Global Climate Change and National Security： Institutional Culture and Leadership Within Three Federal Departments

National security implications （The White House, 2015; CNA, 2014） of global climate change currently radiate throughout the U.S. government. These implications are critically acute for three federal departments most responsible for U.S. national security： the Department of Defense （DoD）, the Department of State （DOS）, and the Department of Homeland Security （DHS）. However, the effect on these federal departments is understudied and poorly specified. This research intends to rectify the dearth of academic studies. Comparative analysis （Collier, 1993） of the institutional cultures and leadership of the DoD, DoS, and DHS was conducted determining how these agencies are responding to multiple vulnerabilities created by climate change （The White House, 2013a）. Research revealed significant differences in how the DoD, DoS, and DHS are responding. The analysis discovered the DoD has institutionalized, or ＂mainstreamed＂ （Leggett, 2015, p. 16） planning for climate change and planning is driven mainly through hierarchical cultural organizations. The DoD bureaucratic leadership is multi-faceted with some transactional, transformational, and charismatic leadership elements. The DoS has also mainstreamed adaptation planning to a lesser extent and planning is driven primarily by an ad-hoc culture with a top-down/bottom-up, charismatic/transformational leadership emphasis. In contrast, the DHS has been unable to mainstream planning into their organizational culture due to the presence of several internal clans. The DHS bureaucratic leadership is somewhat chaotic with little top-down, transformational, or entrepreneurial direction. Overall, the knowledge gained from this comparative analysis provides valuable insights into how governmental institutions adapt to a multi-faceted national security threat.

The Interrelationship between Culture and Capital Structure:Evidence from International Retailers

The present study investigates the influence of cultural factors in 2022 on the capital structure of global retailers.There are sixteen retailers from eight countries in the sample.In recent times,numerous academicians have taken an interest in examining the capital structure and business model of retailers,owing to their swift and consistent growth.However,the fact that the majority of research originates from the retailers’host country gives rise to debate regarding the applicability of the capital structure of said retailers to countries with distinct cultural environments.Consequently,academics have begun to investigate whether the capital structure of multinational retailers is impacted by the diversity of national cultures.

Exploration of the Inheritance and Innovation Carrier of National Culture in the Teaching Model of Art Design Major in Higher Vocational Colleges:Integrating Lijiang Baisha Murals into Higher Vocational Art Design Curriculum System

This study aims to further promote the inheritance and innovative development of intangible cultural heritage in Yunnan Province,promote the protection,inheritance,integration,and innovation of ethnic culture in Lijiang,strengthen the protection and inheritance of Baisha murals in Lijiang,and change the teaching of art design majors in vocational colleges in Yunnan.Given the lack of traditional Chinese culture and local ethnic culture,this article focuses on the teaching of art design majors in Yunnan vocational colleges.It explores the construction model of the cultural inheritance and innovation carrier of Lijiang Baisha murals to meet the spiritual and cultural needs of the local people,and efforts will be made to promote the high-quality development of the Baisha ethnic area in Lijiang.

Research on Development Mode and Strategies of Capitalization of Baise National Culture in China——A Case Study of Napo Black Cloth Zhuang

The paper had illustrated fruitful achievements Baise had gained in these years in terms of capitalization operation and capital increase of national culture,and generally analyzed deficiencies in capitalization of Baise national culture.It emphasized that utilization,integration and development of national cultural resources were not enough in intensity;capitalized degree of national culture was low and national cultural products were simple and low in level.Finally,the new mode was proposed to integrate national cultural resources,activate inner vitality of national cultural capital and renovate capitalization of national culture.

This study delves into the intricate dissemination and acceptance of Dongpo Culture,epitomized by Su Shi,in the UK and the US,aiming to bolster the global recognition of Chinese literary and cultural values and advance the national strategy of“Going Out”.Su Shi’s multifaceted contributions—spanning literature,philosophy,calligraphy,and art—serve as a pinnacle of Northern Song Dynasty culture.This research evaluates the varied translations,monographs,biographies,journal articles,and doctoral dissertations about Su Shi in these Western nations,using literature analysis,typical analysis,and comparative methods.The findings reveal a robust interest in Su Shi studies in the US,marked by a proliferation of scholarly works and translations across diverse disciplines,such as literature,art,and aesthetics,establishing the US as a leading center for Dongpo Culture studies.Conversely,the UK,despite its early engagement,shows limited scholarly outputs and significant research papers on the subject.By examining Dongpo Culture’s overseas communication path and influence paradigm,this paper seeks to enhance China’s cultural soft power and self-confidence.It underscores the vital role of international cultural exchange in constructing a positive image of China’s national identity,facilitating its peaceful rise,and providing strategic insights for the global promotion of Chinese culture.

