On the development of modern service industry under mismatched Blotto game of knowledge flow

In order to highlight and analyze the influence of heterogeneous knowledge flows to enterprises in the modern service industry,based on a review of the Colonel Blotto game,some presumptions such as the game's utility function are modified,and a mechanism to change tacit knowledge into explicit knowledge is constructed to carry out an analysis of a two-player knowledge flow management.The characteristics of the players' optimal reactions of knowledge flow management are studied,and the results bear evidence of the facts that a gap always exists under the spillover effect.Meanwhile,tacit knowledge seems more important to the development of enterprises than explicit knowledge.So it implies that the foremost task for the development of the modern service industry is to strengthen the settings and institutions for the flux of tacit knowledge and enterprise knowledge management.

On accelerating the renaissance of public libraries in Central China

Since the implementation of the 12 th Five-Year Plan in 2011, public libraries in Central China have been slow-growing in the Central lowland. There are four main manifestations: disproportionate resources to the population served, relatively slow development speed, low level of equalization and rising comparable service costs. To revitalize public libraries in Central China, efforts should be made in the following aspects: macro adjustments of national policy, specifying and strengthening the main responsibilities of local governments, speeding up the construction of the central-branch system of public libraries on the county level, expanding and deepening the application of Library+ and Internet+, improving the guiding function of evaluations and seizing the historic opportunity to promote the construction of the public cultural service system in underprivileged areas.
