According to the method for assessing the value of natural ecosystem, coupled with the ecological service value equivalency factor table of China's ecosystem formulated by domestic scholars,we estimate the ecological value in Tianjin City. The results show that the actual ecological value of agriculture in Tianjin City was 30. 752 billion yuan in 2010,close to the agricultural economic value ( 31. 733 billion yuan) in 2010. Finally we put forth the following countermeasures for the ecological function development of urban modern agriculture in Tianjin City: strictly protecting arable land,and raising the standards of compensation for agricultural land requisition; actively and prudently developing facility agriculture,and preventing the blind scale expansion of facility agriculture to better give play to its ecological function; strengthening the construction of ecological agriculture,and promoting the market conversion of the ecological service value of agriculture; improving the environment,to form relatively complete agro-ecological system.展开更多

The issue of marine ecology is an institutional one.China’s marine ecological protection system has gone through a process of development from scratch to existence and from less to more.However,there are still many p...The issue of marine ecology is an institutional one.China’s marine ecological protection system has gone through a process of development from scratch to existence and from less to more.However,there are still many problems to be solved,such as whether a variety of complex systems can form a joint force of governance,and whether the rear system failures,deficiencies,and conflicts.Therefore,this paper reviews the evolution logic of China’s marine ecological protection system,explores the complementary space of the existing system from the perspective of institutional complementarity,and analyzes the path of institutional reform of supplement,amendment,and coordination,to promote the effective transition of marine ecological protection system emphasizing quality over quantity.The evolution of China’s marine ecological protection system can be divided into three stages:initial establishment,steady progression,and gradual transformation,showing a trend characterized by a changing governance mode from land-sea division to land-sea integration,a changing supervision mode from government only to multi-institution coordination,a changing safeguard mode from standard norms to the legal system.The internal motivation of promoting the evolution of the marine ecological protection system is the link age between the long-overdue institutional derived demand and supply,and between institutional cost constraints and institutional income drivers.Marine ecological protection is a complex and systematic project across regions and departments,and the link age between different ecological protection systems is crucial.Based on the theory of institutional complementarity,this study finds that China’s marine ecological protection system has great complementarity needs in three aspects:protection subject,protection means,and protection process.Among them,the problem of a single unitary protection subject is mainly caused by the lack of system,the low efficiency of protection means is mainly affected by the lack of system adaptability,and the separation of protection process mainly reflects the contradiction of system incongruity and mismatch.Based on this,the supplement of China’s marine ecological protection system should focus on the government’s responsibilities and the cultivation of multiple subjects.The revision of the system should focus on the further improvement of non-governmental mechanisms such as market incentives and information disclosure.The coordination of the system should be based on the whole process from pre regulation preparations to post-regulation review,in order to promote the effective connection and cooperation of policy tools.展开更多

