Overall Planning of Development of Urban-Rural Areas:A Policy Mechanism for Urban-Rural Coordinated Growth

While analyzing overall planning and coordinated development of urban-rural areas, this paper shows that overall planning for the development of urban-rural areas is a requirement for the best use of productive forces. It means the setting up of a policy mechanism for coordinated growth. Recognizing this, the government should set up a way to lead and manage a unified program to increase service and decrease controlling administration power, while safeguarding and fulfilling the farmers' ownership to the means of production.

Study on Development of the West of Shandong Province Based on Overall Regional Development Planning Pattern

The overall regional development planning pattern has been considered to be a new and effective pattern as for development of provincial economy.The article analyzed the current conditions of the west of Shandong Province and tried to find the generation mechanisms of current non-balanced economic development of Shandong Province.And then approaches to regional development were put forward according to the theory of regional development pattern as a whole.

Development of suburb farm landscape in the process of urban-rural overall planning from the perspective of ecological economics:a case study of Chengdu City

With the accelerating development of Chinese urbanization and the widening gap between rural and urban areas,urban-rural overall planning is to be an inevitable choice for economic and social development.However,the specific patterns and methods in urban-rural overall planning are greatly different.From the persperctive of ecological economy,taking the main physical and biological pattern of the farmland as research objects,this paper analyzes the components and characteristics of farm landscape,the relationship between farm landscape exploitation and rural tourism,and the role of farm landscape exploitation in planning urban and rural development.It expatiates on the pattern,method and principle of farm landscape development.Furthermore,based on the actual development case,this paper explores how to make high-grade tourism products with scientific and reasonable farm landscape development method,how to increase peasant income,how to improve urban and rural ecological economic environment,so as to promote urban-rural overall planning.

Geological theory and exploration & development practice of hydrocarbon accumulation inside continental source kitchens

Continental shale strata in China are rich in petroleum resources and are an important area to strengthen domestic oil exploration and development.Based on the latest progress in geological research and exploration and development of petroleum inside continental source kitchens of China National Petroleum Corporation exploration areas in recent two years,we have achieved the following results:(1)The geological connotations of continental hydrocarbon accumulation inside source kitchen and"sweet spot"have been proposed.The intra-source petroleum accumulation refers to the accumulation of liquid-rich hydrocarbons retained or captured in the continental organic-rich shale strata,and"sweet spot"refers to the favorable reservoir with higher oil content,better physical properties,easier to stimulate and higher in commercial development value in the overall oil-bearing continental source rock series,they can be divided into three types,interlayer,hybrid sediment and shale.(2)High-quality shale formations in both salt water and freshwater lacustrine basins can generate hydrocarbons on a large scale,shale strata have multiple types of favorable reservoirs with large-scale storage capacity,the intra-source shale strata are overall oil-bearing and large in resource scale,and there are multiple favorable shale series for development.The exploration and development practice is propelling the formation of a series of exploration and development key technologies with"sweet spot exploration"and"volume development"as the core.Some pilot tests of these technologies have provided an important scientific basis for the economic and effective development of hydrocarbon accumulation inside source kitchen,and popularization of these technologies have achieved encouraging results preliminarily.(3)Two types of continental intra-source petroleum resources in China have great potential,including medium-high maturity with liquid-rich hydrocarbons and medium-low maturity with organic-rich matter.The Ordos,Songliao,Bohai Bay and Junggar basins are the main areas of these resources.By addressing the theoretical and technical challenges in the exploration and development,the two types of resources inside continental source kitchens will become the realistic and major strategic replacement oil resources respectively in the future.

An Analysis of China's Overall Price Trend During the 12th Five-year Plan Period and Suggestions

In this paper,the author first summarizes China’s price operation situation and characteristics since the 1990s,and thenanalyzes inflation shaping factors and types.Based on that,the author raises six inflation early-warning indexes andfully dissects influencing factors of the overall price trend and inflation risks during the 12th Five-year Plan period.Afterthat,the author explains some aspects of price fluctuation that warrants attention during the 12th Five-year Plan period.Finally,the author puts forward policies and suggestions for stabilizing the overall price during the transformation of theeconomic development mode based on our actual situation.

宁波都市区森林城市群建设现状、发展指标与总体布局——基于中欧合作研究的城市群森林建设规划

区域是生态环境的共同体,需要协同在城市群尺度推进森林城市群建设。基于对宁波都市区森林城市群建设现状的分析,结合上位规划要求及国内外经验,构建包括7项一级指标(生态资源总量、生态网络、生态保护修复、生物多样性、生态文化、生态福利、区域协同)、24项二级指标的宁波都市区森林城市群建设指标体系;同时,立足宁波都市区现状与发展目标,形成都市区“两山三湾一岛链”,中心区“两屏一区、多廊多点”,生态建设核心区“绿心、绿隔、绿核、绿廊、绿网、绿园”的森林城市群分层布局。研究结果不仅对宁波都市区森林城市群的落地建设具有指导作用,也对我国其他地区森林城市群建设具有重要的参考价值。

