Drawing upon social responsibility theory and collaborative governance theory, this research constructs a social responsibility guidance and governance system guided by the public, supported by the voluntary fulfillment of responsibilities by online audiovisual enterprises, and based on the collaborative participation of diverse stakeholders. With the construction of the power Internet of Things(IoT),communication between smart devices in urban distribution networks has been gradually moving towards high speed,high compatibility,and low latency,which provi...With the construction of the power Internet of Things(IoT),communication between smart devices in urban distribution networks has been gradually moving towards high speed,high compatibility,and low latency,which provides reliable support for reconfiguration optimization in urban distribution networks.Thus,this study proposed a deep reinforcement learning based multi-level dynamic reconfiguration method for urban distribution networks in a cloud-edge collaboration architecture to obtain a real-time optimal multi-level dynamic reconfiguration solution.First,the multi-level dynamic reconfiguration method was discussed,which included feeder-,transformer-,and substation-levels.Subsequently,the multi-agent system was combined with the cloud-edge collaboration architecture to build a deep reinforcement learning model for multi-level dynamic reconfiguration in an urban distribution network.The cloud-edge collaboration architecture can effectively support the multi-agent system to conduct“centralized training and decentralized execution”operation modes and improve the learning efficiency of the model.Thereafter,for a multi-agent system,this study adopted a combination of offline and online learning to endow the model with the ability to realize automatic optimization and updation of the strategy.In the offline learning phase,a Q-learning-based multi-agent conservative Q-learning(MACQL)algorithm was proposed to stabilize the learning results and reduce the risk of the next online learning phase.In the online learning phase,a multi-agent deep deterministic policy gradient(MADDPG)algorithm based on policy gradients was proposed to explore the action space and update the experience pool.Finally,the effectiveness of the proposed method was verified through a simulation analysis of a real-world 445-node system.展开更多

The appli-cation and technology architectures of the collaborative platform are elaborated in this paper,and the major key technologies on the platform are also expounded, which includes realization of many governments ap-plications’ scale integration and collaborative application, business model driven software development plat-form based on SOA, SSO, tans-departmental and cross-level multi-engine clustering protocol. Based on the "clustering application"design, to maximize the utilization of hardware, software resources and administra-tive resources of the provincial government collaborative platform, rural districts and counties can build their own platforms based on the provincial platform. 文摘The weather conditions of the summer of 2022 were very unusual,particularly in Eastern Asia,Europe,and North America.The devasting impact of climate change has come to our attention,with much hotter and drier conditions,and with more frequent and intense flooding events.Some extreme events have reached a dangerous level,increasingly threatening human lives.The interconnected risks caused by these extreme disaster events are triggering a chain effect,forcing us to respond to these crises through changes in our living environment,which affect the atmosphere,the biosphere,the economy including the availability of energy,our cities,and our global society.Moreover,we have to confront the abnormal consequences of untypical,rapid changes of extreme events and fast switches between extreme states,such as from severe drought to devastating flooding.Recognizing this new situation,it is crucial to improve the adaptation capacity of our societies in order to reduce the risks associated with climate change,and to develop smarter strategies for climate governance.High-quality development must be science-based,balanced,safe,sustainable,and climate-resilient,supported by the collaborative governance of climate mitigation and adaptation.This article provides some recommendations and suggestions for resilience building and collaborative governance with respect to climate adaptation in response to a new planetary state that is characterized by more frequent and severe extreme weather events.

文摘Joint prevention and control is a social organization model dealing with the governance of public health and security incidents.The governance models should have the features of multiple subjects co-governing and distributed cooperating.Their purposes are to solve and improve the governance efficiency of dealing with public health and security incidents at the executive level.However,there are still many deficiencies in the current data governance and collaborative governance of joint prevention and control systems,which are mainly reflected in incomplete data collection,unimpeded data sharing,inflexible collaborative cooperation,and inadequate collaborative supervision.Therefore,a new innovative governance model is urgently needed.Blockchain technology is suitable for implementing multiparty data sharing and cooperation,and at the same time,it supports penetrating supervision and management.This paper studies the blockchain model for joint governance of public health and security incidents.It focuses on the multiagent collaborative prevention and control governance model,which provides a new opportunity for model innovation in data governance and in cooperative governance.