In the new era of socialism with Chinese characteristics, first, we should put the ecological civilization in a prominent position while building a modernized economy facing the deteriorating ecological environment. Second, we should correctly understand the dialectical relationship between the ecological civilization and the modernized economy. On the one hand, there is a contradictory relationship between the ecological civilization and the modernized economy. On the other hand, they are mutually unified. Therefore,we should put the ecological civilization construction in a prominent position, build a modernized economy under the guidance of the concept of ecological civilization, and alleviate the impact of economic development on the balance of ecosystems. Thus, it can promote a new leap in the harmonious development of human and nature. Third, if the economic development is not coordinated with ecological protection, there must be an unknown human crisis behind the prosperity of economy. Therefore, we should integrate the ecological civilization into the modernized economy and develop the economy on the premise of protecting ecological environment. What's more, there are three aspects needed to pay attention to. First, the establishment and improvement of eco-economic system with modern green development should be accelerated to provide a green development impetus for modernized economy. Next, the establishment and improvement of sci-tech innovation system with modern green development should be accelerated to provide scientific and technological support for the modern green economy system. 文摘Urban culture,as the core force of urban development,has been explored more deeply in the process of modern urban transformation and construction.However,cities have their own unique memories,and cultural continuity and heritage require further innovation.The Suzhou River was the center of Shanghai’s initial development and carries an important cultural heritage.In 1996,Shanghai launched the comprehensive environmental improvement of the Suzhou River,which has achieved the reverse industrialization of the Suzhou River through the fine management of the city,and has made a good achievement of urban management and a new culture of the Suzhou River.This paper takes,Shanghai,a maritime city,as the background,takes the management of Suzhou River as the entry point to explore the new path of building urban culture in the new era,and studies the cultural significance contained in the fine management of modern cities.
文摘With the goal of establishing morality and nurturing people,university catering is thought to be one of the key components in the construction of“double first class”universities,which supports and leads the reform of education modernization.In this study,the common problems in the university catering were analyzed,and research was done through questionnaires and interviews.This study takes Beijing colleges and universities as the research object to understand the needs of students and teachers and aims to build a“new ecology”of university catering,and vigorously promote the construction of green campuses.
文摘In the middle and later stages of urbanization development,the growth of the real estate industry will stagnate,and urban renewal will become the mainstream.With the advancement of urban renewal,there are still problems in improving the quality of cities in the stock era and their design strategies.This paper analyzed the Linping Old City organic renewal project and the Xishui River ecological governance project in the stock era of urban quality improvement by sorting out the current development status,historical background,planning types,and design strategies of quality improvement in the stock era from the perspective of urban renewal,combining with project overview,main problems,design methods,and design content.Urban renewal is the leading direction for promoting urban development and construction on a global scale,and countries formulate different plans and practices based on their local characteristics.Urban renewal strategies should be diversified,and focus on livable environments,urban characteristics,etc.,while considering human factors,green innovation,etc.,in order to achieve smart community management and enhance the economic and social benefits brought by urban attractiveness.For successful cases such as the Linping Old City and Xishui River ecological governance project,corresponding urban quality improvement strategies and implementation plans should be formulated according to local conditions,with emphasis on social participation and people’s livelihood improvement.This study can help urban planning pay more attention to rational utilization and upgrading of existing urban resources,adapt to the current urban development situation,and promote sustainable urban development.

文摘The role of Landscape Character Assessment(LCA)at the level of territorial landscape governance spans both natural and social sciences.By analyzing the development history,research distribution,methods and applications of cutting-edge cases of LCA in China,the following conclusions are drawn:①the LCA research in China originated earlier than that in Europe,but has not yet been systematically applied to the implementation of urban and rural planning at all levels;②the fundamental theory of LCA in China has been well constructed,with three main research directions:technologyled,assessment-led,and assessment combined with other theories;③the development of LCA in rural areas is more mature than in urban areas,but the progress of research is uneven across regions;④the current research presents significant“bottom-up”academic characteristics,and there is an urgent need for government decision-making authorities and academia to jointly promote a“top-down”standardized governance mechanism to comprehensively promote the modernization of territorial landscape governance.

文摘Based on the current situation of ecological environment of agriculture in Tianjin City,we divide the ecological service function of urban modern agriculture in Tianjin City into seven types: air regulation,climate regulation,water conservation,soil formation and protection, waste disposal,biodiversity conservation,and ecological entertainment. According to the method for assessing the value of natural ecosystem, coupled with the ecological service value equivalency factor table of China's ecosystem formulated by domestic scholars,we estimate the ecological value in Tianjin City. The results show that the actual ecological value of agriculture in Tianjin City was 30. 752 billion yuan in 2010,close to the agricultural economic value ( 31. 733 billion yuan) in 2010. Finally we put forth the following countermeasures for the ecological function development of urban modern agriculture in Tianjin City: strictly protecting arable land,and raising the standards of compensation for agricultural land requisition; actively and prudently developing facility agriculture,and preventing the blind scale expansion of facility agriculture to better give play to its ecological function; strengthening the construction of ecological agriculture,and promoting the market conversion of the ecological service value of agriculture; improving the environment,to form relatively complete agro-ecological system.

