THEORIES AND METHODS OF STRATEGIC ENVIRONMENTAL ASSESSMENT OF MODERN LOGISTICS DEVELOPMENT——A Case Study of Dalian City, China

Modern logistics is a new industry during the construction of national economy. Based on analyzing the environmental problem that was led by the limitation of the strategy during enacting the program of the modern logistics, SEA for modern logistics was implemented. In this paper, procedure and indicator system in the SEA are constructed, and Environmental Check List to identify environmental impact factors of SEA for modern logistics is established. And a conception that indicates friendly degree of logistics system with resources and environment, degree of green, is introduced. With the example of modern logistics program of Dalian in China, two methods are applied, AHP and Fuzzy Comprehensive Evaluation Method, in the implement of SEA for modern logistics development. It is concluded that degree of green of modern logistics in Dalian is high. However, several important factors should be paid much attention to in the SEA for modern logistics as well as in the formulation and implement of modern logistics in Dalian.

Operation Mode and Optimum Design of China's Agricultural Modern Logistics System

Using comparative analysis and logical reasoning methods,in combination with traditional logistics theory and practice,and on the basis of objective demand of modern agricultural development for logistics service,we analyze features of logistics function.Besides,we discuss functional elements and service contents of agricultural modern logistics.In addition,we explore innovation model of agricultural modern logistics and systematized operation of supply chain.Finally,it is concluded that logistics development shall bring into full play all functional elements and achieve high efficient operation of the system through enhanced management measures.

The Information Modeling and Intelligent Optimization Method for Logistics Vehicle Routing and Scheduling with Multi-objective and Multi-constraint

The vehicle routing and scheduling (VRS) problem with multi-objective and multi-constraint is analyzed, considering the complexity of the modern logistics in city economy and daily life based on the system engineering. The objective and constraint includes loading, the dispatch and arrival time, transportation conditions,total cost,etc. An information model and a mathematical model are built,and a method based on knowledge and biologic immunity is put forward for optimizing and evaluating the programs dimensions in vehicle routing and scheduling with multi-objective and multi-constraints. The proposed model and method are illustrated in a case study concerning a transport network, and the result shows that more optimization solutions can be easily obtained and the method is efficient and feasible. Comparing with the standard GA and the standard GA without time constraint,the computational time of the algorithm is less in this paper. And the probability of gaining optimal solution is bigger and the result is better under the condition of multi-constraint.

我国环境事件生发机理的Logistics回归分析

以近年来我国发生的有影响力的100个环境事件为研究对象,通过多元Logistics回归方法,利用环境污染生境、污染主体特征、污染物特征、对象敏感性、社会敏感性、治理难度和治理效果7类变量23类观测指标解析了影响环境事件发生的显著因素。以此为基础,分别给出了控制和预防大概率小损失、大概率大损失、小概率小损失和小概率大损失环境事件发生的政策建议。

Research on the Construction of Synergetic innovation Model of the R＆D Center of Modem Logistics Based on College-enterprise Double Subject

Synergetic innovation of college-enterprise in China has initial development, but difficult to demonstrate the operation and performance. College-enterprise double subject deepen integration between colleges and enterprises, colleges and enterprises to effectively integrate community resources and improve the effectiveness and efficiency of college-enterprise cooperation. Starting from the practice of college-enterprise double subject, the article builds a synergetic innovation model of the R＆D Center of Modern Logistics, and put forward countermeasures and suggestions of its operations and security.

Research on the Development and Countermeasure of Modem Logistics Industry in Henan Province under the Background of＂Intemet＋＂

In the context of＂lnternet ＋＂, the development of e-commerce has promoted the development of modern logistics industry to the integration, multi-function nationalization, information nationalization, globalization and greening. Modern logistics is a new industry in the service industry, which not only promotes the circulation of goods, flourishes the regional market, improves the consumption of the residents, and promotes the regional development and economic growth. This paper explores the new ideas of building modern logistics industry in Henan province by analyzing the logistics market in Henan province and the development of modern logistics industry.