总体国家安全观与中国刑法发展

新时代背景下,刑法学价值存在从侧重自由保障到自由与安全二元价值并重的转型需要,应当以总体国家安全观重塑刑法的价值需求,推进自由与安全二元价值在刑法中的融合。犯罪学实践范式具有消极性、滞后性,难以承担引领刑法学研究的理论重担,应当以总体国家安全观重构刑法的实践范式,重视具有积极性、前瞻性的国家安全学实践范式对刑法学发展的指引作用。以总体国家安全观为引领,一要调整刑事政策,坚持刑事政策发展的系统性导向;二要强化安全的刑法保障,以人民安全为理论根基促进刑事立法的民主化和科学化发展;三要激发刑事司法机能化,推进刑事司法在个人、社会、国家三重安全面向的机能性构建。

随着新一代信息技术的深度应用及数字中国建设的推进,智慧国土逐渐成为赋能我国自然资源管理、国土空间规划与治理,以及城市社会经济发展的新手段。但从实施层面来看,智慧国土如何赋能城市高质量发展,还需进一步探索其具体的实践路径。本文在厘清城市高质量发展和智慧国土建设之间内在关系的基础上,提出了智慧国土赋能城市高质量发展的总体设计思路,具体将通过数据赋能、技术赋能及场景赋能三种模式,推动实现对城市的高质量全程智治。在此基础上,以重庆市为例,结合其发展现状和实际需求,从自然资源管理与社会经济发展两个方面,探索智慧国土赋能城市高质量发展的实践路径,以期为我国城市数字化治理和高质量发展提供理论参考与实践指导。

城市更新背景下区域整体开发与设计总控模式研究

区域整体开发指一定范围、时限内,一级开发商或政府主管部门组织托底,多业主参与,统一规划设计、建设管理的集约开发建设模式。总结政府主导、市场主导、政企合作3种区域整体开发模式,结合实践项目,探索不同区域整体开发模式下设计总控的模式、方法及主要工作内容,以期为其他城市区域整体开发提供参考。

“双减”背景下校外教育的价值与发展路径

当前,我国教育正处于提质增效、由高向强转变的关键时期,需要破解教育高质量发展的难题,“双减”改革给校外教育带来了新的机遇和挑战。校外教育作为大教育格局中的重要一环,是教育高质量发展的重要突破口,具有实践性强、开放性强、包容性强、黏合性强等特点,对教育生态重构有着不可替代的影响。因此,应重新审视校外教育的价值与作用,形成广泛共识,在教育大格局中推动校外教育的新发展:坚持以德为先,落实立德树人根本任务,将社会主义核心价值观融入校外教育全过程;以儿童为本,加强综合素质教育,提升儿童自我服务和实践能力,促进儿童全面发展;强化校外教育与家庭教育、学校教育的有机衔接,打造家校社协同育人的国民教育体系。

悬臂式掘进机参数变型与交互式虚拟展示

针对现有掘进机设计中总体布局参数阶段效率低、易出错的问题,提出一种基于掘进机技术指标确定总体布局参数的方法。以EBZ200型矿用悬臂式掘进机为对象,首先对其进行功能模块的划分,随后分析得出各功能模块布局参数对掘进机总体性能指标的影响。通过Cinema 4D对掘进机模型进行绑定蒙皮处理,使用MATLAB计算性能逆算参数,采用MySQL构建相应的数据库,最后基于Unity3D引擎和C#脚本开发系统,根据掘进面的尺寸检索出合适的掘进机截割部参数组合,实现掘进机布局参数的可视化调整,同时实时显示布局参数变更对性能指标的影响,有效提升了掘进机的设计效率。

体育参与对大学生身心全面发展的影响:具身认知中介效应分析

为进一步探讨体育参与对大学生身心全面发展的影响,促进大学生体育参与。运用文献资料法等研究方法,构建体育参与对大学生身心全面发展影响模型。结果显示:体育参与、具身认知、身心全面发展两两存在显著相关(r在0.663-0.914之间,P<0.01);体育参与分别对提高具身认知、身心全面发展具有正向影响;具身认知在体育参与对大学生身心全面发展影响中属于部分中介效应,效应值为0.324,占总效应的39.148%。建议:强化大学生体育参与的主体地位,引导大学生积极主动进行体育参与;合理规划体育参与内容,以直接参与体育的形式,培养大学生的运动感知觉能力;以体育俱乐部为载体,定期开展体育竞赛活动;以实施健康中国为契机,推动体育普及与提高相结合,树立大学生终身体育意识。

城市更新背景下的区域整体开发项目总控

近年来,在城市更新成为城市发展主导理念的时代背景下,区域整体开发建设逐渐由周边城区向中心城区转移,城市片区规模的既有建筑的改建扩建、历史建筑的保护更新项目日益增多。设计总控在区域更新整体开发实施、统筹利用城市资源、整合城市公共空间、整体提升城市环境等方面起到了关键性的作用。文章对三个不同时期、不同类型的区域更新项目的设计特点以及总控关键要点进行了分析对比。随着城市的更新发展,区域整体开发建设目标更加多元、标准要求不断提升,中心城区既有基础条件也更加复杂,因此,区域更新建设对设计总控工作提出了更加系统化、科学化、多元化、精细化的要求。
