrant Dynamics Monitoring Survey,this paper finds striking wage variations among the young migrant population.Migrant workers who attended high schools in current receiving cities earned less than their counterparts who received senior-secondary education elsewhere.Students following the academic track were better off than students following the vocational track.To further explore what has prevented the urban labour market from rewarding migrants who studied in a receiving city,where the education system is expected to better cater to the city’s specific industrial needs,we tested and found evidence of the mediating effects of job industry and occupation.In addition to engaging with empirical debates in the field,this paper develops a theoretical framework to model how the qualitative attributes of an education system affect wage variations among migrant workers.

Research on the Education of Migrant Children in China:A Review of the Literature

With the rapid urbanization and mass internal migration in China during the past several decades, the population of children who migrate with their parents to the cities has now reached over 35 million. The education of migrant children poses significant challenges to China's hukou based education system. In this paper, we first review the policy developments and descriptive studies related to migrant children's education to offer a comprehensive view of the issue. We then provide in-depth examination of several important quantitative literatures, including the effect of parental migration on children's education, schooling choices of migrant children and their impacts on school performance, peer effects of migrant children in urban public schools. Overall, although considerable progress has been made regarding migrant children's education in China, more fundamental policy reforms are necessary to improve the quality of migrant children^ education at the compulsory education level and beyond.

Systematic barriers to schooling of migrant workers’children and policy recommendations

A population of migrant workers have appearing during the process of China’s urbanization,and is an important part of the society that cannot be ignored.In the process of integration into cities,the equal development between the rights and obligations of migrant workers is gaining attention.Especially,the issure of schooling of their children has garnered a lot of attention.All problems resulting from schooling of their children are rooted in the asynchronization between system changes and social development.Systematic barriers have become the crux of schooling problem of migrant workers’children.

运用福柯关于话语与权力互构的理论,将感恩教育置于具体的学校情境中加以检视,分析城市公办学校如何为农民工随迁子女建构感恩教育话语,以及这些教育话语又产生了什么样的后果。研究发现,学校感恩教育话语将落实“两为主”政策,随迁子女进入城市公办学校就读建构为学校和教师“施惠”、随迁子女“受惠”的过程;然而,这一感恩教育并不能回应随迁子女的感恩诉求,忽视了他们自主选择道德角色和道德责任的权利,其结果是延续了城市主流社会在教育资源分配格局和社会阶层关系中的优势地位。本研究揭示了教育场域社会再生产的微观机制。