An integrated operation mode for green logistics of enterprises

The integrated operation mode of green logistics is a new enterprise＇s logistics operation and management mode concerning, environment issues based on the traditional integrated mode. Through comparative study on the integrated operation mode of logistics based on self.operation, the operation mode of an integrated logistics of enterprises based on TPL the green-supply chain management, and the operation mode of eco-iadustrial park （EIP）, a relatively complete objective system structure is put forward for the integrated operation mode of green logistics of enterprises. Furthermore, the correspondent practical mode is also set up to help enterprises, especially for the manufacturing companies, not only improve the environment effectively, but support the technological framework for the enterprise＇s economic performance and social benefits in order to realize economic, social and environmental benefits are concerned.

Research on the Influence of RFID Technique on Modem Retail Logistics System under the Intemet of Things Background

In this paper, we conduct research on the influence of RFID technique on modern retail logistics system under the Internet of things background. The application of Intemet of things make its and related enterprises in the supply chain synchronization integration in the process, timely access to relevant information, understand the real needs of the market, the effective control of each link of the supply chain inventory quantity and effectively reduce the supply chain inventory and capital takes up between cooperative enterprises. Thus, in effectively improve the efficiency of the original system at the same time also save the cost of the supply chain management. With the combination of the RFID technique, we finalize the implementation of the logistics information and automation, automatic identification and inspection of finished goods inspection, greatly reduce the human capital, simplify the acceptance of goods and reduce the cost of handling times and human factors caused losses. In the final part, we conclude the work and propose our prospect.

A Comprehensive Measurement Study Analyzing Cross-Border Logistics in Harbin New District

The business environment is an important index for measuring the international competitiveness of a country or region.Improving the business environment not only helps the logistics industry reduce costs and increase efficiency but also promotes the transformation and upgrading of the logistics sector.This paper focuses on the business environment of cross-border logistics enterprises in Harbin New District as the research object.It constructs the business environment index system of logistics enterprises in Harbin New District through empirical research using the subjective weighting method.The research data are then analyzed to identify the shortcomings in optimizing the business environment of cross-border logistics in Harbin New District.The paper proposes countermeasures and suggestions,aiming to provide a decision-making reference for promoting the high-quality development and all-round revitalization of Harbin New District.

Assessing coordination degree of port development and urban environment and its influencing factors

Due to limited resources regarding port development,the contradiction between ports and cities has gradually become prominent.Taking China's coastal ports as an example,this paper measures the degree of coordination between port development and urban environment,and analyzes its influencing factors.We find that this coordination degree is relatively low and needs to be further improved.The regression results of the ordinary panel model show that the scale of port logistics,port infrastructure construction,and the quality of economic development play a significant role in promoting the coordinated development of the port and the urban environment.The regression results of the threshold panel model show that the expansion of the port logistics scale is only conducive to promoting the coordinated development of the port and the urban environment when the levels of port infrastructure are relatively high.In addition,the promotion effect of the port logistics scale on the coordinated development of the port and the urban environment differs depending on the quality of economic development.Therefore,the relevant departments should pay more attention to the construction of port infrastructure and the quality of economic development,making appropriate adjustments to both in order to better promote the coordinated development of the port and city environment.

Analysis of Factors Influencing Residents'Satisfaction with Pairing Aid Policy in Xinjiang:Based on the Data from Three Prefectures in Southern Xinjiang

This article concentrates on evaluating residents'satisfaction with the implementation of the pairing aid policy in Xinjiang Uygur Autonomous Region.It introduces the key factors influencing the evaluation of residents'satisfaction with the performance of the pairing aid policy in Xinjiang by investigating the related data acquired from 12 field studies.It builds a binary logistic regression model via modern econometrics theory and utilizes the regression model to conduct the empirical analysis of influencing factors.The results reveal that there is no variation between the residents'education level,ethnicity,location,and satisfaction with the work of village cadres on the residents'evaluation of the implementation effect of the pairing aid policy in Xinjiang.Besides,ten variables such as residents'gender,age,revenue,occupation,whether they are rural residents,and satisfaction level(pairing aid policy in Xinjiang,state subsidy policy,medical improvement,education improvement,housing condition improvement)are steady and significant factors affecting residents'satisfaction with the implementation effect of pairing aid policy in Xinjiang.Finally,based on the analysis and findigns,it proposes corresponding countermeasures.