文摘The issue of marine ecology is an institutional one.China’s marine ecological protection system has gone through a process of development from scratch to existence and from less to more.However,there are still many problems to be solved,such as whether a variety of complex systems can form a joint force of governance,and whether the rear system failures,deficiencies,and conflicts.Therefore,this paper reviews the evolution logic of China’s marine ecological protection system,explores the complementary space of the existing system from the perspective of institutional complementarity,and analyzes the path of institutional reform of supplement,amendment,and coordination,to promote the effective transition of marine ecological protection system emphasizing quality over quantity.The evolution of China’s marine ecological protection system can be divided into three stages:initial establishment,steady progression,and gradual transformation,showing a trend characterized by a changing governance mode from land-sea division to land-sea integration,a changing supervision mode from government only to multi-institution coordination,a changing safeguard mode from standard norms to the legal system.The internal motivation of promoting the evolution of the marine ecological protection system is the link age between the long-overdue institutional derived demand and supply,and between institutional cost constraints and institutional income drivers.Marine ecological protection is a complex and systematic project across regions and departments,and the link age between different ecological protection systems is crucial.Based on the theory of institutional complementarity,this study finds that China’s marine ecological protection system has great complementarity needs in three aspects:protection subject,protection means,and protection process.Among them,the problem of a single unitary protection subject is mainly caused by the lack of system,the low efficiency of protection means is mainly affected by the lack of system adaptability,and the separation of protection process mainly reflects the contradiction of system incongruity and mismatch.Based on this,the supplement of China’s marine ecological protection system should focus on the government’s responsibilities and the cultivation of multiple subjects.The revision of the system should focus on the further improvement of non-governmental mechanisms such as market incentives and information disclosure.The coordination of the system should be based on the whole process from pre regulation preparations to post-regulation review,in order to promote the effective connection and cooperation of policy tools.

文摘The construction of ecological civilization is to firmly grasp the core purpose of harmonious coexistence between human and nature, and realize the sustainable coexistence and development of human and nature. In the new era of socialism with Chinese characteristics, first, we should put the ecological civilization in a prominent position while building a modernized economy facing the deteriorating ecological environment. Second, we should correctly understand the dialectical relationship between the ecological civilization and the modernized economy. On the one hand, there is a contradictory relationship between the ecological civilization and the modernized economy. On the other hand, they are mutually unified. Therefore,we should put the ecological civilization construction in a prominent position, build a modernized economy under the guidance of the concept of ecological civilization, and alleviate the impact of economic development on the balance of ecosystems. Thus, it can promote a new leap in the harmonious development of human and nature. Third, if the economic development is not coordinated with ecological protection, there must be an unknown human crisis behind the prosperity of economy. Therefore, we should integrate the ecological civilization into the modernized economy and develop the economy on the premise of protecting ecological environment. What's more, there are three aspects needed to pay attention to. First, the establishment and improvement of eco-economic system with modern green development should be accelerated to provide a green development impetus for modernized economy. Next, the establishment and improvement of sci-tech innovation system with modern green development should be accelerated to provide scientific and technological support for the modern green economy system. Finally, the establishment and improvement of institutional constraint system with modern green development should be accelerated to provide institutional guarantee for the modernized economy.

文摘Contemporary Chinese cultural governance is an important part of the national governance system and the modernization of national governance capacity. It must combine international experience and local method together and run through the whole process of cultural system reform. The good governance of culture is the goal pursued by Chinese cultural governance, which displays the management process of maximizing cultural public interest. In the new era, cultural governance reform has experienced governance subject centralized to pluralism, governance space from inside to outside, governance method from ruling by man to the rule of law, governance path from control-oriented government to service-oriented government. To further improve Chinese cultural governance in the new era, relationships between top-level design and grass-root innovation, cultural democracy and cultural concentration, national cultural interests, social cultural interests and cultural interests of the citizens, domestic cultural governance and global culture must be dialectically dealt with. In the government-market-social governance structure, mutual assistance of multiple missions and win-win of multiple subjects can be achieved, thus promoting harmony of multiple interests.
