The Impact of the Establishment of National High-tech Zones on Total Factor Productivity of Chinese Enterprises

The National High-tech Zone(NHTZs)is an important strategic platform for cultivating high-tech industries and realizing high-quality economic development in China.Based on the combined data from 2006 to 2014 of the industrial enterprise database,the customs database,and the China Development Zones Audit and Announcement Catalogue(abbreviated asthe Catalogue),this paper systematically investigates the influence of the construction of NHTZs on enterprise’s total factor productivity(TFP).Results show that NHTZs have a positive impact on the TFP of enterprises in the zone,and this conclusion is still valid after considering endogeneity problems.Furthermore,the above productivity effects of NHTZs are heterogeneous in terms of enterprise ownership,external environment and establishment time,and NHTZs have greater stimulation effects on enterprise productivity after comparing with other types of functional zones.An investigation of the specific mechanisms at play shows that NHTZs promote the TFP of enterprises in the zone through the release of preferential policies,strengthening the“technology spillover effects”of imported intermediate goods,enhancing enterprise’s innovation ability and attracting talent.In addition,based on the decomposition of industry productivity,this paper also investigates the impact of NHTZs on changes in industry productivity and finds that NHTZs promote the overall productivity of specific industries mainly by stimulating the productivity improvement of incumbent enterprises and expanding the market share of high-productivity enterprises.Moreover,the preferential policies of NHTZs do not significantly stimulate high-productivity enterprises to enter the zones,nor do they cause low-productivity enterprises to exit.This research is helpful in objectively evaluating the economic effects of the NHTZs in China and in providing a theoretical basis for its further adjustment.

Economic Development Strategies and Optimization of High-tech Development Zones from the Perspective of"Four-transform and Three-famous":Taking Nanchang High-tech Development Zone as an Example

In recent years,high-tech development zones(hi-tech zones)have always occupied a very important position in the strategy of promoting China's innovative development.The combination of the"four-transform and three-famous"coordinated economic development strategy pioneered by Zhejiang Province in 2015 and the coordinated economic development of high-tech zones is particularly important for modern China at a critical time for innovative economic development.In this article,based on the research on the coordination mechanism of economic activities and development of Nanchang High-tech Zone,the development course of high-tech zones in China is elaborated,the early economic models in high-tech zones of Nanchang and China are analyzed,the existing problems in the structure of economic development of high-tech zones are analyzed in depth,the main driving factors for promoting the economic development of high-tech zones are studied from the aspects of capital,space,industry,economic model,etc.,and corresponding development strategies for high-tech development zones in China are proposed.

Spatial Pattern Evolution and Industrial Characteristics of Economic and Technological Development Zones and High-tech Industrial Zones in China

Economic and technological development zone and high-tech industrial zone are important types of development zone in China,and there are differences in their connotation and goal setting.In this paper,basic data of national and provincial economic and technological development zones and high-tech industrial zones in China were collected and arranged.Kernel density analysis and other GIS spatial analysis techniques were used to analyze the evolution laws of spatial patterns of economic and technological development zones and high-tech industrial zones in cities from 2006 to 2018.First,the agglomeration intensity was compared by measuring the degree of regional agglomeration and dispersion on the two time nodes.Next,kernel density method was used to explore the evolution of the two in the spatial layout and location,and analyze development commonness and difference of economic and technological development zones and high-tech industrial zones.Finally,the trend and reason of spatial evolution of development zones with different leading industries were explored.Research results show that:①the agglomeration degree of layout of high-tech industrial zones is stronger than that of economic and technological development zones,and there are similarities and differences in distribution trend of spatial patterns of the two types of development zones;②the distribution of labor-intensive,capital-intensive and technology-intensive development zones is concentrated at smaller scales and dispersed at larger ones;③although there are differences between the economic and technological development zones and the high-tech industrial zones in the goal,support,structure and function,management system and so on,their spatial development presents a trend of convergence.In the future,when enhancing urban-rural planning and public administration,governments should combine the trend of industrial transformation and upgrading,and optimize spatial layout of development zones by adjusting industrial structure,layout,transportation and land use.

A Study of the Industrial Development in Huazhong Agricultural High-tech Industrial Development Zone

This paper illustrates the current situation and problems concerning the industrial structure in Huazhong Agricultural High-tech Industrial Development Zone,and analyzes the internal contradictions that exist in industry: small-scale land operation has become an inherent obstacle to the industrial development in Agricultural High-tech Zone; farmers are always in a passive position in industrial restructuring optimization; government's policy failures and rent-seeking behaviors have hindered industrial development; the research,popularization and application of agricultural science and technology is not suited to industrial development requirements. Finally,this paper makes the corresponding recommendations for industrial development in Huazhong Agricultural High-tech Industrial Development Zone.

