Under the background of“co-construction,co-governance,and sharing,”the role of the grassroots level is becoming increasingly important.In the past,the governance body was single with blocked information,and the inefficient governance mode required gradual transformation.In order to achieve collaborative governance and break through the obstacles in grassroots governance,the key lies in how to play the role of the community,coordinate the relationship between citizens and the community,and allow the community to better play the role of grassroots governance.Under the guidance of the concept of collaborative governance and combined with relevant data,this paper discusses the problems and current situation of community governance in Daqing City,China,explores the path to improve the efficiency of urban community governance,and puts forward relevant constructive suggestions to better realize the role of community in grassroots governance. 展开更多

Barriers to Community Participation in Governance Standards Setting for Sustainable Mangrove Management in Lamu County

Mangrove management requires an all-inclusive community engagement for sustainability in protection and conservation of mangroves. Previously, community participation was not considered pivotal but the rapid degradation of mangroves has necessitated their participation. Despite much legislation enacted, there are still challenges hindering community participation in Lamu County and this paper seeks to highlight barriers perceived by the various stakeholders in mangrove management. The study used a mixed methods approach to answer both qualitative and quantitative research questions and a correlational research design to explore all variables. The study shows that only 60% of the respondents agreed that there is lack of enforcement in mangrove conservation through community participation. However, less than 50% agreed on the challenges of lack of good management in mangroves (46%), lack of implementation mechanisms on mangrove conservation (47%) and lack of consultation in decision-making processes for mangrove conservation (36%). This demonstrates that lack of enforcement is the greatest challenge to the implementation of standards for mangrove conservation. 展开更多

In order to realize these ends, the Chinese government presents the ideal of a Community with a Shared Future for Human Beings as the modernization of global governance and the Belt and Road Initiative as the proper project for this process of modernization. Over the past two decades,Taiwan’s welfare policies for the elderly have prepared for the arrival of an aged society with the aim of facilitating aging in place(AIP).The Long-Term Care Services Act passed by the Legislative Yuan in 2015 set regulations for long-term care personnel,thereby improving the welfare system for the elderly.The government’s AIP policies focus on providing welfare institutions or service units and do not sufficiently explore key factors such as the relationship between care services and community governance models.Since the basic focus of elderly welfare policies is AIP,it is important to actively empower grassroots community organizations and consider the elderly as important subjects of community participation.AIP policies emphasize providing long-term care and nurturing the elderly until death;such policies will be more proactive and innovative if coproduction is incorporated.This study briefly discusses theories related to coproduction using the case study of Chiayi County’s Dingcaiyian Community Development Association,which links six communities in remote rural villages and establishes a community care network based on the coproduction concept.Follow-up issues related to community care are considered and potential practices and ideas to guide social welfare transformation and community governance in the future are discussed. 展开更多

With the focus of urban regeneration gradually shifting to the community level, community regeneration has become an important path for improving residents' quality of life and the governance of grassroots society. How to innovate the governance model and how to improve the community public space utilization efficiency become vital questions. From the perspective of property rights regime, this paper puts forward the theoretical framework of “property rights regime-governance model-space utilization,” and argues that the property rights regime can be adjusted through the subdivision of property rights, which can change the governance model of public space and affect the space utilization efficiency. Through an in-depth investigation of the community regeneration of Shanghai KIC Garden, this study finds that different property rights regimes affect the process and results of collective action in public space governance, and the monocentric governance model formed by the concentration of governmental power can easily lead to the governance dilemmas such as rent-seeking, ineffective supervision, and information asymmetry. By subdividing and decentralizing property rights, social organizations, and community residents can be introduced to participate in the process of spatial governance, so as to facilitate the sinking of governance centers to the grassroots level and form a polycentric governance model. Moreover, multiple stakeholders can be motivated to make full use of public space through the property rights regime adjustment, and the public space utilization efficiency can be enhanced as a result. 展开更多

China's idea of a community of a shared future for humanity(CSFH)has become the guiding principle and norm to be further embedded and integrated into the country's approach to environmental governance.Under the Paris Agreement and the UN Sustainable Development Goals,China strongly emphasizes the implementation of its national strategy to mitigate the global climate crisis,and construct international environmental institutions by advocating fair cooperation resulting in mutual gain.China's role as a responsible major country is expected to be more proactive in international process.In particular,the concept of CSFH exerts positive,far-reaching impacts on the greening of the Belt and Road Initiative and the construction of solid South-South relations.Based on the renewed perception,China shall undertake its responsibilities in the reform of the global environmental governance system by leading multilateralism to strengthen the capacity of relevant international institutions such as the UN.Driven by China's political will,this concept reflects China's more confident attitude toward global environmental governance.Most profoundly,mainstreaming the vision of CSFH will elevate China's role to a new level in the coming years in terms of norm creation in international environmental institutions. 展开更多