American Multinational Media and the Expansion of American Mass Culture

With the development of globalization and gradual intensification of mutual dependence of the world, "hard power" which includes economic and military strength is no longer the primary consideration for many countries. They tend to pay more attention to the attractiveness of their "soft power",which includes values,life style , ideology and so forth. Just as Joseph S. This article analyzes the symbolic colors red,white,and blue in Lev Tolstoy’s works,exploring their interrelation and educational significance in reflecting the Russian national spirit.The article first reviews the symbolic significance of red,white,and blue in Russian history,and then analyzes in depth the multiple connotations of colors in Tolstoy’s classic works Anna Karenina,War and Peace,and Resurrection.Through the combination of color symbols with characters’destinies,inner conflict,and historical background,this paper explores how Tolstoy’s literary works reflect the historical changes and national spirit of Russia,especially the important value in education and cultural inheritance,providing a new perspective for the study of literary education and emphasizing the educational role of color symbols in literary works in shaping national spirit and cultural identity.

New changes are taking place in nontraditional security fields,characterized by the increase in confrontation and conflict,the intensification of threats,and diversification.The interconnectivity,unpredictability,and transmissibility of nontraditional security threats are unprecedented.The emergence and even perpetuation of the above-mentioned new features are both attributed to objective factors,such as social development,ideological shifts,and scientific and technological advancement,and are closely related to the moves of certain major countries to instigate the so-called remarkable power competition recklessly and boost geopolitical contest.The rapid resurgence of securitization in global politics is hidden behind the rise of nontraditional security threats.Nontraditional security issues have generally entered a dynamic phase,which exerts an impact on the international security environment and the global landscape.A growing number of countries have emphasized on the realistic and urgent threat of nontraditional security challenges to their national security.These countries have tended to achieve traditional security goals via nontraditional means and tackle nontraditional security challenges with traditional mindsets.Thus,the boundary between traditional and nontraditional security issues is increasingly blurred.The methodology that dichotomizes traditional and nontraditional security issues may no longer be useful during assessments of major threats confronting national security.The connotations of peace and war have significantly changed in the new era.Distinguishing"hot"security issues from"cold"ones or traditional security issues from nontraditional ones is difficult.Such distinction requires consideration of all security issues when recognizing and addressing national security challenges.Thus,these increasingly complex security issues must be analyzed within a wide context of the oncein-a-century changes occurring worldwide and China should pursue a holistic approach to national security as a fundamental principle in response to various threats.

End-to-End Encryption in Messaging Services and National Security—Case of WhatsApp Messenger

The ubiquity of instant messaging services on mobile devices and their use of end-to-end encryption in safeguarding the privacy of their users have become a concern for some governments. WhatsApp messaging service has emerged as the most popular messaging app on mobile devices today. It uses end-to-end encryption which makes government and secret services efforts to combat organized crime, terrorists, and child pornographers technically impossible. Governments would like a “backdoor” into such apps, to use in accessing messages and have emphasized that they will only use the “backdoor” if there is a credible threat to national security. Users of WhatsApp have however, argued against a “backdoor”;they claim a “backdoor” would not only be an infringement of their privacy, but that hackers could also take advantage of it. In light of this security and privacy conflict between the end users of WhatsApp and government’s need to access messages in order to thwart potential terror attacks, this paper presents the advantages of maintaining E2EE in WhatsApp and why governments should not be allowed a “backdoor” to access users’ messages. This research presents the benefits encryption has on consumer security and privacy, and also on the challenges it poses to public safety and national security.

Chinese Contemporary Art Design from the Perspective of National Culture

The progress of social economy drives the progress of humanity art. Due to historical condition reason, the pace of art design development in China is late. Since the reform and opening up, the art design obtains a long-term development in China. Impact of Africa Regional Food Security Program on Nigerian Farmers： The Case of National Special Program for Food Security

This paper examined the impact of National Special Program for Food Security （NSPFS） on the beneficiaries through a qualitative measurement of the food security status of the beneficiaries. A food insecurity index was estimated to measure the well-being of the beneficiaries as affected by the impact of the program. Beneficiaries were classified into four categories： food secure （41%）, food insecure without hunger （46%）, food insecure with moderate hunger （11%）, and food insecure with severe hunger （2%）. Perceptions of beneficiaries were measured. In conclusion, the program has had a positive impact and enhanced food security among the Nigerian beneficiaries. It is not without its short comings which include delayed and untimely disbursement of funds and lack of output markets, irrigation facilities, production inputs and adequate training on technology know-how. The default rate and number of debtors remain high among beneficiaries. Efforts should be made to correct the short comings to improve the effectiveness of the program and justify the huge financial resources that have been committed.

Guizhou is a settlement of minorities and its colorful national cultures can provide materials for creation of characteristic landscape.Through the analysis of landscape design scheme of Xiaohe Aerospace Park,the paper has discussed the absorption of Guizhou national culture and its application in gardening landscape.With plants landscaping as the dominance,based on the actual situation of the site,bronze drum as a featured instrument of Buyi Nationality has been selected as the design factor,and plants landscaping has been conducted according to the shapes of symbols of twelve drum spectrums.Then,the pavement with the pattern of minority girls has been designed and made of green materials,forming the landscape effect of minority girls dancing on bronze drum.It shows that absorbing characteristic factors of Guizhou national culture and applying them in gardening landscape can improve the cultural connotation of landscape and help to inherit Guizhou national culture.