“公转铁”政策对京津冀绿色物流效率的影响

为落实绿色发展理念,促进京津冀物流业高质量发展,有效发挥“公转铁”政策对绿色物流效率的提升效应,在系统梳理“公转铁”政策促进绿色物流效率理论机制的基础上,用2010—2020年京津冀地区面板数据,通过双重差分模型、广义双重差分模型和中介效应模型,研究“公转铁”政策对绿色物流效率的促进效应以及作用机制。研究发现,“公转铁”政策在京津冀地区的实施对提升绿色物流效率具有显著的促进效应,并且该效应在经过稳健性检验后依旧成立;政策实施力度对绿色物流效率存在显著的影响,绿色物流效率随着政策实施力度增强而不断提升;“公转铁”政策通过改变物流企业的运输方式偏好,增强铁路运输对公路运输的替代作用,提升绿色物流效率;绿色物流效率提升还受到铁路设施水平、区域建设水平、经济水平、创新能力等多种因素的影响。因此,京津冀绿色物流效率提升,应该考虑多种因素的综合影响,以多层次和系统性支撑政策推动“公转铁”政策的实施;以改变承担社会物流活动企业运输偏好为导向;充分考虑当地内外部环境,结合产业结构、创新能力等因素调整“公转铁”政策实施力度。

有效降低全社会物流成本的战略考量

物流是实体经济的“筋络”,现代物流是国民经济的先导性、基础性、战略性产业,在现代化产业体系中占据重要地位。当前,我国现代物流发展形势向好,总体保持增长态势,政策环境持续改善,“通道+枢纽+网络”物流运行体系初具规模,一批具有竞争力的物流市场主体茁壮成长,创新驱动打造物流新质生产力,绿色低碳物流影响提升。2024年及未来一段时期,我国现代物流发展将呈现出一系列新趋势:一是大盘稳定,市场保持温和增长;二是结构调整,需求贡献持续分化;三是提质增效,物流降成本仍有空间;四是产业融合,全链条系统化整合;五是市场导向,规模化集约化发展;六是韧性安全,保供稳链更为迫切;七是设施联通,物流网络高效畅通;八是创新驱动,数字化转型提速;九是绿色低碳,物流社会价值提升;十是多方合力,行业共治统筹协调。但面对当前严峻的内外部形势和资源条件,由于我国经济回升向好基础尚不稳固,有效需求不足,社会预期偏弱仍将持续一段时期,经济下行压力依然较大,而生产流通环节降成本的空间已经不大,单纯依靠物流环节降成本的难度也越来越大,为进一步挖掘企业潜力,缓解经济压力,增强产业核心竞争力,促进企业降本增效,必须基于产业链供应链视角,结合经济结构、货物结构、产业布局调整,从全要素、全链条、全流程入手,推动产业链供应链深度融合,在平衡成本支出和服务收益的基础上,系统降低全社会物流成本。从认知层面看,降低全社会物流成本要提升三个认识、明确三大转变:一是降低物流企业成本的空间不大,降低全社会物流成本重在降低制造企业、商贸企业物流成本,即通过需求牵引降成本;二是降低物流服务价格的空间不大,降低全社会物流成本重在平衡成本支出和服务收益,通过提质增效降成本;三是降低单一物流环节成本的空间不大,降低全社会物流成本重在结合产业布局,通过结构调整来降成本。此外,从政策措施看,降低制度性交易成本的难度也在增大,要改革体制机制,加强多部门协调,从单一部门单一措施降成本向协同联动降成本转变。从实施层面看,降低全社会物流成本的路径主要有八条:一是推动物流全链条降成本;二是打造物流新模式降成本;三是促进物流结构性降成本;四是鼓励物流数智化降成本;五是支持物流网络化降成本;六是坚持物流标准化降成本;七是支撑物流国际化降成本;八是深化物流制度性降成本。