This paper firstly introduces the general situation of cotton planting areas in China and cotton industry in Xinjiang,and the current situation of intellectual property protection of Xinjiang's cotton industry.Then,it analyzes the main problems in its intellectual property protection and high-quality development.On this basis,it comes up with the recommendations for high-quality development of cotton industry in Xinjiang under the strategy of strengthening the country with intellectual property.The recommendations include improving the level of creation of creative intellectual property rights,building an intellectual property rule system in the entire cotton industry chain in Xinjiang,building protected zones for production of major high quality agricultural product cotton,establishing a demonstration zone to undertake the transfer of the domestic cotton textile and garment industry,undertaking education on the sense of community for the Chinese nation in response to the Xinjiang cotton incident,and developing the"Belt and Road"blue market for Xinjiang cotton and its products.

国家高新区技术创新是否驱动了地方数字经济发展?--基于创新扩散机制的实证分析

基于2012—2020年《中国城市统计年鉴》《中国火炬统计年鉴》、北京大学企业大数据库、国泰安数据库等数据,实证检验了中国国家高新区的技术创新对其所在城市数字经济发展水平的促进作用,进一步检验了高新区技术创新扩散的具体作用机制。研究发现:国家高新区的技术创新与本地数字经济发展水平有显著的正向关系,而这种积极效果的产生机理,包括促进地方数字经济产品创新和提升企业利用数字技术水平。但机制检验模型的回归结果显示,国家高新区对数字技术应用规模的显著促进作用仅限于高新区内部,对外部企业利用数字技术的影响甚微,这意味着国家高新区对地方数字经济市场需求的拉动力比较有限。

国家级经济开发区如何促进共同富裕:理论机制和经验证据

本文构建共同富裕的综合评价指标体系,利用2002-2020年268个地级市的面板数据,对各地区历年的共同富裕水平进行测度;在理论分析的基础上,利用双重差分模型探究国家级经济开发区的设立对地区共同富裕水平的影响及其异质性。研究发现:(1)国家级经开区设立能够显著提升区域共同富裕水平,这一结论经过一系列统计检验仍成立;但同时,经开区的设立对区域共同度影响显著而对富裕度影响不显著。(2)异质性检验表明,国家级经开区设立对区域共同富裕影响具有区域和空间尺度异质性。(3)国家级经开区主要通过推动产业结构调整、促进产业结构升级促进共同富裕发展。本文研究不仅拓展了国家级经开区设立的多重效应,也为促进共同富裕发展提供新的切入点,还为国家级经开区的进一步完善提供了决策依据。

国家自主创新示范区设立与服务贸易高质量发展

自主创新是实现企业高质量发展、提升国际竞争力的必由之路。基于1997—2021年中国省级数据,使用合成控制法和双重差分法实证分析了国家自主创新示范区设立对服务贸易高质量发展的影响及其机制。研究发现,国家自主创新示范区设立能显著促进服务贸易高质量发展,且通过技术创新和产业结构升级促进了服务贸易高质量发展。异质性分析发现,相较于中西部地区,国家自主创新示范区设立对服务贸易高质量发展的促进作用在东部地区更大。因此,中国应继续鼓励国家自主创新示范区扩围发展,加快科技成果转化,中西部地区要大力发展科技服务业,以促进服务贸易高质量发展。

湖州市国家可持续发展议程创新示范区标准体系研究

为了研究湖州市国家可持续发展议程创新示范区标准体系,本文梳理了可持续发展标准化研究现状,调研了湖州可持续发展示范区建设现状,研究了湖州可持续发展示范区标准体系建设基础现状。在此基础上,查找出湖州可持续发展示范区标准化建设存在问题,为了充分发挥标准化的战略性和基础性作用,本文研究构建湖州市国家可持续发展议程创新示范区标准体系框架及主要标准化建设内容,并提出相关建议,为可持续发展标准体系的研究提供了有益的经验。

国家级承接产业转移示范区的低碳发展效应研究——以大湘西地区为例

基于2013—2022年大湘西地区各市(州)数据,采用双重差分模型,检验国家级承接产业转移示范区建设对大湘西地区低碳发展的影响。研究表明,国家级承接产业转移示范区有利于大湘西地区的低碳发展,且通过绿色技术创新投入和提升政府对低碳发展的关注度,有利于促进大湘西地区的低碳发展。

四川省国家重点生态功能区保护发展面临的问题与对策建议

为落实国家主体功能区战略要求,实现国家重点生态功能区生态环境保护和经济社会发展的有机统一,立足四川省国家重点生态功能区基本情况,分析其在保护与发展方面存在的问题,提出完善政府管理考核机制、保护修复生态空间、健全生态补偿制度体系及探索生态产品实现路径等四方面建议,为完善四川省国家重点生态功能区保护与发展模式,促进国家重点生态功能区高水平保护和高质量发展协调统一提供理论支撑。

