Understanding the relational structure of collaborative community policing is necessary to pinpoint the pattern of interactions among key actors involved in community policing and improve the effectiveness of network governance. Based on 234 surveys of citizens of S Community in Beijing from April 2017 to May 2017, this paper empirically examines the characteristics of formal network and informal network of citizen participation in the collaborative community policing. Beijing is widely known for its active involvement of neighborhood volunteers in different types of community policing. We focused on four different types of interpersonal work relationships in this study: workflow, problem solving, mentoring and friendship, among resident committees, neighborhood administrative offices, media, police station, business security personnel, neighborhood volunteers, and security activists. The nature of relationships between individuals in networks can be treated as from instrumental ties to expressive ties. Expressive ties cover relationships that involve the exchange of friendship, trust, and socio-emotional support. We extended this intra-organizational insight into a community policing inter-organizational context. The collaborative network showed the trend of the distributed network. The clustering analysis showed that in the workflow network, we should make thll use of the close interaction between the citizens and activists in the community. Meanwhile, in the problem-solving network, mentoring network and friendship network, interactions between citizens and neighborhood committee are weak.展开更多

The proposed device will be tested in the Lamkansa district, in the ...The aim of this paper is to develop a Multi-Actor Geo-Collaborative Device to improve the processes of household waste collect (HWC) in urban areas. The proposed device will be tested in the Lamkansa district, in the southwestern part of Casablanca city, Morocco. The approach used is a systemic analysis of communication in order to act on a territory. We have been inspired by several methodological developments concerning multi-actor processes of land use planning. We focused our work on the involvement of the inhabitants in the process of household waste collect. The results show that the urban population can help and contribute to the development of complementary solutions to improve the urban environment and their living environment. Moreover, by integrating citizens in HWC processes, as well as decision communication, we can reduce household waste management costs and make it faster and more efficient, through a geo-collaborative, participatory and incentive logic. The approach described in this article is original, not only considering the technologies used to present and share the collected information, but also regarding the concept of integrating several actors in a collaborative/incentive mode. It arouses great interest by combining geomatics with communication and information sciences. It contributes to improve the participation of the inhabitants in the life of their urban environment in order to establish a reinforced dialogue on the future of their city and public health. This paper presents a collaborative 3D GIS to support public participation.Realizing that public-involved decision-making is often a multistage process,the proposed system is designed to provide coherent support for c...This paper presents a collaborative 3D GIS to support public participation.Realizing that public-involved decision-making is often a multistage process,the proposed system is designed to provide coherent support for collaborations in the different stages.We differentiate ubiquitous participation and intensive participation and identify their suitable application stages.The proposed system,then,supports both of the two types of participation by providing synchronous and asynchronous collabora-tion functionalities.Applying the concept of Digital Earth,the proposed system also features a virtual globe-based user interface.Such an interface integrates a variety of data,functions,and services into a unified virtual environment which is delivered to both experts and public participants through the Internet.The system has been designed as a general software framework and can be tailored for specific projects.In this study,we demonstrate it using a scene modeling case and provide a preliminary evaluation toward its usability.展开更多
