Main Problems and Countermeasures of Realizing Mutual Benefit and Win-Win In "9+2" Mode

At present "9+2" mode has formally started up. However, the main problems facing its efficient function and realization of mutual benefit and win-win are innovation of cooperation mechanism and alignment of market mechanism. Therefore, all parties should actively promote the innovation and alignment of market mechanism, industrial structure, enterprise systems and government service, to realize mutual benefit and win-win.

二战之后,在发达国家主导建立的现行国际经济秩序内,中国的角色首先历经了从“体系外革命者”到“体系内改进者”转化过程。时至当下,中国提出了人类命运共同体概念,践行其内生的互利共赢基本准则,中国又开始逐步获得“体系外变革者”的新角色,而共建“一带一路”已成为中国扮演这一新角色的重要平台。随着美国等西方国家在体系内对中国实行规则上打压的不断升级及对华经贸关系政治化的持续加剧,中国在体系内存在的空间不断被压缩,甚至还有可能被挤至体系外。鉴于此,中国作为“体系外变革者”,通过“一带一路”平台推动和引领创建有关国际经济法律制度,对稳定中国外部经贸环境具有深远的特殊意义。