长江经济带国家高新区如何实现绿色低碳发展:基于TOE框架的组态研究

基于TOE分析框架探讨多个要素协同影响长江经济带国家高新区绿色低碳绩效的作用机制,并采用fsQCA方法对其绿色低碳发展路径进行组态分析。研究发现:国家高新区绿色低碳绩效受到多个条件变量的共同影响,且存在5条有效驱动路径,分别为政府高度支持下高新技术产业驱动型,政府高度支持下技术与产业驱动型,创新资源集聚下的技术驱动型,政府高度支持下的技术、产业与经济发展共同驱动型,以及创新资源集聚下的技术、产业与开放创新共同驱动型。其中,政府高度支持下的技术、产业与经济发展共同驱动型路径最为普遍,其次是创新资源集聚下的技术、产业与开放创新共同驱动型。产业结构和政府支持是有效促进高新区绿色低碳绩效提升的核心条件。研究拓展了TOE理论研究范畴,为长江经济带国家高新区差异化绿色发展提供科学的决策依据。

天津高新区高质量发展路径探析——以高新技术企业为例

基于天津高新区高新技术企业科技创新视角,结合天津高新区高质量发展实践,分析了高新区高质量发展中强化顶层设计、强化创新驱动、促进企业研发、加强人才聚力等方面的探索。从园区融合发展、主导产业集聚、创新服务体系等方面探讨其成效,从完善政策扶持、提升园区管理、优化产业环境等方面提出对策建议,以期助力天津市高新区高质量发展。

内陆型自贸试验区的创新发展对策研究

城市层面落实联合国2030年可持续发展议程的中国探索:国家可持续发展议程创新示范区

建设国家可持续发展议程创新示范区(简称“创新示范区”)是中国统筹国内国际发展形势作出的重要决策部署,旨在依靠以科技创新为核心的全面创新,探索可持续发展问题的系统解决方案,为国内同类地区可持续发展发挥示范带动作用,为其他国家落实联合国2030年可持续发展议程提供中国经验。创新示范区工作启动6年来,中国把这项工作作为实施创新驱动发展战略和可持续发展战略的重要抓手,建立健全工作机制,以城市为载体,按照“一城一主题”的要求,国务院先后三批次批复建设了11个创新示范区,汇聚各方力量和资源有效推动了创新示范区的建设和发展,在推进机制、建设内容等方面彰显了创新示范区的建设特色和经验,在国际社会形成了较大影响力。中共二十大擘画了以中国式现代化全面推进中华民族伟大复兴的宏伟蓝图,创新示范区建设需要围绕促进人与自然和谐共生等中国式现代化的本质要求,进一步完善指导创新示范区建设的理论体系,丰富地方可持续发展的具体实践,增强内生动力,把党中央、国务院的决策部署落在实处。基于此,该研究进一步分析了推进创新示范区建设需要深入讨论和关注的关键问题,结合新形势新要求,提出了推进创新示范区建设的思路,以期为创新示范区未来的发展提供借鉴。

大数据发展、知识产权保护对企业绿色技术创新的影响

大数据提高了信息交流和知识传播的速度与效率,是中国经济高质量发展的重要推手。现有研究针对大数据发展的红利效应进行了一系列的探讨,但鲜有从企业绿色发展视角进行的分析。为系统评估大数据发展对企业绿色技术创新的影响,该研究在理论分析大数据发展影响企业绿色技术创新内在机理和知识产权保护调节作用的基础上,借助“国家大数据综合试验区”的外生政策冲击,以沪深A股上市公司为研究对象,采用双重差分模型评估大数据发展对企业绿色技术创新的影响以及知识产权保护在二者之间发挥的调节效应。研究结果表明,大数据发展显著促进了企业绿色技术创新,经过一系列稳健性检验后结论仍然成立。异质性检验表明,大数据发展对企业绿色技术创新的促进作用在大规模企业、国有企业和地方政府数据开放水平高的企业中更为显著。机制检验表明,大数据发展可以通过提高地区环境规制强度、缓解企业融资约束和提升企业人力资本水平三种渠道促进企业绿色技术创新。调节效应检验表明,知识产权保护在大数据发展与企业绿色技术创新之间发挥了显著的正向调节作用。因此,政府应完善大数据发展政策,持续推进大数据与实体经济深度融合发展;加强大数据发展政策引导企业绿色技术创新的制度设计,将大数据发展与碳达峰、碳中和等绿色发展目标有机结合起来;因地制宜、因企施策,建立支持企业绿色创新发展的长效机制;加强知识产权保护制度体系建设,更有效地促进企业绿色技术创新,推进绿色发展。