In the context of renewed interest in collaboration in natural resource management,the collaborative governance approach has lately been introduced to the forest Protected Areas(PAs)in Bangladesh.The adoption of this co-management approach is seen as an attempt to influence the governance process towards a transformation from the conventional custodian system to a more participatory management regime.Recognition of rights and responsibilities,effective participation,and equitable distribution of benefits amongst the key stakeholders working under a facilitative policy and legal framework are believed to address the broader goals of sustainable development Notwithstanding the resurgence of interest in governance of forest PAs through the co-management approach,academic research on the subject remains limited.This article attempts to review selected key information and milestones on the forest PAs governance with special reference to the major policies and legal documents.With a brief introductory section,this article focuses on the genesis and selected major features of the Forest PAs in the country.The discussion then dwells on the policy and legal framework and provides a critique on its relevance for promoting community participation.The existing institutional arrangements for community engagement in protected area governance are also analyzed in light of the national and international commitment and policy obligations on the part of the country.The salient observations and key findings of the study include the following:(1)despite its limitations,comanagement as concept and practice has gradually taken roots in Bangladesh;(2)the degree and level of active community participation remain low and limited,and there is also clear weakness in conscientizing and orientating the local community on the key legal and policy issues related to PA governance in the country;and(3)policy makers,practitioners,and other local stakeholders related to PA governance need to be oriented on international commitment and national development strategies.The study calls for systematic focus on regular research on the performance of co-management in the country,and efforts towards improving the implementation mechanisms in the field. 展开更多

Despite Zambia's recent policies for optimizing sustainable management of fisheries, their success has been modest in practice. Artisanal and industrial fleets have led to decline in fish catches in the presence of currently prescribed management possibilities. Among other factors, excessive fishing and unsustainable fishing methods attributed to common property and free access to the resources are key. The country adopted co-management approach to fisheries management in the 1990s with a view to improve the fisheries stocks through community enforcement of fishery management regulations. Neither the success of co-management has been easy to measure nor its results appreciated. In view of overfishing, it is required to continue providing a range of empirical evidence of area-specific co-management interventions as basis for designing realistic and innovative solutions for the nation. This implies that new policies and institutions need to be developed by research to understand fisheries systems and better promote sustainable trajectories. The following review recommendation to central government is a coherent approach that uses and crystallizes the multiple interests and skills of co-management stakeholders. Most stakeholder groups have been involved in an ad hoc fashion through workshops, public meetings and consultative processes mainly organized by Department of Fisheries. Stakeholders should be involved from the design of the process to each step in the process, including the ongoing monitoring and evaluation. A form of memorandum of understanding is suggested. This will formally set out a process that acknowledges each stakeholder's interests and provide forums to facilitate discussion, consultation and monitoring of management activities. 展开更多

Since the 1960s, most cities in developing countries have faced a high rate of urbanization, which in turn has caused more harm to low-income earners, in urban areas. A majority of low-income earners most often face difficulties in accessing land in planned areas, as a result they are forced to build houses in unplanned settlements that are vulnerable to natural hazards. The situation is worse to the extent that people encroach the most vulnerable areas (hazard lands). As concentration of people increases, these unplanned areas become more unsafe to live in. This is partly due to the risks associated with natural hazards particularly flooding. Further, vulnerability of unplanned settlements in developing countries is aggravated by hosts of problems caused by many factors, including inadequate Government involvement in: environmental protection especially managing hazard lands and helping the community to minimize risks associated with hazards. This paper addresses this issue. It argues that community and Government initiatives are vital to any strategy for flood risk reduction and environmental protection in general. The study employed both the primary and the secondary data sources. Data collection tools and techniques involved in this study included: Checklist to various leaders, interview using questionnaires, focus group discussion, analysis of aerial photographs and non participant observation. A total of 70 households from within Keko Machungwa were interviewed. The study revealed that flooding is largely contributed by construction done by a large scale developer on a water course;and when affected community initiated a strategy to solve the problem they partially succeed due to inadequate support from the Government and other stakeholders. These findings could be useful to strengthen policy and legislation in environmental protection, management and flood control as well as in intervening land use conflicts between local community and developers. 展开更多