2023年我国现代物流发展回顾与展望

进入“十四五”时期,特别是新冠疫情三年以来,现代物流在国民经济中的产业地位持续提升,发展模式稳步转换,制度保障更加完善。本文系统回顾了2023年我国现代物流发展取得的丰硕成果,展望2024年及未来一段时期,我国现代物流有望呈现的一些新趋势。

中国高校物流类虚拟教研室建设路径探析

虚拟教研室是“智能+”时代教学学术研究与教学实践的主要载体,承担着教育创新与人才培养的重任,是现代信息技术发展下的新型基层教学组织,对于构筑高等教育的教学学术共同体具有重要意义。结合物流专业,从教师培养、教学研究、资源建设等三个层面提出虚拟教研室的建设目标;设计了虚拟教研室的建设路径,核心是构筑“定位准确、特色鲜明、立德树人、‘四个自信’”的教师教学发展共同体,发挥虚拟教研室教育创新策源地和教育品质产出链链长的作用。

低碳视角下成渝地区双城经济圈现代物流业与现代农业协同可持续发展评价研究

“十四五”现代物流发展规划提出“现代物流一头连着生产,一头连着消费”,现代农业既是生产,也是消费,关乎民生民计,高效优质的农产品到达消费者终端离不开现代物流业的支撑,其重要性不言而喻。根据我国到2030年碳排放量达到峰值这一目标,现代物流业与现代农业深度融合协同可持续发展的同时,更要实现全流程、全要素、全方位低碳目标。本文从低碳视角出发,借助协同理论构建动态测度模型,对成渝地区双城经济圈现代物流业与现代农业深度融合协同可持续发展进行评价。成渝地区2011-2021的区域数据研究结果表明:低碳视角下成渝地区双城经济圈现代物流业与现代农业深度融合协同发展态势整体呈上升趋势,但对比系统标准协同度存在阶段性偏差。就此分析,本文从宏观政策、信息平台、低碳技术三方面的协同发展提出了相应的对策建议。

山西省数字物流、经济增长与生态环境协调发展研究

数字物流、经济增长与生态环境协调发展是衡量区域可持续发展的关键。本文利用2014—2021年山西省11个地级市的面板数据,构建了数字物流、经济增长与生态环境协调发展的综合指标体系,并采用熵权法、耦合度模型及耦合协调度模型,评估各市的耦合协调发展水平。研究结果表明:(1)从综合发展指数看,晋北地区综合发展指数总体偏低,但呈上升趋势。晋中地区各市综合评价指数稳步增长,太原市最高。晋南地区各市综合评价指数上升速率差异较大,运城市最高。(2)两两系统耦合分析,数字物流与经济增长的协调性在11个市中相对较低,尤其是阳泉市在2014—2021年间协调性较差。(3)三个系统的耦合度逐年提升,以太原市的协调度最佳。基于此,建议加快物流网络构建、推进物流数字化发展及加强各市协同发展。

2023年我国粮食供应链体系建设分析

论文分析了2023年我国粮食供应链的现状,如粮食供应链在生产、进出口、收储、运输、加工、销售等方面不断创新,总结了在实践中探索的多种供应链模式,如以期货市场、集团企业、批发市场(国家粮食交易中心)、物流企业、新零售企业、数字技术企业、生产基地、肥料企业、展会、“粮食物流通道”、省级区域品牌为核心的粮食供应链和中谷物流供应链等,分析了我国粮食供应链创新应用存在的问题及其发展的七大趋势,即数字化、绿色化、安全化、全球化、协同化、智能化和标准化;提出了中国式粮食供应链创新的政策建议。
